PBBM, DSWD chief distribute BOC-confiscated rice to 4Ps households in Siargao
President Ferdinand Marcos Jr., together with Department of Social Welfare and Development Secretary Rex Gatchalian, distributed premium quality rice to Pantawid Pamilyang Pilipino Program beneficiaries in Siargao Island, Surigao del Norte on Friday, 29 September. Around 2,265 sacks of premium rice confiscated by the Bureau of Customs were handed over by President Marcos and Gatchalian to 4Ps beneficiaries from the island. DSWD Undersecretary for Operations Group Monina Josefina Romualdez also assisted the President and the DSWD chief in the distribution of rice to the recipients. According to President Marcos, the distribution of rice to poor households is in line with the government’s effort to end hunger in the country. “Isa ito sa mga hakbang na ginagawa ng ating pamahalaan upang maibsan ang gutom ng mga mamamayan sa buong bansa (This is one of the steps being taken by our government to alleviate hunger among the people throughout the country.),” President Marcos emphasized. As the concurrent head of the Department of Agriculture, the President also said part of his duty is to ensure food security and a good supply chain in the country by addressing the issues of hoarding and smuggling. “Ang mga gawain na iyan [hoarding and smuggling] ay nagpapataas ng presyo ng bigas. Iyan ang dahilan kung bakit ang bigas biglang tumaas ang presyo (Those activities [hoarding and smuggling] contribute to the increase in rice prices. That is the reason why the price of rice suddenly went up.),” President Marcos pointed out. “Katungkulan ko na pagandahin ang supply ng pagkain at tiyakin na kahit sapat ang supply, na ang presyo naman ay nasa tama para hindi nahihirapan ang taumbayan (It is my duty to improve the food supply and ensure that even with sufficient supply, the price is reasonable so that the people do not suffer.),” the President said. Kadiwa stores now inside Bilibid
The Department of Agriculture on Monday reported that it launched its first Kadiwa pop-up store at the New Bilibid Prison in Muntinlupa City in collaboration with the Bureau of Corrections providing persons deprived of liberty (PDLs), as well as residents and BuCor employees, direct access to fresh and affordable food and basic commodities. “Ang DA ay laging handang tumugon sa mga komunidad na nagnanais na magkaroon ng Kadiwa project. Ang DA ay patuloy din sa pagpapatupad at pagpapalaganap ng adhikain upang matugunan ang food security ng bansa,” said Ruel Gesmundo, assistant director for regulatory services of the Bureau of Plant Industry during the inauguration ceremony held on 8 September. Gesmundo said BuCor Director General Gregorio Catapang warmly welcomed them at the opening of the Kadiwa store, recognizing its benefits for the entire community. “Ang Kadiwa ay para sa mga empleyado, PDL at residente ng Bilibid para mailapit sa kanila ang mura at de-kalidad na pagkain na alam naman natin ngayon ay nagtataasan ang presyo. Heaven, NAIA mess, easy way out
Dear Editor, Who wants the Ninoy Aquino International Airport or NAIA to remain one of the worst airports in the world? Nobody. But who sells or disowns his child just because the child is problematic? Nobody either, except the loveless and crazy. The Marcos Jr. administration has just formally kicked off the sale of NAIA to the private sector. But for unknown, real/deeper sense and repercussion, what does this mean? Letting one’s knee touch the canvas during a boxing matchup means surrender. Alas, this is exactly what the government tries to do in pushing its knee hard to the floor. Or in doggedly pushing to privatize the “helplessly” beleaguered NAIA. It is the way to “solve” the mess at the country’s premiere airport, or so they thought. But what is the use of government if it can’t compete with the private sector in efficiency, governance, and modernization? What can private people do that public officials can’t, with all the yearly budget (in trillions of pesos) at their disposal? Cryptic. Hindi ba gobyerno pa nga ang dapat magpakita ng pinakamagaling, pinakamoderno at pinakamagandang halimbawa para sa lahat sa bansa (Shouldn’t the government be the one to show the best, most modern and best example for everyone in the country) to serve as a standard/benchmark for excellence? If a government can’t set the right example for everyone, then how can its people expect something good to come out of it? There is more than meets the eye to all these NAIA brouhahas/shenanigans. The main challenge lies in our officials’ capability, effectiveness, and wisdom in solving the ongoing issues at NAIA. What sane reason does the Department of Transportation and Communication (or Malacañang) have to privatize NAIA? Are they admitting that the private sector or business people are better off than them in the area of managing and administering? If that’s the case, then Filipinos would do well to have these private people take over every single office in the government. Or could there be something behind the “privatization” move that only those behind are aware of? Given