Manhunt for US shooter presses on, leaving small town in fear
Thousands of anxious small-town Maine residents began a second day under lockdown Friday as police waging a sprawling manhunt struggled to find a US Army reservist accused of killing 18 people in America’s deadliest mass shooting this year. Dozens of law enforcement agents surrounded the family home of the suspect, Robert Card, 40, but by mid-evening agents left the property in Bowdoin, near Lewiston, Maine, to hunt for him elsewhere. A wide area around Lewiston remained locked down Friday, more than 24 hours after Card allegedly went on a rampage in which 13 people were also wounded. People in Lewiston were on edge, buzzing with talk of Card and the massacre. "Uneasy," said resident Jeremy Hiltz, when asked how he felt. "It's a small community . When something like this happens, everybody knows somebody" affected." Authorities erected roadblocks, ordered schools and businesses closed, and told residents to stay indoors. Governor Janet Mills said the suspect was considered armed and dangerous. Card was seen in surveillance footage pointing a semi-automatic rifle as he walked into the Just-in-Time bowling alley on Wednesday. In early evening, law enforcement agents surrounded the Card family home in Bowdoin, bringing in armored vehicles, and sending up drones and a helicopter. State police warned "please come outside" and "we don't want anyone to get hurt" over a loudspeaker near the home, but later said the warnings were routine and not confirmation that Card was inside. One longtime neighbor, Dave Letarte, said news of the shooting "floored me." "I would have never expected that from him," he told AFP of Card. Joseph Walker, a manager at the Schemengees Bar & Grille, was among those killed Wednesday night, his father, Leroy Walker, told NBC News. Walker said his family was "suffering and dying in a nightmare we don't understand." "We were up all night. We didn't know where to go, who to turn to," he said. Terror at bowling alley One survivor told television reporters that he was 15 feet (5 meters) from the gunman when he opened fire at the bowling alley. He thought at first it was a balloon popping. "And as soon as I turned and saw it was not a balloon and he was holding a weapon, I just booked it down the lane and I slid basically into where the pins are and climbed up into the machine and was on top of the machines for about 10 minutes until the cops got there," he said. Card is a member of the US Army Reserve, but had not been deployed in any combat zone. US media reported that he had recently been sent for psychiatric treatment after he said he was hearing voices. Hundreds of police in military style camouflage gear, as well as FBI agents, flooded the search zone in what Lewiston police chief David St. Pierre called "an all-hands-on-deck approach." Republicans oppose new laws This latest shooting is one of the deadliest in the United States since 2017, when a gunman opened fire on a crowded music festival in Las Vegas, killing 60 people. Mass shootings are common in the United States, a country with more privately owned guns than people, and strong political opposition to even minor restrictions on access. The country has recorded at least 565 mass shootings this year, according to the Gun Violence Archive, a nongovernmental organization that defines a mass shooting as four or more people wounded or killed. President Joe Biden called Maine's governor to offer federal support, and ordered flags to be lowered to half-staff at the White House and all government buildings. Biden added that the gun violence that plagues the United States "is not normal, and we cannot accept it," urging lawmakers to pass a bill banning assault weapons and high-capacity magazines. A Maine Democrat who holds a seat in the US House of Representatives, Jared Golden, flipped on this ban, saying that after the shooting in his state his previous opposition to such a restriction, which is supported by most in his party, was a mistake. "I have opposed efforts to ban deadly weapons of war, like the assault rifle used to carry out this crime," Golden said Thursday. "The time has now come for me to take responsibility for this failure," he added. But in a reminder that Congress will not be considering stronger gun ownership laws anytime soon, the newly installed Republican speaker of the House of Representatives, Mike Johnson, told Fox News that the reason for so many mass shootings in the United States "is the human heart, not guns." Hunt for ‘armed and dangerous’ US gunman who killed 18
Hundreds of police in the US state of Maine hunted Thursday for a fugitive gunman who killed 18 people at a bowling alley and a bar, as President Joe Biden mourned "yet another senseless and tragic mass shooting." The rampage in the small northeastern city of Lewiston also left 13 people wounded, three critically, in the deadliest shooting this year in America. A wide area around Lewiston was locked down during the tense search as authorities erected roadblocks, ordered schools and businesses closed, and told residents to stay indoors. Governor Janet Mills said the suspect was "considered armed and dangerous, and police advised that Maine people should not approach him under any circumstances." "This attack strikes at the very heart of who we are and the values we hold dear," Mills told a press conference. "This is a dark day for Maine." Police named the suspect as 40-year-old Robert Card -- seen in surveillance footage pointing a semi-automatic rifle as he walked into the Sparetime Recreation bowling alley. Police converged on the home of Card's father in nearby Bowdoin early Thursday evening, closing off roads. One longtime neighbor, Dave Letarte, said news of the shooting "floored me." "I would have never expected that from him," he told AFP of the younger Card. Joseph