Bong Go assists displaced workers in Bohol
In a video message conveyed during his team's visit to Carmen and Batuan, Bohol, Senator Christopher “Bong” Go expressed his steadfast commitment to advocate for more pro-poor initiatives and bolster support measures, aiming for a more inclusive economic recovery after the COVID-19 pandemic and other crises. He advised them to avail of the services of any of the two Malasakit Centers in the province where they may conveniently avail of medical assistance programs offered by the government. In Bohol, the Malasakit Centers are located at Governor Celestino Gallares Memorial Hospital (GCGMH) in Tagbilaran City and at Don Emilio Del Valle Memorial Hospital in Ubay. Malasakit Centers bring together representatives from the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine Health Insurance Corporation (PhilHealth), and Philippine Charity Sweepstakes Office (PCSO). These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. Currently, there are 159 Malasakit Centers across the country, poised to assist with patients' medical expenses. Cebu to supply vessels for Coast Guard, Navy
The Philippine Coast Guard and Philippine Navy may avail sea vessels made in Balamban, Cebu as announced by President Ferdinand Marcos Jr. and Department of National Defense Secretary Gilbert Teodoro. “The new vessel that we are seeing there, the 40-foot vessel that’s made in Cebu, that will be included,” Marcos said. “We will eventually have 40 of them that would give us an increased capability. This is ongoing.” Cebu has long been recognized as the country’s shipbuilding capital with the shipbuilding industry propelling the local economy of Balamban in Midwestern Cebu on the brink of cityhood status and the newly-built ship building facilities in Danao City. The plan was confirmed by Teodoro, who recently went to Capitol and met with Governor Gwendolyn Garcia. “Cebu builds ships, Cebu builds equipment that we need, and therefore the synergy that we see today will continue but in a different dimension not only as a locator in the Province of Cebu but as a resource purchaser and resource user of the services, goods and other capabilities that your province can produce,” Teodoro said. Apayao seeks higher digital literacy
BAGUIO CITY — The Provincial Apayao Training Center kicked off on Wednesday a training program that aims to fulfill higher digital literacy targeting employees from various offices and departments of the provincial and municipal governments of Apayao. The two-day training first of the series of capacity building was started at is currently conducting a two-day photo and video editing training-workshop at the League of Municipalities of the Philippines Multipurpose Hall in San Gregorio, Luna, Apayao. At least 24 participants from various offices in the provincial and municipal government of Flora and Calanasan towns attended the training — the first of the various trainings under ATC’s latest learning and development initiative in addition to its other regular technical-vocational course offerings. The workshop-training series will be undertaken in collaboration with the provincial government’s Human Resource Management and Development Division of the provincial government of Apayao. They are part of the bid to enhance capacities of its target participants with 21st century skills and competencies in order to contribute to a more efficient and innovative civil service workforce that can effectively meet the challenges of modern times. Lapid seeks 20% discount for indigent jobseekers
Senator Manuel “Lito” Lapid on Tuesday filed a proposed measure seeking to provide a 20-percent discount to indigent jobseekers when they acquire government documents and clearances required during their applications. Once passed into law, Senate Bill 2382 or "Indigent Job Applicants Discount Act” would grant “20 percent discounts for indigent job applicants in the payment of fees and charges for certain certificates and clearances issued by government agencies for employment application.” “He who has less in life should have more in law,” Lapid said, referencing former President Ramon Magsaysay Sr.’s credo which he said inspired him to craft the bill. Lapid underscored the need to provide equal opportunities to indigent Filipinos seeking to be employed. “It is the humble intention of this proposed measure to encourage and assist indigent job seekers in securing gainful employment,” he said. He said the labor opportunities “are seen to be one of the prospective windows that can help improve the well-being of indigent citizens and their family's quality of life.” “Therefore, availment of productive employment opportunities is essential for achieving poverty reduction and sustainable economic and social development,” he added. SB 2382 will cover clearances issued by the National Bureau of Investigation and the Philippine National Police, marriage and live birth certificates from the Philippine Statistics Authority, and transcript of records and authenticated copy of diploma from state universities and colleges. It also includes medical certificate for local employment from any government hospital licensed by the Department of Health, and medical certificate for foreign employment from any DoH-accredited medical facility for Filipino overseas workers; Tax Identification Number and other documentary requirements issued by the government that may be required by employers from indigent job applicants. Qualified beneficiaries include those whose income falls below the official poverty threshold, and as identified and certified by the PSA based on the criteria set under the Community-Based Monitoring System, as established under Republic Act No. 11315. The city or municipality shall issue the “certificates of indigence” based on the latest CBMS data. Under the bill, any public officer or employee who refuses or fails to provide the benefit granted to the indigent job applicant shall, upon conviction, be subject to a fine of not less P5,000 but not more than P20,000. Prosecution for an offense shall be