DENR begins crackdown on illegal lead smelters
The Department of Environment and Natural Resources reported Thursday that it has started its crackdown on illegal recyclers of used lead acid batteries as directed by Malacanang, following reports of harmful and unregulated smelting of lead in several provinces. DENR Assistant Secretary for Field Operations Gilbert C. Gonzales said his office has already coordinated with the regional offices concerning operations of illegal lead smelters that are treating ULABs, while the Environmental Management Bureau has also directed its regional offices to conduct surveillance and monitoring in their respective areas of responsibility. Gonzales said this was in response to the order of the Office of the President to the agency to look into the report of Federation of Philippine Industries Chairman Jesus L. Arranza that illegal lead smelters are now operating without the necessary government permits in Valenzuela, Bulacan, Pampanga, Tarlac, Cavite, Cebu, Bacolod, and Davao. Gonzales added that ULAB recyclers and lead smelters need to secure the “necessary environmental permits such as an environmental compliance certificate, discharge permit, permit to operate, and registration certificate as a treatment, storage, and disposal facility.” With this, the EMB has vowed to immediately conduct: Field verification of ULAB processing facilities to validate compliance, as well as saturation drives to identify individuals and establishments engaged in the illegal processing of ULABs; Enhanced information education campaign to encourage the public to report illegal ULAB processing activities; Intensified monitoring of junk shop operations engaged in the trade of ULABs in coordination with local government units; and exploration of potential collaboration with accredited ULAB treaters for the establishment of an incentives program for the general public who will be able to provide credible information that will lead to the successful identification of individuals and establishments engaging in illegal processing of ULABs. Arranza commended lawyer Rodolfo John Robert C. Palattao IV, Undersecretary for Legal and Monitoring at the Office of the President, and the DENR’s EMB and Field Operations for their immediate action in addressing the problem. “We at the FPI are confident that with the directive from Malacanang and swift action from the DENR, we will start seeing in the coming days successful raids and closures of these illegal ULAB recyclers and lead smelters, as well as the prosecution of their operators. We will now coordinate with them so we can provide any assistance that they will necessary,” Arranza said. He disclosed that the FPI was provided with photos and videos showing how these illegal lead smelters are operating facilities that are shabby and ill-equipped to be able to handle the hazardous materials where they are deriving their secondary lead. CebPac EV transition program gets going
Cebu Pacific will start a demonstration run for an electric baggage tractor and charging station this quarter as part of its ongoing electric vehicle transition program. According to CEB, baggage tractors are essential equipment used by airlines to haul carts and dollies during ramp operations. One of the largest fleets of ground support equipment in the airline industry, CEB operates more than 100 luggage tractors. The Ninoy Aquino International Airport in Manila will serve as the operating and testing location for the all-electric, zero-emission tractor used for CEB’s ground operations. This year, it is intended to import numerous electric baggage tractors for use at NAIA. CEB chief operations officer Javier Massot said that their objectives for this demo run are multipronged. Since electric vehicles are a relatively new area for CEB, they want to test the technology and its operational viability and safety. They also intend to test the demo unit for various scenarios in their ground operations, so they are deploying it for both airport operations and cargo operations over the demo period. Massot added that the electric baggage tractor and charging station demo units are provided by TLD Asia Limited. It uses lithium-ion batteries, which have a significantly longer life compared to previous-generation lead-acid batteries. The charging station unit is a fast charger that is also provided by TLD. S. Africa should tackle ‘environmental racism’: UN expert
