DOLE lauds outstanding Public Employment Service Offices across nation
The Department of Labor and Employment urged collective action to address the Philippines’ job problems on 25 October during the 23rd National PESO Congress in Palo, Leyte. DOLE Secretary Bienvenido E. Laguesma stressed in his speech the vital role of Public Employment Service Offices or PESO and DOLE’s frontline partners in promoting productive employment at the local level. “The responsibility of realizing the objectives of the Philippine Labor and Employment Plan and the Trabaho para sa Bayan Act is not the DOLE’s responsibility alone. It is jointly shared with our social partners, especially our PESOs. The challenges we face in our employment landscape demand collective action and innovative solutions,” Laguesma said. Laguesma also emphasized the need for open and constructive dialogue with PESO managers across the nation as he bared the department's five-point agenda, which includes strengthening its core functions, fortifying partnerships with employers and educational institutions and digitalizing public employment services. DOLE conferred awards to PESOs with outstanding accomplishments in the past year during the 2022 National Search for Best PESO Awards. Among the accomplishments are the 2.4 million jobseekers employed through the facilitation of PESOs, which translates to a 91 percent placement rate across the regions. PESO Bataan won in the first-class province category, PESO Lanao del Norte in the second-class province category and PESO Aurora in the third to fifth class category. DOLE also hailed PESO Iloilo City as champion for the highly urbanized city category and PESO Oroquieta City, Misamis Occidental for the component and independent component city category. Among the awardees for the municipal PESOs were PESO Villasis, Pangasinan (first class municipality category); PESO Pila, Laguna (second to third-class municipality category); and PESO Llanera, Nueva Ecija (fourth to sixth-class municipality category). The University of Batangas was elevated to the Hall of Fame for winning the search for best PESO in 2018 and 2019 and the Bayanihan Service Award in 2020 and 2021. Bong Go joins Asian Games send-off; renews advocacy for athletes’ welfare
Senator Christopher "Bong" Go recognized athletes, coaches, and sports officials for their contributions to Philippine sports and their crucial roles in representing the nation on the international stage, during the send-off ceremony on Monday, 18 September, at the Philippine International Convention Center (PICC) in Pasay City, for Filipino participants in the 19th Asian Games and 4th Asian Para Games in Hangzhou, China. “Today, we gather here not only to celebrate the excellence of our athletes but also to bid them the best of luck as they embark on a journey to represent our great nation at the 19th Asian Games and 4th Asian Para Games in Hangzhou, China," said Go. Go took the opportunity to shed light on his proposed Senate Bill No. 2116, which aims to amend Republic Act No. 10699, also known as the National Athletes and Coaches Benefits and Incentives Act. "This bill which I authored carries the potential to bring about positive change in the lives of our athletes, particularly our para-athletes," he said. Go emphasized the need to increase the incentives for para-athletes, stating, "Sana po’y ma-increase naman rin po ang kanilang incentives na natatanggap dahil ‘yung honor po na dala nila sa ating bayan, pareho naman po ‘yong gold, silver, bronze at pinaghirapan rin po nila." The proposed measures seek to upgrade the incentives for para-athletes. This bill intends to provide equal opportunities and recognition to all athletes, thereby promoting inclusivity and diversity in sports. "The heart of this legislation is inclusivity and equality. It aims to elevate or increase the incentives for our para-athletes," he mentioned. Go, vice chairperson of the Senate Committee on Finance said he continues to advocate for additional budget for sports programs under the Philippine Sports Commission (PSC). "During the budget deliberation last year, ang ipinasa po na budget ng PSC more or less about P200 million. Ako po mismo sa Senado bilang inyong chairman po ng Committee on Sports and as vice chair ng Committee on Finance, isinulong ko talaga na madagdagan po ng P1 billion po ang pondo ng Philippine Sports Commission," he said. He revealed that during the budget deliberations last year, he sponsored and successfully secured financial support for athletes participating in international competitions such as the 2023 Southeast Asian Games, which took place in Cambodia, and the forthcoming Asian Games in China. He also disclosed the allocation of P50 million through the PSC for the Asian Games, along with P30 million specifically for Asian para-games. Go also highlighted the importance of collaboration between the