Tunnel warfare
When Marawi residents were finally allowed to check on their houses about seven months after the dust of battle had settled, they saw holes in the walls and tunnels underneath. This was in the so-called “most affected areas” or ground zero, which experienced the heaviest and most devastating bombardment in the 2017 Marawi siege. Initially, the residents did not know the significance of the holes and tunnels. Later, they learned that it was to facilitate the movement of the rebels from one building to another without being exposed on the roads that were being monitored using satellites and drones, courtesy of foreign countries. They could evade the modern penetrating binoculars and sophisticated war weapons that honed in on body heat. Tunnel or subterranean warfare is a feature of modern urban wars that we saw in the Vietnam war, the Syrian civil war, and the campaigns against the terrorist ISIS and similar groups. We are seeing it now in the Israel-Hamas conflict. In the Marawi war, the Maute-Abu Sayyaf Group took advantage of the labyrinth of sewers and canals that crisscrossed buildings underground. This could have been the reason for the protracted fighting, which brought government forces aided by modern technology and intelligence provided by countries like the United States five months to quell even if the rebels were clearly outnumbered and outgunned. In the basement of the Bato Ali Mosque, which was used as a temporary shelter cum headquarters of the rebels, there was a covered canal going down towards the Dansalan area where the wet market or padian was situated and where the other rebel forces were holding out. It was in this area that sniper bullets killed rebel leaders Omar Maute and Istilon Hapilon before dawn on 16 October 2017. The current war in the Middle East will not be a walk in the park for the Israeli forces. How do we deal with the network of tunnels that were dug before the wars between Israel and the Arabs that are now being used by Hamas? There are more than a thousand subterranean tunnels in Gaza alone. They connect to the countries surrounding Gaza. They were initially used by smugglers of illegal drugs and by human traffickers. They are now referred to as “terror tunnels.” They were dug so deep that even the most destructive bombs of Israel cannot destroy them. The Palestinians built tunnels beneath hospitals, schools, churches and mosques, which are not likely to be bombed. They were used to pull off the surprise attack on Israel on 7 October. The Middle East is full of these ancient tunnels and underground cavities because they were easy to construct under the desert sand and served as shelters from the sun’s scorching heat. The hostages taken by Hamas are likely being held in these tunnels, making it doubly hard for Israeli forces to find them. The other thing going for Hamas is its familiarity with the terrain. They could plant bombs and mines in the strategic entrances and exits to Gaza, or they could hide in the remaining buildings and rain down Molotov bombs on the invading tanks (Are Molotov bombs still effective against modern tanks? We saw unexploded Molotov bombs in our house in Marawi when we visited it for the first time). The siege of Gaza will not be a blitzkrieg — it will be protracted and hard-fought because of these mines. Meanwhile, world pressure is on Israel and the US to respect the United Nations’ rules of engagement and avoid hitting non-combatants, women, and children. NATO, in fact, has called for “proportionality” when Israel attacks Gaza. amb_mac_lanto@yahoo.com. The post Tunnel warfare appeared first on Daily Tribune......»»
