Thousands of rice farmers treated to PhilRice field day
Thousands of farmers across the country had been feted in the traditional Lakbay Palay field festival, where all eight stations of the Philippine Rice Research Institute (PhilRice) opened their doors for farmers to personally view the progress and benefits of the latest palay seeds technologies done in the premier rice research institute of the country. Department of Agriculture Undersecretary for Rice Industry Development Leocadio Sebastian said the dry season Lakbay Palay is held every March or April and the wet season every September or October. Sebastian said the participants toured the 140 hectares of PhilRice field in Science City, Nueva Ecija. The farmers also had the chance to look into the available seeds and soil nutrients of the private sector exhibitors during the two-day festival from 27 to 28 September. Farmers learn PhilRice-developed technologies which include Palayamanan system, a rice-based farming system they can adopt to lessen the economic effects of El Nino, high yielding varieties and farm machinery, according to DA official. He added that about 10 public and private agencies and cooperatives also pledged their support to the “BIDA RiceBIS, Be the rice’s best” movement, which aims to increase farmers’ market opportunities. The regular Lakbay Palay, which started in 1992 as Farmers’ Field Day, was changed into Lakbay Palay in 2012 under the administration of PhilRice Executive Director Eufemio T. Rasco Jr. It held before October each year or the start of the planting season for the dry season crop. The 2023 Lakbay Palay wet season festival was simultaneously held in all eight stations of PhilRice with the biggest festival held at the PhilRice Central Experiment Station in Munoz, Nueva Ecija. The other stations that held simultaneous Lakbay Palay were Batac, Isabela, Los Banos, Bicol, Negros, Agusan and Midsayap. The farmers that attended on both days of the Lakbay Palay in Nueva Ecija were from Zambales, Bulacan, Pangasinan, Nueva Ecija, Nueva Vizcaya, Tarlac and Aurora provinces. The farmers were divided into 500 persons a day but the number was exceeded on the second day as many walk-ins showed up. PhilRice Executive Director Dr. John de Leon said farmers are welcome to visit the 140-hectare research and development farm and the new Crop Protection Division for any of their inquiries and concerns. PhilRice Deputy Executive Director for Development Dr. Karen Barroga urged the farmers to work in clusters so they could meet the required rice volumes of potential private sector partners for their produce. She cited the case of Negros Occidental farmer-cooperative who is now selling 500 bags a week to Merzci, a famous palalubong and fastfood chain in the region for its business and corporate social responsibility activities. This was made possible through the Rice BIS (Business Innovation System) of PhilRice, which links farmers to private sector buyers so they can enjoy better market prices for their produce. Another partnership was forged by PhilRice between the farmers of Zambales and Bicol who are now supplying the Kiwanis International for their feeding programs for poor communities, she said. Dr. Val Perdido, who represented Undersecretary Leocadio Sebastian for Rice Industry Development, exhorted the farmers to improve their yields using both new technologies and better farming practices so the country can meet its food sufficiency and nutritional goals and improve the farmers’ incomes. He said Nueva Ecija farmers have proven yields of six tons a hectare but most other areas produce four tons or less. He mentioned that the Department of Agriculture is giving production assistance to farmers (in fertilizers and biofertilizers) in addition to the certified seeds, training and machineries provided under the Rice Competitiveness Enhancement Fund (RCEF) program. A farmer cooperative officer, Vincent Gonzales of St. Vincent Parish Multupurpose Cooperative in Dupax del Sur, Nueva Vizcaya narrated to the participants that their coop was founded in 1979 by a Belgian priest to help farmers– who borrow from loan sharks for their daily subsistence with a capital from 400 members of P4,000 has now grown to 5,600 members with a total material asset of P424 million. The coop is now able to support members through loans and social development activity, scholarship grants, medical assistance and food packs (for the disabled and the aged). It had received numerous awards including the Most Outstanding SIPAG award in 2022 from Senator Cynthia Villar. SBG’s team conducts two-day relief ops in Agusan del Sur