government and the private sector in achieving sports excellence. "’Pag nagsama ang gobyerno at pribadong sektor, walang imposible.” Meanwhile, in his speech, the senator also touched on the state of sports facilities in the country, emphasizing the need for comfortable training grounds for athletes. "Ako, sa abot ng aking makakaya ay tutulong po ako sa ating mga sports program ng ating bansa," he assured. In line with his focus on grassroots sports development, Go also spoke about the National Academy of Sports (NAS), a fully operational institution located in New Clark City in Tarlac. "Ngayon po pwede na pong mag-aral at the same time mag-training, training at the same time mag-aral diyan po sa National Academy of Sports," he said. This initiative aims to ensure that athletes do not have to sacrifice their education for their sports careers. Former president Rodrigo Duterte signed RA 11470 in June 2020, which provides for the establishment of the NAS System and its main campus. Go was an author and co-sponsor of the measure. Go is also prioritizing the institutionalization of the Philippine National Games (PNG) as a platform to scout and recruit athletes for the national pool. He filed SBN 423, or the proposed PNG Act, which seeks to create a nationwide platform for athletes, particularly the youth, to display their abilities. During the ambush interview, Go also emphasized the importance of grassroots programs in encouraging youth to engage in sports and lead a healthy lifestyle. "Grassroots program, it's one way na ma-e-engganyo natin ang ating mga kabataan to get into sports, stay away from drugs, and to keep us healthy and fit," he said. He further elaborated on the connection between sports and health, saying, "Malaking bagay na fit tayo. Ang importante rin sa akin bilang chairman ng Senate Committee on Health, dalawa po 'yan. Importante sa akin ang sports at health. Magka-connect ang dalawang ito dahil para sa akin, kapag fit ka, healthy ka. Pangalagaan po natin ang kalusugan ng bawat isa. Katumbas ng kalusugan ay buhay ng bawat Pilipino." Toward the end of his speech, Go expressed his gratitude to President Ferdinand Marcos Jr. for his unwavering support for Filipino athletes. SBN 1359 or the "No Permit, No Exam Prohibition Act," was co-authored and co-sponsored by Go and received approval on the third and final reading in March. This proposed legislation aims to put an end to the practice of denying students access to examinations or other educational assessments due to unpaid tuition or school fees. The bill ensures that no student's education is compromised due to financial constraints. In a bid to enhance access to tertiary education, Go co-authored and co-sponsored SBN 1360. This bill seeks to expand the coverage of the Tertiary Education Subsidy (TES) by amending Republic Act No. 10931, known as the Universal Access To Quality Tertiary Education Act. By broadening the reach of TES, Go expressed his confidence that more underprivileged students will have the opportunity to pursue higher education. In times of disasters and emergencies, students facing financial hardships often find it challenging to repay loans. To address this concern, Go introduced SBN 1864, known as the "Student Loan Payment Moratorium During Disasters and Emergencies Act." This proposed measure offers relief to students who have taken out loans but are unable to meet their repayment obligations due to unforeseen circumstances. It underscores the importance of compassion and support during trying times. Go also earlier authored and co-sponsored RA 11470, establishing the National Academy of Sports (NAS) in 2020 as part of his vision to ensure promising young athletes can further hone their talents while getting a quality education. NAS is a government-run academy aimed at developing the country’s future athletes by offering quality secondary education with a special curriculum on sports for gifted young Filipinos who want to enhance their physical and mental capabilities in sports. “To the graduates, remember that your education is not merely a ladder for personal success; it is a potent tool for uplifting our community and the broader society. Wield it with wisdom, and never lose sight of the values and principles that have been so lovingly instilled in you,” Go said. “As I draw to a close, I leave you with a philosophy that has steered me throughout my existence: ‘Ang edukasyon ay hindi lamang isang karapatan, kundi isang tungkulin na may kalakip na responsibilidad.’ Mabuhay ang Cavite State University – CCAT Rosario Campus! Former UP student leader killed after clash
