‘We are afraid’: Violence-hit Ecuador votes under heavy security
Heavily-armed security officers kept watch Sunday as Ecuadorans voted in a presidential election marked by the murder of a top candidate and despair over the lawlessness that has engulfed the once-peaceful nation. Polls closed after a tense day, with soldiers and police searching voters at the entry to polling stations, while some of the eight presidential candidates wore helmets and bulletproof vests to cast their ballots. The small South American country has in recent years become a staging for foreign drug mafias seeking to export cocaine, stirring up a brutal war between local gangs. The murder of serious presidential contender Fernando Villavicencio on the campaign trail less than two weeks before the vote underscored the challenges facing the country. "The most serious problem is insecurity," said voter Eva Hurtado, 40, as she left a polling station north of the capital Quito on Sunday morning. "So many crimes, assassinations, disappearances. We are afraid." "Security, above all the security of our families, of our people, must be improved," said public worker Luis Veloso, 52. Villavicencio's killing has reshuffled the electoral cards, with none of the eight contenders expected to get an absolute majority -- likely forcing a runoff on October 15. Ecuadorans voted for a successor to conservative leader Guillermo Lasso, who called a snap election to avoid an impeachment trial just two years after coming to power. - Lawyer, reporter, sniper - Leading the polls before Villavicencio's murder was Luisa Gonzalez, 45, a lawyer from the leftist party of former president Rafael Correa. Villavicencio, who was polling second before his murder, was replaced at the last last minute by a close friend, another journalist, Christian Zurita, who witnessed his gunning down. Hours ahead of the vote, Zurita said he was receiving death threats on social media. "The threats against my life and my team will not stop us, but they are forcing us to take greater security protocols," he wrote on X, formerly Twitter, adding that his party had alerted authorities and election observers. Political analysts say the candidate who has seen the biggest boost to his popularity is 40-year-old right-wing businessman Jan Topic. Nicknamed "Rambo," the former paratrooper and sniper with the French Foreign Legion has vowed to wipe out criminal gangs and build more prisons, emulating El Salvador's Nayib Bukele. While casting his ballot, Topic urged voters to elect "the candidate who has the experience, the will, and the plan to eradicate violence in the country." Other leading candidates are right-wing former vice president Otto Sonnenholzner and leftist Indigenous attorney Yaku Perez. In one of the world's most biodiverse countries, two key referendums are taking place on Sunday alongside the election. One will ask voters to choose whether to continue oil drilling in an Amazon reserve that is home to home to three of the world's last uncontacted Indigenous populations. Another focuses on whether to forbid mining activities in the Choco Andino forest. "I feel bad voting in favor of oil exploitation, but Ecuador lives off this oil," said electrician Magdalena Maurisaca. - Brutal gang war - Ecuador was once seen as a haven of peace wedged between cocaine-producing nations Colombia and Peru. The small country straddles the Andes and the Amazon, and was best known as the world's top exporter of bananas and home to the biodiverse Galapagos Islands, where British scientist Charles Darwin developed his theory of evolution. However, in the past five years its large ports, lax security and corruption have lured foreign cartels that have come under increased pressure from the war on drugs in Mexico and Colombia. A struggle for power between local gangs has mostly played out in prisons, where 430 have been killed since 2021, leaving a trail of dismembered and burned bodies. "Ecuadorans are going to vote with three feelings: fear of insecurity... pessimism regarding the economic situation and distrust of the political class," political scientist Santiago Cahuasqui of the SEK International University told AFP. In 2022, the country hit a record of 26 murders per 100,000 inhabitants, higher than the rate in Colombia, Mexico or Brazil. Voters will also elect members of the 137-seat parliament. Initial results are expected to trickle in late Sunday, with a final tally expected in 10 days. To win in the first round a candidate must capture 40 percent of the vote or come 10 points ahead of their nearest competitor. Villagers displaced by gunfight in Maguindanao del Norte
COTABATO CITY --- The police and military have urged the Moro Islamic Liberation Front to disengage and reconcile two of its groups that clashed on Monday morning in Maguindanao del Norte, causing the displacement of about a hundred villagers. The two groups figured in running gunfights for about four hours in Linib and Tinindanan areas in Barangay Bugawas in Datu Odin Sinsuat town, the local police stated in a report on Tuesday to Brig. Gen. Allan Nobleza, director of the Police Regional Office-Bangsamoro Autonomous Region. Lt. Col. Esmael Madin, chief of the Datu Odin Sinsuat Municipal Police Station, and officials of the Maguindanao del Norte Provincial Police Office identified the leaders of the feuding groups as Commanders Salim and Adam, who has more than 30 followers each, armed with assault rifles and grenade launchers. Evacuees from the conflict-torn villages are convinced the hostilities were related still to the October 30 synchronized barangay and Sangguniang Kabataan elections, where both groups had favored candidates. Talks are spreading around Datu Odin Sinsuat and in this city hinting that the incident, which affected more than 30 families, could be connected to the gun attack on Monday morning in the same barangay that resulted in the death of two residents, Juhaimen Ube and Mistah Alon and left four others wounded. The slain duo, who were attacked while on their way to a polling site, campaigned for certain candidates for barangay elective posts, according to their relatives. They are both related to members of one of the two groups that clashed in Linib and Tinindanan on Monday, according to traditional community Moro leaders. Army Major Gen. Alex Rillera, commander of the 6th Infantry Division, said he has directed their units in Datu Odin Sinsuat and nearby towns to secure Barangay Bugawas to prevent a repeat of Monday’s skirmishes in the area. European Union and United States leaders met in Washington Friday to show their united stance in supporting Israel’s war on the Palestinian militant group Hamas. “We stood together to support the