Advancing OFWs’ welfare, protecting Filipinos abroad
Overseas Filipino Workers, or OFWs, are indeed modern-day heroes. They help boost our economy, but more importantly, they help uplift the lives of their families to give them a better future and also showcase Filipinos' talents, skills, and work ethic to the world. I was in London, United Kingdom last week for an official trip upon the invitation of the British Group Inter-Parliament Union. Led by Senate President Juan Miguel Zubiri and co-head of delegation Senator Grace Poe, we embarked on several meetings aimed at strengthening relations of the Philippine Senate with our counterparts in the UK parliament to exchange best practices in policymaking while enhancing bilateral relations, fostering economic security, exploring areas of cooperation between the two countries, and promoting the welfare of Filipinos working there. As Chair of the Senate Committee on Health and member of the Senate Committee on Foreign Relations, I also expressed my gratitude to the UK for donating vaccines during the early stages of the Covid-19 pandemic. Moreover, we thanked them for other development assistance extended by the UK to the Philippines and for their help in strengthening the Bangsamoro Region. As vice chairperson of the Senate Committee on Migrant Workers, I also maximized the visit to highlight efforts in promoting the welfare of more than 200,000 OFWs in the UK, particularly the more or less 40,000 Filipino nurses working there. We were able to raise to the UK policymakers the concerns of Filipino nurses regarding their rights to proper benefits, just compensation, and a safe working environment. We should be proud of Filipino medical frontliners in the UK, particularly nurses who are among the world’s finest. Take, for example, May Parsons, a Filipina-British nurse who became known globally for administering the first COVID-19 vaccine outside of a clinical trial and receiving the UK's George Cross Award. I have co-sponsored a Senate resolution earlier recognizing and commending her achievement. After our official meetings, I met with a group of OFWs, some of them were fellow Dabawenyos, Filipino Muslims, Ilonggos, and Ilocanos, among others. The stories they shared were proof of how resilient our OFWs are. Despite their sacrifices, homesickness, and worries about their families in their hometowns, they maintain their cheerfulness and positive outlook. I brought some good news to our OFWs by informing them about the establishment of the Department of Migrant Workers (DMW) through Republic Act No. 11641, a legislation for which I am proud to be one of the authors and co-sponsors in the Senate. This measure streamlines the organization and functions of all government agencies related to overseas employment and migration to better address the needs and concerns of migrant workers. I have also filed Senate Bill No. (SBN) 2297 to institutionalize the OFW Hospital and ensure its continuous operation in San Fernando City, Pampanga, primarily intended for OFWs and eligible dependents. More importantly, a Malasakit Center is operational there to help reduce their out-of-pocket expenses. The establishment of the DMW, the OFW Hospital, and its own Malasakit Center are just a few of our dreams that are now realities for Filipinos to benefit from. These are testaments of our commitment to promote the welfare of migrant workers and their dependents. However, we acknowledge that there is more work to be done. That is why we continue to listen to their concerns, serve them to the best of our abilities, and pursue initiatives to further their cause. I have also filed SBN 2414, which seeks to establish OFW wards in Department of Health (DOH) hospitals if enacted into law. While our efforts continue to safeguard the welfare of Filipinos abroad, our commitment to serve Filipinos facing challenges in their communities remains unwavering. This week, we had groundbreaking ceremonies for Super Health Centers in Cabadbaran City, Agusan del Norte; Brgy. Labangon in Cebu City; Pitogo, Zamboanga del Sur; and in Tigbauan, Iloilo. Through the collective efforts of DOH, LGUs, and fellow lawmakers, we continue to advocate for establishing more community health facilities to help bring public health services closer to those needing medical attention. We have also assisted 1,000 indigents in Llanera, Nueva Ecija, with the office of Cong. Jose Padiernos; 500 members from various sectors in Barangay Mintal, Davao City; 1,900 in Caloocan City, with the office of Congresswoman Mitch Cajayon-Uy. In Cebu City, we also distributed aid