CATBALOGAN CITY — The Armed Forces of the Philippines confirmed the death of a former student leader of the University of the Philippines-Tacloban in an encounter with the military in of Barangay Mabini, Catarman, Northern Samar last 28 May. In a statement, the AFP said Joshua Sagdullas, known in the underground movement as Ka Miyong and Ka Martin, was among the four casualties when troops from the 43rd Infantry Battalion clashed with members of the communist New People’s Army. Sagdullas was the secretary general of the militant group Bagong Alyansang Makabayan in Eastern Visayas up until he joined the New People’s Army in 2020. He was elected chair of the Student Council at UP Tacloban in 2016 when he was also elected as chairperson of the Katipunan ng mga Sangguniang Magaaral sa UP, the alliance of student councils in the UP system until 2017. The body of Sagdullas was identified by alias Kurati, a former rebel who operated in the area. Alias Kurati also identified Sagdullas’ companions who also died in the clash as Geraldine Teopinto alias Luz, the Finance Officer; Abigail Padula Baselga alias Moana, Medical Officer; and Vicente Termo. Sensing the arrival of the patrolling troops, the NPAs fired upon the soldiers resulting in a 15-minute exchange of gunfire and another five-minute encounter during pursuit operations. Capt. Jefferson Mariano, spokesperson of the AFP’s Joint Task Force Storm, said the death of Sagdullas in the encounter is proof of how the NPA, the Communist Party of the Philippines and the National Democratic Front has deeply infiltrated the student sector at UP Tacloban. “He is a proof of how the youth and students are being deceived into joining the armed struggle,” Mariano said. Mariano added that the death of Sagdullas is a big setback for the CPP-NPA-NDF in Eastern Visayas as he is a known personality of Bayan, which is suspected to be a legal front of the communist movement. According to the military report, the encounter happened when the soldiers responded to reports from civilians that a group of armed people were conducting extortion activities asking for food and materials from the residents in the outskirt community of said barangay. The group was found to be remnants of the of Sub-Regional Guerilla Unit, Sub-Regional Committee Emporium of the Eastern Visayas Regional Party Committee led by a certain Mario Sevillano alias “Durok”, a notorious guerilla leader who, allegedly, had figured in numerous atrocities in the areas of Northern Samar. Sensing the arrival of the patrolling troops, the NPAs fired upon the soldiers resulting in a 15-minute exchange of gunfire and another five-minute encounter during pursuit operations. The troops seized two high-powered firearms and two low-powered firearms, several magazines with live ammunition for a 5.56mm rifle and cal.45 pistol, voluminous subversive documents, electronic gadgets and two backpacks filled with personal belongings. Tacloban City Mayor Alfred Romualdez, chair of the Regional Peace and Order Council, conveyed his sympathies and condolences to the families of the deceased especially to the Sagdullas family, who is a native of the city. Romualdez had coordinated with the 803rd Infantry Brigade, where the cadavers were brought to, for the transfer of Sagdullas’ body to his family for mourning. “I feel sad for the families, kaya kayong ibang nandiyan pa sa movement, isipin niyo ang mga naiiwanan ninyo. Feeling ninyo itong ginagawa ninyo ay talagang may ipinaglalaban kayo. Pero sa bandang huli ang mas nakakaawa dito ang mga iniiwanan ninyo. ‘Yong parents pinagpawisan para mabigyan ka ng edukasyon, maraming talent and all tapos, what happened? Go wants safeguards enforced in MIF bill
Senator Christopher “Bong” Go has reminded the executive branch of government to follow and enforce safeguards in the Maharlika Investment Fund bill as it gets Senate approval. “To the executive, we will hold you to your commitment that safeguards will be followed and fully enforced. Hindi dapat masasayang ang pondo ng bayan. Pangalagaan at siguruhin na walang mawawala sa korapsyon o misuse of funds,” he said. Senate Bill No. 2020 creating the Maharlika Investment Fund was approved by the Senate on its third and final reading in the early morning of Wednesday, 31 May. In the explanation of his vote which was inserted into the records after the Senate voted on the measure, Go, vice chair of the Senate Committee on Finance, stressed that the legislative branch will sternly monitor the implementation of the measure should it be enacted into law, highlighting Congress’ oversight to ensure that public funds used and the welfare of the people, in general, are protected and upheld. “Babantayan po namin ito. And just a reminder that any law can be amended or repealed when necessary. We will exercise to the fullest extent our oversight to ensure that the welfare and future of Filipinos are upheld and protected,” he said. While recognizing the need to explore investment opportunities for the national government to generate additional resources to fund the post-COVID-19 economic recovery, Go asserts that the government must be prudent and careful in utilizing limited