Bomb components, ammo seized
DUMAGUETE CITY — Authorities here reported that it seized a cache of ammunition and bomb components at a temporary harbor site of New People’s Army rebels in Mabinay, Negros Oriental. Negros Oriental Police Provincial Office Police Community Affairs and Development Unit deputy chief Lt. Stephen Polinar disclosed that they discovered the items in a cave at Sitio Cansanaan in Barangay Abis on Tuesday. He added that the 704th Provincial Mobile Force Company received a report of the presence of unidentified armed men believed to be NPA members and immediately conducted an operation in the vicinity of Barangays Bato, Abis and Samac. They found the cave reportedly been used by suspected NPA members. A subsequent search yielded one red chest bag containing assorted medicines; a container with suspected ammonium nitrate and fuel oil of approximately four liters; an orange backpack containing two pieces of electric blasting cap; two pieces of 9-volts battery; two rolls of firing wire 10-20 meters each; and several rounds of live ammunition of various caliber for short and long firearms; two magazines; a pair of rainboots; and assorted “subversive” documents. Solons want probe on boat ramming incident off Pangasinan
Senators are eyeing to investigate the fatal ramming incident off the waters of Agno, Pangasinan, which resulted in the deaths of three Filipino fishermen last 2 October. In a radio interview, Senator Francis Tolentino pressed the need to conduct a Senate special investigation on the ramming incident to help establish the country's “archipelagic sea lane” and further prevent a repeat of the incident in the future. “Ang pakay dito ay ang pagbubuo ng archipelagic sea lanes. Ang ibig sabihin po nito ay iyong talagang daanan—dito dadaan yong mga barkong domestic, foreign at international vessels na malalaki, nang sa ganun alam ng ating mangingisda kung saan dadaan at makakaiwas sa isa’t isa (The intention here is to establish archipelagic sea lanes. That means, thiw Ould really determine where the domestic ships or huge foreign and international vessels should pass through so that Filipino fishermen would know and they could avoid the vessels),” Tolentino, who chairs the Senate committee on justice and human rights, told reporters on Saturday. Tolentino said he is weighing the idea of whether to start the investigation while still waiting for reports from concerned entities required by international rules. He then stressed that the “incident could have been avoided if the archipelagic sea lane in the Philippines had already been determined.” Senator Ronald “Bato” Dela Rosa earlier said he is planning to file a resolution to investigate the recent ramming incident between a Filipino boat and a foreign vessel off Pangasinan. “We will file a resolution to investigate who is really responsible for this. It’s a very unfortunate incident because you know fishermen went there for a living right and they ended up dying. It has to be investigated thoroughly by our authorities,” he said. Philippine Coast Guard spokesperson Rear Adm. Armando Balilo told reporters on Friday that they have sent personnel to Singapore and reached out to the local Port State Control authority there “to inspect: the Marshall Islands-flagged oil tanker, MV Pacific Anna. “The inspection should be targeted in the vessel compliance with the regulations of SOLAS Chapter V (safety of navigation); the result of their inspection could be used in our investigation,” Balilo said. He added that the PCG has also sent a formal request for the Marshall Islands Flag State to launch its own investigation into the incident. “We expect with this formal request the Flag State of Marshall Island will conduct a safety investigation in compliance with the IMO’s Casualty Investigation Code Chapter 6 that the state of the ship involved in a very serious maritime casualty is responsible for ensuring that a marine safety investigation be conducted and completed,” said Balilo. He said that the result of these investigations will be used to pursue claims and damages for the victims, survivors, and owner of FFB Dearyn, the Filipino boat that capsized in the incident. The PCG earlier said that the fatal sea collision was likely an accident. Dela Rosa, however, said all possibilities should be looked into “to determine everything.” “We have to leave no stone unturned sa pag-conduct ng investigation. So, kailangan talagang ma-determine ‘yan baka mamaya nga di natin alam (so we really need to determine the facts surrounding the incident),” he said. “I hope it was a plain accident. So that walang ibang (there’s no other) political or geopolitical implications. I hope, really,” he added. Dela Rosa: FPRRD not nosy on VP Sara’s political issues
