India resumes issuing visas to Canadians after spat
India will reopen visa services for Canadians, its embassy in Ottawa announced Wednesday, a move that could ease tensions in a high-profile dispute over the killing of a Sikh separatist on Canadian soil. Relations between India and Canada plunged after Prime Minister Justin Trudeau last month publicly linked Indian intelligence to the killing of Canadian citizen Hardeep Singh Nijjar in June. New Delhi dismissed the allegation as "absurd." Nijjar, who advocated the creation of a separate Sikh state carved out of India, was wanted by Indian authorities on charges of terrorism and conspiracy to commit murder. Canada has called for India to cooperate in the investigation into his death and expelled an Indian diplomat. New Delhi expressed outrage, and reacted by taking countermeasures that included shutting down visa services for Canadians. "After a considered review of the security situation that takes into account some of the recent Canadian measures in this regard, it has been decided to resume visa services," the Indian High Commission said in a statement. India's foreign minister, Subrahmanyam Jaishankar, on Sunday had insisted on increased security for India's missions in Canada. He was quoted by the Times of India as saying security had been a concern and that "if we see progress there, I would like very much to resume visa services." Canadian Emergency Preparedness Minister Harjit Sajjan welcomed the resumption, calling it "good news for Canadians." He said the two countries had "strong people to people ties" and that it was important for people to be able to go back and forth, for example, for weddings or funerals. Canada's population features 1.4 million people of Indian origin. Sajjan recalled that "a Canadian was killed on Canadian soil" and he said India has yet to cooperate in the criminal investigation. Canada announced last week it had withdrawn 41 diplomats from India as a result of the row. New Delhi was about to revoke diplomatic immunity for all but 21 of Canada's diplomats and their families, forcing Ottawa to pull out the others. The Indian government had also advised its nationals not to travel to parts of Canada "given the increase in anti-Indian activities." Nijjar, who emigrated to Canada in 1997 and became a Canadian citizen in 2015, was shot and killed by two masked assailants in the parking lot of a Sikh temple near Vancouver in June. Canada is home to some 770,000 Sikhs, who make up about two percent of the overall population, with a vocal minority calling for creating a separate Indian state called Khalistan. The Sikh separatist movement is largely finished within India, where security forces used deadly force to put down an insurgency in the state of Punjab in the 1980s. Ecuador probes AI-generated pornographic videos
Ecuadoran prosecutors launched an investigation on Thursday into the distribution of videos generated by artificial intelligence that showed sexual content using images of students. The probe was opened following "the dissemination of images and videos of students of an educational institution in Quito, modified using AI," the prosecutor's office said on X, formerly known as Twitter. The alleged perpetrators manipulated teenagers' pictures by superimposing their faces onto other people's naked bodies. Sybel Martinez of the anti-bullying program Grupo Rescate Escolar said that there were "approximately 700 videos of sexual and erotic content" involving images of between 20 and 24 students. Distributing child and adolescent pornography is punishable by up to 16 years in jail in Ecuador. The investigation follows an incident in Spain where AI-generated nudes of underage girls were distributed. The advent of AI has caused growing concern around the world that the technology can be used for malicious purposes such as the creation of so-called "deepfakes" -- computer-generated, often realistic images and video, based on a real template. About 96 percent of deepfake videos online are non-consensual pornography, and most of them depict women, according to a 2019 study by the Dutch AI company Sensity. EU businesses ‘questioning their position’ in China — trade commissioner
European businesses in China are increasingly questioning their positions in the face of tough new security laws and a politicization of trade, an EU commissioner warned in Beijing on Monday. "European companies are concerned with China's direction of travel," Valdis Dombrovskis said in a speech at the capital's Tsinghua University. "Many are questioning their position in this country." He pointed to a new foreign relations law and a recent update to China's anti-espionage laws as being of "great concern to our business community". "Their ambiguity allows too much room for interpretation," he warned. "This means European companies struggle to understand their compliance obligations: a factor that significantly decreases business confidence and deters new investments in China," Dombrovskis said. The