resources. “The intention of the proposed measure, that is to ensure that our country will attain economic transformation, growth, and sustainability, is noble. Lahat naman po tayo gustong tuluyang maka-recover ang ekonomiya,” he said. “However, government resources are limited, lalo na ngayon bawat piso, bawat sentimo ay napakahalaga. That is why I commend the good sponsor for ensuring that safeguards are in place to protect the funds of the Filipino people,” he said, commending Sen. Mark Villar who sponsored the measure. Go gave his support to the measure, cognizant of the capability of the Executive to fully implement the law as intended. He also reminded that Congress is giving its trust to the Executive but will not shy away from its oversight powers just to safeguard the interest of the Filipino people. “Given this, I give my conditional support to this measure knowing that this went through scrutiny by the collective wisdom of the whole legislative body and with utmost trust and respect in the capability of the executive to implement this as intended,” he said. The bill was approved after an 11-hour session a few days after President Ferdinand “Bongbong” Marcos, Jr. certified it as urgent, thereby allowing Senate to pass the same measure on second and third reading at the same day. The House of Representatives passed its own version in December of last year. A bicameral conference was held on Wednesday, 31 May, to reconcile the two versions. Upon adoption, the bill can be transmitted to the President for his approval. UAAP 81: When the sleeping giant named UP finally awakened
No cheering - that's the cardinal rule for sportswriters during coverages. In collegiate sports, not even your very own alma mater song is spared. Still, on November 28, 2018, I thought this one time could be an exception to the rule. After all, more than half of the Araneta Coliseum had their hands raised in singing "UP Naming Mahal." Certainly, not one more fist in the air could be considered conspicuous. After all, the University of the Philippines Men's Basketball Team was letting it all out right there on the court. Certainly, not one more show of emotion could be out of place. And after all, the Fighting Maroons had just done it. It, being seeing a new dawn after the so-called dark days. FROM FIGHTING TO WINNING UAAP 81 started very much like how many, many UP seasons did in recent memory. There was a lot of hope, no doubt, what with Paul Desiderio in his last year, Bright Akhuetie in his first year, Gomez de Liano brothers Juan and Javi being back for more, and Bo Perasol still at the helm. Only, being a fan of the Fighting Maroons also meant you know full well all of it couldn't be true. History is a lesson to be learned - and from the promise of Migs De Asis, Mike Gamboa, Martin Reyes, and great Filipino-American hope Mike Silungan and the potential of Mikee Reyes, Woody Co, and Kyles Lao, Diliman has learned many, many lessons, indeed. And then, the season started. A season-opening win became a 1-3 standing. A 3-3 record worsened to 3-5. Standing at an even 5-5 in the stretch run then led to winning three of the last four games in the elimination round. And before you knew it, UP, yes, UP was knocking on the door of the Final Four. Could this be it? Or could this be just the biggest disappointment the Fighting Maroons had ever served? FROM WINNING TO LOSING A winning tradition could be taken for granted. Coming from a school down south that was, is, and forever linked to a particular powerhouse, I, personally, was very much used to winning. Even more, I was right there when Joshua (or Dave, as we called him) Webb, Jeric Fortuna, and Jed Manguera led the team formerly known as the Bengals to a breakthrough championship. So, yeah, personally, my tradition was to root for a winning team - be it in the Jrs. or in the Srs. Come college, though, I traded in the shield of green and white for the luntian at pulang sagisag magpakailanman. And hey, UP Diliman is and always will be the best school in the history of man, in my eyes. In terms of basketball, though, it left much to be desired. As I was about to go to college, the Fighting Maroons went winless in back-to-back years. And then, they had three-win seasons when I was a freshie and a sophomore. In all my four years in college, I only experienced eight wins out of 56. So yeah, in State U, there was the exact opposite of a winning tradition. (EDITOR'S NOTE: Don't get me wrong here. UP is a power in many, many sports and is a contender for the general championship year in and year out. Back then, though, forgive me if I only had eyes for men's basketball.) FROM JETT TO PAUL And then, a ray of light shone bright, and brighter, and brighter. I have now grown to love Mikee Reyes - he is a great guy and a good analyst. Back then, though, he was a prime proof of what wasn't working in UP. Here was a