to 1,700 residents of the South District with Congressman Edu Rama; 450 in Nagcarlan, Laguna, with Mayor Elmor Vita and Councilor Rey Comendador; and 333 in Pulupandan, Negros Occidental, in collaboration with the Malasakit@Bayanihan group. We also aided 1,000 United Senior Citizens Association members of Quezon City, with Congresswoman Mila Magsaysay, Senator Robin Padilla, and private sector volunteer organizations. My office also extended additional aid to 93 displaced workers in Lumban, Laguna; 210 in Pilar; 217 in Carmen and Batuan in Bohol. DOLE also gave qualified beneficiaries temporary employment. We also supported 200 scholars during their TESDA Orientation in Daet, Camarines Norte. There are also 43 residents of Davao City and nine in La Paz, Agusan del Sur, who were victims of fires and 32 victims of flooding in Kalamansig, Sultan Kudarat. They were provided separate assistance and the livelihood kits they received through the DTI program, which we advocated for before and continue to support. We also supported 283 victims of past fires in Cagayan de Oro City by giving separate aid in addition to the emergency housing assistance received from the NHA through a program we pushed for so that they could buy materials like nails, roofing, and other necessities for home repairs. My office also provided immediate help to victims of recent fires, such as 50 families in Baseco, Manila City, and 11 families in Brgy. Alabang, Muntinlupa City. No one is exempt from facing life’s hardships. However, our OFWs have shown us how resilient Filipinos can be. Let us learn from them and, more importantly, do our part in uplifting their lives by advocating for their welfare, promoting their rights, protecting their families, and providing the genuine public service they deserve. Baseco drug peddlers netted
Operatives of the Manila Police District Police Station 13 arrested two suspected drug peddlers believed to be members of the “Batang City Jail” on Sunday morning at the Baseco Compound in Port Area, Manila. Police identified the suspects as King Banal and John Rongcales, both residents of Baseco Compound. They were arrested around 5 a.m. Sunday along Barangay 649 in Port Area. Reports disclosed that the arrest was made following a complaint filed by the barangay about the presence of illegal drug peddling in the area. Police conducted a test buy and then a buy-bust operation, where a police poseur buyer transacted with the suspects and led to their arrest. Confiscated from the suspects were one piece of P500 bill and five pieces of heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu with an estimated weight of 5.3 grams worth P36,040. Cases for violations of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, are being prepared against the suspects and will be submitted to the Manila City Prosecutors Office for inquest proceeding. Phl joins anew the global effort to protect oceans
Thousands of volunteers in over 150 countries, joined the International Coastal Cleanup (ICC) Day, a global initiative dedicated to addressing ocean pollution through beach and waterway cleanups held every third Saturday of September. Now in its 37th year, the Philippines has been participating in the ICC since 1994. In 2003, Proclamation No. 470 officially designated the third Saturday in September as ICC Day, instilling a sense of vigilance among Filipinos in their support of the ongoing global fight against marine litter. The theme "Clean Seas for Healthy Fisheries" is carried out by this year’s ICC which aligns closely with the objectives of the United Nations (UN) Ocean Decade Challenge 3 which is to “Sustainably Feed the Global Population”. This challenge recognizes the need to ensure sustainable food production from the ocean to feed the growing global population while safeguarding the health and productivity of marine ecosystems. The Department of Environment and Natural Resources in partnership with numerous organizations, took the lead in coordinating cleanups in various water bodies across the country. An estimated 35,000 volunteers armed with sacks, rakes, and gloves joined forces for the cleanup effort across the country. Participants included individuals and groups from the DENR workforce, national and local government agencies, academia, the private sector, youth organizations, civic groups, and civil society. Concurrent coastal cleanups led by various DENR offices and bureaus were held nationwide including key areas such as the Las Piñas-Parañaque Wetland Park; the Tullahan River along Barangay San Bartolome in Novaliches, Quezon City; Baseco