Walker, a manager at the Schemengees Bar & Grille, was among those killed the night before, his father Leroy Walker told NBC News. Walker said his family was "suffering and dying in a nightmare we don't understand. "We were up all night. We didn't know where to go, who to turn to," he said. Terror at bowling alley News outlets broadcast footage of people fleeing in terror from the Sparetime Recreation bowling alley after the shooting started Wednesday evening. One survivor told television reporters that he was 15 feet (5 meters) from the gunman when he opened fire. Card is a member of the US Army Reserve. US media reported that he had recently been sent for psychiatric treatment after he said he was hearing voices. Hundreds of police in military-style camouflage gear and FBI agents flooded the search zone in what Lewiston police chief David St. Pierre called "an all-hands-on-deck approach." "We continue to work tirelessly in bringing the situation to an end," he told reporters, vowing "to locate and hold the person accountable." Biden called Maine's governor to offer federal support and ordered flags to be lowered to half-staff at the White House and all government buildings. "Once again, our nation is in mourning after yet another senseless and tragic mass shooting," he said. Biden added that the gun violence that plagues the United States "is not normal, and we cannot accept it," urging lawmakers to pass a bill banning assault weapons and high-capacity magazines. Daily mass shootings Police and rescuers reportedly arrived at the Sparetime Recreation bowling alley at about 7:15 p.m. in response to an active shooter, and then received reports of another shooting at the Schemengees Bar & Grille. In surveillance images of Card at the bowling alley, he appeared calm and composed as he moved through the doorway with his rifle raised. Officers located a "vehicle of interest" -- a white sport utility vehicle -- in Lisbon, a town around eight miles (12 kilometers) from Lewiston. The shooting is one of the deadliest in the US since 2017, when a gunman opened fire on a crowded music festival in Las Vegas, killing 60 people. Mass shootings are alarmingly common in the United States, a country with more guns than people, and attempts to clamp down on their spread are always met with stiff resistance. The country has recorded at least 565 mass shootings this year, according to the Gun Violence Archive, a nongovernmental organization that defines a mass shooting as four or more people wounded or killed. Efforts to tighten gun controls routinely run up against opposition from Republicans, staunch defenders of the constitutional right to bear arms. The political paralysis endures despite widespread outrage over recurring shootings. The post Hunt for ‘armed and dangerous’ US gunman who killed 18 appeared first on Daily Tribune......»»
Chip maker Intel beats earnings expectations as it pursues rivals
US chip giant Intel on Thursday said it made more money than expected in the recently ended quarter as it continued to invest in a "geographically balanced" supply chain. Intel shares jumped more than 7 percent to $34.88 in after-market trades. "We delivered a standout third quarter, underscored by across-the-board progress on our process and product roadmaps; agreements with new foundry customers, and momentum as we bring AI everywhere," said Intel chief executive Pat Gelsinger. Intel reported revenue of $14.2 billion, which was 8 percent less than the amount seen in the same quarter a year earlier but ahead of forecasts. Net income tallied $300 million, compared with $1 billion profit in the same period in 2022, earnings figures showed. "Our results exceeded expectations," said Intel chief financial officer David Zinsner, who said earnings benefited from "expense discipline." Intel has been working to catch up with rivals, especially Nvidia, when it comes to powerful chips needed to handle the computing demands of artificial intelligence. Intel touted investments being made in chip production facilities with an aim of creating a "geographically balanced, secure, resilient supply chain." California-based Intel is seen as a key tool for the United States to reduce its dependence on major global producers, such as Taiwan's TSMC. Earlier this year, Intel announced it would spend $25 billion on a new plant in Israel, with Prime Minister Benjamin Netanyahu calling it the country's single largest foreign investment. The "agreement in principle" would see the semiconductor firm build the facility in the southern city of Kiryat Gat that would open by 2027 and operate at least until 2035, Israel's finance ministry said. Intel has been operating in Israel since the 1970s with development centers and a production site that employs some 12,000 people, the finance ministry said. In 2017, Intel acquired Israel-based Mobileye, which makes technology for automated driving systems in vehicles, for just over $15 billion. Gelsinger said Intel teams have kept operations going despite the war between Israel and Hamas. "Our utmost priority is the safety and welfare of our people in Israel and their families," Gelsinger said. "Despite all of these challenges, they're performing extremely well. I am praying for a swift return to peace." China Gelsinger said Intel was carefully studying updated rules in the United States that tighten curbs on exports of state-of-the-art AI chips to China. "We do believe that we'll have plenty of opportunity in China," Gelsinger said. "We are continuing to deploy our products there broadly, even as we comply and work with (the United States) around the regulations that they're putting in place." The new rules tighten measures from a year ago that banned the sale to China of microchips crucial to manufacturing powerful AI systems. Calls to further close the supply chain grew after the popularity of generative