EU trade commissioner is on a multi-day visit to the world's second-biggest economy, where he is set to meet senior economic officials and press the bloc's case that it is not seeking an economic decoupling from China. His trip follows a report by the Chamber of Commerce of the European Union last week that showed business confidence was at one of its lowest levels in decades. "For decades, European companies thrived in China," the Chamber's president Jens Eskelund said. But, after three "turbulent" years, he said, "many have re-evaluated their basic assumptions about the Chinese market". And it comes in the face of mounting trade tensions between the EU and China, following Brussels' decision to launch a probe into Beijing's electric car subsidies. The investigation could see the EU try to protect European carmakers by imposing punitive tariffs on vehicles it believes are unfairly sold at a lower price. The day after that announcement, the Chinese commerce ministry hit back at the EU's "naked protectionism", and said the measures "will have a negative impact on China-EU economic and trade relations". Speaking in Beijing on Monday, Dombrovskis insisted China remained an attractive investment opportunity for European businesses. "The EU and China both benefited immensely from being open to the world," he said. "Trading and cooperating across borders helped to shape our economic and geopolitical strength." But, he said, growing challenges for business risked turning "what many saw as a 'win-win' relationship in past decades could become a 'lose-lose' dynamic in the coming years". Ukraine war China's refusal to condemn Russia's war in Ukraine also poses a "reputational risk", he said. Beijing's position "is affecting the country's image, not only with European consumers but also businesses", he said. China has sought to position itself as a neutral party in the Ukraine conflict while offering Moscow a vital diplomatic and financial lifeline as its international isolation deepens. Blasts rock Quito, inmates take 57 guards hostage
Grenades and car bombs have exploded in Ecuador’s capital, followed by inmates in six prisons taking hostage 57 guards in an apparent retaliation for crackdowns on jail weapons and transfer of notorious prisoners. One of the explosions outside the headquarters of the SNAI prisons authority on Wednesday night was caused by a car rigged with “two gas cylinders with fuel, a slow fuse and apparently dynamite sticks,” the police’s anti-drug investigations boss, General Pablo Ramirez, told reporters Thursday. The other car bomb detonated at a building that formerly housed SNAI offices. Three grenade explosions also hit the capital city, Quito Mayor Pabel Muñoz said. No one was hurt in the explosions. Six people, including a Colombian national, were arrested near the scene of one of these explosions, according to Ramirez. The official said an inmate transfer and the police raid of a prison in the southern city of Latacunga to search for weapons, ammunition and explosives earlier Wednesday may have triggered the blasts. Inmates in Cuenca — hundreds of kilometers away from Latacunga — and jails in five other unnamed locations then took dozens of prison guards hostage. “They want to intimidate the state to prevent us from continuing to fulfill the role of the armed forces and the police in controlling these penitentiary centers,” Security Minister Wagner Bravo told FM Mundo radio. The condition of the hostages is unknown but Interior Minister Juan Zapata expressed concern over their safety during a press conference in the capital Quito. Tainted love: Misinformation drives ‘vaccine-free’ dating
In a private dating group on Facebook, Renee flaunts herself to like-minded singles as a fit, adventurous Kizomba dancer who at 35 exudes "inner child vibes." But her main draw? She is unvaccinated. The Covid-19 pandemic may have receded, but dating apps, websites and social media groups still offer to unite vaccine-hating singles who believe debunked falsehoods such as that coronavirus jabs alter DNA or cause infertility. The trend underscores how anti-vaccine sentiment has become an entrenched identity for many who willfully resist or ignore scientific assertions that inoculations saved tens of millions of lives globally when the pandemic was raging. A prospective match's vaccination status determines compatibility not just for Renee, a self-employed Australian, but for many posting in "unvaxed singles" groups that have cropped up on Facebook. Dating decisions there are driven by chemistry but not science. In one closed group breached by AFP, many listed "no jabbies" as their top dating criteria, while others cheered anti-vaccine advocates as "pure blood freedom fighters." One meme popular in the group described their ideal partner: "She's curvy, funny, intelligent, unvaccinated." It demonstrates how the pandemic turned rejecting vaccines from a personal health decision to the way "people express their personal brand," said Timothy Caulfield, a professor at the University of Alberta in Canada. "It shows how high the walls of their echo chambers are. Being anti-vaccine has become an ideological flag -- a way to demonstrate which team you belong to," Caulfield told AFP. "It is less and less about science and more and more about the values being antivax signal." 