Beach in Manila; the Balanga Wetland and Nature Park in Bataan; Barangay Butong Taal in Batangas; the Mactan Channel in Lapu-Lapu, Cebu; the Abatan River and Panglao in Bohol; Banica River in Dumaguete; Bais City, Negros Oriental; and along the shore of Pagadian Bay in Zamboanga Del Sur. The DENR regional and field offices also partnered with SM Supermalls, through its corporate social responsibility arm, SM Cares, together with SM Prime Holdings, Inc., in organizing clean-up drives in Luzon, Visayas, and Mindanao. Fifteen SM Malls were designated as a base that enabled volunteers, including SM employees, to actively participate in the cleanup drive. Likewise, regional offices of the Department have collaborated with UNTV offices across the country under the latter’s advocacy campaign Ocean Care Initiative. Beyond waste retrieval, ICC volunteers documented the volume of waste collected which will be submitted to Ocean Conservancy and UN Ocean Decade to contribute to global efforts to combat plastic pollution. During the 2022 ICC, findings of the Global Ocean Trash Index conducted by Washington, D.C.-based environmentalist advocacy group Ocean Conservancy showed that the Philippines collected 249.382 metric tons of waste. The collected waste encompassed a spectrum of items, including cigarette butts, beverage bottles, food wrappers, bottle caps, grocery bags, food containers, cups and plates, straws, and stirrers. DENR Secretary Antonia Loyzaga said her department's unwavering commitment to enacting effective solid waste management practices, supports a circular economy wherein all plastics are reused, recycled, repurposed, and responsibly managed. The DENR, she added, in collaboration with organizations, implements a range of programs to address solid waste in cities and municipalities nationwide. This is in support of reinforcing the Extended Producer Responsibility (EPR) Act of 2022 or Republic Act 11898 which mandates enterprises to establish EPR programs for plastic waste reduction, recovery, and diversion. DILG’s ‘Barangay at Kalinisan Day’ to be launched in NCR
Department of the Interior and Local Government Secretary Benhur Abaloso on Thursday urged all 42,027 barangays and the public to join the national launching of “Barangay at Kalinisan Day” (BarKaDa) on Saturday, 16 September 2023. Abalos said this is in line with President Ferdinand R. Marcos, Jr.’s call for bayanihan. “Halina’t makiisa, halina’t maki-BarKaDa sa Sabado, September 16. Magtulong-tulong tayong linisin ang ating mga pamayanan para sa mas maayos at ligtas na kapaligiran,” Abalos said. BarKaDa is a nationwide community-based clean-up drive program, geared to maintain and provide a healthy and safe environment and prevent the spread of diseases through proper solid waste management. Simultaneous BarKaDa activities will be held in 29 esteros and creeks in the cities of Manila, Quezon , Caloocan, Pasig, Las Piñas, Mandaluyong, San Juan, and Pasay. In Memorandum Circular 2023-133, Abalos urged barangays to pass an ordinance or resolution declaring one day of the week as BarKaDa, preferably every Saturday. During BarKaDa, barangays are expected to conduct coastal clean-up, dredge clogged waterways, prune thick bushes or branches, and dismantle breeding places of mosquitoes in coastal areas, waterways, creeks, public parks, roads, and other public spaces within their areas. DENR coastal clean-up Also on Saturday (16 September), the Department of Environment and Natural Resources will conduct a separate cleanup activity in various sites in coastal areas in Metro Manila. The coastal cleanup day is in line with Presidential Proclamation No. 470 Series of 2003 declaring every 3rd Saturday of September as International Coastal Cleanup Day in observance of the Global Coastal Cleanup celebration. MPD cops nab 4 drug peddlers in buy-bust ops
Manila Police District operatives arrested four illegal drug peddlers in two separate buy-bust operations conducted. Three of them were apprehended in the Port area, while one was captured in Sta. Ana, Manila on 19 and 20 August, respectively. On Saturday midnight, a buy-bust operation was conducted in Block 16 of Port Area, Manila, resulting in the arrest of three individuals in Baseco. The suspects were identified as Jeffrey Sacare (age 30), Kaharudin Mohamad (age 20), and Arjay Mohamad Usman (age 26), all residents of Baseco Compound in Port Area. They were apprehended by MPD-PS 13. The said suspects were caught by the police while in the act of selling shabu to a police poseur buyer at 11:06 p.m. Seized from them were the P500 marked money