Confinements for dengue and leptospirosis are covered by PhilHealth
The Philippine Health Insurance Corporation (PhilHealth) has reiterated its coverage for dengue and leptospirosis which are prevalent during rainy seasons after the Department of Health reported more than 80,000 cases of dengue and over 2,000 cases of leptospirosis in the country as of 15 July 2023. Dengue produces flu-like symptoms that can quickly escalate into severe complications, particularly in vulnerable populations such as children and the elderly, while leptospirosis is a disease transmitted through exposure to water contaminated by the leptospira bacteria that can lead to severe symptoms and potentially life-threatening complications if left untreated. PhilHealth pays P10,000 for confinements due to dengue fever with or without warning signs, and P16,000 for severe dengue. For hospitalizations due to leptospirosis, PhilHealth pays 11,000. The state agency said that as of 5 June 2023, it paid more than P700 million for 76,000 dengue claims; and P19 million for 1,654 leptospirosis claims nationwide. "Lahat ng mga kababayan natin ay may PhilHealth benefits sakaling maospital dahil sa dengue o leptospirosis,” PhilHealth’s Chief Emmanuel R. Ledesma, Jr. said, adding that all Filipinos are immediately eligible to the benefits in case they needed them as mandated by the Universal Health Care Law. He also urged the public to take the necessary precautions to avoid dengue and leptospirosis through good personal hygiene, proper sanitation, avoiding wading in the flood waters if possible, and eliminating mosquito breeding sites. An old antibiotic may get new life as an STI prevention pill
The United States is set to roll out a powerful new weapon in the long fight against sexually transmitted infections: a decades-old antibiotic repurposed as a preventative pill. DoxyPEP, or doxycycline used as a post-exposure prophylaxis, has been found to significantly cut the risk of chlamydia, gonorrhea and syphilis when used after condomless sex. The Center for Disease Control and Prevention (CDC), which is developing national guidance for clinicians, will need to weigh the need to contain record high rates of STIs impacting millions of Americans against potentially giving rise to more antibiotic-resistant strains. "Innovation and creativity matter in public health, and more tools are desperately needed," senior CDC official Jonathan Mermin told AFP. But the recommendations, set for publication this summer, will remain narrow in scope. They will likely target only the most at-risk groups of gay men and transgender women with histories of prior infection. As word spreads, some clinics are already prescribing DoxyPEP. Malik, a 37-year-old man in Washington, said his doctor recently told him he could start using doxycycline as a "morning-after pill" following risky sex, something he's had to do twice -- including after a partner did not warn him he had removed his condom. Two-thirds reduction Reported cases of the three bacterial infections grew to 2.5 million in the United States in 2021, following about a decade of growth. Several issues are behind the rise: fewer people are using condoms since the advent of PrEP -- daily pills that significantly reduce chances of contracting HIV. And people who are on PrEP are recommended to undergo screening every three months, likely increasing the identification of infections. Then there is the basic epidemiological fact that the greater the number of people infected, the more they can further infect. Researchers have found DoxyPEP efficacious in three of four trials. "What we found was there was about a two-thirds reduction in sexually transmitted infection every three months," Annie Luetkemeyer, who co-led a US trial, told AFP. The physician-scientist at the University of California, San Francisco recruited some 500 people in San Francisco and Seattle among communities of men who have sex with men and transgender women. Efficacy was greatest for chlamydia and syphilis, both of which were reduced by about 80 percent, while for gonorrhea it was about 55 percent. There were few side effects. Antibiotic resistance Broadening access to doxycycline has prompted concerns about causing antibiotic resistance, particularly in gonorrhea, which is fast mutating. But early research hasn't shown cause for alarm. Connie Celum of the University of Washington, who co-led the US study, told AFP researchers tested gonorrhea samples from breakthrough infections in the DoxyPEP group and compared them to the group who didn't receive the pill. Though they found the rate of resistant gonorrhea slightly higher in the DoxyPEP group, she says the finding could simply mean the pill is less effective against already resistant strains, rather than causing that resistance. DoxyPEP could even boost responsible antibiotic stewardship -- cutting the incidence of infections, thus also cutting need for antibiotic treatment. If it slashed gonorrhea cases by some 50 percent, it could reduce the number of people requiring antibiotic treatment with the current frontline treatment drug, ceftriaxone, which doctors are eager to preserve. Longer term study is required, on both impacts on STIs but also "bystander" bacteria such as Staphylococcus aureus, which live inside people's noses but sometimes cause serious infections. 