'Swipe left' According to a 2022 survey by the Pew Research Center, about half of US adults who used a dating site or app said it was important to see the vaccination status on profiles. "Why is your vaccination status such a big deal? I've even seen it listed as a 'dealbreaker' on some profiles," said a post in a dating discussion group on the online messaging board Reddit. "The profiles I see most state the following: 'if you're vaccinated then please swipe left.'" Some comments in the group referred to vaccinated singles as people carrying "biological weapons," an apparent reference to the debunked claim the vaccinated spread "super strain" variants. Vaccine falsehoods often overlap with other types of misinformation, introducing believers to those espousing the QAnon conspiracy theory and anti-LGBTQ narratives. "Studies have consistently shown that if a person is anti-vaccine – or unvaccinated – you can make a strong guess about that person's positions on a host of other issues," Caulfield said. Spreading falsehoods can also be profitable. The Florida-based Wellness Company sells a detoxification supplement that it claims counteracts the harmful effects of coronavirus jabs, destroying spike proteins to get back "that pre-Covid feeling." But experts and public health authorities told AFP's fact-checkers there is no evidence the nearly $65 supplement does that. The same company also backs a dating website for unvaccinated people called Unjected. Before being accepted, its members are required to have their "vaccination status certified by a medical professional," according to the website. In 2021, US media reported the Unjected app, dubbed as the "Tinder for anti-vaxers," was removed from Apple's App Store over Covid-19 misinformation. A slew of similar apps for unvaccinated singles are available on the Google Play Store. One such platform is called Unjabbed, whose user reviews expressed concern about bugs and phone hacking attempts after the app was downloaded. 'Tall, dark, handsome' At the height of the pandemic in 2021, conventional online dating platforms including Tinder, Hinge and OkCupid sought to boost vaccinations. As part of a White House-backed effort, many platforms allowed users to create badges displaying vaccination status, with OkCupid calling the inoculated the "new tall, dark and handsome." Users who were vaccinated or planned to be saw a spike in matches and engagement, OkCupid said in a blog, adding the "vaccine is really helping people find love." But any future inoculation drive could be jeopardized by anti-vaccine sentiment, which appears resilient even as the pandemic ebbs and travel restrictions are lifted around the world. The allure of finding an unvaccinated partner is reinforced by false social media posts sharing unfounded fears that vaccines can be "shed" or passed onto people through body fluids, threatening fertility. "The only real utility a dating platform like this could have is finding a partner that aligns with your 'medical freedom' views," Katrine Wallace, an epidemiologist and assistant professor at the University of Illinois Chicago, told AFP. ARTA backpedals, nixes TOP-CRMS
The Anti-Red Tape Authority, or ARTA, made a surprising move in backtracking on an earlier approval of a port digitalization plan, apparently bowing to pressures from several powerful groups. ARTA’s about-face effectively shot down what could be the Marcos administration’s most potent anti-smuggling weapon. ARTA issued a memorandum last 25 July signed by ARTA director general, Secretary Ernesto Perez, in which it said its reevaluation of the Trusted Operator Program-Container Registry and Monitoring System or TOP-CRMS regulatory impact statement, or RIS, convinced it that reducing the cost of container deposits from the scheme was not accurate based on the benefit-cost analysis. Perez said the decision is “final” and denied bowing to outside pressures. “That’s our final recommendation unless either party will submit to us additional relevant documents,” Perez indicated. Part of the ARTA report reads: “Port congestion may not be used by PPA or Philippine Port Authority as a justification for government intervention,” with the proposed TOP-CRMS. It added that the PPA “cannot use congestion as a justification or basis to establish the proposed... TOP-CRMS.” The PPA which is the main beneficiary of the digitalization scheme indicated that it is studying its options. “We’ll study our options. As far as we are concerned, ARTA already issued a Good Practice RIS with a 36/40 rating for the TOP-CRMS program. I don’t think they have retracted that or recalled the rating which they previously issued,” PPA general manager