Former President Rodrigo Duterte is not prying on political issues concerning his daughter, Vice President Sara Z. Duterte, said Senator Ronald “Bato” Dela Rosa. “Hindi naman nakikialam si Pangulong Duterte, ‘no, pagdating sa gano’ng mga bagay. Hindi kami nakapag-usap tungkol diyan. Hindi siya nakikialam (President Duterte is not nosy when it comes to such thing. We have not talked about that. He is not interfering),” Dela Rosa said in a radio interview Sunday night. Earlier this week, some members of the House of Representatives eyeing realigning the confidential and intelligence funds of some civilian agencies, including the Department of Education and Office of the Vice President, to augment budgets of the intelligence and security forces tasked to resolve the increasing tensions in the West Philippine Sea. Dela Rosa emphasized that the former President respects the separation of the powers between the executive and legislative bodies. “The power of the purse solely belongs to the Congress. He never intervened even when he was the President, he respects the separation of powers of the executive and legislative branches of government,” he said. “On a personal note, wala siyang ginawang tawag, wala siyang ginawang pagbanggit at wala kaming ginawang pag-uusap patungkol diyan (On a personal note, he did not make any calls, he did not mention it and we did not talk about that matter,” he added. Dela Rosa was asked if the Senate would do the same plan to realign the civilian intelligence and confidential funds. He replied: “I can’t speak for and on behalf of my colleagues ‘no? The Senate is composed of 24 republics. May kanya-kanyang desisyon ‘yan, baka mamaya magkakamali ako sa aking forecast kasi pwedeng magbago, pwedeng magbago ‘yung isip ng isang senador pagdating sa botohan (They have their own decisions, maybe later I could make mistake in my forecast because it could change, a senator could always change his mind when voting time comes).” Dela Rosa said the chamber’s decision will always come out from the plenary session's result. “Hindi talaga ako makapagbigay sa’yo ng fearless forecast. Wala akong nakikita pa na magiging desisyon collectively ng ating Senado. So hintayin na lang natin (I couldn’t give you a fearless forecast right now. I still couldn’t see the collective decision in the Senate. So let’s just wait),” he stressed. As an ally to Dutertes, Dela Rosa sees the questioning of the OVP and DepEd’s CIF serves as “clear politicking” by the opposition. “So that’s... klarong pamumulitika ‘yan. Hindi naman lumabas ‘yang issue na ‘yan noon noong ang Vice President ay miyembro ng oposisyon (That’s a clear politicking. It does not came when the previous vice president was a member of the opposition). They were mum about that tackling of confidential and intelligence fund,” he said. Dela Rosa pointed out that the issue came with the opposition’s “aggressiveness” to downplay the possibility of Sara’s running as president in the next national elections. “Most likely pulitilka. May halong pulitika at ‘yun nga, meron din namang katuturan ‘yung mga sinasabi nila pero ‘yun nga, makikita mo ‘yung aggressiveness ay masasabi mo talaga may pamumulitika,” he said. The OVP has been in the limelight after the Commission on Audit reported that it has spent the P125 million CIF in just 11 days. Dela Rosa defended Sara noting that the COA’s report was only an observation and did not explicitly state that the OVP used its CIF in corruption. “Hindi naman sinabi ng COA na ‘yan ay corruption. That was an observation of COA na naubos (that it was exhausted) within that period of time. So is there a violation?" Dela Rosa said. Dela Rosa challenged Sara’s “detractors” to come out with evidence over the allegation that OVP and DepEd, under the vice president’s leadership, had utilized their CIF into graft and corruption. “Maghanap sila ng ebidensya na ito’y ibinulsa para siguruhin natin na ‘yung mga taong kurap ay hindi dapat manatili sa gobyerno. Pero kung ito’y ginamit sa tamang paraan (Find evidence that it was pocketed to make sure that corrupt individuals won’t last in the government. But if it is used appropriately), then my God, that’s Government Appropriations Act,” he said. The post Dela Rosa: FPRRD not nosy on VP Sara’s political issues appeared first on Daily Tribune......»»
LAWMAKER ON WHEELS — Ejercito’s love for Phl sports is one of a kind
Senator JV Ejercito’s love for cycling is hard to miss. From interviews to his social media posts, the 53-year-old lawmaker would always find a way to display his love for cycling — and sports in general. That’s why in a recent interview with Daily Tribune, Ejercito took the opportunity to preach the benefits of cycling and how he wants to spearhead the staging of more local and international tournaments that would encourage a lot of enthusiasts to take the sport seriously. “We need to have more competitions like Ronda Pilipinas. I hope somebody picks up the cudgels for it to continue because competition improves the quality of our athletes,” said Ejercito, referring to the annual professional road cycling competition that covers major cities in Luzon, Visayas and Mindanao. The prestigious bikefest started in 2011 and has drawn the interest of the best local and international riders. It, however, got canceled this year as it prepares to transition from being an annual to a biennial event. “We need competitions,” Ejercito stressed. But batting for the staging of a professional cycling competition is just a mere fraction of Ejercito’s love for the sport. In fact, during the height of the coronavirus pandemic in 2020, Ejercito took the cudgels for the cyclists when he slammed the Inter-Agency Task Force for raising the proposal of requiring cyclists to wear face shields on the road. Ejercito stressed that this proposal will put the cyclists’ lives at risk as they might suffer hypoxia or lack of oxygen. Having first-hand experience on the challenges of the sport, Ejercito asserted that the proposal might create