without prejudice to any liability for violation of any other existing laws, including civil service law, rules and regulations. Meanwhile, a job applicant who misrepresents or falsifies any document to avail of benefits or abuses the privilege granted them shall be prosecuted and punished in accordance with the Revised Penal Code, and shall suffer perpetual disqualification from availing of the privileges under this Act. Lapid noted that a counterpart measure from the House of Representatives has been passed on third and final reading last 22 May. Additionally, these centers provide services such as eye, ear, nose, and throat (EENT) care, oncology centers, physical therapy and rehabilitation centers, and telemedicine, which enables remote diagnosis and treatment of patients. Go emphasized the critical role that Super Health Centers play in decongesting hospitals, facilitating early disease detection, and providing essential healthcare services such as primary care and medical consultations directly to the community. “Ano po itong Super Health Center? BSP urges free service fee for small fund transfers
The Bangko Sentral ng Pilipinas plans to issue a payments framework aimed at removing transaction fees for small fund transfers. BSP Governor Eli Remolona Jr. on Thursday said central bank officials have also been talking with e-wallet firms and other digital financial services providers to create the framework which will require financial firms to offer free fund transfers for small amounts. He said only three major banks are offering such service so far amid the lack of formal guidelines and directive from the BSP. Shame major banks “We’re trying to shame other major banks into following the same service. We’re formalizing it through a payments framework, and we’re in touch with GCash, Maya and other digital financial services providers,” Remolona said Thursday during the Global Policy Forum on Financial Inclusion organized by the Alliance for Financial Inclusion at the Philippine International Convention Center in Pasay City. With zero fees for small fund transfers, Remolona said more Filipinos would be encouraged to avail of banking services like deposit accounts, build wealth, and promote equitable financial service. “In general, we want to make sure the poor do not subsidize the rich. If you have a credit card and a big spender, you can get rewards. Guess who pays for the rewards? It’s the poor guys who only use small amounts in their transactions and get charged,” the BSP governor said. As more Filipinos own deposit accounts even with small funds, Remolona added banks and other lenders can strengthen their capital capacities. “We’ve found that when deposits are small, they become sticky and depositors don’t run away at the first sign of trouble. If you can lend to the poor, you have a more diversified portfolio and so it’s safer for banks,” the BSP governor said. Manila Manifesto During the Global Policy Forum on Financial Inclusion attended by over 700 foreign bankers and other stakeholders, Remolona announced the Manila Manifesto. This is a commitment by the Philippines to collaborate with other state-members of the Alliance for Financial Inclusion or AFI on developing global standards for making financial products and services safe, accessible and affordable for all. That is why I am urging my fellow lawmakers to prioritize the passage of Senate Bill 188, which will establish the Department of Disaster Resilience,” he said. Cristo where all vendors were temporarily cleared to give way for the general cleaning that included a flushing job, collection of garbage, de clogging of canals, bundling of cables, and marking of lines to determine the area for vending. The middle portion is for pedestrians and also some parking areas. Lacuna made sure that Divisoria would no longer be the old one during his administration as she vowed to continue that no vendors could occupy main roads such as CM Recto which were converted into vending sites then. It was learned that several complaints were received by the office of Lacuna which led her to order an inspection. It was later verified to be true. Part of the area ordered inspected is Ylaya street where uniformed stalls were provided by the city during former Mayor Isko Moreno’s time that no violations were made and were kept clean by legitimate vendors as they hired their own street cleaners to maintain the area. Gov’t agencies kick off simultaneous SLP cash payout for micro rice retailers
Department of Social Welfare and Development Secretary Rex Gatchalian on Saturday assured micro rice retailers at the Commonwealth Market in Quezon City that the Marcos administration will continue helping them not only financially but also in monitoring their well-being. Gatchalian, along with Department of Agriculture (DA) Senior Undersecretary Domingo Panganiban and Department of Trade and Industry (DTI) Director Fhillip Sawali, led the kick-off of the simultaneous cash assistance payout for micro rice retailers in Quezon City and the cities of San Juan and Caloocan. Gatchalian said qualified micro rice retailers who were not able to avail of the Sustainable Livelihood Program (SLP) cash assistance in the Saturday rollout are assured of receiving their cash assistance as the DSWD will continue the payouts in the following days. In his message to the beneficiaries of the DSWD’s SLP Cash Assistance for Micro Rice Retailers, Gatchalian emphasized the directive of President Ferdinand Marcos Jr. to immediately assist the micro rice retailers who were affected by the price cap as mandated by Executive Order No. 39. "The President wants to convey his message that he understands what you are going through. I was talking to him yesterday and he knows that this is not easy for our micro rice retailers. That is why he immediately instructed us to provide this kind of financial assistance or livelihood grants to assist you," Gatchalian said. A total of 589 micro rice retailers affected by the imposition of price controls were each given cash aid amounting to P15,000 in the three