Four yellow alerts likely as El Niño bites
The dry spell caused by the El Niño weather phenomenon has impacted the country's power supply as it slashes the generation of power from water sources. Thus, the Department of Energy or DoE warned that four possible yellow alert occurrences are likely to ensue in Luzon within the rest of the year, which could expose consumers to potential power interruptions. "There are four potential yellow alerts for Luzon, but none in the Visayas and Mindanao. However, there may be a lower supply in the Visayas at night due to the absence of solar power," Energy Undersecretary Rowena L. Guevara said in an interview with reporters last week. Guevara explained the DoE's projections were based on the approximately 70 percent decline of hydroelectric power generation as an effect of the El Niño. A yellow alert is issued when the operating margin is insufficient to meet the transmission grid’s regulating and contingency requirements. When this status is in place, all power plants must run normally; otherwise, a red alert may be raised. A red alert, on the other hand, is issued when supplies are insufficient to meet consumer demand and the transmission grid’s regulating requirement. About two weeks ago, the Manila Electric Co. or Meralco, the country's largest power distributor, confirmed that 850,000 customers across its franchise in Metro Manila, Pampanga, Bulacan, Cavite, Laguna, Batangas, Rizal and Quezon were affected. Meralco said the incident was triggered by a "sudden plant outage," which prompted an Automatic Load Dropping or ALD that occurred at around 6:45 p.m. Based on initial reports, the plant outage cited by Meralco was triggered by the tripping of the San Jose-Nagsaag 500KV line trip 2, which led to several plants going offline. The Energy Regulatory Commission, meanwhile, had asked an Interim Grid Management Committee to start evaluating the cause of the power interruption. Nonetheless, Energy Secretary Raphael Perpetuo Lotilla assured that the power supply remains sufficient to light up the country, adding that it could even be more stable as new power resources are integrated into the grid within the next two to three years. The CALABARZON Region, an acronym for its five component provinces: Cavite, Laguna, Batangas, Rizal and Quezon, is known for its rich culture, breathtaking sceneries, and delectable food. This is why the Department of Tourism has chosen the region for the second leg of the Philippine Experience Program — showcasing cultural tourism circuit development focused on the heritage, culture, and arts of the country’s various regions. From 30 September to 2 October 2023, delegates of the PEP, including foreign dignitaries from various Embassies, as well as tour operators, travel agencies, vloggers, and members of the media, were given the chance to explore the wonders of CALABARZON. The first stop of the PEP was the shrine in the ancestral home of the country’s first President, Emilio Aguinaldo, the place where the country’s first national anthem was played and where the Philippine flag unfurled. Delegates had a glimpse of the remarkable talents of 51 competing marching bands all over the country at the Bakood Festival, coinciding with the 352nd Founding Anniversary of the City of Bacoor, the marching band capital of the country. PEP participants took an epic trip down memory lane to revisit a small town in Taal, Batangas, richly endowed with well-preserved towers, which made Taal an inspirational cornerstone and pillar of Filipino history. Heavy rains ahead due to typhoon-enhanced ‘habagat’
The typhoon-enhanced southwest monsoon or "habagat" will continue to affect the western portion of Luzon in the next three days, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said Monday. Typhoon Hanna, which exited the Philippine Area of Responsibility, will continue to enhance "habagat", bringing a significant amount of rain to Metro Manila, Ilocos Region, La Union, Abra, Benguet, Tarlac, Nueva Ecija, Pampanga, Bulacan, Rizal, Cavite, Batangas, Occidental Mindoro, Calamian Islands and Zambales. PAGASA warned that flooding and rain-induced landslides are expected under this weather condition. On Tuesday, the enhanced southwest monsoon will continue to bring gusty conditions over the following areas not under any Wind Signal, especially in coastal and upland/mountainous areas exposed to winds, including the Batanes, Babuyan Islands, Ilocos Region, Abra, Benguet, Nueva Vizcaya, the southern portion of Aurora, Zambales, Bataan, Bulacan, Metro Manila, Occidental Mindoro, Romblon, Marinduque, Kalayaan Islands, Camarines Provinces and most of Calabarzon. MPTC, SMC forges historic P72-B toll road deal
