CTTMO heightens 20-sec rule for PUVs
The City Transport and Traffic Management Office (CTTMO) in Davao City is intensifying the enforcement of the 20-second rule for public utility vehicles (PUVs) in loading/non-loading areas to alleviate traffic congestion during peak hours. CTTMO Head Dionisio Abude announced that 36 new traffic personnel will be assigned to monitor yellow boxes and ensure that PUVs, particularly jeepneys, do not exceed the 20-second limit in designated areas. Violators will be issued citation tickets for disregarding traffic signs, and those with expired or fake PUV IDs will face penalties. On 22 September 2023, in a freak and unfortunate accident, the country lost a man who spent much of his life in dedicated public service. Bayani Fernando, a popular, beloved three-term mayor, a two-term Congressman of Marikina, a few months Secretary of Public Works, and an eight-year Chairman of the Metropolitan Manila Development Authority, passed away at age 77, creating a vacuum in the kind of leadership exercised by, unfortunately, a few public servants. In a toxic atmosphere of politics, his entry into public service was a refreshing gust of wind. Putting aside his business interests (he founded the BF Group of Companies, engaged in construction, steel, manufacturing, and real estate), he plunged head-on to an unfamiliar terrain. He lost in his first try and emerged victorious in his second. Thereafter, he carved a name for himself as a strict, disciplinarian and creative Mayor of Marikina for three consecutive terms. He has become a legend in local administration. He transformed Marikina from a 4th class municipality to a model city of cleanliness and orderliness, receiving citation after citation in different fields of endeavor. As Mayor, he launched a crusade against all forms of transgressions of law. He stopped illegal vending and destroyed the confiscated food and merchandise to show he meant business. He instilled discipline among the employees. He made the dirty and odorous public toilets in City Hall look and smell like hotel restrooms. He re-settled the informal settlers, not by transferring them to other cities but by providing them with lands and shelter inside the city. Bayan as he is called by his pretty and equally dedicated public servant wife, Marides Carlos- Fernando, dredged the Marikina River of filth and garbage, developed the banks into flood control outlets, and converted both sides of the river as a park. He commenced massive repairs and cementing of roads. He built an efficient drainage system and created sidewalks all over Marikina. He established health centers in the barangays. He enforced the law on everyone, exempting no one. He removed illegally parked vehicles and enforced traffic rules strictly. He made the public market clean and stalls orderly and sectionalized. Garbage was regularly collected. Public service became efficient and prompt. Employees were courteous and sported smiles as they rendered service to Marikeños. Under his watch, the economy of Marikina grew. His other half, a UP product, from whom he derived his inspiration to serve faithfully Marikina, continued the caring Fernando kind of governance. He brought his creative and authoritative leadership as Chairman of the Metropolitan Development Authority to Metro Manila. He brought back the sidewalks to the pedestrians, which were invaded by vendors selling their wares. He forcibly evicted squatters along the railroad tracks, esteros, and those living under the bridge. He made innovative projects that dramatically lessened the chaos that used to vex Metro Manilas. He improved on the nightmarish traffic congestion. He introduced the U-turn slots and constructed food bridges that made crossing the streets convenient and safe. He was a hands-on government worker, ensuring the projects he initiated ran smoothly, and those implementing them were on their toes. He didn’t back down from pressures and resistance coming from powerful politicians and businessmen. He didn’t leave anything to chance or rely on the people he tasked to do a particular job. He had to be there inspecting, correcting, and innovating on anything he put his mind to. Tragically, this admirable character trait brought him to his demise. MMDA clears obstacles at EDSA bypass
The Metropolitan Manila Development Authority has cleared the proposed alternative routes in connection with road repairs being done on the highway. The agency said clearing operations were done at the Mabuhay Lanes, Timog, Tomas Morato and West Avenue. Citation tickets were issued to parked vehicles, as well as public vehicles loading and unloading in unauthorized areas. The MMDA said road repairs being done in the EDSA carousel will continue until 5 a.m. on 9 August. Affected roads are: Both directions of the EDSA Busway in Caloocan; the road along SM North Edsa to MRT Quezon Avenue station, in front of Corinthian Gardens past Camp Aguinaldo, in front of the BBM headquarters and near Ricoa in Mandaluyong City; and four other areas in Makati City, from the Guadalupe Bridge to Rockwell Kalayaan Footbridge. Repairs along EDSA began Friday night and resulted in traffic build-up on Saturday morning. The traffic build-up was on the northbound lane stretched from North Avenue to just before the Quezon Avenue flyover in Quezon City. Motorists are advised to take the following alternate routes during the road repairs: Caloocan — Use Rizal Avenue, A. Bonifacio Avenue, or EDSA Balintawak; Quezon City Use Commonwealth Avenue, Quezon Avenue, or Sgt. MMDA seeks lifting of NCAP TRO
Acting chairman Romando Artes of the Metropolitan Manila Development Authority disclosed his intent to coordinate with the Office of the Solicitor General for the possibility of filing a motion for the Supreme Court to lift the temporary restraining order on the Non-Contact Apprehension Policy. Artes revealed an increase in accidents in the last quarter of last year, coinciding with the imposition of the TRO on the MMDA’s NCAP. We find it difficult to enforce the exclusivity of the said lane without the certainty of a CCTV-assisted apprehension, thereby exposing our motorcycle riders to a greater risk. The monitored traffic violations since the suspension of NCAP have also increased and in May this year, 32,739 traffic violations were recorded. Artes said these traffic violations cause road accidents and slow down vehicular traffic, Artes added. “We find it difficult to enforce the exclusivity of the said lane without the certainty of a CCTV-assisted apprehension, thereby exposing our motorcycle riders to a greater risk,” Artes said. To recall, the SC issued on 30 August 2022 a TRO against MMDA’s NCAP due to a petition filed before the high bench from motorists. The SC issued a temporary restraining order against the implementation of the NCAP by the local government units of Manila, Muntinlupa, Quezon City, Parañaque and Valenzuela and it later clarified that the injunction also covers a similar program of the MMDA. On 24 January, the SC has wrapped up the debate on the legality of the NCAP with questions on due process rights, the right to privacy of the traffic violators, potential retrenchment of traffic enforcers and traffic law enforcement potentially given to the private sector. Under the NCAP, CCTV and digital cameras identify and apprehend traffic violators through videos and images of their violations. Once detected, the LGU issues traffic citation tickets and mail them directly to the vehicle’s registered owners. Non-payment of fines within seven days means that their vehicles will not be accommodated for re-registration. Associate Justice Japar Dimaampao asked Solicitor-General Menardo Guevarra how personal data are protected. Guevarra said during the oral argument that only authorized persons coming from the local government units may have direct access to the LTO (Land Transportation Office) database. The NCAP, according to the lawyers of the cities that are already implementing it, is a measure to eradicate corruption that will no longer need traffic enforcers in the future. However, Associate Justice Marvic Leonen said it would mean the retrenchment of traffic enforcers and reliance on the private sector to enforce traffic laws. The cities, such as Manila, Quezon City, Muntinlupa and Parañaque, tapped the QPax Traffic Systems Inc. to implement the NCAP by placing CCTVs and digital cameras in major thoroughfares, intersections and busy streets. The injunction was based on the petitions filed by four transport groups-Kilusan sa Pagbabago ng Industriya ng Transportasyon Inc., Pasang Masda, Alliance of Concerned Transport Operators, and Altodap-asking the SC to declare unconstitutional the said traffic apprehension scheme.