AI platform ChatGPT. When announcing the beefed-up curbs, US Commerce Secretary Gina Raimondo insisted they were intended to close loopholes and prevent China's development of AI for military use. "It's true that AI has the potential for huge societal benefit. But it also can do tremendous and profound harm if it's in the wrong hands and in the wrong militaries," she told US media. The rules will not affect chips used in consumer goods such as laptops, smartphones, and gaming consoles, though some will be subject to export licensing requirements. China has said it is "strongly dissatisfied" and "firmly opposes" the curbs. "The US continues to generalize the concept of national security, abuse export control measures, and implement unilateral bullying," the commerce ministry said in a statement. BI reminds departing aliens to settle fees; arrests high-profile Korean fugitive
The Bureau of Immigration (BI) on Wednesday advised all foreign travelers who are leaving the country during the upcoming Undas holiday break to comply with their immigration departure requirements early to avoid unnecessary queuing at the airport on the date of their departure. BI Commissioner Norman Tansingco reminded registered foreigners who are studying, working, or living permanently in the Philippines that they can obtain their special return certificate (SRC) or re-entry permit (RP) prior to departure at any of the various BI's district, field, satellite, or extension offices nationwide. While foreign tourists who have stayed in the country for more than six months may also secure their emigration clearance certificates (ECC) before departure, Tansingco said securing the required permits early will decrease queueing time by half, as they will not have to line up at the BI’s airport cashiers anymore. The BI chief added that with the complete elimination of all COVID-related travel restrictions, the bureau is anticipating a spike in passengers at all international airports in the country, especially at the Ninoy Aquino International Airport (NAIA), this upcoming December, and this time they are also experiencing a big increase in the volume of New Year's Day travelers. During this peak season, the bureau reminded all travelers that other immigration services are also available online via the BI’s e-services portal at e-services.immigration.gov.ph. Tansingco shared that the bureau also has a one-stop shop (OSS) facility located at NAIA Terminal 3 in Pasay City, where departing aliens may also secure the said documents. He also reiterated previous reminders for passengers to arrive at least three hours prior to their flight and go straight to immigration after check-in. The BI is confident that its operations will be smoother this holiday season as it has deployed additional immigration officers and assigned a rapid response team as well as mobile counters for immediate deployment as necessary. Meanwhile, on Tuesday, 24 October, BI agents detained a South Korean wanted person who was allegedly part of a major narcotics ring that smuggled contraband into Korea from the Philippines. Commissioner Tansingco identified the suspect as Choi Sun Hyeok, a 56-year-old male who was arrested at his residence in Bgy. Lahug, Cebu City by the BI Fugitive Search Unit (BI-FSU) operatives. The BI-FSU operatives were armed with a warrant of deportation, which Tansingco issued pursuant to a summary deportation order that the BI Board of Commissioners issued against Choi in 2017. Tansingco said that Choi would be immediately deported to Seoul, South Korea after the bureau had secured the necessary clearances for his departure. According to the South Korean government, Choi was tagged as a high-profile fugitive, as he is believed to be a member of the so-called MS Alliance syndicate that facilitates the illicit transport of narcotics to Korea. A red notice for his capture was also issued by Interpol this year after an investigation confirmed that he was in the country. According to Interpol’s National Central Bureau (NCB) in Manila, Choi is the subject of a warrant of arrest issued by the Changwon District Court in Korea, where he is charged with violating his country’s narcotics control act. Investigators have also established that this year alone, Choi’s accomplices in the syndicate managed to smuggle into Korea more than 265 grams of methamphetamine by concealing the drug in their underwear. It was gathered that the passport of Choi, who will be committed to the BI detention facility in Taguig City, was already revoked by the Korean government, thus making him an undocumented alien. Choi's name was also placed on the BI blacklist to prevent him from re-entering the Philippines. Brawner: Modern weapons ‘crucial’
Armed Forces of the Philippines Chief of Staff, Gen. Romeo Brawner Jr., on Tuesday said the military organization needs to acquire modern defense equipment and weapons so it can better protect and defend the country against external threats. Aside from modern weapons, Brawner cited the need to equip soldiers with the resources and skills to prepare them for any challenges in fighting and neutralizing threats. Brawner said the AFP also envisions the creation of “citizen warriors” or recruiting more reservists that can be readily tapped during emergencies. Asked if the AFP is ready to meet any external aggression, Brawner said: “When it comes to Filipinos’ fighting spirit, we are number one because, for the longest time, we have been fighting for years, so we are one of the most capable fighters in the world so we just need modern equipment, modern weapons and that’s what we are doing in our modernization effort.” Brawner said an allocation of huge funds is needed to acquire more modern defense equipment and weapons. He said the AFP is targeting to acquire “multi-role fighter aircraft, naval assets, command and control or C-2 systems, shore-based deterrent capabilities, submarines and the like” under the third Horizon of the AFP modernization program. Five-year program The Horizon 3 is slated for 2023 up to 2028. Horizon 2 was undertaken from 2018 to 2022, and Horizon 1 was pushed from 2013 to 2017. Brawner said such procurement tranches are designed to acquire equipment, weapons systems, and platforms to enhance the military organization’s external or territorial defense capability. Sandiganbayan junks ex-BoC exec’s plea