South Africa should increase its effort to tackle the "environmental racism" that has plagued the country since the apartheid regime, a United Nations expert said Friday. Marcos Orellana, the UN Special Rapporteur on toxics and human rights, also expressed shock that children had died because of poor controls on pesticides, and called for better regulation. Landfill sites and polluting industries in South Africa are often positioned in poor and migrant communities, Orellana noted in a statement. Unemployment, hazardous synthetic chemicals, and structural inequality were also among the reasons that make it difficult to overcome "the legacy of environmental racism", he added. The country has "a landscape scarred by abandoned mines and tailing dumps and acid mine drainage", he added -- placed there during the apartheid era. "The legacy of pervasive air, water, and chemical pollution disproportionately impacts marginalized and poor communities," said Orellana, who on Friday concluded a 12-day visit to the southern African nation. And despite the new constitution's commitment to human rights, apartheid-era laws were still hampering progress. "There are laws predating 1994 that continue to result in harms and human rights infringements, such as the laws governing hazardous waste from 1973 and pesticides from 1947," he noted. He was "appalled" to learn that many children had died as a result of consuming or handling hazardous pesticides meant for agricultural use -- but sold illegally to combat pest infestations. He called for accountability, warning that this could "begin to erode" the country's confidence in democracy if not remedied. Mining, one of South Africa's largest industries, has left a legacy of thousands of waste dumps. "The hope for pollution prevention and remediation upon mine closures is lost in the poor enforcement of legislation," Orellana said in his statement. Coal mines, in particular, have a severely negative impact on the air pollution in these communities, because of mercury emissions, ashes, and dust. Coal is a bedrock of South Africa's economy, employing almost 100,000 people and accounting for 80 percent of electricity production. The country's environmental ministry welcomed the report, acknowledging that "rapid urbanization, industrialization, and immigration, combined with fiscal challenges" had hampered efforts to tackle environmental challenges. Japan court jails man for 23 years over Joker train attack
A Japanese court on Monday sentenced a man to 23 years in jail after finding him guilty of attempted murder and starting a fire on a train in Tokyo while dressed as comic book villain the Joker. The verdict for the 2021 Halloween attack was handed down by the Tokyo District Court's Tachikawa branch, a spokeswoman for the court told AFP. Kyota Hattori, 26, was convicted of stabbing a male passenger in his 70s and trying to kill 12 others by starting a fire inside a train, Jiji Press and other local media said. Hattori had reportedly told investigators that he wanted to kill people and be given the death penalty. He also told them he had spread lighter fluid in the train. Violent crime is rare in Japan, but there are occasional stabbings and even shootings, including the assassination of former prime minister Shinzo Abe last year. In August 2021, nine people were wounded, one of them seriously, in a stabbing attack on a commuter train in Tokyo, with the suspect later handing himself in after fleeing the scene. SM Foundation holds Palawan med mission
SM Foundation, in collaboration with its program partners in Palawan, held four medical missions last week to coincide with the turnover and inauguration of the Naval Station Apolinario Jalandoon Medical Dispensary or NSAJ MD and the Barangay Irawan Birthing Facility. Partners in four medical and dental missions were DMIRIE Foundation Inc., 2GO Travel and Negrense Marine Integrated Services Inc. The SM Foundation mobile clinic was transported by 2Go and Negrense Marine Integrated Services. As in all medical missions, DMIRIE Foundation Inc. provided unlimited coffee and gift packs to the patients. Medical, dental mission The first medical and dental mission was conducted in Barangay Sta. Cruz, Puerto Princesa last 7 July. A total of 770 services were provided: medical (531), surgical (38), dental (39), sugar test (46), cholesterol test (16), uric acid test (39), urinalysis (35), ECG (5), and x-ray (21). Other partners for the medical mission were Barangay Sta. Cruz officials, Puerto Princesa City Health Office, Joint Task Force Malampaya, Philippine Navy, Puerto Princesa Commando 9, Brotherhood Organization Inc., and Emilio Aguinaldo Masonic Lodge #31. On 10 July, at the Naval Installation and Facilities West another medical mission was held simultaneous with the inauguration of the NSAJ MD with 171 services dispensed. These were medical (109), sugar test (12), cholesterol test (19), uric acid test (20), hemoglobin test (3), ECG (5) and x-ray (3). Philippine Navy and local hospitals complete the list of partners. At the vicinity of the birthing facility of Barangay Irawan, the medical and dental mission on July 11 logged a total of 492 services consisting of medical (299), dental (30), sugar test (39), cholesterol test (34), uric acid test (43), ECG (10), and x-ray (37). Trans fat ban iffy sans DTI-FDA deal
