Phl, Australian armies prep for Exercise Carabaroo 2023
The Philippine Army and its counterpart in Australia are now preparing for the upcoming Exercise Carabaroo this year which targets to enhance both armies’ interoperability and war-fighting capabilities. The Philippine Army’s Exercise Control Group visited the Combat Simulation Centre, Robertson Barracks in Darwin City, Northern Territory last 24 August to meet with their Australian counterpart for a planning conference on their bilateral drills. Key officers from the 1st Brigade Combat Team, Training and Doctrine Command, and Headquarters Philippine Army led by the Exercise Director Col. Diosdado Carlos D. Pambid discussed the contingent's role and groundwork for the upcoming battle scenarios that will be held around Robertson Barracks, Melville Island, Tiwi Islands and Gunn Point in Darwin City. Exercise Carabaroo 2023 seeks stronger ties and relationships between participating military forces. The latest bilateral Exercise Carabaroo was held in September last year between the Philippine Army and the Australian Defence Force, where around 150 troops from the Philippine Army’s 1st Brigade Combat Team, First Scout Ranger Regiment and Special Forces Regiment (Airborne) trained alongside their Australian counterparts at the Robertson Barracks and Mount Bundey Training Area in Australia. Momentary freeze sparks health concerns over US senator McConnell
Top Senate Republican Mitch McConnell sparked health concerns Wednesday when he appeared to physically seize up at a press conference in Congress. McConnell, 81, froze in mid-sentence and stood motionless at a microphone for about 20 seconds before aides and fellow senators walked him away. But the veteran Kentucky politician returned several minutes later and told reporters "I'm fine" before taking questions on various political issues. McConnell has been the top Republican in the US Senate since 2007, and wielded unflinching power as Senate majority leader from 2015 to 2021. In that role he stifled policies of the Democratic administration of president Barack Obama and bolstered Republican president Donald Trump when he took office in January 2017. He most notably helped engineer conservatives taking a majority on the Supreme Court by stalling a hearing for Obama's progressive appointed nominee in 2016. He also ensured that Trump was not convicted at trial after his unprecedented two impeachments, though he was critical of Trump's behavior. In March McConnell was hospitalized after he tripped and fell during a private dinner. He suffered a concussion and a fractured rib, and spent six weeks away from the Senate, undergoing physical therapy. The incident Wednesday highlighted the challenge of the aging leadership in the US Congress. Three other senators are older than McConnell, including Republican Chuck Grassley, 89, and Democrat Dianne Feinstein, who is 90. Another two-dozen senators are 70 or older. Thousands flee Greek island fires as southern US swelters
Around 30,000 people were moved to safety on the Greek island of Rhodes where a wildfire burned on Saturday, while people in the southern United States struggled under a record-breaking heatwave. Tens of millions of people have been suffering through intense heat this summer and the world looks set for its hottest July on record. As temperature records tumble, experts have pointed to climate change driven by the burning of fossil fuels, arguing that global warming is playing a key role in the devastating heat. On the Mediterranean island of Rhodes, where a wildfire has been blazing for days, boats carried 2,000 people to safety from beaches in the east of the popular tourist island. Greek fire service spokesman Vassilis Varthakogiannis told Skai TV: "This is not a fire that will be over tomorrow or the day after tomorrow. It'll be troubling us for days." Three coastguard ships led more than 30 private vessels in the evacuation, while a Greek navy boat was heading to the area. Island officials arranged for dozens of buses to take people to safety, but where fires had cut off road access, others had to walk. Authorities have opened up gyms, schools and hotel conference centers to serve as makeshift accommodation, while firefighters battle the blaze. In Athens, the foreign ministry said it had activated its crisis management unit to facilitate the evacuation of foreign citizens due to the ongoing forest fires. Greece is fighting dozens of forest fires 11 days into a heatwave that has seen temperatures soaring above 40 Celsius (104 Fahrenheit). Meteorologists have warned it could be the longest hot spell the country has ever seen. - 80 million Americans sweltering - Across the southern United States, about 80 million Americans will swelter in temperatures of 41C and above this weekend, the National Weather Service said. The southwestern city of Phoenix, Arizona hit 46C on Saturday, extending a record-breaking streak to 22 consecutive days of highs above 43C. Tourists have been flocking to Death Valley National Park, which straddles California and Nevada, to post selfies with a temperature display outside the visitor centre. Many are hoping to see it break a world record of 56.7C, which was set in July 1913 but was likely the result of a faulty measurement, according to several meteorologists. Further north, in Canada, which has been suffering wildfires that left Montreal blanketed in smog, torrential rain hit the eastern province of Nova Scotia, cutting off roads and threatening to burst a dam. Four people were reported missing, including two children who had been in a car engulfed by flood waters. Meanwhile, nearly 1,000 active wildfires were burning across Canada, with 11.3 million hectares scorched this season by the deadly blazes. Across the border in the US state of Washington, a wildfire burned more than 12,000 hectares (30,000 acres) in less than a day. - Hottest month - July 2023 is on track to be the hottest month -- not only since records began, but also in "hundreds, if not thousands, of years", said leading NASA climatologist Gavin Schmidt. The effects cannot be attributed solely to the El Nino weather pattern, which "has really only just emerged" and isn't expected to strengthen until later in the year, he added. El Nino is associated with the warming of ocean surface temperatures in the central and eastern Pacific Ocean. Schmidt said the trend of extreme heat was expected to persist, "and the reason why we think that's going to continue, is because we continue to put greenhouse gases into the atmosphere". The exceptional temperatures in Greece also meant key tourist sites such as the Acropolis closed during the hottest part of the day. A 46-year-old man was reported to have succumbed to heatstroke on the central Greek island of Evia after being admitted to Chalkida hospital. Staff there said cardio-respiratory failure following exposure to high temperatures appeared to have been the cause. Emergency health officials told the state broadcaster they had admitted at least 38 heatstroke patients in the last three days, while hospitals were also seeing cases of fainting and other heat-related conditions. EU moves closer to launching digital euro
