However, ROW issues continue to persist. Despite these challenges, the project is still considered a priority and is included in the Davao Region Development Plan (DRDP) for 2023–2028. PSSO Head Angel Sumagaysay emphasized that these structures, including house extensions, kitchen extensions, cages, and sala extensions, are typically found atop or attached to dikes and gabions near the Davao River.