Jay Santiago said. “So I don’t know what was the purpose of that ARTA memo nor its value or its effect on the previously issued Good Practice RIS rating. We submitted all required documents to ARTA sometimes twice even and they even consulted all stakeholders including oppositors before they issued the Good Practice RIS. The situation has not changed so we don’t understand what happened,” Santiago added. Complete reversal The latest ARTA memorandum is a complete turnaround from its 2 February evaluation which greenlighted the TOP-CRMS implementation and allowed the PPA to resume its suspended modernization plan. ARTA gave the program a rating of 36, meaning a “Good Practice RIS.” ARTA said in a February statement after it assessed the program, “PPA has provided concise and satisfactory evidence on all RIA sections. Hence, the RIS was assessed as Good Practice.” ARTA stressed there should be more regulations to address the current issue, which is also the leading cause of the problem. The PPA’s TOP-CRMS also meets ARTA’s criteria for cost-saving mechanisms, including the fee on container deposits and port access roads, and has reduced the dwell time of empty container returns to less than 72 hours. Under Section 6 of Presidential Decree 857, PPA must supervise, control, regulate, construct, maintain, operate, and provide facilities or services belonging to the Authority. Thus, under this mandate, TOP-CRMS will provide efficient port services to the public. Santiago said then, “With the approval by ARTA, I believe the concern on ease of doing business has been sufficiently addressed.” “PPA will continue to fine-tune the program, and the implementation of PPA AO No. 04-2021 and its IOG will be constantly monitored, and the necessary adjustments to the IOG will be made as necessary. TOP-CRMS seeks to remove the payment of container deposits and efficiently manage the return of empty containers. There have been a series of public consultations, and we have adjusted based on the need of the stakeholders,” Santiago added. Anti-smuggling initiative Ironically, ARTA reversed its TOP-CRMS recommendation a day after President Ferdinand Marcos Jr. warned in his State of the Nation Address that the days of smugglers and hoarders of agricultural products are numbered as he identified the proposed Amendment of the Anti-Agricultural Smuggling Act as a priority legislation. The Chief Executive said in Filipino, “One of the reasons behind the higher prices is that smugglers and hoarders manipulate the prices of agricultural products. We will run after them, and we will file charges against them. We will not let these practices continue. The days of the smugglers and hoarders are numbered.” The President is also the secretary of agriculture. The PPA’s TOP-CRMS is a government-owned container monitoring system providing a whole-of-government approach to tracking container movement and management by giving relevant government agencies access to information and even automating and streamlining their processes. The anti-smuggling feature of the TOP-CRMS preempts cargo diversion or diverting shipments to another warehouse with real-time container tracking. Law enforcers could quickly identify where the shipments are located, which port stakeholders said would eliminate “for hire consignees,” as all foreign-owned shipping containers, both laden and empty, are monitored. Similar to the tracking system now in use among private port operators, the technology makes it easy for investigators to identify and prosecute suspected smugglers. Pressure from smugglers Industry insiders suspect that a powerful group of smugglers is pressuring concerned government agencies and regulators to stop the implementation of the TOP-CRMS because it would have a profound negative impact on their illegal activities. More importantly, the TOP-CRMS can detect illegal contraband and prevent entry into the country’s ports. It can eliminate smuggled drugs from entering any country’s entry points, including illegal arms shipments and, God forbid, nuclear materials. The data collected by the system can be shared with concerned agencies in charge of tax collection, law enforcement, import permit authorization, trade department, anti-smuggling units, intelligence units, etc. The wealth of data from the system will provide the PNP, AFP, BOC, BIR, DTI, DA, DSWD, Intelligence Community, and other relevant agencies an efficient tool to deter all forms of smuggling activities. Barely two weeks from now, President Ferdinand Marcos Jr. will be delivering his second State of the Nation Address at the Batasang Pambansa, an event highly anticipated if only because he will be making it after recently completing his first year in office. What could be the possible topics of interest that the President would be expounding on? Based on his recent pronouncements as well as policy statements, we tried to hazard a guess. First and foremost is Economic Development and Jobs Creation. He has said so on several occasions