'Additional tool' Malik said that while he is glad he could use DoxyPEP as a last resort, he wishes more men were willing to use condoms. Since moving to America from South Asia, he gets relatively little interest on dating app Grindr when he says he's not willing to have condomless sex. But Stephen Abbott -- a doctor at Washington's Whitman-Walker clinic who prescribes and uses DoxyPEP -- said it's crucial to meet people where they are. "From speaking with patients, and being part of the community that's now on PrEP... I think the age of prevention through condoms is fading," he told AFP. A 42-year-old man in London who runs a cultural organization told AFP that word had spread about DoxyPEP through the international gay party circuit and he had procured a supply on the black market and through a partner who buys in bulk in Mexico. It had largely worked for him, though he did have one breakthrough infection of throat gonorrhea. He said he was looking forward to the United Kingdom adopting similar guidance so that people have the right information and aren't left to guess at the right dosage. For Luetkemeyer, DoxyPEP won't be "the answer" to the STI epidemic, and there is considerable interest in the development of a gonorrhea vaccine. "But I'm optimistic... 50 Negros Occidental household farms to get potable water supply
The Department of Agrarian Reform on Tuesday said about 50 farming households of Barangay San Pablo in Manapla, Negros Occidental would benefit from the Community-managed Potable Water Supply, Sanitation and Hygiene (CPWASH) project of the agency. This was after the officials and representatives from the DAR-Negros Occidental, the local government of Manapla, and the Hacienda Rita Balud Farmers Association (HABARFA), signed a memorandum of agreement (MOA) where the DAR will allocate P110,000 for the construction of the water facilities. Atty. Edwin N. Mendame Jr., DAR-Negros Occidental provincial agrarian reform program officer, said the CP-WASH filters bacteria, dirt, and other water-borne diseases making it safe for consumption by the residents and farmers in the community. “The DAR is not just concerned with distributing lands to help farmers improve their economic conditions. The DAR also looks after the well-being, safety, and living condition of the people in agrarian reform communities,” Mendame said. Mendame said the project aims to provide the agrarian reform beneficiary households and the residents to clean water using a technology that is very affordable, easy to maintain, and taken care of by the community. The CPWASH will benefit community residents in Barangay San Pablo, where the majority of its farmer residents are agrarian reform beneficiaries (ARBs). The project includes the installation of a rainwater collector, an iron removal filter, a bio-sand filter, and a biogas digester. Hadje C. Padronia, President of HABARFA, thanked the DAR for bringing the CPWASH project to their barangay as they used to rely mainly on deep wells, hand pumps, and rainwater. These are not safe as drinking water, causing incidences of amoebiasis, typhoid fever, and other water-related illnesses but the community didn't have a choice, and still used them for daily activities. Leptospirosis cases spike in QC amid flooding
Quezon City Mayor Joy Belmonte on Monday said her local government is taking urgent measures to address the spike in leptospirosis cases in the city over the past two weeks, with 10 cases recorded in a single day. Belmonte expressed her concern and has tasked the health department, through the Quezon City Epidemiology and Disease Surveillance Unit (QCESU), to address the issue. To curb the spread of disease and protect individuals at risk, Belmonte said the use of Doxycycline or antibiotics to treat infections has been distributed in barangay health centers. She added that frontline responders from the city’s Disaster Risk Reduction and Management Office (DRRMO) were also given enough supplies. According to QCESU Chief Dr. Rolando Cruz, antibiotics will be given as prophylaxis to high-risk individuals, especially those with a history of wading through floodwaters, to reduce the risk of infection. It will also be offered as an early treatment to individuals diagnosed with leptospirosis. Early diagnosis is critical to preventing severe complications that could lead to hospitalization. “Residents who are at risk due to the nature of their work or location, and those who are experiencing fever after being exposed to flood waters are encouraged to visit the nearest barangay health center for assessment and appropriate treatment," Belmonte said. "Dahil panahon ngayon ng tag-ulan at baha, nararapat lamang na maging maingat ang lahat para iwas-sakit,” she added. Data from QCESU revealed an increasing number of leptospirosis cases in the past two weeks, with 26 cases reported from July 22 to August 4. The Department of Health on Sunday assured that government hospitals nationwide have enough supplies of medicines as it braces for a possible surge of leptospirosis cases in flood-hit areas such as Bulacan and Pampanga. DoH Secretary Teodoro Herbosa said they were expecting leptospirosis infections to rise as Filipinos dealt with massive floods