‘Sinag’ and ‘Lupa’: Light that guides and land that nourishes
In late September 2019, the Cultural Center of the Philippines mounted the son et lumiere titled “Sinag: Festival of Radiance,” accompanied by a video projected on the façade of its iconic Brutalist Main Building, dancing fountain, performances and installations, as part of the celebration of the 50th anniversary of the establishment of one of the Philippines’ revered cultural institutions. The light show was staged again in the following years with different themes even during the imposed lockdowns in the first years of the coronavirus pandemic in 2020 and 2021, serving as beacon of hope during one of the most challenging times for the arts and culture sector. The “Sinag” light-and-sound show continued to be mounted this year, fast becoming a tradition for CCP, as it commemorated its 54th founding anniversary and signaled the sector’s embarking on the road to recovery. It also recognized the sector’s perseverance and determination to continue creating and healing with its theme, “Tuloy Ang Palabas”(The Show Continues).” This year, the Main Building has remained dark and silent as it closed down in January for a three-year rehabilitation and renovation, but it came alive again from 28 September to 1 October for “Sinag 2023: Tuloy Ang Palabas.” A short video was projected on the façade, showing snippets of productions, projects and performances in the past nine months, all held in different venues outside the Main Building. The main part was a spectacle of colors and moving patterns, conceptualized by CCP light designers Camille Balistoy, Danilo Villanueva, Louie Alcoran and Shantie De Roca. This was accompanied by music by Soundridemusic and Makai-symphony, spliced by Jerry Tria. Capping the show was a video showing CCP’s reach in the country, through a map created by Reily Villaruz, as well as glimpses of performances and projects in the planning, accompanied by Jed Balsamo’s “Rurok.” As the CCP Main Building highlighted art’s role as light giver, the park beside it, CCP Liwasang KaLIKHAsan, is venue for an exhibit of installations depicting popular creatures of Philippine folklore. [caption id="attachment_191675" align="aligncenter" width="525"] Kapre. | PhotoGRAPHS by Roel Hoang Manipon FOR THE DAILY TRIBUNE[/caption] The kapre, aswang and tikbalang often figure in horror stories told to children, but acclaimed artist Abdulmari “Toym” de Leon Imao, son of the late National Artist for visual arts Abdulmari Asia Imao, regarded them as nature guardians, thus the title “Tanod-Lupa.” “Tanod-Lupa” was first mounted in celebration of Earth Day on 22 April, but was brought back for the anniversary celebration, and it seems fitting for the Halloween and Christmas seasons. Imao was inspired by stories about these creatures, many of which most likely can be traced from pre-colonial times, during his childhood. “My mom is Kapampangan, and they have wonderful stories of mythology such as Apo Mallari god of Mount Pinatubo. My dad came from the South. He was a Tausug. Mindanao is also rich in stories. The Sarimanok itself is a mythical creature. My appreciation comes from a fascination from childhood and growing up with these stories and narratives from my parents,” he said. “I am very fascinated with tikbalang. There are some stories that tell that it is actually a friend. The tikbalang also has a masculine appearance, very heroic,” he added. Working together with lantern makers from San Fernando City, Pampanga, headed by Arvin Bondoc Quiwa, and using materials such welded steel, fiberglass, ropes and lanterns with LED lights, Imao reimagined the creatures to be cartoonish but still retaining some scary and mysterious qualities. The most prominent among Imao’s works is his large installation in the shape of the panolong, a decorative detail of the traditional house of the Meranaw people, and the sarimanok, a popular design motif of several Moro ethnic groups, frequently used by his father in his works. PAGCOR: Raps over missing P75-M e-sabong cash bond welcomed
Philippine Amusement and Gaming Corporation Chairman Alejandro H. Tengco yesterday said the reported filing of charges against him and other officials over the alleged disappearance of a P75-million performance bond posted by an e-sabong company is an opportunity to find out the truth. Tengco said while the alleged disappearance of the money happened during the previous administration, the case will determine accountability within the agency. “While we find it strange that we are included in the alleged charges, we nevertheless will pursue our own investigation and determine what really happened and bring the perpetrators to justice, if indeed there was any anomaly,” he said in a statement. PAGCOR chief was reacting to reports that a certain Joaquin Sy, who claims to be the chairman and chief finance officer of Kamura Highlands Gaming and Holdings Inc., filed charges of malversation of public funds, qualified theft, and falsification of private and commercial documents before the Ombudsman. Also named respondents are former PAGCOR chief Andrea Domingo and former board members Gabriel Claudio, Carmen Pedrosa, Reynaldo Concordia and James Patrick Bondoc, and current PAGCOR officer Dianne Erica Jogno. Two of the former board members — Pedrosa and Concordia — had already passed away when the alleged disappearance of the P75 million took place sometime in July 2022, while Tengco assumed office only in August of the same year. Kings and queens arrived in ornate attire at the Manila Hotel