The Sandiganbayan has junked the appeal of an ex-official of the Bureau of Correction and a private defendant convicted of graft over an anomalous sugar deal worth over P10 million in 2000. In a seven-page resolution, the Sandiganbayan Fifth Division turned down the appeal filed by ex-BoC official Benjamin Bongon and Roger Ang, who were found guilty of violation of the Anti-Graft and Corrupt Practices Act (RA 3019) and were sentenced to up to seven years behind bars by the Cebu Regional Trial Court Branch 23 in December 2017. The lower court, likewise, ordered the accused to pay a P10,859,063 fine. The graft case involved the 28,000 bags of unmanifested imported sugar carried by M/V Affy that the BoC seized in 1999 and was later auctioned in 2000. Ang, the proprietor of Consumer Enterprises, won the bidding and deposited P21 million, equivalent to the price of 28,000 bags. However, a composite team reported to Bongon, the erstwhile chief of the Auction and Cargo Disposal Division of the BoC-Port of Cebu, that only 13,753 bags of sugar were offloaded from the vessel and subsequently acquired by Ang. This prompted Ang to refund P10,859,063, corresponding to the surplus of his initial payment of P21,341,600. The post Sandiganbayan junks ex-BoC exec’s plea appeared first on Daily Tribune......»»
U.S. asserts safe WPS passage for all
It has nothing to do with that particular country, or so they claimed rather cautiously and diplomatically. Navies of the Philippines and the United States opened their bilateral naval exercises yesterday, along with six other countries, at Naval Station Jose Andrada on Roxas Boulevard, Manila. The drills involve at-shore events at the Philippine Navy’s headquarters before going out to sea for exercises intended to improve the allied naval forces’ interoperability. Dubbed Exercise Sama-Sama, or Together, the exercise, according to Philippine Navy chief Vice Admiral Toribio Adaci, has nothing to do with a particular country that has figured in increasing tensions in the West Philippine Sea. But Adaci was obviously referring to China whose coast guard had used water cannons on Philippine Coast Guard-led resupply missions to Filipino troops stationed on the BRP Sierra Madre at Ayungin Shoal in the WPS. Adaci opened the exercise with US Fleet Commander Vice Admiral Karl Thomas. “The exercise is designed to be conducted here in Manila and the southern Luzon area,” Adaci said. Thomas, for his part, stressed the need to recognize the rules-based international order. Strong word “I think it is important that all nations have a right to sail and operate in the West Philippine Sea — free from worrying about being attacked,” Thomas said. “And attack is probably a strong word.” “I would say, free from being coerced, free from being intimidated. You know we want the commons to be common and open and free. And so long as our nations operate in accordance with the rule of law, in accordance with the rules and regulations, with the United Nations Convention on the Law of the Sea,” he said. Like Adaci, Thomas did not mention China, but it is common knowledge that the United States military has been conducting “freedom of navigation” patrols to keep the South China Sea open to international commerce. President Ferdinand Marcos Jr. last week ordered the PCG to cut the 300-meter floating barrier installed by Chinese militia vessels at Bajo de Masinloc or Scarborough Shoal. PN assets in action A 2016 arbitral ruling deemed China’s territorial claim on nearly the entire South China Sea, including areas that overlap the WPS, invalid. The ruling stemmed from a 2013 case filed by the Philippines against China before the Permanent Court of Arbitration, or PCA, after Beijing seized control of Scarborough Shoal in 2012. As the PCA junked China’s nine-dash line South China Sea claim, it affirmed the Philippines’ entitlement to its 200-nautical mile exclusive economic zone. Around 700 sailors and marines from different PN units are participating in the exercise, which will see in action, among other assets, the BRP Antonio Luna, and an AW109 naval helicopter. For the second straight year, the exercise will include the navies of Japan, the United Kingdom, Canada, France and Australia. They will be participating mainly in humanitarian assistance and disaster response drills. Observers Meanwhile, the Royal New Zealand Navy and the Indonesian Navy are also joining as observers the naval exercise that dates back to 1994 when it was known as Cooperation Afloat Readiness and Training. In 2017, its name was changed to Exercise Sama-Sama. Subsequently, the exercise was conducted annually across various regions: In 2017 at Naval Forces Central; in 2018 at Naval Forces Northern Luzon; in 2019 at Naval Forces West; and in 2021 at the Northern Luzon Command. Last year, it was held alongside Exercise Lumbas — the bilateral navy-to-navy exercise between the Philippines and Australia — with the limited participation of France, Japan and the United Kingdom. According to the PN, the primary objective of the exercise is to enhance the capabilities of both nations in responding to regional crises. Additionally, it aims to strengthen its capacities to address non-traditional challenges, including territorial defense, natural and man-made disasters, counterterrorism, maritime security and transnational crimes. Phl’s flight recon gets boost