brave people of Ukraine in the face of (Russian President Vladimir) Putin’s aggression. We’re standing together now to support Israel in the wake of Hamas’s appalling terrorist attack,” US President Joe Biden said at the White House. “These conflicts show democracies must stand together,” European Commission chief Ursula von der Leyen told reporters as she and European Council chief Charles Michel met Biden. “Today, the world faces enormous challenges. And today, more than ever, the world needs a strong EU-US alliance to tackle these challenges,” Michel said. EU leaders were looking for reassurance of continued US support for Ukraine, which is fighting to repel the Russian invasion launched in February 2022. That reassurance was evident Thursday when Biden urged Americans to back a $106 billion aid package including military assistance for Ukraine and Israel. The US is by far the biggest supplier of military aid to Ukraine. Aid to Israel and Ukraine, however, faces hurdle as the US Congress has been paralyzed for more than two weeks divided Republicans, who hold the majority in the House of Representatives, failed for a third time to elect a new House speaker. War in Israel a new front in US election campaign
The surprise Hamas assault on Israel has opened up a new front in the US election campaign as Republicans accuse President Joe Biden of being soft in his defense of Israel and in his handling of Iran. "I think this is a great opportunity for our candidates to contrast where Republicans have stood with Israel -- time and time again –- and Joe Biden has been weak," Ronna McDaniel, chairwoman of the Republican National Committee, said Saturday on Fox News. Americans will choose a new president and control of Congress in November 2024, with Biden, 80, seeking another term in a race that looks likely to pit him against former president Donald Trump as the Republican candidate. Trump used the stunning Hamas attack by land, sea, and air at dawn Saturday to target Biden. “The Israeli attack was made because we are perceived as weak and ineffective and with a very weak leader,” he said. Other Republican presidential hopefuls, like Florida Governor Ron DeSantis and former Vice President Mike Pence, also dismissed Biden as weak. US stands with Israel A stern-faced Biden gave a short speech from the White House on Saturday to stress firm US support for Israel. "Today, the people of Israel are under attack, orchestrated by a terrorist organization, Hamas," Biden said. "In this moment of tragedy, I want to say to them and to the world and to terrorists everywhere that the United States stands with Israel. We will not ever fail to have their back." Republicans zeroed in on a recent decision by the Biden administration to release $6 billion in Iranian oil revenue frozen in South Korea in exchange for the release of five Americans who were being held prisoner in Iran. Tehran is the main sponsor of Hamas, which the United States and other countries classify as a terrorist group. Senator Rick Scott, for instance, said that in unfreezing that money -- it was transferred to a bank account in Qatar for use only for humanitarian purposes -- the United States had in effect financed the Hamas attack, which won praise from Iran. That charge angered the White House, which called it a "shameful lie" and insisted that the money was tightly controlled in how it could be used and none of it had been spent. A senior administration official speaking to reporters on Saturday accused Republicans of spreading disinformation. Help from congress The official, who spoke on condition of anonymity, stressed it was too early to say whether Iran was directly involved in Hamas' large-scale attack, but that there was "no doubt Hamas is funded, equipped and armed by Iran and others." Aside from the 2024 election, the Republican attacks pose political problems for Biden. The United States already provides billions of dollars a year for Israel but Biden will need Congress if he wants to send more now that Israel has declared itself at war with Hamas. That means Biden has to work with the Republicans, who are blocking passage of a yearly budget. Making matters worse, the House of Representatives is in chaos and limbo now because of the ouster of its speaker, Kevin McCarthy, last week in a revolt by a handful of far right Republicans. BSKE 2023 still a go, says PNP
The Philippine National Police on Monday stressed that it is not seeing any postponement of the 2023 Barangay and Sangguniang Kabataan Elections scheduled on 30 October amid the reported 2,594 areas of concern. PNP chief Police General Benjamin Acorda Jr. said that the PNP has recorded 246 “areas of grave concern” or under the red category while 1,248 villages are under the orange category and 1,100 are under the yellow category. “So far, we are not seeing any areas that may postpone the polls. All areas will be simultaneously doing or conducting the BSKE as scheduled. There are some areas that we think that needs additional troops like the Bangsamoro Autonomous Region in Muslim Mindanao,” Acorda said. “We have to send additional forces there and our deputy chief for operations are also preparing in coordination with the other agencies. If some areas will be challenging, we will render the appropriate measures,” he added. Areas listed under the red category would be under the Commission on Elections’ control and the poll body has the authority to augment security forces in the said areas. “With regards to the preparations for the barangay elections to our assessment and after the presentation of all the regional directors and after their meeting with the different Regional Joint Security Control Center, provincial JSCCs and of course on the national level, it’s a go for all of us,” said Acorda. The PNP chief revealed that the 246 “areas of grave concern” for the BSKE are mostly from Bicol, Eastern visayas and BARMM. “In BARMM alone we have 151, in Region 8 we have 60 and in Region 5 we have 21 this list is fluid, it may change anytime depending on the political climate in the area and these are being constantly monitored through our coordination with the Comelec, Philippine Coast Guard and the Armed Forces of the Philippines,” said Acorda. He also said that the PNP keeping a close watch on 38 potential PAGs and four active PAGs ahead of the BSKE this year. The election period for the BSKE started on 28 August and will end on 29 November 2023. During this period, the Comelec mandates the suspension of activities involving the carrying of firearms or other deadly weapons and the employment of security personnel or bodyguards by incumbent public officials, whether elected or appointed, as well as private individuals.