Two industry powerhouses—Metro Pacific Tollways Corp. or MPTC and San Miguel Corp. or SMC—are set to jointly develop two toll road projects with a combined cost of P72 billion that would further ease mobility in Southern Luzon. The companies signed a Memorandum of Agreement last Monday, 14 August, where they formalized their bid to design, build and operate the 87.96-kilometer Cavite-Batangas Expressway or CBEX and Nasugbu-Bauan Expressway or NBEX. According to SMC President and CEO Ramon S. Ang, the partnership is a “historic collaboration” that will deliver world-class road networks for Filipinos. “This collaboration stands as a testament to what we can achieve when we are united in purpose,” Ang said. Meanwhile, MPTC Chairman Manuel V. Pangilinan said: “Together with SMC, we envisage a future where our CBEX and NBEX can help pave the way for connectivity and economic growth in the CALABARZON region.” The CBEX is a 27.06-kilometer road that will establish a crucial link connecting CALAX’s Silang (Aguinaldo) Interchange to Batangas, Meanwhile, the 60.90-kilometer NBEX will provide seamless connectivity from Nasugbu to Bauan, Batangas. The route will traverse the townships of Silang, Amadeo, Tagaytay, Indang, Mendez, and Alfonso in Cavite before crossing into Nasugbu and finally reaching Bauan, Batangas. The groundbreaking of CBEX is scheduled for 2024, while NBEX is likely to be complete and open to the motoring public by 2027. In 2018, MPTC presented a proposal for the 50.4-kilometer Cavite-Tagaytay-Batangas Expressway project to the Department of Public Works and Highways and was granted the original proponent status. Similarly, SMC's unsolicited proposal for the CBEX and NBEX was approved by the Cavite and Batangas government. Environmental group appeals to PBBM, DENR to stop reclamation in Batangas as well
An environmental advocacy group is also calling on President Ferdinand Marcos Jr. and the Department of Environment and Natural Resources to also stop ongoing reclamation projects on the coast of Batangas. The Protect the Verde Island Passage (Protect VIP) said the reclamation in Batangas province would pave the way for the construction of more liquefied natural gas (LNG) terminals and power plants. Fr. Edwin Gariguez, Protect VIP convenor, said in a radio interview that the ongoing reclamation projects in VIP for the construction of fossil gas projects "will result in turbid waters and make (seagrass), coral reefs, and marine fauna vulnerable to stressors.” The Verde Island Passage according to Conservation International (Philippines), is one of the most productive ecosystems in the world and is recognized as the center of global shore-fish biodiversity. It is also home to species such as whale sharks, sea turtles, and an impressive array of corals. It extends to the coastlines of Batangas, Romblon, Marinduque, Occidental Mindoro, and Oriental Mindoro provinces. Gariguez said the VIP waters continue to yield new species to science, further underscoring its global biological significance. The marine corridor is the “epicenter” of fossil gas and LNG developments in the country now that eight of 27 proposed new plants and seven of the nine planned LNG terminals in the country will be located in Batangas. Protect group warned that by allowing fossil gas facilities to be built and operated, it will expose the VIP to the frequent entry of LNG barges, and inadvertent oil spills or disposal of shipboard liquid waste and bilge water. “Putting up these gas terminals and power plants is destructive as the dumping and filling of land disturb the existing coastal habitats in VIP, ” Gariguez said. In May 2023, while the passage is currently a marine protected area, the governors of five provinces governors want it to be a “legislated protected area", with DENR Secretary Maria Antonia Yulo-Loyzaga agreeing with them. “Considering its mandate, the DENR is committed to strengthening the protection and management of the VIP as a priority conservation area,” Loyzaga said. When Gariguez's group learned of the President's decision to suspend all 22 reclamation projects in Manila Bay, they believed this was also the best time to bring the matter to the DENR. 22 Manila Bay reclamation projects Meanwhile, DENR also on Tuesday clarified that the subject of the suspension order by the President are the 22 reclamation projects in the Manila Bay Area only and not the entire Philippines. Of the 22 reclamation projects, DENR records showed that 15 are in the jurisdiction of the National Capital Region where three projects are already ongoing. The remaining 7 projects are located in CALABARZON. The agency said Manila Bay is not only limited to Metro Manila shorelines. P16.5-B investments secure PEZA nod