Armed Forces chief, General Romeo Brawner Jr., on Tuesday, expressed delight over the new Cessna C-208B reconnaissance plane that the United States turned over to the Philippines. Brawner said the Grand Caravan EX plane would boost the AFP’s maritime patrol capabilities in the West Philippine Sea. “Definitely, this aircraft will boost our capability to patrol our maritime seas. This aircraft will help us, will boost our capability in making sure that we secure our territory and our sovereign rights,” Brawner said. Brawner issued the statement after the ceremonial acceptance, turnover, and blessing of the plane at Clark Air Base in Mabalacat, Pampanga. Defense Secretary Gilberto Teodoro Jr. was also on hand to accept the documents for the plane from Col. Edward Evans of the US Air Force. The C-208B was acquired through a grant amounting to $17,586,702 for three units under the Foreign Military Sales Program of the United States. The Philippines received the first two C-208B planes on 27 July 2017. Teodoro said the new air asset will be used for all types of operations, including internal security, territorial defense, humanitarian assistance, and disaster response, specifically in conducting rapid damage assessment during calamities and disasters. PAF chief Lt. Gen. Stephen Parreño said the brand-new aircraft will be immediately deployed to “wherever it is needed.” The C-208B EX is a single-engine turboprop ISR-modified aircraft that offers a reliable, adaptable, and cost-effective solution for ISR operations, with its ISR capability including line-of-sight live data and air-to-ground information streaming. The plane is known for its rugged utility and flexibility. It can operate up to 912 nautical miles at a maximum altitude of 10,000 feet. Gibo orders ‘re-horizoning’ AFP’s modernization plan
The Department of National Defense is reviewing which projects should be prioritized under the Armed Forces of the Philippines’ modernization program, which has now covered three different administrations. Defense Secretary Gilberto Teodoro Jr. on Tuesday said the review is at a critical point because if it takes too long, the prices of equipment and platforms being sought by the AFP may go up. “We have to build up our capabilities as soon as possible, so this cannot be delayed,” Teodoro said. “We are working day and night to establish our own systems and whatever capabilities that we can get from our treaty partners and allies.” He said the AFP wants its assets to achieve interoperability, making them more effective for the tasks at hand. He said the review may be completed by the end of the year. Teodoro earlier ordered the AFP and his staff to start “re-horizoning” and the “re-strategization” of the AFP modernization program, clearly referring to the long-term Horizons Modernization Program. Horizon 1, covering 2013 to 2017 during the late Benigno Aquino III’s presidency, focused on acquiring essential equipment and weapons systems to improve the AFP’s minimum credible defense posture. Some of the key projects completed during this phase included the acquisition of new frigates, fighter jets and armored vehicles. Horizon 2, from 2018 to 2022, during the Duterte administration, acquired more advanced equipment and weapons systems like helicopters and air defense systems to enhance the AFP’s deterrence and response capabilities. Set for 2023 to 2028, Horizon 3 focused on acquiring next-generation equipment and weapons systems to ensure the capability of the AFP to defend the country against external aggression. With Teodoro’s “re-horizoning” statement, the Marcos government is being seen as detaching from the original Horizons plan that was partly implemented by both the Aquino and Duterte administrations. Teodoro said he wants the AFP to secure weapons systems and platforms capable of meeting all kinds of security threats. He conceded that acquiring the systems could be expensive, but they will at least be “synergistic” and capable of handling security challenges. “The Philippines is a potential vital contributor to the regional stability and security if we are a strong nation, with strong armed forces, and that is what we are working very hard to achieve,” he said. AFP chief General Romeo Brawner Jr. said the military is now working on a more strategic approach to meet security threats. Phl gets brand-new C-208B from US
Defense Secretary Gilberto Teodoro Jr. and Armed Forces of the Philippines Chief-of-Staff Romeo Brawner Jr., along with Philippine Air Force chief Lt.Gen. Stephen Parreño and USAF Joint US Military Assistance Group chief Col. Edward Evans, graced the official turnover of the newly delivered Cessna-208B (C-208B) Grand Caravan EX Intelligence, Surveillance, and Reconnaissance (ISR) Aircraft Nr 5671, on Tuesday at the Clark Airbase in Mabalacat, Pampanga. The AFP's new air asset is a brand new ISR aircraft granted by the United States government to the Philippines and is intended to strengthen the surveillance capabilities of the Philippine Air Force. Teodoro said the aircraft will contribute to the country's goal to secure the Philippine sovereignty and sovereign rights in its 200 nautical miles exclusive economic zone. Brawner, meanwhile, said the newly arrived aircraft "will boost" the AFP's capability of patrolling the country's maritime seas. "Definitely this aircraft will help us, will boost our capability in making sure that we secure our territory and our sovereign rights," said Brawner. The C-208B will be operated by the 300th Air Intelligence and Security Wing, specifically its 3032nd Aerial Reconnaissance Squadron under the supervision of 303rd Aerial Reconnaissance Group. It will augment the PAF’s two similar units acquired in 2017. See more photos here (via Lade Kabagani): The post Phl gets brand-new C-208B from US appeared first on Daily Tribune......»»