triggered by monsoon rains and typhoons “Egay” and “Falcon.” “I expected a rise of leptospirosis infections. Flood waters are dirty. If you tend to wade in deep floods even if you don’t have to, you may get infected,” Herbosa said. He added that those with open wounds and waded in floods may have a higher chance of getting leptospirosis. Because of this, he advised those who may have symptoms like chills, body pain and headache to see a doctor right away. “If you have wounds on your feet, you should not be wading in the flood. See a doctor if you were forced to wade. Show your physician your wounds so he or she could prescribe you medicines,” said the DoH chief. In anticipation of possible leptospirosis cases, Herbosa said the DoH had sent antibiotics to Ilocos before typhoon “Egay” pounded the region. Dozens of swimmers fall ill after UK triathlon competition
At least 57 people suffered from diarrhea and vomiting after swimming in the sea during the UK leg of the World Triathlon Championship Series, health officials have said. Around 2,000 people took part in the events in Sunderland, northeast England, last weekend, which included swimming off the city's Roker beach. The UK Health Security Agency said this weekend it was investigating the possible cause of the outbreak and will be asking those affected to complete a questionnaire and provide a sample for testing. Routine tests carried out by the Environment Agency at Roker in late July, days before the competition, found high levels of E. coli bacteria in the water. But British Triathlon, a governing body for UK triathlons, said these tests were taken outside of the body of water used for the competition and the results were published after the weekend's events. It said its own tests met the required standard. One of the participants, Australian triathlete Jake Birtwhistle, said on Instagram that he had been "feeling pretty rubbish since the race". "The swim should have been canceled," he added, posting a picture of a graph with the results of the water tests from Roker. The competition was held in an area of the coastline that has been at the heart of a long-running dispute between campaigners and the government over sewage discharges, the Guardian newspaper reported. Local water company Northumbrian Water insisted there have been no discharges "that might negatively impact water quality" at Roker since 2021. Viable aggie solution needed
It was a soporific SoNAta from the halls of Congress. But there were sudden drumbeats that perked up his audience. President Ferdinand “Bongbong” Marcos Jr. surely knows how to spice up his speeches. “The campaign against illegal drugs shall continue,” “bilang na ang araw ng mga smuggler,” amnesty to rebels, national integration of the power grid, digitalization of the government bureaucracy, continuation and expansion of infrastructure projects of the PRRD administration, and the creation of a Department of Water Resource Management, among others. But how can we reconcile the good news about the economic growth PBBM has boasted about against the backdrop of inflation? Dispersing Kadiwa rolling stores all over the country will not provide relief from the high cost of consumer commodities. It is a Band-aid solution at best. It is a consolation, however, that President Marcos cited agriculture as the backbone of the Philippine economy and that increasing agricultural productivity must be addressed. His approach, however, is not too comforting as it looks like it was discussed in an air-conditioned room rather than proven in the field by actual practice. He wants farmers to use biofertilizer which, according to him, is cheaper. The fact is, it is not. Biofertilizer as the name suggests is made up of micro-organisms that increase the supply of essential nutrients in plants. Whether this type of fertilizer is available in the country is a big question and if it is, will the volumes suffice? Biofertilizer collects nutrients around the root system of plants. In the process, which could take long, the basic elements needed by the plant, among these, nitrogen, phosphorus, and potassium or NPK, are fed to the plants although the levels of each are not ascertained. With chemical fertilizer, NPK levels are set and are immediately available to the plants. Furthermore, in preparing fields for planting, either by direct seeding or transplanting seedlings, farmers actually spray biocides first to eliminate the pesky snails that eat the growing seedlings. Biocides will effectively kill microorganisms as well so there goes your expense on biofertilizer. Furthermore, in the stages of palay growth, various infestations happen, among them, stem borers and black bugs, which prompt farmers to spray insecticide. Admittedly, biofertilizer is an excellent soil conditioner. Moreover, not all biofertilizers are created equal. Some producers cook their raw materials, like chicken dung and animal manure, killing all the microorganisms and still calling it biofertilizer. In Davao City, the Davao Thermo Biotech Corporation, a pioneering firm engaged in the processing of biodegradable garbage waste into fertilizer, is currently producing biofertilizer through a special process by composting hyperthermophilic bacteria that drive the temperature up to over 100 