and six plastic sachets of shabu with a weight of 5.1 grams and a street value of P34,680. In Sta. Ana, the police conducted a buy-bust operation and apprehended a certain Edward Rigor Jr. y Tugade, also known as Gor, with address at Blk. 2 Lot 3 Kayumangi St., Brgy. Barangka Drive. He is a 30-year-old male, single, currently unemployed, and involved in drug pushing, but he is not listed on the drug watch list. Suspect Rigor was arrested on Sunday, 20 August, along La Torre St. corner M. Roxas St. in Sta. Ana, Manila. The buy-bust operation was conducted with approved pre-ops from PDEA where a police asset procured drugs from the suspect which gave positive results. The confiscated evidence has an estimated total weight of more or less 2 grams of shabu and a standard drug price value of P13,600. The four suspects will be charged with violating Republic Act No. 9165, also known as the Comprehensive Dangerous Drug Act of 2002, at the Manila Prosecutors Office. Lacuna urges environment unity
Manila Mayor Honey Lacuna appealed to residents, city officials and employees to live up to the recognition given by the Department of Environment and Natural Resources - Environmental Management Bureau as the city with best practices on Ecological Solid Waste Management. The recognition given by the DENR was immediately followed by the opening of the Materials Recovery Facility at the Manila Zoo. The MRF aims to strengthen the city’s overall waste management by processing recyclable and biodegradable waste. Despite the numerous challenges being faced by the city in its cleanup efforts, Lacuna said that the city of Manila succeeded in clinching the recognition as being highly-compliant when it comes to the “Manila Bay Clean-up, Rehabilitation and Preservation.” This, she said, is a direct result of the daily cleanup efforts being carried out by the BASECO Beach Warriors, Estero Rangers and Team Mandaragat of the city government. Three individuals, including a woman, were arrested in a buy-bust operation conducted by operatives from the Manila Police District Police Station 13 in Baseco Compound, Port Area, Manila on Sunday morning. The suspects were identified as Sheryl Asistio, Berlindo Alvarez and Arnel Paler — all residents of Baseco Compound. Police said they received a tip from barangay authorities that the suspects were involved in the illegal drug trade. A buy-bust operation was then conducted, which resulted in the arrest of the suspects. Twenty “#WomanofWorth” candidates for Miss Manila 2023 were recently introduced at a presscon in Rizal Park Hotel. Manila LGU hands 700 families cash capital
The Manila City government has distributed cash capital to 700 families to help them start or expand their small businesses. The distribution was led by Mayor Honey Lacuna, Vice Mayor Yul Servo, and Manila Department of Social Welfare Chief Re Fugoso. The beneficiaries, who are from Districts 1 to 6 and Baseco, received P5,000 each. They were selected based on their income and the viability of their business plans. “We know that starting a business is not easy,” said Mayor Lacuna. “But we believe that with this financial assistance, these families will be able to achieve their dreams of becoming entrepreneurs.” The cash capital is intended to be used for start-up costs, such as buying inventory or renting a space. It cannot be used for personal expenses, such as rent or utilities. Mayor Lacuna said that the city government plans to distribute cash capital to more families in the future. She said she hopes the program will help to reduce poverty and improve the lives of the city’s residents. “We want to help people who are struggling to make ends meet,” she said. “We believe that everyone deserves a chance to succeed.” The cash capital distribution program is part of the city government’s efforts to help its residents improve their lives. Peeing man nabbed with gun
A man caught Wednesday urinating in public by members of the Manila Police District Special Mayor’s Reaction Team found himself facing a far more serious criminal case — illegal possession of firearms. MPD-SMaRT chief P/Maj. Edward Samonte said James Orejas, 27, a native of Siargao, was initially accosted by his men for answering the call of nature along Block 15 of Baseco Compound in Port Area, Manila. When frisked, Samonte allegedly yielded a paltik or a homemade gun, loaded with a 9mm bullet. A tactical motorcycle reaction unit led by P/CMS Anthony Jose chased and arrested Samonte when he ran away toward Baseco beach after being called out for urinating near the staging area of the port facility.
