Blasts rock Quito, inmates take 57 guards hostage
Grenades and car bombs have exploded in Ecuador’s capital, followed by inmates in six prisons taking hostage 57 guards in an apparent retaliation for crackdowns on jail weapons and transfer of notorious prisoners. One of the explosions outside the headquarters of the SNAI prisons authority on Wednesday night was caused by a car rigged with “two gas cylinders with fuel, a slow fuse and apparently dynamite sticks,” the police’s anti-drug investigations boss, General Pablo Ramirez, told reporters Thursday. The other car bomb detonated at a building that formerly housed SNAI offices. Three grenade explosions also hit the capital city, Quito Mayor Pabel Muñoz said. No one was hurt in the explosions. Six people, including a Colombian national, were arrested near the scene of one of these explosions, according to Ramirez. The official said an inmate transfer and the police raid of a prison in the southern city of Latacunga to search for weapons, ammunition and explosives earlier Wednesday may have triggered the blasts. Inmates in Cuenca — hundreds of kilometers away from Latacunga — and jails in five other unnamed locations then took dozens of prison guards hostage. “They want to intimidate the state to prevent us from continuing to fulfill the role of the armed forces and the police in controlling these penitentiary centers,” Security Minister Wagner Bravo told FM Mundo radio. The condition of the hostages is unknown but Interior Minister Juan Zapata expressed concern over their safety during a press conference in the capital Quito. NAIA bomb threat suspect identified
After being identified as the person who allegedly sent a bomb threat through text message to the Ninoy Aquino International Airport hotline, the Philippine National Police Aviation Security Group together with the Airport Police Department, arrested the female passenger as the suspect in the recent bomb threat at the NAIA. According to the airport authority, PNP-AVSEGROUP authorities and the APD successfully apprehended a passenger for her alleged involvement in the threat at NAIA Terminal 3 on the night of the same day, based on the report that a text message was received by the NAIA hotline through SMS on Wednesday morning, 16 August 2023. PNP-AVSEU NCR Chief Police Col. Arnel J. Apud identified the suspect as a 21-year-old female presently residing at #036 Jasmine St., Saint 2, Christopher Subdivision, Barangay. Mayapa, Calamba, Laguna, and an outbound passenger of Cebu Pacific flight 5J803 bound for Singapore, with an estimated time of departure of 8:15 p.m. on 16 August. Police Col. Apud said that the reports revealed that after receiving an alleged bomb threat sent via SMS to the NAIA hotline, the operatives from AVSEGROUP, in coordination with the APD, immediately initiated operational research to identify and locate the suspect responsible for the alleged bomb threat. After a thorough investigation and gathering of evidence, later that day, personnel of AVSEGROUP were able to locate the suspect and arrest her for violation of PD 1727, otherwise known as the malicious dissemination of false information or the willful making of any threat concerning bombs, explosives, or any similar device.” She was promptly informed of the nature of her arrest and was apprised of her rights under the law. The suspect was immediately brought to NAIA Police Station 3 for documentation and proper disposition. PBGEN Jack L. BIFF bomb maker falls
ZAMBOANGA CITY — The military on Monday reported the arrest of an individual believed to be the improvised explosive device maker of the Bangsamoro Islamic Freedom Fighters-Karialan Faction at the vicinity of the Cotabato Regional Medical Center in Barangay Rosary Heights 10, Cotabato City. 90th Infantry Battalion commanding officer Lt. Col. Rowel Gavilanes disclosed that state forces arrested the suspect near the Cotabato Regional Medical Center in Cotabato City on Friday. Gavilanes identified the suspect as Kuntong Basilan, alias Tong Basilan, and Michael Basilan, who is facing two counts of double murder, multiple frustrated murders and an arson filed against him in the local court. Alias Tong Basilan is a known IED-making expert of the BIFF-Karialan Faction, a confidante of the late Ameril Umbra Kato and triggerman of Kumander Paradise, and Gavilanes added that he is also involved in some violence against government security forces and civilians of Cotabato City, Maguindanao del Sur and Maguindanao del Norte. “Based on our information, the suspect was involved in a gun-for-hire, harassment and landmine attack on a military installation in Sitio Risingan, Dungguan, Aleosan, Cotabato; burning of civilian properties in Sitio Poypoyon, Dungguan and Bagolibas, Aleosan and Baliki, Midsayap, Cotabato in 2008, and a series of shooting incidents targeting the PNP and AFP in Sultan Kudarat, Maguindanao del Norte in 2019 to 2020,” Gavilanes said. He assured the people of Central and South Central Mindanao that the AFP and PNP would continue to work to eliminate threats to peace and maintain order in their locality. The operation against the suspects was jointly conducted by soldiers of the 90th IB, 34th IB, PNP-Special Action Force and Criminal Investigation and Detection Group Maguindanao Provincial Field Unit. Hong Kong sentences student bomb plotters
A Hong Kong court sentenced Thursday four students, including two minors, to five years and eight months imprisonment and juvenile rehabilitation for plotting to bomb public areas in 2021. Defendant Alexander Au, now 21, received the severest punishment for renting the room where the bombs would be made, planning and preparation, and reconnaissance of targeted buildings, senior judge Alex Lee said. His three accomplices aged 17 to 20 will be sent to training centers for rehabilitation that can last up to three years. Police arrested the four members of “Returning Valiant,” a group that promoted independence from China and called for resistance after the national security law was imposed, before they could procure explosive materials in July 2021. They had pleaded guilty this month to one count of “conspiracy to cause an explosion” instead of the primary charge of “conspiracy to carry out terrorist activities.” The former can be punished by up to 20 years in jail under the Hong Kong crimes ordinance, but the latter can lead to a life sentence under the security law. Japan PM safe after ‘smoke bomb’ at speech: Japanese media
Japanese Prime Minister Fumio Kishida was evacuated from a port in Wakayama on Saturday after a blast was heard, but he was unharmed in the incident, local media reported. Footage on Japanese television showed a disturbance in a crowd gathered where Kishida was due to speak, and then the sound of a blast and white smoke. A person was detained at the site in western Japan, national broadcaster NHK and others said. There was no immediate official confirmation of the incident, with local police declining to comment. NHK showed footage of security and police detaining an individual as a crowd scattered and shrieked. "I was stunned. My heart is still beating fast," a woman at the scene told the broadcaster. Another person at the scene told NHK that the crowd began to disperse in panic even before the blast after someone said an explosive had been thrown. Kishida had just finished sampling fish at the site and was about to deliver remarks to a crowd in support of a ruling party candidate in upcoming lower house by-elections when the incident occurred. "That something like this happened in the middle of an election campaign that constitutes the foundation of democracy is regrettable. Japan has bolstered security around politicians after the assassination of former prime minister Shinzo Abe, who was shot and killed while speaking at a campaign event in July 2022. His alleged assassin, Tetsuya Yamagami, reportedly targeted him over his links to the Unification Church, and the incident sparked revelations about the connection between the sect and political figures in Japan. Yamagami was reportedly angry at the sect over large donations his mother made to the group that left the family bankrupt. Abe was relatively unprotected and speaking on a street in western Nara, and his assassination prompted a major security review of how political figures are protected. The incident comes as Group of Seven climate and energy ministers meet in the northern city of Sapporo, and a day before G7 foreign ministers arrive in Karuizawa in Nagano for talks.