the ever-escalating prices of rice and other agricultural/local products, the needless importations, the unabated smuggling, and the hoarding that causes artificial shortages of rice, sugar, salt, onion, meat products, etc., in the market, would it be bad to suggest that we privatize the Department of Agriculture, following the government’s touted line of thinking in wanting to privatize NAIA? Easy, lazy way out. Time to break the cycle, this vicious cycle of “privatization,” lest Filipinos someday find the entire country privatized “wisely”. Easy, lazy way out. I had a wonderful experience of government efficiency on 30 August 2023, when I went to the central office of the Philippine Statistics Authority along East Avenue to get an authenticated birth certificate. I thought I wouldn’t be able to do my purpose anymore because I came very late due to the rain and heavy traffic. But I got the surprise of my life, having found the PSA staff (including the guards) very accommodating and friendly, quick to respond. The processing of papers was highly systematic, cogent, instantaneous, and ingenious. The counters and machines, and the whole big, wide people area were well arranged and ventilated. Admirable. I arrived at 4:30 pm and I left at 4:50 p.m., with my authenticated birth certificate. Wonderful. No delays, hassles or inconvenience. And no exaggeration. For the first time, I felt like I was in heaven — inside a government office, unbelievably. True to its motto, the PSA is “Solid. Responsive. World-class.” You can do it (Philippians 4:13) at NAIA and elsewhere, dear government. But do away with privatization. Reni M. Bong Go calls for stronger government interventions in agriculture
Senator Christopher "Bong" Go urged for immediate and stronger government interventions in the agricultural sector amid concerns over the global rice market following India's ban on rice exports. In an interview after attending the groundbreaking of the new Batangas Provincial Medical Center in Tuy, Batangas on 3 August, Thursday, Go addressed fears of a rice crisis due to the exportation ban by India. "Ang importante dito ay ang ating Department of Agriculture; government intervention agad ang ating umpisahan dito," said Go. "Alam n'yo, 'di naman natin masisisi ang India. May prayoridad din po sila, may pinapakain po sila. May sarili din silang market. S'yempre, tayo, hindi nila prayoridad ang pag-export para dito sa atin,” he added. Go's call to action is a significant response to the growing concerns about India's export ban on non-basmati white rice, a move that could impact global rice markets. The senator stressed the need to focus on supporting local farmers and boosting the domestic production of rice through multiple means, such as providing drought-resistant rice seeds, more fertilizers, additional irrigation, increased training, and easy access to credit facilities with low-interest rates. "Ang mga farmers natin, karamihan po d'yan, ay walang pera po. Isang kahig, isang tuka; suportahan po natin sila para meron na rin tayong kakayahan na mag-produce po ng ating sarili," Go said. India's decision to ban rice exports has implications far beyond its borders, as the country accounts for more than 40 percent of the global rice trade. The timing of the ban is particularly unfortunate for the Philippines, as the nation is already grappling with flooded rice fields due to recent typhoons and monsoon conditions. With Vietnam, the main supplier of the Philippines' rice imports, already increasing its price, Go's call for self-reliance and strengthening of the local agricultural sector becomes even more pertinent. Bong Go urges gov’t to implement price regulatory measures on agri products
Sen. Bong Go has urged the need for stricter enforcement of the government's initiatives to implement a suggested retail price for onions as a way to protect consumers from unreasonable price increase. In an interview on Tuesday, 23 May, Go expressed concern that prices in some parts of Metro Manila remain high as he called on the Department of Trade and Industry to monitor and enforce standard retail prices. “Nababalitaan natin, meron pong mga as high as PhP200 per kilo d'yan po sa Guadalupe Market sa Makati, sa Marikina sa Mega Q Mart po sa Quezon City. At trabaho po ng ating DTI na icheck talaga ang presyo at kung maaari kasuhan po ang mga lumalabag,” said Go. To address the issue, Go proposed investigating possible hoarding or stockpiling activities that may contribute to the price increase. “Bakit mataas ang presyo? Baka mataas din ang bili nila, 'yung puhunan nila. Bakit mataas? Maaari bang merong naghohoard, meron bang nagtatago ng supply kaya tumataas ang presyo. 