Britain's former prime minister Boris Johnson announced Friday that he was joining the right-wing broadcaster GB News, the latest Conservative politician to take a presenting role on the contentious channel. China to send youngest-ever crew to space station
Tiangong is the crown jewel of Beijing's space program, which has also landed robotic rovers on Mars and the Moon and made China the third country to put humans in orbit. The station is constantly crewed by teams of three astronauts, who are rotated out every six months. The Shenzhou-17 module carrying the trio to the station is scheduled to blast off at 11:14 a.m. (0314 GMT) Thursday from the Jiuquan launch site in China's arid northwest. "It is the crew of astronauts with the youngest average age since the launch of the space station construction mission," Beijing's State Council Information Office said in a statement. The all-male trio will be led by Tang Hongbo, who is on his first return mission to the Tiangong space station. "Throughout the past two years, I have often dreamt of going back to space," Tang said at a press conference on Wednesday. "The space station is our other home that takes us away from Earth and into the universe," he added. Palace: ‘Northrail met standards for abolition, not producing desired outcomes’
Malacañang announced on Saturday that President Ferdinand Marcos Jr. has ordered the abolition of the North Luzon Railways Corp. as it is no longer cost-efficient and producing desired outcomes. The Memorandum Order 17 was signed by Executive Secretary Lucas Bersamin—by the authority of President Marcos—on 19 October. The Governance Commission for GOCCs determined that Northrail has met the standards for abolition for not producing the desired outcomes; no longer achieving the objectives and purposes for which it was designed and created; not being cost-efficient; and not generating the level of social, and physical, and economic returns vis-a-vis the resource inputs. In ordering the abolition, Marcos tasked the Bases Conversion and Development Authority board of directors to act as the administrator and liquidator of Northrail. The BCDA should settle the Northrail liabilities, including the payment of separation incentive pay to affective officials and personnel as well as undertake the necessary steps in liquidating Northrail’s assets and assist in the winding up of its corporate affairs. The BCDA directors shall also conduct an inventory of all of Northrail's existing programs and projects and either terminate or transfer them to concerned government agencies. The inventory also includes the list of Northrail's assets and liabilities and how to dispose of or settle them. The BCDA is also tasked to formulate a Change Management Plan for affected stakeholders of Northrail. It shall likewise conduct an inventory of all pending cases brought by and against Northrail and formulate the appropriate actions to resolve the cases. The original copies of Northrail’s corporate books and account and financial records will be surrendered to the Commission on Audit by the BCDA board of directors. Palace said the Office of the Government Corporate Counsel shall provide the necessary legal assistance to the BCDA in this endeavor. The GCG shall monitor the implementation of the abolition of the Northrail. The Department of Transportation, as the supervising agency of the Northrail, shall continue to oversee the programs and activities relative to liquidation and winding-up of the affairs by the Northrail. Malacañang imposed the separation incentive pay to all effective personnel and officials of Northrail. Those who have rendered 20 years of service may avail of the following separation benefits of 1.00 x Monthly Basic Salary x No. of years. 20 years and 1 day to 30 years: 1.25 x MBS x No. of years 30 years and 1 day and above: 1.50 x MBS x No. of years The separation pay shall be charged against the available corporate funds of Northrail, subject to existing budgeting, accounting, and auditing policies. The Northrail was registered with the Securities and Exchange Commission on 31 July 1995. It was then created as a wholly owned subsidiary of the BCDA to develop, construct, operate, and manage a railroad system to serve Metro Manila, Central Luzon, and Northern Luzon. In 2015, the National Economic and Development Authority Board approved the North-South Commuter Railway Project, which was financed through official development assistance from Japan, effectively rendering the Northrail project terminated. The GCG ordered the “deactivation” of the Northrail, through Memorandum Order No. 2019-05 on 20 May 2019. Biden administration to build more Mexico border wall
The Biden administration quietly announced plans on Thursday to add to the border wall with Mexico -- extending construction of the barrier that was a signature policy of Donald Trump. Homeland Security Secretary Alejandro Mayorkas said in a notice in the US Federal Register there was "an acute and immediate need to construct physical barriers and roads in the vicinity of the border of the United States in order to prevent unlawful entries." The new section of wall will be built in the "high illegal entry" Rio Grande Valley Sector of the US-Mexico border, Mayorkas said, where there have been more than 245,000 illegal entrants this fiscal year. President Joe Biden announced in a proclamation on the day he took office in January 2021 that no more taxpayer funds would be allocated to build a border wall. President Joe Biden's administration has made the fight against fentanyl a priority, with the synthetic opioid blamed for tens of thousands of deaths in recent years. The sanctions targets include 25 individuals and entities based in China, alongside three other parties in Canada, the Treasury Department said in a statement. In a separate notice, the Justice Department announced eight indictments charging China-based chemical manufacturing firms and staff with crimes related to drug production and distribution. The network is the "source of supply" for many US-based narcotics traffickers, dark web vendors, virtual currency money launderers and Mexico-based criminal organizations, Treasury added. "Du Changgen and persons operating under him have been responsible for approximately 900 kilograms of seized fentanyl and methamphetamine precursors shipped to the United States and Mexico," the department said. Cato: Alpha in crosshairs of Phl lawyers, Italian TF