Sandiganbayan convicts late Teves’ co-accused
The Sandiganbayan convicted three ex-officials of the now defunct Technology and Livelihood Resource Center and two others over P9.6 million worth of ghost projects funneled through the pork barrel of the late Negros Oriental lawmaker Herminio Teves in 2007. The anti-graft court’s Third Division found ex-TLRC deputy director general Dennis Cunanan, ex-chief accountant Marivic Jover, ex-legislative liaison office officer-in-charge Belina Concepcion, Teves’s then chief-of-staff Hiram Pulido and Molugan Foundation Inc. president Samuel Bombeo guilty of one count each of graft and malversation. They were sentenced to up to 28 years in prison and perpetually disqualified from holding public office. They were also ordered to pay back the P9.6 million, with interest of 6 percent per annum. TLRC’s erstwhile department manager, Francisco Figura, meanwhile, was acquitted of the same charges. The Sandigabayan also dismissed the case against the principal accused, Teves, owing to his passing. Filed by the Ombudsman in 2017, the graft and malversation charge arose from the disbursement of Teves’s P9.6-million Priority Development Assistance Fund or PDAF to Molugan Foundation Inc., a non-governmental organization controlled by Bombeo. The Ombudsman said Teves “unilaterally chose” MFI as the implementor of his livelihood program drawn from his P10-million pork barrel that was originally intended for the depressed barangays and constituents in his district. State prosecutors proved that the PDAF was used for ghost or non-existent projects. Of the total, P9.6 million went to MFI, while P400,000 went to TLRC as a service fee. MFI did not have the capacity to implement the project as it was incorporated only in 2007, the year it was tasked to implement the PDAF project, the Ombudsman told the court. The respondents were accused of causing undue injury to the government by giving unwarranted benefits and advantages to MFI. “There is no doubt that the acts of Concepcion, Cunanan, Jover, Pulido and Bombeo caused undue injury to the government in the amount of P9,600,000 which to date remains unaccounted for,” the Sandiganbayan said in its 68-page ruling. The court also ruled that the respondents’ act of extending unwarranted benefits to a private party “without the proper accreditation” and the “lack of legal basis,” considering it was not one of the implementing agencies identified in the 2007 General Appropriations Act, were in violation of CoA Circular No. 96-003. “The totality of the facts and circumstances demonstrates that the accused, through manifest partiality, gross inexcusable negligence and/or evident bad faith, committed the offense of violation of Section 3(e) of RA No. 3019, causing undue injury to the government and giving unwarranted benefits to Bombeo and MFI,” the court said. Sandiganbayan convicts 3 TLRC ex-officials, 2 others over P9.6M PDAF scam
The Sandiganbayan convicted three ex-officials of the now-defunct Technology and Livelihood Resource Center and two others over their involvement in the P9.6 million worth of ghost projects funneled through the pork barrel fund of the late Negros Oriental lawmaker Herminio Teves in 2007. The anti-graft court’s Third Division handed down a 68-page decision, which found ex-TLRC deputy director general Dennis Cunanan, ex-TLRC chief accountant Marivic Jover, ex-TLRC legislative liaison office officer-in-charge Belina Concepcion, Teves’ then-chief-staff Hiram Pulido and Molugan Foundation Inc. president Samuel Bombeo, guilty of one count each of graft and malversation. Filed by the Ombudsman in 2017, the graft and malversation charge arose from the disbursement of Teves’ P9.6 million Priority Development Assistance Fund or PDAF to Molugan Foundation Inc., a non-governmental organization controlled by Bombeo. The Ombudsman said Teves “unilaterally chose” MFI as an implementor of his livelihood program drawn from his P10-million pork barrel that was originally intended for the depressed barangays and constituents in his district. However, state prosecutors probe later revealed that the pork barrel funds were instead used to fund projects that turned out to be a ghost. Of the total, P9.6 million went to the MFI while P400,000 went to TLRC as a service fee. The Ombudsman also found that the MFI did not have the capacity to implement the project as it was incorporated only in 2007, the year it was tasked to implement the PDAF project. Nina Lim-Yuson — A lifetime of girl scouting
The president of the Girl Scouts of the Philippines, Nina Lim-Yuson, grew up in a family and home of Girl Scouts. Her grandmother, Pilar Hidalgo-Lim, was one of the co-founders of the GSP. “It was actually my Lola Pilar who suggested to Josefa Llanes Escoda, the GSP founder, to go to America to learn about girl scouting.” This tidbit of history, Nina shared in an online interview with the DAILY TRIBUNE. Pilar Hidalgo-Lim became GSP president, and so did Nina’s mother, Estefania Aldaba-Lim, who served as secretary of the Department of Social Welfare and Development. Nina’s sister too, the eminent broadcast journalist, Cheche Lazaro, was a Girl Scout. Coming from a lineage of women achievers, Nina could not have chosen a different path. It was scouting that formally introduced the family to social responsibility, skills development and citizenship. Her brothers were also Boy Scouts. “I started when I was six years old and it was my Lola Pilar who inducted me as a Brownie. It used to be called Brownie because we were