degrees C naturally. The hyperthermophilic microbes heat that high in the second week and fix the basic nutrients, the NPK, on the finished product. The product has proven excellent to apply to cacao trees. It has also given dramatic results in experimental Cavendish banana plantations. But we are in a crucial stage. Rice-producing countries, among them, Vietnam, Thailand, and India, are not in the mode of exporting rice. What we need is an immediate solution to address the impending rice shortage. Marcos should jettison the “Tontos” who told him that biofertilizer was cheaper than chemical fertilizer. He should move fast and strike a government-to-government deal with China, the biggest fertilizer producer in the world. This would bring down the cost of fertilizer by more than 50 percent. Fertilizer should be available by mid-September in time for the next planting season. Toward the end of the year, we will see bumper rice harvests and stave off a rice shortage. In the meantime, let us see smugglers and hoarders of agricultural products going to jail. We are tired of the empty rhetoric. Deep cleaning AirAsia PH Country Head for Communications and Public Affairs and spokesperson Steve Dailisan said deep cleaning and aircraft sanitation will still be in effect on every flight. This way, guests will have peace of mind and confidence as air travel returns to normalcy. Dailisan stressed that there is no room for complacency in the airline business. They want their guests to feel secure when they fly with AirAsia. Although it is no longer a policy, guests and crew may still opt to wear masks whenever they deem it necessary. However, the airline also wants to reiterate that its aircraft are equipped with High-Efficiency Particulate Air filters, which filter and block 99.97 percent of airborne particles, including known bacteria and viruses. Removal of shoes In order to improve security, airport authorities have mandated that shoes be removed at the last x-ray screening in the airport. AirAsia PH is requesting that its guests be more patient about this matter. Dailisan also stressed that AirAsia will always support any activities or protocols that enhance safety and security among all industry stakeholders. This additional layer of security screening should be viewed as a deterrent to illegal activities and other threats, especially now that air travel is on the rebound. To entice more guests to revisit their travel bucket list, AirAsia PH is connecting everyone to more experiences with “FlyThru.” From 24 July to 30 September 2023, guests can book a P257 one-way base fare for domestic and international flights and P2,293 for other international destinations flying through Kuala Lumpur, such as Sydney, Perth and Melbourne, for travels from 24 July to 30 September 2023. AirAsia PH is also reminding its guests to allot an allowance of at least three hours for domestic travel and four hours for international travel. Keeping Siargao’s waters clean and safe
The Department of Environment and Natural Resources is helping Siargao Island protect its water resources by helping local residents follow proper waste disposal protocols. Siargao is a declared protected area pursuant to Republic Act 7586 or the National Integrated Protected Areas System Act of 1992 as amended by Republic Act 11038 or the Expanded NIPAS Act of 2018. But it is prone to generating a high volume of waste from its tourism activities. Educating residents and visitors on proper waste disposal will prevent the contamination of the island’s waters with the E. coli bacteria that had blighted Boracay in 2018. Unlike Boracay which consist only of three barangays, Siargao Island is composed of nine municipalities. Gina Barquilla, Del Carmen Municipal Environment and Natural Resources officer, said the DENR helped them put up a two-hectare land to serve as the materials recovery facility for the municipality, funded by an Asian Development Bank grant. "We are now able to segregate our solid waste, which are then recycled and pulverized for other uses. Glass bottles may be used as bricks while plastic can be made as “sagwan” (banca paddle)," Barquilla said. Mayor Alfredo Corro II, she added, has also entered into a public-private partnership with the JCA 1221 Group of Companies, whose subsidiary FLOV2VS (Faith Lived Out Vision to Ventures), has put up a septage treatment plant that converts waste water into recyclable water. Inaugurated in 31 May this year, the treatment plant can clean up waste water from septic tanks, kitchen sinks and showers and distribute the recycled water for firefighters' water tanks and other uses. DENR Protected Area Superintendent Sam Malayao said they have teamed up with the island's municipalities to implement environmental laws, teaching commercial establishments how to dispose of waste property as well as manage their sewage system. All tourism-related establishments are encouraged to avail themselves of Del Carmen's waste water treatment under the Siargao Sewage Program, added Malayao. So far, of the more or less 2,000 commercial establishments around Siargao Island, 30 already make use of the service, with more expected to join by the end of the year. "STP is an ecology-driven investment. It's just one modality for our waste management.