'Yun ang dapat silipin,” he said. The senator called upon law enforcement agencies such as the National Bureau of Investigation, the Philippine National Police, and the Bureau of Customs to diligently enforce the law. By cracking down on those who exploit the system, Go said that the rights and welfare of ordinary Filipino citizens can be protected. Go also stressed on 22 May the importance of apprehending and prosecuting those involved in smuggling activities and price manipulation that allow them to sell onions at higher prices. Invoking the Anti-Smuggling Law, he cited the need to impose stricter penalties, including imprisonment, on offenders who exploit the market and violate the established price ceiling. By demanding that individuals involved in onion price manipulation face substantial penalties, he hopes to discourage such exploitative practices and protect consumers' interests. “Yung talagang nangsasamantala, totohanang hulihin, ikulong, kasuhan. ‘Yan po ang pakiusap ko sa gobyerno,” he urged. The Department of Agriculture has implemented on Monday price regulations on wholesale onions. These limits are based on the "cold storage price" and are set at PhP115 per kilogram for red onions and PhP100 per kilogram for white onions. To meet the domestic demand, the DA has also authorized traders to import 22,000 metric tons of onions. Meanwhile, addressing the rising prices of agricultural products and the looming issue of importation, Go emphasized the importance of supporting local farmers and implementing measures to enhance agricultural productivity. “Depende po 'yun kung anong agricultural product na tinutukoy natin katulad ng rice. Hindi pa tayo rice sufficient sa ngayon, ang ating bansa. Mapipilitan talaga tayong mag-import at some point kung hindi, magkakaroon tayo ng rice shortage. Siyempre, ideal po sa akin na huwag tayong mag-import,” said Go. “Unahin muna natin ang mga local farmers. Unahin muna nating suportahan ang mga local farmers: more trainings, technology transfer, more fertilizers, itong mga drought-resistant seeds, irrigation, at kailangan talagang suportahan ng gobyerno ang ating local farmers. Kailangang tumaas po ang productivity rate natin lalo na ang maliliit nating magsasaka,” he added. While acknowledging the necessity of imports in some cases, such as the current rice insufficiency in the country, Go stressed the importance of supporting local farmers as well. He suggested that government purchases, such as those made by the National Food Authority, should prioritize local farmers. “Ang importation, kung kailangan lang po, kung nagkakaroon lang ng shortage para hindi tumaas ang presyo, saka na tayo mag-import,” said Go. “Pero unahin muna nating suportahan ang local farmers, sila po ang may binubuhay na mga kababayan natin. CCC, Paete LGU partner for climate resiliency, sustainability
The Climate Change Commission continues to work with local government units in a collective effort to address climate change and work toward a more resilient and sustainable future for the Philippines. The CCC welcomed the local government of Paete, Laguna’s submission of the Local Climate Change Action Plan for 2021-2026 and Annual Investment Program for 2023, which were personally handed over by Paete Mayor Ronald B. Cosico. The LCCAP outlines the LGU's strategies and actions to address climate change impacts on their community, infrastructure and economy, while the AIP contains the programs, activities and projects of the LGU, including on climate action. The CCC commended the Paete LGU for submitting its LCCAP and AIP and will further collaborate with the town in enhancing its plans and programs to make them aligned with the national framework and international commitments on climate resilience. “Patuloy na susuportahan ng CCC ang bayan ng Paete sa pagpapatupad ng mga aksyon sa pagbabago ng klima at matiyak ang katatagan, hindi lang ng Paete, kundi ng buong bansa (The CCC will continue to support Paete in the implementation of actions on climate change to ensure the well-being not only of Paete but also of the entire country),” said CCC vice chairperson and executive director Robert E.A. Borje. According to Cosico, the submission of the LCCAP is a significant milestone for the town as it demonstrates the LGU's commitment to protect and enhance the well-being of its constituents. The PSF is a domestic funding mechanism that supports the implementation of climate resilience and adaptation programs of local communities in various areas such as agriculture, water resource management and disaster risk reduction and management. Cosico shared the ongoing initiatives and best practices of the town in climate resilience, including reforestation, sustainable agriculture and investment in renewable energy. Paete was among the awardees of the Seal of Good Local Governance in 2019. To further boost its local climate change initiatives, the CCC will connect Paete LGU with relevant development partners. The CCC will work with the local government to create a climate-resilient, climate-smart and sustainable community in Paete, which can serve as a model for other LGUs in the country. The LCCAP is a key deliverable of the LGUs to the CCC, as mandated by Republic Act 9729 or the Climate Change Act, and Department of Interior and Local Government Memorandum Circular No. 2021-068. The CCC endeavors to enable all LGUs in the country to develop, implement and enhance LCCAPs that address the specific climate change risks facing their communities.