The Philippine Economic Zone Authority remains on track to make the Philippines a good investment destination and contribute to the overall goal of the country to graduate to the upper middle-income economy by 2025, as the Philippine Ports Authority , or PPA board, greenlighted a total of P16.578-billion investments as of 31 July 2023. The new investments are coming from 15 new and expansion projects and are expected to generate $419.5 million worth of exports and create 2,983 jobs. This brings PEZA’s total for the year to P97.163 billion, a 332.05 percent increase from the P22.489 billion investments approved in the same period in 2022. “We are more than encouraged to promote the Philippines to global investors, taking the cue from President Ferdinand “Bongbong” Marcos Jr. that the best time to invest in the country is now and that the Philippines is the best investment destination in the region. Comelec debunks ‘rigged’ 2022 polls claim
Commission on Elections chairperson George Garcia branded as lies the claims that the 2022 election was rigged. He said the allegations made by former Information and Communications Technology Undersecretary Eliseo Rio Jr. that the voting was rigged had no basis. “In all of this, the strong basis for the accuracy, integrity, and legitimacy of the elections is the ballot. Let us set aside the printed copies and electronically transmitted election returns. We can go back to the ballots which are in the custody of the city and municipal treasurers nationwide and the secured scanned images which are at the Comelec,” Garcia said. He added that the random manual audit of votes counted by the machines against the Comelec’s random manual audit posted a 99.9493-percent overall accuracy rate, meaning that nearly all of the votes were read and tallied correctly. Rio, in particular, had raised concerns about the transmission of results from “private and similar IP addresses” in Metro Manila, Cavite, and Batangas following last year’s polls. “There’s no requirement in the law stating that all modems should have different or similar IP addresses,” Garcia said. The poll chief explained that there were around 20,300 modems with the same IP address last year. The 4G network modems, he said, were purchased for the Comelec-leased vote counting machines as well as to cover the 5,000 damaged modems from VCMs purchased in 2016 that were refurbished for last year’s polls. All the modems, he said, underwent the necessary tests but noted that it would have taken the Comelec many more months if it opted to change all the IP addresses of the 20,300 modems. “There’s no effect or difference in accuracy, legitimacy, and functionality of transmission, whether the modems have similar or different IP addresses,” Garcia said. ‘Egay’ maintains strength, makes second landfall over Dalupiri island in Cagayan
Typhoon Egay retained its strength as it made its second landfall over Dalupiri Island in Aparri, Cagayan according to Philippine Atmospheric, Geophysical and Astronomical Services Administration on Wednesday, 26 July. Egay made its first landfall over Fuga Island in Aparri, Cagayan earlier today. Pagasa weather specialist Loriedin De La Cruz-Galicia said in the state weather bureau's 11:00 a.m. advisory said Egay is currently affecting most parts of Northern Luzon while a low-pressure area has been found in the eastern Northeastern portion of Mindanao outside the Philippine Area of Responsibility. "'Yung natitirang bahagi ng Central Luzon at Southern Luzon ay nakakaranas pa rin po ng mga pag-ulan na dulot naman ng outer rain bands ni Typhoon Egay at maging ng Southwest Monsoon o habagat," De La Cruz-Galicia said. Meanwhile, De La Cruz-Galicia said that since the LPA is still far away, its development is still uncertain. Egay is highly likely to exit PAR within 24 to 48 hours according to Pagasa. Typhoon "Egay" made landfall over Fuga island in Aparri, Cagayan as it moves westward at 20 kilometers per hour according to Philippine Atmospheric, Geophysical and Astronomical Services Administration early Wednesday, 26 July. The state weather bureau's 5:00 a.m. bulletin said that Egay may exhibit wobbling motion while in the vicinity of Babuyan Islands in the next 6 hours. Egay is currently packing maximum sustained winds of 175 km/h near the center and gustiness of up to 215 km/h.