more harm than good. “I am not in favor of requiring face shields to those who are biking and exercising. This might cause hypoxia or lack of oxygen. While breathing hard, intake of oxygen is already minimized with masks so what more if they will require them to wear face shields? This can be fatal,” Ejercito said. “Cyclists usually are away from each other. Face shields should be required in enclosed and crowded places. There is already a mask that is required anyway.” “Wearing a face shield while cycling is dangerous. The mask is enough.” But that’s not all. Ejercito also fought hard for the rights of cyclists through Senate Bill 393 that pushes for more bicycle lanes in major thoroughfares. He believes that by putting up bicycle lanes, the government would encourage the public to bike to their respective schools or offices instead of riding cars, buses or trains. The public would also get to save a lot on their transportation expenses while helping the government solve the worsening traffic situation. “This legislation is one way to help unburden commuters who are choosing to ride their bicycles and other non-motorized vehicles in order to escape the worsening traffic situation and save money on fares and fuel, especially now that prices of petroleum products have skyrocketed,” the bill’s explanatory note said. Ejercito said the government will also benefit from this proposal. “Though we admire such resilience and innovation, the government should also look into improving road conditions for alternative means of transportation,” Ejercito, the son of former President Joseph Estrada, said. “Until such a time that the government has finished its goal to provide mass transportation that is people-centered and accommodating to every walk of life, there will always be room for alternative forms of travel.” Ejercito admitted that he even considered riding his bicycle to work. “Even I couldn’t bear it each time I load up on gas. I shell out P5,000 every time. It’s hard on my pockets. Hopefully, I can save by biking to work,” Ejercito said. As of May 2023, about 546 kilometers of bike lanes were already established in Manila, Metro Cebu and Metro Davao, according to the Department of Transportation. Aside from cycling, Ejercito also plays golf and boxing. He is also an avid fan of basketball. In fact, he was at the sidelines when Gilas Pilipinas battled China in the FIBA Basketball World Cup together with other senators in Ronald “Bato” dela Rosa, Joel Villanueva and Juan Miguel Zubiri. Ejercito said if there will be a chance, he will gladly lend a helping hand to Philippine sports. After all, he is no stranger to grassroots sports after serving as chairman of the committee on youth and sports when he was still representing San Juan City in the House of Representatives. With him in charge, he was able to help the Philippine Sports Commission with its funding that led to the rise of promising athletes like Hidilyn Diaz, who went on to become the country’s first Olympic gold medalist. “There’s no specific NSA (national sports association) but if there is an opportunity, I will help. I box, I cycle and I even played basketball before,” the mild-mannered Ejercito said. Truly, sports, especially cycling, occupies a very special place in Ejercito’s heart. And he will keep on helping Filipino athletes — one pedal at a time. The post LAWMAKER ON WHEELS — Ejercito’s love for Phl sports is one of a kind appeared first on Daily Tribune......»»

Senate cites 4 Socorro leaders in contempt
The Senate on Thursday cited in contempt four high-ranking members of the alleged cult group Socorro Bayanihan Services Incorporated, or SBSI, over their denial that forced marriages of minors had happened in Sitio Kapihan, Socorro town in Surigao del Norte. Senator Risa Hontiveros made the motion after Quilario and the others repeatedly denied that forced marriages of minors happened and were facilitated by Socorro Bayanihan Service Inc., despite the testimonies of child witnesses present at the hearing. “I respectfully move to cite in contempt Jey Rence Quilaro, Mamerto Galanida, Janeth Ajoc, and Karren Sanico,” Senator Risa Hontiveros said after hearing testimonies of child witnesses at the hearing. With no objection from the members of the Committee of Public Order and Dangerous Drugs, Senator Ronald “Bato” Dela Rosa ordered the detention of the four individuals at the Office of Seargent-at-Arms in the Senate. Speaking at the hearing, a member of the alleged cult group, alias Jane, narrated how she was forced to marry a fellow member at the age of 14. Alias Jane directly pointed to Quilario as the one who chose her 18-year-old husband. She added that they were forced to have sex after being married or be accused of disobeying “God.” She added that her mother, despite being married to her father, was also forced to marry another fellow member. Jane said she decided to run away from the village due to the unwanted marriage and forced labor that she had experienced throughout her stay in Sitio Kapihan under Senyor Agila’s leadership. Hontiveros sought the probe under Senate Resolution 797 on the cases of rape, sexual abuse, forced labor and child marriage perpetrated by the Socorro Group. The Senate panel found out that the Department of Environment and Natural Resources cannot go inside the SBSI community to conduct regular monitoring and evaluation.