Ballroom, transformed into a rich, red Royal Court. The night started with a dance, followed by the entrance of the servers who were also dressed as courtiers. It was like being transported back to the Renaissance era. A feast fit for kings and queens satiated us for an eventful night ahead. The juicy steak was cooked to perfection, which we savored with the flawless sound of live opera serenading us. As for dessert? We got a feast for the eyes as the past Club Bulakeño queens descended the grand staircase. Not long after, this year’s crowned Club Bulakeño muse, Angel Fenton, walked in with Prince Abdullah Dellah of Kuwait. She was joined by her proud father, Ian Grant, for her first waltz, while her mother, Marissa Fenton, was glowing with pride as she sat regally on her chair, as though the queen mother’s throne. Sounds like modern royalty to me with a touch of history! Before being dismissed from the royal festivities, we were treated to a grand raffle, giving a lucky few something to remember the evening by. One last curtsy to the royal court and we were off on our own chariot rides home from one of the most exquisite evenings ever. Already, we are looking forward to the next Club Bulakeño Ball. Mexico town mayor, 3 others sacked
Mexico, Pampanga — The Office of the Ombudsman on Sunday announced that it has ordered the dismissal of Mexico, Pampanga Mayor Teddy Tumang and three other officials for their alleged involvement in anomalous purchases. A 17-page consolidated decision of the Ombudsman revealed that Tumang, municipal accountant Perlita Lagman, municipal engineer and former Bids and Awards Committee vice chair Jesus S. Punzalan, and Administrative Officer V and former BAC member Luz C. Bondoc, were found guilty following the anomalous purchases of construction materials. The dismissal order was implemented by the Department of the Interior and Local Government on Friday, which also installed Vice Mayor Ruding Gonzales as the new town mayor. The mayor and three other local officials were also meted with forfeiture of retirement benefits, perpetual disqualification from holding public office, cancellation of eligibility, and barred from taking civil service examinations. The dismissal order from the Office of the Ombudsman disclosed that the four have been found “administratively liable for grave misconduct.” A separate consolidated resolution also recommended the filing of 41 counts of violation of Section 3(e) of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act, by way of conspiracy, against Tumang, Punzalan, Bondoc, BAC chair Marlon Maniacup, BAC members Lucila Agento, Romeo Razon; as well as William Colis, the supplier of the construction materials. The resolution also recommended the filing of 23 counts of violation of Section 3(e) of RA 3019 and seven counts of violation of Article 217 of the Revised Penal Code against Tumang, Maniacup, Agento, Punzalan, Bondoc, Razon, Lagman and Colis. Marcos’ plan vs flooding: water dam to catch floods, improve agri
President Ferdinand Marcos Jr. on Monday called on government entities to implement solutions aligned with the challenges posed by climate change. Marcos made the appeal during his visits to flood-affected communities in Bulacan and Pampanga due to recent typhoons and the intensified southwest monsoon (habagat). "We won't return to how things used to be; this is how climate change is now. We can't do the things we used to do anymore," Marcos said during the situation briefing in Pampanga. Marcos said that the national government has a master plan which includes building a big water dam to help stop floods and improve agriculture at the same time. "If nothing is done, flooding will happen again and again even if we dredge," Marcos said. Metro Pacific Tollways Corporation president Rogelio "Babes" Singson, who previously served as the Public Works and Highways Secretary during the Aquino administration, suggested building a 200-hectare water storage space in the Candaba swamp in Pampanga. Singson, who was present during the situation briefing, explained that the initiative aims to mitigate flooding in the surrounding regions with lower elevations. However, Pampanga Representative Anna York Bondoc disagreed with the suggestion, saying that such a plan could negatively impact the livelihoods of local residents, particularly those engaged in rice farming. Marcos then guaranteed that the government would not do the project without their consent. "If there are people who will be displaced, I will personally guarantee each farmer that they will be transferred to another location that is equally good to ensure they won't encounter difficulties or losses," Marcos said. Marcos also said that the government is planning to raise the North Luzon Expressway bridge in San Simon by 5.2 meters to prevent a recurrence of flooding in the area, adding that they will study other alternative routes. "We'll raise the NLEX so that what recently happened will not happen again. And then we will study alternative routes," Marcos said. For his part, Singson vowed to fix the situation in the San Simon segment to avoid floods since that segment was "very low," with the longest stretch being only 200 meters and the highest point measuring less than 0.7 meters. "The DPWH agreed to let us raise that portion by 0.7 meters, and we will leave a clearance of 4.5 meters. This will allow legally sized trucks to pass through there," Singson said. Marcos also mentioned that fixing the dredgers is just as a short-term solution, as flooding will happen again if the government does not do anything to solve the problem. The latest data from the National Disaster Risk Reduction and Management Council showed that more than 3.2 million individuals across the country had been impacted by Typhoons "Egay" and "Falcon" and the intensified southwest monsoon. The Department of Agriculture assessed the total agricultural damage resulting from the combined impact of the inclement weather at P4.66 billion. Preliminary evaluations by the NDRRMC indicated that the initial destruction to infrastructure is estimated at P3.6 billion. TODA workers in Pampanga receive support from Bong Go