The Italian government has created a task force to assist the Filipino victims of Alpha Assistenza SRL, an immigration consultancy firm that allegedly duped over 400 Filipinos, the Philippine Consulate General in Milan announced Monday. According to Consul General Elmer Cato, the task force was created on 4 September after meeting with Prefect Renato Saccone, Milan’s highest-ranking Italian federal government representative. Cato said he requested Saccone’s assistance in verifying the authenticity of the Italian work permits the consulate gathered from complainants and witnesses in Italy and the Philippines. After the documents were determined to be spurious, Cato said the Prefect immediately created the task force that would assist complainants in filing the appropriate cases against those involved. The task force will work closely with lawyers provided by the Philippine government through the Department of Foreign Affairs and the Department of Migrant Workers. Cato said the consulate expects several Filipinos to formally file their complaints this week. Last week, DFA Undersecretary for Migrant Workers Affairs Eduardo de Vega flew to Milan to meet with the victims who accused the Philippine consulate general in Milan of ignoring their grievances. Cato has denied sitting on their complaints. The development came as the Department of Justice vowed to deliver justice to the victims who were only after greener pastures in the European country. Meanwhile, DFA Assistant Secretary Paul Cortes said the Filipino complainants in Italy and the Philippines will file separate charges against Alpha Assistenza SRL and another firm. “Cases against them have yet to be filed, which is why our fellow Filipinos in the Philippines are asking for assistance from the DMW, as well as from our embassy and consulate there, to determine whether those who victimized them really have culpability,” Cortez said in a public briefing. “Because we are sure that those who defrauded them have partners in Italy. In the next five years, she said her group is expecting to reap 10 to 13 percent revenues for the industry over the next five years. PFA president Chris Lim said the exposition will be the biggest franchise show that the country hosted in the past 10 years. Franchise Asia Philippines 2023 International Franchise Expo will run from 27 to 29 October and the meetings of the World Franchise Council and the Asia Pacific Franchise Confederation from 24 to 30 October 2023. “More than a decade ago was the last time that a similar event was held in the Philippines, so it is really a very momentous occasion. And what a great way to really celebrate and to really show that we’re back in business, that the franchise industry in the Philippines is as vibrant as ever,” Lim added. SMX Convention Center taken up Franchise Asia Philippines 2023 overall co-chair Richard Sanz said this will be the first time for a franchise event to occupy the entire SMX Convention Center in Pasay City to showcase 1,000 local and global franchise brands from 26 countries. Further, he said 39 percent of the expo participants are new exhibitors with new concepts such as breastfeeding center, agriculture supplies, automated retail and convenience store, vape store and kickboxing gym. “This speaks of the vibrancy of the franchise sector with new players joining the market,” he said. Sanz mentioned that also 20 percent of the participants are international brands from Australia, China, Japan, Korea, Malaysia, Sinapore, Taiwan, Thailand and the United States. PhilHealth blames cyberattack on outdated software
The outdated system protection software of the Philippine Health Insurance Corporation, or PhilHealth, may have opened the gateway to the Medusa ransomware group that hacked its system, a ranking official said Monday. PhilHealth EVP and COO Eli Dino Santos bared this in a press briefing over a week after the state-run health insurer announced that its online system had been attacked by a computer hacking group called Medusa. According to Santos, before the incident, PhilHealth had its antivirus software that could address cyber threats. It was, however, not updated due to what he described as “procurement issues.” “The answer is yes, we have an anti-virus [software] in general, but it was not updated. Probably that’s where the hackers came in. Probably through that weakness,” he said. “But at that time there were procurement issues. For me, the reason was the strict compliance with procurement rules and regulations,” he added. Santos explained that the state-run health insurer was about to renew its subscription with its current third-party software provider, but the Government Procurement Policy Board approved the inclusion of online subscriptions under negotiated procurement-direct retail purchases. “We were affected by the recent issuance of the GPBB because we were set to renew our subscription licenses for an antivirus for another year,” he said. “That is why we were not able to update the system. Just to be clear about it, there is still an antivirus system. It is just that it was not updated due to the procurement system,” he added. PhilHealth announced on 22 September the shutdown of its website, as well as its PhilHealth membership portal, to contain an “information security incident.” In the following days, the Medusa ransomware group demanded $300,000 or around P17,000,000 from PhilHealth in exchange for access to its own system. The group had given the health insurer 10 days to comply, or it said it would leak the personal information of PhilHealth members.