public markets where the simultaneous payout was held. For Commonwealth Market, SLP-cash aid payouts were given to 405 micro retailers; 136 retailers at the Maypajo Market in Caloocan City, and 48 beneficiaries at the Agora Market in San Juan City. According to the DTI, the P15,000 cash assistance has been calculated as the maximum amount allowed to compensate rice retailers classified as a micro-enterprise (based on Republic Act No. 9501 or Magna Carta for MSMEs) for losses incurred for at least seven days from the effectivity of EO 39. “On behalf of President Bongbong Marcos, we thank our small rice retailers like you who followed immediately and helped to be part of the solution... When we work together, we know that nothing is impossible,” the DSWD chief said. The cash assistance payout is one of the measures of the Marcos administration to help micro rice retailers in line with the issuance of EO No. 39 which set a price cap of P41 per kilo of regular-milled and a ceiling of P45 per kilo of well-milled rice. The DSWD chief reiterated the message of President Marcos that while the issuance of EO 39 aims to protect the buyer, the government will not leave the micro rice retailers behind. “The Executive Order that came out is a mechanism to protect our small buyers. We know that it is also important that they have food on the table, but our president also knows that we should also help you, our partners, in delivering food services to our people,” Gatchalian emphasized. Bong Go provides additional support to micro-entrepreneurs in Roxas City, Capiz
Senator Christopher "Bong" Go, on Thursday, August 31, provided livelihood support to 43 microentrepreneurs at Barangay Dayao in Roxas City, Capiz, who had previously been impacted by different crises. The identified microentrepreneurs are also beneficiaries of the Department of Trade and Industry (DTI) through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program. Aside from the livelihood assistance, Go’s team also distributed snacks, masks, shirt, shoes, and basketballs to the beneficiaries. Senator Christopher “Bong” Go’s team extended assistance to residents recovering from recent flooding in Pantukan, Davao de Oro on Wednesday, 30 August. It’s about the donut, not the hole
While the gale from the north is fraught with incendiary sound bites on what’s taking place in the West Philippine Sea, Davao is getting ready for its next shipment of tuna sashimi, durian, fresh buko (young coconut), and other agricultural products to Zhenshen, China. Zhenshen is only three hours and 30 minutes via direct flight from Davao City, thus the cargo gets there fresh. This is another exciting development that makes farmers and fishermen ebullient. Earlier, a few tons of tuna were exported to China, followed later by a bigger volume of durian. This time, PHILEXPORT Davao City chapter president Domingo Ang, who owns Marina Tuna Restaurants in the city, and his fellow businessmen will embark on a bigger shipment. The Davao region is the country’s biggest exporter of agricultural products. Top on the list are Cavendish bananas. Japan absorbs an export volume valued at $700 million annually, but China started loving the taste of the fruit as it now consumes about $420 million worth of bananas. Hong Kong separately imports about $25 million, South Korea devours $200 million, and Saudi Arabia eats $34.3 million worth of bananas. The United States is the smallest export market with a volume worth $356,000. Ang is confident that value-wise, tuna sashimi, other marine fish varieties that are successfully “farmed” in the calm Davao Gulf, durian and fresh coconuts, among others, will add upwards of about $1 billion to Davao’s economy. He pointed out that if fresh buko makes it in the China market, you can expect an additional bonanza for coconut growers. Davao is also the biggest producer of coconuts in the Philippines. Ang, whose father pioneered the tuna industry in Mindanao, is especially happy with the new export development for the fisherfolk and fruit growers in Davao. Fishermen can organize themselves into cooperatives and avail of loans since they are now bankable. They can then jointly own fleets of fishing boats. Individually, they can raise fish in cages and be assured of ready buyers in China. The potential for fishermen is limitless and Doming Ang hopes the government will allow the fishermen to fish beyond municipal waters. This brings us to our dispute with China over an atoll in the West Philippine Sea. Yonder nearly every island is claimed by our neighbor countries. Some of these islands have been quietly occupied by them while we are exchanging barbs with China. Our ambivalence makes laggards out of us. We have missed opportunities. There was this offer by China to jointly explore and mine the rich oil deposit in the WPS, with a 60/40 deal in favor of the Philippines. Had the deal been inked we would be in a different situation today. The WPS is just a small part of the South China Sea. Underneath the water are $26 trillion worth of oil and gas deposits. Today we are facing the biggest challenge as food and oil prices have escalated beyond our imagination. The peso is now breaching $57 to $1. Despite this stark prospect of stagnation, this government is not keen on enhancing our agricultural productivity, and exploring the potentialities of our energy resource is zero on its agenda. The simpletons still rely on importation. Against the apprehensions of some senators and the freaking spokesperson of the Philippine Coast Guard, China need not fire a single shot to cripple this government. Look at how and where our economy is weighing in. The Western drum beaters are saying that the United States is our biggest trading partner, accounting for $12.5 billion of our exports. Japan comes next with $11.1 billion, mainland China is third with $11 billion, and Hong Kong is fourth at $10.5 billion. But lump together China and HK, its administrative region, and you have $21 billion total. Go figure out what fate awaits us. Marcos should be circumspect about his options.