The European Union (EU) on Wednesday took its first significant step towards launching a digital version of the euro, a controversial project that has been questioned by politicians and banks. From China to the United States, Jamaica to Japan, more than 100 central banks worldwide are exploring or preparing to put in place digital currencies as electronic payments grow, changing the way people spend their money. The move to create a digital version of the single currency began in 2020 when European Central Bank (ECB) President Christine Lagarde suggested the idea and her Frankfurt-based body launched a public consultation. The European Commission, the EU's executive arm, published a proposal on Wednesday that will be the legal foundation on which the ECB could launch a digital euro. The currency would be available to individuals living in the euro area and for visitors. It would offer an additional payment option for citizens to use online and offline with their digital wallets, thus ensuring as much anonymity as coins and banknotes. The final law must be backed by the EU's 27 member states and the European Parliament. Digital euro enthusiasts say it will complement cash and ensure the ECB does not leave a gap later filled by private -- usually non-EU -- players and other central banks. "Given that the euro is already the world's second most-traded currency, it is not an area where can afford to stay behind the curve. We need to move ahead with a digital currency," commission vice president Valdis Dombrovskis told reporters. Critics question the need for a digital euro and banks warn of major risks, while the ECB's own study found the public was concerned over payment privacy. The ECB and the commission "have yet to make a compelling case of why we need the digital euro and what added value it will deliver," German MEP Markus Ferber said. Benefits 'outweigh' costs The commission's proposal argued that the digital euro's "long-term benefits... outweigh its costs" and warned, "the costs of no action can potentially be very large". Lagarde said in March that the digital currency was important for resilience and to "safeguard European payment autonomy". Many means of payment are "not necessarily European", she noted, adding it was "very unhealthy to rely on one single source of payment". US giants Visa and Mastercard currently dominate the global card payment market. Others argue, however, that the bloc's plans spell trouble unless the EU takes necessary other steps. Banks have warned of the risk of bank runs as customers could hold their funds in digital euro accounts and wallets, moving them away from the banks' balance sheets. "To shield banks from the risk of deposit flight and to limit the negative impact on banks' ability to finance the economy, it is important to set appropriate and firm limits in holdings and transactions," the European Banking Federation said on Wednesday. The proposal indicates there will be a limit to how much money people can keep in digital euros. ECB officials have suggested a cap of 3,000 euros ($3,300). The digital currency will be granted "legal tender" status, meaning it must be accepted as payment. But there would be exceptions, including for small businesses that do not accept any form of digital payment. The ECB is set to give the formal green light to a digital euro in October and the expectation is it would be available from 2027 onwards. The ECB welcomed the commission's proposal, which it said offered "private intermediaries appropriate economic incentives to distribute the digital euro as they do other digital means of payment while preventing excessive fees for merchants". Privacy concerns The ECB has a difficult battle to win over Europeans. A public consultation showed that the number one priority when it comes to the digital euro is privacy. To calm people's fears, the ECB has stressed it would not attempt to control how people can spend digital currency or use it for surveillance, as critics claim is the case in China. "This is not a Big Brother project for online payments," the EU's financial services commissioner, Mairead McGuinness, said during a press conference in Brussels. "With the digital euro, the data privacy will be the same as for existing private digital means of payment. For offline payments, the data privacy will be even higher." The commission's proposal said the digital euro "will be designed so as to minimize the processing of personal data by payment services providers" and the ECB. Eat Bulaga, as of this writing, still airs on GMA 7 at 12 noon. All parties with a stake on the trademark Eat Bulaga are still waiting for the decision of the Intellectual Property Office as to who has the exclusive right to use that trademark for a TV show. That’s why TAPE Inc. is able to continue using Eat Bulaga! as the title of its blocktime high-noon show on GMA7. At the TV5 media conference that introduced Tito, Vic and Joey and the “legit” Dabarkads as hosts of the network’s own noontime show — which may or may not be called Eat Bulaga! as well — De Leon and Vic Sotto tearfully asserted they owned the right to the show title. Vic further asserted that no other title is acceptable to him for their TV5 noontime show. What an exciting noontime battle: It’ll be TAPE’s Eat Bulaga! on GMA 7 versus TVJ’s still-to-be-named noon show on TV5 versus ABS-CBN’s It’s Showtime on GTV (Channel 11) and A2Z — all fighting for viewership, ratings and advertising revenues. The new war is a win-win situation for the Kapuso, Kapatid and Kapamilya organizations. But the Jalosjos family’s TAPE is the likely loser in this stiff competition. The Romeo Jalosjos-led production company has a blocktime agreement with GMA 7 until end of 2024 for the noon to 2:30 time slot. This means TAPE has to pay GMA for the two-and-a-half-hour airtime regardless of whether it gets enough ad revenues. Thus, GMA has nothing to lose in this arrangement.
