Chosen son: Cambodia’s next PM Hun Manet to succeed father
Hun Manet has an economics degree from England and graduated from US military academy West Point, but there are few expectations he will uphold Western liberal ideals when he succeeds his father as Cambodia's prime minister. Groomed for years, the eldest son of Cambodia's iron-fisted ruler will take over next month in a dynastic transfer long in the making, which sees Hun Manet move from the premier's bodyguard unit to the seat of power in the capital Phnom Penh. After nearly four decades as Cambodian leader, Hun Sen on Wednesday announced his resignation in a televised speech, three days after claiming a landslide victory in a one-sided election that the ruling party was guaranteed to win after having silenced all viable opposition. Hun Manet, already a member of the ruling Cambodian People's Party's powerful permanent committee, has served as commander of the Royal Cambodian Army since 2018. Born on October 20, 1977, the princeling graduated from West Point in 1999 and has more recently met world leaders including President Xi Jinping of China -- Cambodia's main ally and benefactor. But the 45-year-old four-star general only contested a parliamentary seat for the first time in Sunday's election, a poll he has insisted was legitimate, while Western powers criticized it as neither free nor fair. 'After Hun Sen' While Hun Sen, one of the world's longest-serving rulers, has trailed the handover to his son for a year and a half, he has also made it clear that he intends to wield influence after he steps down, scotching the notion the country could change direction when Hun Manet assumes power. While Hun Sen's politics are shaped by his experiences of revolution and war as a young man during the genocidal Khmer Rouge regime in the 1970s, his son was raised in luxury and educated abroad. Hun Manet holds a PhD in economics from the University of Bristol in Britain, and was the first Cambodian to graduate from the prestigious US military academy. He has also served in leadership roles in the ruling CPP's youth movement, his father's bodyguard unit and the counterterrorism special forces. But a Western education is no guarantee of a more liberal approach, exiled politician Sam Rainsy, a longstanding foe of Hun Sen, told AFP this month -- pointing to Syria's brutal Assad dynasty. "Syria's Bashar al-Assad is more educated than Hafez al-Assad, but the son is politically worse than the father," he said. Sebastian Strangio, author of a book about Hun Sen's rule, told AFP that so far Hun Manet had shown "little evidence that he will introduce anything more than cosmetic reforms to the current political system". Without his father's backing, it is not clear Hun Manet would be able to make changes even if he wanted to. He remains untested in the political arena, analyst Ou Virak told AFP this month. "The problem is he's been spoon-fed, mostly with a golden spoon," Ou Virak said. Married with two daughters and a son, Hun Manet will assume the role of prime minister on 22 August. 30 Ifugao farmers graduated from DAR’s agricultural entrepreneurship program
Thirty agrarian reform beneficiaries (ARBs) from Ifugao province recently graduated from the Farm Business School (FBS) program of the Department of Agrarian Reform (DAR) to equip them with knowledge and skills to become agricultural entrepreneurs. The FBS is a 25-session hands-on learning composed of eight modules designed and developed to help farmers learn how to make their farming become enterprises and overall operations profitable and market-driven. This undertaking, which is participated mostly by members of Ambasa Agrarian Reform Farmers Organization (AARFO), is based on the directive of President Ferdinand Marcos Jr. to DAR Secretary Conrado Estrella III to improve the livelihood activities of the farmers throughout the country. AARFO President Mongilit Ligmayo II said the participating ARBs and members of the ARB organization were able to re-frame their production-focused practices towards more entrepreneurial and market-oriented farming operations. “Otong chi punyamanan mi ta shahmi ji napili etoy FBS program ji DAR, (We are thankful that we were chosen to be the recipient of the FBS program of DAR.)” Ligmayo said. With the FBS, the 30 ARB graduates would be able to transform themselves into farmer-entrepreneurs or the so-called, “negosyanteng magsasaka.” The trainer, Mary Jane Lugo, emphasized that the FBS aims to develop the ARBs to become agricultural entrepreneurs, and to inculcate in their minds that farming is a business. “We are aware of your plight as farmers and we intend to continue to help and assist you in increasing your production which, eventually, will translate into an increase in your household incomes,” Lugo said. Lugo also encouraged the graduates to be disciples in applying the methodologies they learned from the training. The FBS in the province of Ifugao started in 2018. It has produced a total of 270 graduates from nine (9) ARBOs, which include the Pinto Vegetable Growers Association (PVGA), Saranay Multipurpose Cooperative (SMPC), Ubao Blooming Ladies Association (UBLA), Solid Rock Multipurpose Cooperative (SRMPC), Tinoc Sto. Nino Multipurpose Cooperative (TSNMPC), Panubtuban Multipurpose Cooperative (PMPC), Mappit Agrarian Reform Farmers Organization (MARFO), Dilan Rural Improvement Club (DRIC), and the Ambasa Agrarian Reform Farmers Organization (AARFO). Duterte appoints Galvez as vaccine czar; ‘good choice’, say lawmakers

He expressed his dislike with the creation of committees since the process will take long. “As I have said earlier during the start of the COVID, I only want one line of authority coming from dito sa the Task Force sa pagbili ng bakuna, the negotiation, manufacture, negotiation, production or distribution is ibinigay ko ‘yan kay Secretary Galvez,” he said. “I have great faith in Charlie to really come up with the solutions for the problem,” he added. Presidential spokesman Harry Roque defended the additional assignment given to Galvez, saying the planned immunization drive would involve “more of a logistics challenge than a medical challenge.” Galvez, who joined the Duterte Cabinet in 2018, also currently serves as chief implementer of the government’s plan to fight the coronavirus outbreak. Meanwhile, members of the House of Representatives lauded Galvez’s designation as vaccine war, among them: Representatives Michael Defensor, Roger Mercado, Ronnie Ong, Alfred Vargas and Rosanna Vergara. “It’s more of a logistics challenge than a medical challenge,” Roque explained. He said the only medical issues involved in the vaccine purchase are related to safety and efficacy of the drugs. This matter, he said, will be handled by the Food and Drug Administration (FDA). He said Galvez is expected to continue his close coordination with the Department of Health and other agencies that will be involved in the vaccination drive. “Gen. Galvez would have the hindsight of what happened and the understanding of the COVID baseline. What we need is the leadership and managerial skills in taking the lead of the COVID vaccine campaign,” Defensor, chairperson of the House Committee on Public Accounts, said in a text message when asked if the vaccine czar should have been a medical doctor. “I support the President’s appointment of Sec Galvez. Galvez is an innovative administrator. He can be trusted to implement the program well,” Mercado said in a separate text message. “We are happy that the president is preparing early and appointing someone to lead is good news,” Ong said. Vargas also rallied behind the the decision of President Duterte to appoint Galvez, saying that “we don’t need a doctor but a manager for this job.” Vergara also gave her vote of confidence to Galvez. “Being the COVID-19 policy chief implementer, he has a clear overview of the COVID-19 situation in the county and such knowledge is very crucial in the distribution of the vaccine. I am sure, there are medical experts who advise the good Secretary,” she said. “I am assuming the vaccine chosen has already passed all testing and FDA approvals , the challenge will be to properly allocate and distribute it fairly across the country to the most vulnerable and this is the challenge anyone who heads this Task Force will face– how do you properly allocate this should the vaccine supply be limited because of world wide demand?
