Northern Samar to build nine school buildings
TACLOBAN CITY — The Northern Samar provincial government will build nine school buildings in five municipalities this year, according to Governor Edwin Ongchuan. Ongchuan said during the provincial school board meeting on Friday that the provincial government had earmarked P38.8 million this year for the construction of two-classroom school buildings in nine schools all over the province. He revealed that calls had been made by various stakeholders in the education sector for additional school buildings due to a significant increase in enrollment. The governor added that schools have to resort to sharing classrooms at multiple grade levels, affecting the children’s learning environment. He said three of the nine school buildings will be built in three different elementary schools, four in national high schools, one for a vocational school, and one for an alternative learning system school. The province is also set to construct a standard handwashing facility with a potable source of water in Allen School, Allen, Northern Samar. Two years ago, the provincial government also constructed nine school buildings worth P27.4 million, funded under the Special Education Fund for 2021–2022. Eight of the school buildings have already been completed, while one is nearing completion. Ongchuan said the provincial government is committed to helping create a conducive learning environment for the growing population of schoolchildren in Northern Samar. He said school officials are welcome to raise their concerns through the Provincial School Board, where education initiatives are discussed and deliberated. CoA flags delayed Davao infra projects
The Commission on Audit has flagged Davao City over P82.832 million delayed completion of several infrastructure projects. State auditors revealed that in its 2022 audit, the delayed completion of eight projects not only deprived the taxpayers of the benefits of the projects but also breached Section 2 of Presidential Decree 1445. The decree stated that all resources of the government shall be managed, expended, or utilized in accordance with law and regulations and safeguarded against loss or wastage through illegal or improper disposition. CoA also revealed that the eight projects were behind the targeted completion date ranging from seven to 460 calendar days as of 31 December 2022. State auditors pointed the lapses to the local government unit for failing to keep track of the actual state and progress of the projects being carried out by the various contractors, which contributed to the delayed completion of the infrastructure projects. “As previously discussed, the targeted completions of said infrastructure projects in CY 2022 were not achieved. All told, had the projects been completed on time, students, intended users, and other beneficiaries could have enjoyed the benefits of the school classrooms, concrete roads, multi-purpose hall and drainage system,” said the CoA. “Consequently, exposure to elements could cause the degradation of construction materials already installed or applied,” it added. CoA advised Davao City to expedite the completion of the delayed infrastructure projects, as there should be no further extensions given that they have already passed their intended completion date. It also said that the local government unit should demand the contractor concerned to provide a catch-up strategy for the immediate completion of the delayed projects. In response, Davao City assured auditors that the City Engineer Office committed to monitoring all infrastructure projects. CoA nonetheless maintained that the CEO should conduct regular monitoring to ensure that infrastructure projects are finished on time.