talent who had a shot at making a name for himself and taking his team along with him for the ride, but unfortunately, just could not put it all together. Reyes was just one of many, many promising players in maroon and green who didn't have the sort of support that a winning tradition entailed. True to their name, though, the Fighting Maroons kept, well, fighting. And in his last year, Jett Manuel proved that the tides could turn in their favor. Manuel would never be the best player on De La Salle University or Ateneo de Manila University or even University of Sto. Tomas and Far Eastern University. Still, he gave his all game in and game out and grew to be a beloved player and leader in Diliman. He set the standard for the kind of fight a Maroon should have and in his last year, steered his squad to a fifth-place finish at 5-9. Not a finish to be proud of by any means, but for the first time in a long time, there were signs of life coming from State U. And that's when I knew Jett Manuel would be my forever King Maroon. However, just two years later, Paul Desiderio made me question that. FROM THEN TO NOW Definitely, Paul Desiderio is not Jett Manuel. Jett is eloquent and looks like he came from an exclusive private school, which he did. Paul speaks in short but sweet terms and is very much proud of his roots in Cebu. What they both have, though, is an undeniable love for UP and an unwavering determination to lead the Fighting Maroons to where they belong. When Manuel left, of course, the reins went to Desiderio and in his very first game as main man, he proved his worth. I know you know what I'm going to talk about - because this was the time he uttered the words that would define State U from that point onto the foreseeable future. Downing La Salle in the very last game of the elims, they booked a trip to the next round for the first time since 1997. That would have been more than enough for their long-suffering faithful, but they did themselves one better - actually, two better - and upset second-seed and twice-to-beat Adamson University. Just like that, UP would be playing in its first Finals since the days of Benjie Paras, Ronnie Magsanoc, Eric Altamirano, and Joe Lipa. That day, November 28, 2018, would always live on with me. FROM ME TO YOU As bad as I wanted to break the cardinal rule for sportswriters, I didn't. As bad as I wanted to stay on the floor to listen and live in the chorus singing in harmony, "Mabuhay ang pag-asa ng bayan," I couldn't. When UP made history, I had to go back to the press room and finish my full take on the game. Just minutes before, I honestly couldn't believe the breaking report I was working on in my phone and uploading in our website. Really? The Fighting Maroons had done it. Even with the final stat sheet in my hands, I still couldn't believe it. Really? The Fighting Maroons had done it. Even through writing "those back-to-back wins have set up for them a date with defending champion Ateneo de Manila University in the best-of-three Finals slated for Saturday at the MOA Arena," I still couldn't believe it. Really? The Fighting Maroons had done it. Of course, in the very end, Ateneo was Ateneo and State U had to settle for second-place. Still, there may not be another silver medal that was worth celebrating more. You have to understand that again, this is a team not that far off from its dark days - so, yeah, this silver season was a special season. And so, at the very end of Season 81, when I saw Paul standing on the game officials' table, basking in the UP community's cries of "De-si-de-rio" and "A-tin-to," another chant was playing in my head - "You deserve it." This image, would always live on with me. At the same time, though, I was a firsthand witness to another image that told me this was just the beginning. First Finals appearance, first Finals loss. Their eyes were welling up with tears, but deep down there, you could also see their determination to be back, to be better, and to say themselves "Atin 'to" to a championship. FROM HERE ON OUT UAAP 81 was Ateneo's, no doubt about that. UAAP 82, when UP was supposedly stronger, was still Ateneo's, yet again no doubt about that. Actually, the Fighting Maroons were even owned by runner-up UST that year - and those Growling Tigers had a Cinderella tale to tell of their own. And yet, for my money, no team in recent memory has won over everybody quite like Paul Desiderio's UP Fighting Maroons. Maybe, just maybe, that's all because I'm an Isko with student no. 2008-6*1*5. Or maybe, just maybe, it's so good to see a sleeping giant awakened - now knowledgeable of how to build a team and now knowledgeable how to put up support for that team. Or maybe, just maybe, it's so good to see homegrown stars like Diego Dario and the GDLs stay home and play home and to see a foreign student-athlete like Akhuetie shine bright both as a student and as an athlete.