still using the American pattern,” she related. She belonged to Troop Number One, the first to be organized by the GSP national headquarters. In high school at the Jose Abad Santos Memorial School of the Philippine Women’s University, she became a junior and later a senior Girl Scout. College would briefly end her Girl Scouting as she focused on her studies. Along the way, she also danced with the Bayanihan Folk Dance Company. It was not unexpected that she would return to scouting, her first love, and her first extra-curricular activity. For the last 36 years, she has been active in various organizations and volunteer work. She founded the Museong Pambata. She is a recipient of The Outstanding Women in the Nation’s Service and is active in its various social development efforts. What Nina brings to her post is the legacy of leadership that had been passed on to her through generations of women leaders in the family. “My Lola Pilar was my idol. She was such a nice person and I never knew her totally as a president. I knew her more as a loving lola from all the stories she related when we rode up to Baguio. “My mother, on the other hand, was the opposite. She was very career-minded. I learned naman from her a lot of things, like being thrifty and having a list of things to do. In terms of organization, she was like that. Because she was in government. And, you know, when we started Museo, while it was actually my concept, I learned a lot from her. She would call me up at 5 o’clock in the morning and she would rattle off what needed to be done, like ‘number one, number two and so on.’ That was her. And I’m glad that I worked with her for six years in Museo. She was the president and I was the executive director for six years. I took over in 2000 as president and chief executive officer. And then, I stepped down in 2017.” Girl Scouts who read and tell stories Nina was elected president of the Girl Scouts of the Philippines for the term 2021-2024 during its 2021 national convention. From day one, she shared, “My purpose was to reach out to the community-based troops because we have always been school-based. Many young women now have social problems so we need to reach out to the communities through our community-based troops.” Also on top of her priorities is literacy development, a cause that she addressed even in the Museo Pambata. She explained, “My advocacy has always been education. So, I was very concerned because the Asian Development Bank reported in 2022 that the World Bank found out that our Filipino children at ages 9 and 10 cannot read. So, I felt that because girl scouting is all over the country, with 96 local councils, the organization could serve as a vehicle for improving literacy in our country. “We started the Girl Scout Storyteller project because storytelling affects the heart first before the mind. When young people start with storytelling, they will love the stories and then the written word. They would then want to read. “We now have storytelling in economically challenged communities and we have partners. We sent out 2,500 books throughout the country with the help of our partner couriers.” Initially, she sought the help of her family foundation “to give a donation. I also sought the help of Ging Montinola, who is into literacy development. Together, we founded the literacy program. We are building this fund to cover the cost of buying children’s books. We will have a storytelling contest next year.” Raising funds for Camp Escoda Nina then shifted the conversation to another major endeavor that she is spearheading as GSP president — fundraising for the 27-hectare Camp Josefa Llanes Escoda in Palayan City, Nueva Ecija, which was donated by the provincial government during the term of Governor Amado Aleta, the father of consul and civic leader Fortune Ledesma. “Palayan is beautiful because it has rolling hills, but it doesn’t have electrical and water facilities and roadworks. It doesn’t have a swimming pool, and it’s so hot in Nueva Ecija. It also does not have a conference hall. This is a big one-time fundraising project because it’s for the future of the girls who are going to the camp. Because as of now, if you go camping there, you have to walk up the hills to get your drinking water. You have to make buhos to take a bath.” She recalled, “In my time as a young Girl Scout, which was of another era, we had to walk in the dark to fetch water to fill up two drums. I was so scared because there were tuko in Los Baños. That taught me to be courageous. Camps really build up your lifetime skills and attitude. Camping is very integral in girl scouting and boy scouting. So, this camp will serve a purpose. It just needs various basic facilities to make it world-class and convenient with the proper amenities, but the girls will continue to learn all those survival techniques and appreciate nature right on the camp.” She praised architect Pippo Carunungan, “who is an environmental planner. He surveyed the site and drew up everything. It will be a beautiful camp, he said, because it’s a gift of nature.” First Lady as Chief Girl Scout Nina recently led the Girl Scouts in a fundraising ball attended by the “First Lady, Liza Araneta-Marcos, who is our Chief Girl Scout. It’s mandated in the GSP constitution that whoever is the female president of the country or the First Lady is the Chief Girl Scout. In the past, we had Imelda Marcos, Gloria Macapagal Arroyo. All the first ladies were all Chief Girl Scouts. “Mrs. Liza Marcos spoke before us and she promised to help. She said, ‘We will make it the best campsite.’ Everyone was excited to see her and she obliged everyone who asked to have selfie with her. She is very friendly. She is really a Girl Scout.” Nina shared, “A generous couple is sponsoring the swimming pool at P6 million, while a gentleman entrepreneur is sponsoring the perimeter fence at P1.5 million. Many other businessmen and leaders have pledged to help build this dream GSP project. “We really need to raise about 50 million to have a very good camp. But when the First Lady heard about it, she said, ‘It has to be P250 million.’ But, really, when we have the funds, we can have deep toilets that have running water instead of tabo-tabo. Since we have a little Pampanga river that runs across the camp, we can build a bridge that crosses it and then the girls can have white-water rafting there in the Pampanga river. “Camp Escoda will be a very important and significant venue for our Girl Scouts to gather, bond, learn new skills and develop as morally upright citizens of the country and the world. It is especially so because camping is integral in any Girl Scout’s life. If you don’t have camping, it’s like half of your scouting life is missing. Every Girl Scout remembers that time of her youth. And being the national camp, it will welcome Girl Scouts representing the 96 councils from Luzon, Visayas and Mindanao who will participate in various events and trainings.” Girl Scouts of all ages As GSP president, Nina travels to various parts of the country. “We have regional conferences aside from the meeting of the Central Board when regional heads and executives come to Manila. “I had just come from Baguio where I stayed for two-and-a-half days. I met our young Girl Scout representatives from ages 14 to 18. I enjoyed listening to them and exchanging ideas with them. I am so happy that we have a wealth of intelligent girls who want to serve the country. They are the ones who are going to take over. “It’s amazing that GSP is no longer limited to old people on the board. We finally have young ones on the board. Our Escoda committee is headed by Jade Delgado from Iloilo. Then we have Justine Bautista. She’s a psychometrician. She heads the Program Committee, which is a big committee because when we were in Baguio, we had 86 girls from all the councils throughout the country. Many of them are running for SK. “So, in my 70s now, which I don’t feel at all, I don’t take any medicines or something like that. Being with young people is what inspires me. Because at 15, 16 or 17, they already know that they have some kind of a mission.” Nina proudly shared that the venue of the Baguio conference, 'Ating Tahanan' on the South Drive was bought during the tenure of my Lola Pilar. We have four buildings there, including the houses of Senator and actor Rogelio de la Rosa and Carlos Valdes, the accountant. Lola Pilar, according to Carlos Valdes, twisted his arm to get a low price. I’m so thankful for all those who preceded me because they bought these places. It’s on South Drive which is so valuable. We even have a reserved forest behind us.” As she looks forward to the next camping and gets even busier raising funds for Camp Escoda, Nina feels elated that “every one of us in the Girl Scouts has been together in our various undertakings. The nice thing is we are now intergenerational because we try to bring in the old with experience, institutional memory and their wisdom born of their long life, and the young who are full of enthusiasm, energy and new ideas.” A star scout for a granddaughter While Nina does her part for the bright future of girl scouting in the country, her personal family too has not stopped contributing to the roster of members to this worldwide organization. Today, a granddaughter of hers, seven-year-old Rocio Yuson de Guzman, is a Star Scout. She is the daughter of Nina’s daughter, Nicky. No grandmother could have been prouder. Nina said, “Rufio loves being a star scout. When I arrived from the recent world conference in Cyprus, I came back with some badges and I gave some to Rufio who is very proud of the little badges that I got for her.” For sure, Nina will pass on not just the badges to Rufio. More importantly, she will give her granddaughter the once-in-one’s-childhood experience of being a Girl Scout and learning “the values that are identified in the Girl Scout Promise and Laws. I think that while there is so much to enjoy and learn, it is the inculcation of these values that would mold her into a well-rounded human being. As we all know, a Girl Scout’s honor is to be trusted. A Girl Scout is loyal, thrifty, courteous… and so on. It’s like a mantra -- the values that one lives by. “I have reached that point when it is not about success or what one accumulates in life, whether awards or accomplishments or material things. It is more about what I can share and scouting gives me that honor and privilege — to do my part in helping mold our young girls and making them aware even at an early age that they have a mission and worthy purpose in life. It is not just about being good and outstanding on your own but it is also about helping others to become better in what they’re doing and live better lives. “And I need not look far. As a grandmother, I dote on my Star Scout granddaughter, Rufio. There’s a world out there for her to discover and in which she has a role to play and use the skills and values she will learn from scouting.” The post Nina Lim-Yuson — A lifetime of girl scouting appeared first on Daily Tribune......»»