Even if the Food and Drug Administration and Department of Health’s order is already in effect for manufacturers to reformulate their products to remove trans fatty acids or trans fat from their products, the DTI said it cannot mandate the pull-out of existing products in supermarkets nor supervise how traders are heeding the order. Issued in 2021, DoH Administrative Order 2021-0039 and FDA Circular 2021-028 and 2021-028A gave food manufacturers until 18 June 2023 to heed the orders to tweak the formulation of their food products and totally eliminate trans fat from their products. Speaking for DTI Assistant Secretary for Legal Agaton Uvero, Trade Undersecretary for Communications Kim Bernardo-Lokin said the full force of the order and circular should be imposed by the FDA and the DoH which have the power to do so. “The issue is under the jurisdiction of the FDA and the DoH. DTI cannot enforce the DoH and FDA regulations on its own in the absence of an agreement between the two agencies,” Lokin said. Based on the DoH and FDA order, food manufacturers were given two years to reformulate and remove TFAs from their products or face sanctions. Even if products with high trans fat are usually found in supermarkets and grocery stores that are under the jurisdiction of the DTI, Lokin said a memorandum of agreement is needed for them to check if the trans fat content of manufacturers’ products is reformulated, or pull them out from supermarkets and groceries. Products that are traditionally high in iTFA or industrial trans fat, include margarine, coffee creamer, instant noodles, and baked goods such as donuts and cookies, among others. “We cannot easily pull them out since many products in supermarkets have trans fat in them,” Lokin said. iTFA is created by adding hydrogen to oil and, based on medical studies, it has no known health benefits and is a major contributor to cardiovascular disease and stroke worldwide, estimated to cause around 540,000 deaths every year. 564 food products Last week, Michael Pelagio, a science research specialist at the Department of Science and Technology-Food and Nutrition Research Institute chemical laboratory revealed that based on a chemical examination of 564 food products tested, 17 percent had high trans fatty acid or TFA content that was risky for consumers. He said oils and fats such as sesame oil and mayonnaise, unsalted butter, all-purpose cream, and bread and pastry products such as cookies and doughnuts have a TFA content of more than two grams per 100-gram serving. “Based on our results, 17 percent of sample foods contain more than two grams per 100-gram fat. 564 samples were analyzed for TFA content. Average results in the food category showed that fats and oils had the highest TFA content, followed by milk and dairy products,” Pelagio revealed during the DoST-FNRI seminar at the Dusit Thani Manila on Friday. On the other hand, Atty. Mikhail Millan of ImagineLaw urged the public to join in the effort to enforce the DoH and FDA orders and report any manufacturers violating the orders. According to the FDA, if a company violates a provision of the circular, it will be basis for disapproval of the company’s application for a Certificate of Product Registration, or if already issued a CPR, it will be a ground for suspension or revocation of the CPR, Millan said. Late enforcement The Philippines is already late in enforcing the ban given that the World Health Organization said new laws should protect more than 3.2 billion people from TFAs by the end of 2020. Many countries, including Canada, the European Union and South America have implemented bans or restrictions on trans fats in food products. Trans fat, according to medical experts, is the worst type of fat to eat. Unlike other dietary fats, trans fats, which are artificial, raise “bad” cholesterol and lower “good” cholesterol. Cardiologists will always tell you that a diet laden with trans fats increases the risk of heart disease, the top killer of Filipinos, aside from hunger. Phosphorus and your kidneys