Sen. Bong Go's office mounted a two-day relief activity for indigent communities in Esperanza, Prosperidad, Sibagat, and Bayugan City in Agusan del Sur from 19 to 20 April. Go’s outreach staff provided assistance, such as shirts, masks, vitamins, and snacks to 400 disadvantaged residents at the respective municipal gymnasiums of Esperanza, Prosperidad, and Sibagat, and the Office of Senior Citizen Affairs in Bayugan City. They also gave away caps, shoes, cellular phones, and balls for basketball and volleyball to select recipients. To further assist with their daily necessities, a team from the Department of Social Welfare and Development gave financial assistance through its Assistance to Individuals in Crisis Situation program. “Hangad ng pamahalaan ang makapagbigay ng ligtas at komportableng bahay para sa bawat Pilipino. Palagi kaming handang magserbisyo sa inyo lalo na sa panahong pinaka-nangangailangan kayo ng tulong,” Go reassured in his video message. He then mentioned that Democrito O. Plaza Memorial Hospital in Prosperidad houses a Malasakit Center where individuals with health concerns may seek assistance from the government to help cover their hospital expenses. The Malasakit Centers Act was principally authored and sponsored by Go in the Senate. “Nung unang panahon, marami sa mga kababayan natin ang kinakailangan pang lumabas ng ospital at pumila sa iba’t ibang ahensya ng gobyerno para humingi ng tulong. The Office of Senator Bong Go spearheaded a relief activity aimed at supporting and uplifting various marginalized sectoral groups in Santa Josefa and Trento towns in Agusan Del Sur on Tuesday, 18 April. Go’s staff held the activity at the municipal gym of Santa Josefa and the evacuation center of Trento where they provided grocery packs, snacks, vitamins, shirts, and masks to 450 beneficiaries. The Department of Social Welfare and Development separately provided financial assistance to the affected residents. In his video message, the senator underscored the need for accessible and comprehensive healthcare services that can cater to the medical needs of Filipinos, particularly those in remote and underserved areas. To address this concern, Go has been advocating for the establishment of Super Health Centers nationwide, saying, “Makatutulong po ito sa mga kababayan natin na ilapit po ang serbisyong medikal sa kanila. Ilalagay po ito sa mga strategic areas sa buong Pilipinas.” Through the concerted efforts of lawmakers, the Health Facilities Enhancement Program of the Department of Health has secured adequate funding for the establishment of 307 Super Health Centers in 2022 and 322 more in 2023. DOH, as the lead implementing agency, is responsible for identifying the optimal locations for the construction of these health centers. In Agusan del Sur, necessary funds have been allocated by Congress for the construction of Super Health Centers in Esperanza, Bayugan, Sibagat, Santa Josefa, and Trento. Patients can also benefit from telemedicine services, where remote diagnosis and treatment are available to individuals who are unable to visit the center physically. As the Chair of the Senate Committee on Health and Demography, Go also offered to assist those with health issues as he advised them to visit the Malasakit Center at Democrito O. Plaza Memorial Hospital in Prosperidad. First established in Cebu in 2018, the Malasakit Center is a one-stop shop through which agencies such as the DSWD, DOH, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office assist particularly poor and indigent patients by bringing to the lowest amount possible their hospital bill. To date, there are 157 Malasakit Centers nationwide which have assisted over seven million Filipinos, according to the DOH. Go, as Vice Chair of the Senate Committee on Finance, also supported several projects in the province, such as the construction or concreting of local roads in Bayugan City, Bunawan, Esperanza, La Paz, San Luis, and Veruela; construction of multipurpose buildings in Bayugan City and San Luis; construction of evacuation centers in Loreto and Talacogon; construction of riverbank protection structures for the Ihawan River in Loreto; improvement of the Adlayan Riverbank in San Francisco; installation of reinforced concrete pipe culvert with pavement widening in Trento; and purchase and installation of solar street lights in Esperanza. Other major projects he supported are the construction of a new public market and slaughterhouse in Bunawan, the development of the Sibagat public park, the acquisition of ambulances for the local governments of La Paz and San Luis, and the acquisition of dump trucks for the local governments of San Francisco and San Luis. On 30 March, Go also personally visited Santa Josefa, Agusan del Sur where he spearheaded a similar relief operation for more indigents, graced the groundbreaking of the town's Super Health Center, and witnessed the turnover of a road he supported the funding for.