and his economic managers have emphasized in no uncertain terms that the government’s economic policies and initiatives are aimed at fostering growth, attracting investments, and creating employment opportunities. This may include updates on infrastructure projects, trade agreements, tax reforms, and efforts to promote entrepreneurship and innovation. Second is Social Welfare and Poverty Alleviation. Knowing this to be close to his heart, the President may talk about the government’s initiatives to address poverty, reduce inequality, and improve social welfare programs. Topics could include updates on conditional cash transfer programs, access to healthcare and education, housing projects, and measures to support marginalized sectors. Third is Infrastructure Development. Highlighting the progress of infrastructure projects and future development plans could be a significant topic. The President could provide updates on road and transportation networks, airports, seaports, energy infrastructure, and digital connectivity initiatives aimed at improving the country’s competitiveness and enhancing the quality of life for citizens. Fourth is Covid-19 Response and Recovery. The President might provide updates on the country’s efforts to combat the Covid-19 pandemic, including vaccination campaigns, testing strategies, healthcare infrastructure development, and economic recovery plans. Highlighting achievements, addressing challenges, and outlining future strategies would be relevant topics of discussion. Fifth is Education and Skills Development. The President could discuss efforts to enhance the quality of education, promote access to education, and improve skills development programs. Topics could include updates on reforms in the education system, investments in educational infrastructure, and initiatives to address gaps in technical and vocational training. Sixth is Foreign Policy and Diplomacy. Having left the country several times in his first year to sell the Philippines to investors, the President could expound on the country’s foreign policy priorities, regional partnerships, and international engagements. Seventh is Environmental Conservation and Climate Change. Of course, there are other topics that the President could raise as the actual contents of a State of the Nation Address depending on the specific context, priorities, and policies of the government at the time. The Philippine National Police-Anti-Cybercrime Group, or PNP-ACG, seems predisposed to taking shortcuts, and Justice Secretary Jesus Crispin Remulla, fresh from a heart bypass, was livid about it Monday. Remulla minced no words in slamming the PNP-ACG’s failure to coordinate with the Department of Justice before conducting raids on POGO or Philippine offshore gaming operator firms in Las Piñas City. The DoJ chief’s frustration was palpable as he condemned the PNP-ACG’s approach. “Arresting people without cases. What, cases will be invented? The DoJ will not agree to that,” Remulla fumed. “They just raided… they just entered the premises, as if they were fishing.” Remulla raised the important point that many cases have remained pending due to lack of evidence, in most cases because of sloppy police work. In the POGO raids, he said the cops did not cite specific acts or grounds for arresting the individuals. According to Remulla, the booboo left the DoJ with no choice but to set free five Chinese nationals arrested during the raids for alleged involvement in human trafficking operations, pending reinvestigation. Many similar drug cases had been thrown out either at the prosecutorial level or before the courts for the failure of arresting officers to observe protocol, including having members of the media and the local prosecutor’s office present when processing arrested individuals and the evidence seized from them. The bungling of the Las Piñas raids raises questions about the competence and professionalism of the PNP-ACG. Furthermore, the PNP-ACG’s recent proposal to join POGO raids only adds to the confusion surrounding their intentions and actions. In a press conference, PNP-ACG chief P/Brig. Gen. Sidney Hernia suggested that police officers be included in inspections of POGOs. However, one cannot help but question the reason behind this request. Does the PNP-ACG truly believe that its presence would enhance the effectiveness of these inspections, or is it simply an attempt to exert control and create the impression that the Philippines is a police state? The dangers of the latter scenario cannot be overstated. A police force that overreaches its authority and encroaches upon the rights of individuals and businesses fosters an environment of fear and distrust. We must be cautious not to allow our country to slide down a path where citizens are constantly under surveillance and their rights are infringed upon in the name of law enforcement. Hernia’s proposal came on the heels of the PNP-ACG’s recent “rescue” of around 3,000 Filipino and foreign workers in raids on Las Piñas City