The Office of Senator Bong Go, in coordination with the Office of Representative Anna York Bondoc and the Department of Social Welfare and Development, extended assistance to Tricycle Operators and Drivers' Association drivers in San Luis, Pampanga on Thursday, 25 May. Held at Dr. Emigdio Bondoc Convention Center, Go’s team gave away masks, snacks, and vitamins to 1,200 tricycle drivers. They also gave away shirts, a bicycle, a mobile phone, shoes, and balls for basketball to select beneficiaries. In his video message, Go, as Chair of the Senate Committee on Health and Demography, encouraged Kapampangans who are in need of medical assistance to reach out to the Malasakit Centers located at Jose B. Lingad Memorial Regional Hospital and Overseas Filipino Workers Hospital and Diagnostic Center, both in San Fernando City; and at Rafael Lazatin Memorial Medical Center in Angeles City. The Malasakit Center is a one-stop shop that streamlines the provision of medical assistance by bringing the relevant government agencies under one roof, namely, the DSWD, the Department of Health, the Philippine Health Insurance Corporation, and the Philippine Charity Sweepstakes Office. “Hindi niyo na kailangan pumila o umikot pa sa iba’t ibang opisina para humingi ng tulong pampagamot dahil nasa loob na sila ng iisang kwarto. Jonash Bondoc, a Philippine Merchant Marine Academy cadet, died from alleged fatal punches in a fistfight with a schoolmate in July 2021. His mother, however, believes Jonash did not die due to a fistfight, but was a victim of hazing. Gracelyn Gimang Bondoc, the mother of the victim, is now seeking the intervention of the Commission on Higher Education to issue a preventive suspension against the president of the PMMA, Commodore Joel Abutal and his chief of staff, Ensign Chuck de la Cruz. She also sought the filing of grave misconduct and conduct prejudicial to the best interest of public service pursuant to the 2017 rule on administrative cases in civil service. In a 6-page administrative complaint received at the Commission on Higher Education or CHEd office last 18 May, obtained by the Daily Tribune, Bondoc narrated that she received the bad news last 6 July 2021 that her son Jonash died. “After receiving the sad news, we went to PMMA to see my son. However, I was only allowed to see his remains on 8 July 2021, wherein we only saw his face and were not allowed to go near him since he allegedly had Covid-19,” she narrated, adding that Jonash was immediately cremated due to his health circumstances. Fall guy? She said on 7 July, a certain Jomel Gloria was charged with homicide after executing an Extra Judicial Confession admitting his culpability for the crime to support the scenario that Jonash’s death was the result of a fistfight. On 8 December 2022, the Regional Trial Court Branch 71 of Iba, Zambales promulgated its decision finding Gloria guilty of homicide, due to his admission that he punched the victim Jonash twice in the chest, causing his instant death. After his conviction, Gloria was released through provisional liberty pending his appeal or any remedy available to him after posting an additional bond of P60,000. But as Bondoc doubted the reason given for his son’s death, the mother secured a copy of a medico-legal report from the Zambales Provincial Crime Laboratory Office, and she found out that his son suffered multiple contusions and hematomas in his neck and head. After his conviction, Gloria was released through provisional liberty pending his appeal or any remedy available to him after posting an additional bond of P60,000. “Thus, we arrived at the conclusion that the injuries my son suffered are not commensurate with the attack made and as narrated by the accused Jomel and we believe that the same is not committed by one person by merely punching Jonash twice in the chest,” according to Bondoc. Mystery from top Another mystery is that the respondents being the highest official of PMMA did not investigate the possibility of a hazing incident, as it was not “a secret that there is hazing in PMMA.” Because of the purported extra judicial confession, the authorities including the respondents zeroed in as a suspect of the crime, the person of accused Jomel, leaving others scot-free and maintaining their position in PMMA without any worry whatsoever.” “Obviously, the foregoing showed that the act of respondents constitutes an obstruction of justice or violation of Presidential Decree 1829, which is tantamount to grave misconduct and conduct prejudicial to the interest of the public service,” the letter of Bondoc to the CHEd said. In an interview with the Daily Tribune, the lawyer of Bondoc, Atty. Banjo Lucman said they want CHEd commissioner Prospero de Vera III to “act swiftly on their request” to put Commodore Abutal under preventive suspension for his command responsibility, as well as for CHEd to reinvestigate the alleged whitewash that resulted in the demise of a PMMA cadet.
