CEBU CITY, Philippines – Businessman and whistleblower Crisologo Saavedra is not yet giving up on the criminal and administrative complaints that he filed against former Cebu City Mayor Tomas Osmena and his City Council on the controversial P18 billion Kawit Island deal. Saavedra said he will be filing a petition to ask the Office of the Ombudsman-Visayas to reconsider its earlier decision to dismiss the criminal and administrative complaint that he filed. “I’ll file an MR (motion for reconsideration),” said Saavedra in an interview with CDN Digital. In 2018, Saavedra filed criminal and administrative complaints over the controversial P18 billion Kawit Island deal. The project paved the way for Gokongwei-owned Universal Hotel and Resorts Inc. (UHRI) to establish an integrated casino and resort in the South Road Properties (SRP). But acting Assistant Ombudsman for the Visayas Jane Aguilar, in a 21-page decision promulgated January 27, junked the criminal and administrative cases for ‘lack of substantial evidence’. A copy of the decision was furnished to the media on Oct. 20. Osmeña’s co-respondents in the case were then Councilors Margarita Osmeña, Dave Tumulak, Sisinio Andales, Alvin Arcilla, Eugenio Gabuya Jr., Gerry Guardo, Joy Augustus Young, Mary Ann delos Santos and Franklyn Ong who approved the ordinance that allowed the Gokongwei-owned company to establish an integrated casino and resort in Kawit Island, SRP and UHRI executives Frederick Go, Lance Gokongwei, James Go, Robina Gokongwei-Pe and Patrick Henry Go. Saavedra insisted that Ombudsman-Visayas should look into the technicalities of how the city government awarded the P18-billion project in 2018. He mentioned City Ordinance No. 2154 as his basis, saying that members of the private sector, when entering into joint venture agreements with the government, must meet the “technical and financial qualifications” prescribed by law. “The private participants should have technical and financial capability. I never questioned the financial capability… It is the track record of the corporation, not of the individual offices,” Saavedra added. Cebu City eyes 100 electric vehicles
The local government of Cebu City is planning to acquire at least 100 electric vehicles that will ply major roads in the city by next year as it aims a greener and more sustainable land transportation system in Cebu City. North district City Councilor Joel Garganera, chairman of the committee on environment told DAILY TRIBUNE that the city expects to receive at least 10 e-vehicles from Global Electric Transport by the first quarter of 2024. “This could be the first large-scale electric vehicle deployment by a local government unit in the Philippines,” said Garganera, adding that the local government has allocated P150 million for the purchase of e-vehicles, while P50 million was pledged by businessman Endika Aboitiz and P100 million will come from the Aboitiz Foundation’s donation. About P300 million is needed to purchase 100 units of EVs. The unit cost per EV is pegged at P4.2 million but under the special agreement with GET, each unit can be purchased for only P3 million and the city will pay only P1.5 million for each unit as the remaining P1.5 million will be paid by the private sector. Garganera also disclosed that in the tripartite agreement between the City, GET and Aboitiz Foundation, it will be GET that will operate the e-vehicle units as well as provide the necessary maintenance at no cost to the city. He reiterated that green mobility aims to reduce a diverse set of environmental impacts primarily caused by the transport sector. “The goal is for the transport sector to decarbonize and decrease the current level of emissions to a low-carbon scenario,” Garganera said. Studies revealed that 50 to 70 percent of the air pollution in most cities is attributed to the carbon emissions from fuel-powered vehicles, noting that air pollution kills seven million people per year based on a GET report. In terms of maintenance, EVs have low-cost maintenance compared to traditional gasoline-powered vehicles since fewer materials are involved. MVP eyes MPTC float by next year
After the voluntary delisting of his infrastructure investment firm Metro Pacific Investments Corp. or MPIC from the local bourse, businessman Manuel V. Pangilinan is now planning to offer the shares of his tollways venture Metro Pacific Tollways Corp. or MPTC to the public by next year. “After the delisting, we will list our tollways... next year. The Maynilad has got to list by 2026. We will list our major subsidiaries,” Pangilinan said in an interview with reporters on the sidelines of the Mining Philippines 2023 International Conference and Exhibition on Wednesday. MPTC is the operator of the North Luzon Expressway, Subic-Clark-Tarlac Expressway, Cavite-Laguna Expressway, Manila-Cavite Expressway, NLEX Connector, and Cebu-Cordova Link Expressway. On the other hand, Maynilad, MPIC’s joint venture with DMCI Holdings, and Marubeni Corp., serves the west zone of the Greater Metro Manila area, covering 17 cities and municipalities. Tender offer closed Relatedly, in a separate disclosure to the stock exchange on Wednesday, MPIC confirmed that the tender offer for its shares is now closed. The company report stated that the total of tendered shares, excluded shares, and other non-public shares is equivalent to 97.22 percent of MPIC’s total issued and outstanding listed shares and has exceeded the threshold required to complete the voluntary delisting. Once tendered shares are accepted and crossed, MPIC’s public float will fall to 2.78 percent. Its total tendered shares, excluded shares, and other non-public shares, on the other hand, will be above the voluntary delisting threshold of at least 95 percent. Thus, bidders can now expect MPIC’s delisting around October. The Cross Date is scheduled for 26 September, while the Settlement Date is scheduled for 28 September. Commenting on these MPIC developments, Pangilinan said: “It’s amazing that the acceptances have been more than 99 percent. What are the implicit messages of that, the times have moved on. My theory is that conglomerates are passe.” Pangilinan noted that companies are now focusing on their ventures that are easier and simpler to analyze with only one product. “Filipinos have a natural aversion to something big, that is why our stock exchange is too small. And because it’s too small it impinges on the issue of liquidity. Investors, even foreign investors, want to go in and be able to get out whenever they want to,” he explained. MPIC currently owns 47.5 percent of Manila Meralco, 99.9 percent of Metro Pacific Tollways Corp., 52.8 percent of Maynilad Water Services Inc., 20 percent of Metro Pacific Health Corp., and other assets.