POGO firms allegedly involved in human trafficking and other illegal activities. Make no mistake about it, all illegal POGOs should go and those behind them prosecuted. Just the same, Hernia’s suggestion in the face of the dressing down the PNP has received from Secretary Remulla raises concerns about his unit’s approach and its potential ramifications for those involved in the POGO industry, especially those operating legally. The controversy surrounding the PNP-ACG has naturally trained the spotlight on the whole PNP, which has been touting high crime solution efficiency — 81.78 percent in 2022. However, the real question is how many of these “solved crimes” have resulted in convictions. If that’s too much to ask for, let’s dumb it down a bit: How many of the complaints filed by the PNP are ultimately adopted by prosecutors and filed in court? A high crime solution efficiency rate may provide a sense of accomplishment, but it does not necessarily guarantee justice or the successful prosecution of criminals. The PNP’s claimed efficiency in solving crimes must be accompanied by a commitment to thorough investigations, the gathering of compelling evidence, and the successful prosecution of offenders. Without these elements, the high crime solution efficiency rate becomes a hollow metric. In light of these stories, it becomes apparent that the PNP-ACG’s actions are cause for concern. Their failure to coordinate with the DoJ, their lack of proffered evidence, and their questionable proposals raise doubts about their commitment to serve and protect. We must demand better from our law enforcement agencies. We deserve a police force that respects the rule of law, values evidence-based investigations, and prioritizes the protection of citizens’ rights. Yellen to visit China, raising need to ‘responsibly manage’ ties
Treasury Secretary Janet Yellen is set to visit Beijing this week, the United States said Sunday, marking the second trip by a cabinet official to China since ties between the world's top two economies deteriorated earlier this year. Yellen is expected to discuss with her counterparts the importance for both countries "to responsibly manage our relationship, communicate directly about areas of concern, and work together to address global challenges," said the Treasury Department in a statement. Yellen's planned July 6-9 trip comes just weeks after Secretary of State Antony Blinken met China's top leader President Xi Jinping and Foreign Minister Qin Gang in Beijing in June. Blinken was the highest-ranking US official to visit the Chinese capital in nearly five years, and Xi said on the rare trip that he saw headway in the strained relationship between Washington and Beijing. In Beijing, Yellen will discuss how the United States views its economic relationship with China, a senior Treasury official said Sunday. She will meet with senior Chinese officials and leading US firms, the American spokesperson said without providing specifics. While the US seeks to secure its national security interests and protect human rights, actions to this effect are "not intended to gain economic advantage over China," the official added. Washington also looks towards "healthy" ties with Beijing and does not seek to decouple the economies, while pursuing cooperation on urgent challenges like climate change and debt distress, the American official said. The United States does not expect "significant breakthrough" from this initial trip, but it does aim to build longer-term channels of communication with China, the Treasury official added. - Restarting engagement - "I think the US government is clearly trying to put some floor under the deterioration of the economic relationship," Edward Alden, a senior fellow at the Council on Foreign Relations (CFR) told AFP, speaking on the Treasury secretary's intentions to visit China. German far-right party notches up another win
Germany's far-right AfD notched up another first Sunday when its candidate was elected a full-time town mayor, in a further boost for the anti-immigration party. The Alternative for Germany (AfD) has surged to record highs in opinion polls, and the latest result comes just a week after they won their first district election. Hannes Loth was elected mayor of the small town of Raguhn-Jessnitz, in the eastern state of Saxony-Anhalt, in a run-off against independent candidate Nils Naumann, according to results on the town's Facebook page. Loth, reportedly a 42-year-old farmer who was already a member of the local parliament, won 51.1 percent of the vote against 48.9 percent for Naumann in the town of about 9,000 inhabitants. It marks the first time the party has won an election race for a full-time mayor's position, German media reported. AfD members have held positions as voluntary, or part-time, mayors in smaller places. An AfD member was a full-time mayor of a town in southwest Germany from 2018 to 2020 but was not elected under the party's banner -- he joined the outfit during his term. Loth thanked his supporters for the "wonderful result." "I will be mayor for everyone in Raguhn-Jessnitz," he wrote on social media. In last week's election, Robert Sesselmann, a lawyer and regional lawmaker, won a runoff for district administrator in Sonneberg in the central state of Thuringia, near the border with Bavaria. Phl police rescue over 1,000 alleged trafficking victims