The mineral phosphorus is an essential mineral in the body. It makes up part of our bones and teeth and even our DNA. It also helps the body function properly and helps how the body uses energy. It is naturally present in many foods, and a phosphorus deficiency is rare if you have a balanced diet with no need to take supplements. The recommended nutrient intake of phosphorus for adult Filipinos is 700 mg per day, 1,250 mg for adolescents and teenagers, when bones are growing the most. The average daily consumption of adults is about 1,200-1,500 mg/day and the upper tolerable level is about 3,000-4,000 mg/day, but high phosphorus intakes rarely produce adverse effects in healthy people. The kidneys, intestines and bones regulate phosphorus levels in the body. When the kidneys stop working properly, as in chronic kidney failure, the body cannot get rid of phosphate properly and phosphorus levels go up. Too much phosphorus in the body makes calcium come out of the bones, making them weak and prone to fracture. This misplacement of calcium can also affect blood vessels, cause blood pressure and heart disease. It is thus very important for patients with kidney disease to watch their phosphorus intake, limiting it to about 800 mg per day. Many different types of foods contain phosphorus — meats and poultry, organ meats (liver), fish, dairy products, eggs, nuts, beans, vegetables and grains, including bread and rice. On average, an ounce of meat has about 65 mg of phosphorus. A cup of milk or yogurt about 220 mg. A cup of white rice has about 70 mg of phosphorus. A cup of long-grain brown rice has about 200 mg. While whole grain bread can be a healthy source of fiber, one slice has about 40 mg of phosphorus compared to white bread with 25 mg. Care should also be taken when eating processed and frozen foods which can contain phosphate additives which are used to preserve or stabilize these foods. About 70 percent of phosphorus from natural food sources is absorbed by the body, and 100 percent of phosphorus is absorbed from processed foods. One way to limit phosphorus intake is to check the ingredient list of processed foods for the letters “phos” for additives, such as phosphoric acid, disodium phosphate, sodium pyrophosphate and sodium polyphosphate. These additives can add almost 70 mg of phosphorus to your diet. Also look out for phosphorus in drinks like colas (they contain phosphoric acid), flavored waters, iced teas, bottled juices and bottled coffee. [caption id="attachment_139740" align="aligncenter" width="525"] photograph courtesy of unsplash/ alireza nikzad | PHOSPHORUS is naturally found in meat.[/caption] [caption id="attachment_139741" align="aligncenter" width="525"] photograph courtesy of unsplash/ faris mohammed | RICE contains a lot of phosphorus.[/caption] It can be difficult for patients with CKD to manage their diets and many ask, “What can I eat?” Here are some examples and ways to prepare them that are lower in phosphorus: Chicken thigh, skinless, three ounces = 190 mg Old-fashioned rolled oats (instead of instant), ½ cup cooked = 120 mg Shrimp, three ounces = 120 mg Almond milk, ½ cup = 50 mg Potato, without skin, medium size (two inches diameter), double-boiled = 50 mg Spaghetti noodles, ½ cup = 42 mg Apple, medium size = 10 mg Egg white, from one egg = 5 mg (1 whole egg with the yolk has 95 mg of phosphorus) Patients with CKD should opt for whole foods rather than processed or fast food. Check labels for ingredients for hidden sources of phosphorous. Many online sources list the amount of phosphorous per serving for many common foods. Portion control can also help limit the amount of phosphorus per meal. And remember that eating too much of a low-phosphorus food makes it a high phosphorus food. Medical missions have evolved through time. Alongside improving access to healthcare services for underserved communities, it has become an avenue for spreading awareness about preventive healthcare and promoting healthy lifestyles. Watsons and SM Foundation have long strived to encourage health literacy and bring free quality healthcare closer to Filipinos throughout the country. The two once again joined hands for a medical mission at the PAGCOR Evacuation Center in Naga City on 26-27 April 2023. This event followed the first medical mission of the Watsons and SM Foundation held in Laoag City early this year. The two-day event brought medical care to over 1,200 patients and over 4,000 services to beneficiaries, including medical consultations, sugar tests, cholesterol tests, uric acid tests, bone scanning, hair analysis, skin analysis and free medicines. The SM Foundation Mobile Clinic also provided X-rays and ECG tests to the residents of Naga City. Meanwhile, an audiometry examination was added to the diagnostic tests on the second day of the medical mission.