Philippine police said Tuesday they have rescued more than 1,000 people allegedly trafficked into the country to work for an online casino in Manila. Chinese, Vietnamese, Singaporean and Malaysian nationals were among those found when police raided buildings inside a compound in the capital on Monday night. Police said the alleged victims had accepted jobs posted on Facebook to work in the Philippines as "assistants in online gaming". International concern has been growing over internet scams in the Asia-Pacific region often staffed by trafficking victims tricked or coerced into promoting bogus crypto investments. AFP journalists at the scene on Tuesday saw two police buses and two police trucks parked outside the compound. They were not allowed to enter the buildings. "This is initially a case of human trafficking," Michelle Sabino, a spokeswoman for the Philippine National Police's anti-cybercrime group, told reporters after the raid. "Everything will be investigated," she said, including whether the workers were involved in online rackets. Tingting Cojuangco — Christian Espiritu’s ultimate muse
Through the years of Philippine fashion history, Margarita “Tingting” de los Reyes Cojuangco has always been known as the muse of the iconic Filipino designer Christian Espiritu who recently passed away. Theirs is a friendship that had stood the test of time. Tingting was named one of the 100 beautiful women of the world by the international magazine, Harper’s Bazaar, on the occasion of its 100 founding anniversary. During the early years of the 1970s, she made it to the Hall of Fame of Manila’s Best Dressed List, an annual selection initiated by the old guard of Philippine fashion, among them Ramon Valera, Salavacion Lim Higgins of Slim’s, Pilar Romack of New Yorker Gown Salon, and Imelda Reyes of Milie’s Gowns. In the 1980s, Tingting, who graced the social pages as a teenager and a young matron, transformed into a new woman, this time as a street activist braving the firecanons and tear gas, a Yellow campaigner in the South, and finally a graduate student and scholar specializing in the ethnic muslim communities of Cotabago and Zamboanga. She would cap this with a National Defense College master’s thesis on the then rebel Moro Islamic Liberation Front. Through it all, she kept her friendship with the man who first showed the world her potential. Christian saw in Tingting, this gangly yet beautiful teenager, a lady worth grooming and turning into an icon of fashion. Tingting thus became Christian’s muse. Chosen by her mother and grandmother, Christian made her outfit for her high school prom at Maryknoll College. It was the beginning of a lifelong friendship and collaboration that would pass through social, political and economic upheavals in this country. No matter, they were constant in each other’s lives, not minding intrigues, the cycle of fortunes and The recent demise of her original mentor and designer, Christian, brought Tingting out of her reculsive and quiet life to share with the Daily Tribune her memories of the designer who streamline Filipiniana, incorporating his knowledge as a graduate of architecture. The interview with Tingting Cojuangco follows: “He launched my modeling career” Daily Tribune (DT): How did you meet Christian? Did you go to him for your teenage formal dresses, and not only during your wedding? Tingting delos Reyes Cojuangco (TRC): My mom and grandma Lucia “Dada” admired the simplicity of his designs on the Christian Espiritu shop on their way to fetch me from Maryknoll College. [caption id="attachment_148162" align="aligncenter" width="525"] CHRISTIAN and Tingting photographed by Jaime Zobel de Ayala.[/caption] The display changed constantly but the clothes were cut simply along the revered lines of Audrey Hepburn’s and Jackie Onassis. His below the knee dresses were sleeveless, with a boat collar, 2-pin tucks under the bust accentuated the waist and hips that ended in semi straight skirt. Mom brought me into his shop at age 15 it was called “Christian” for Christian Espiritu. He launched my modeling career at 16 years old with Gilbert Perez who taught me how to pose. Mother always reminded me, a pretty face looses attraction if the voice isn’t modulated or manners are impeccable and courteousness for elders. Christian reinforced Mom’s belief, simplicity are carried off with poise, beauty and elegance. Christian’s creativeness suggested taste with ease and wealth subdued characterizing by minimalism. DT: Tell me about that wedding gown. Why did you choose him and not Valera or one of the stalwarts of the era? What was his inspiration for the gown? What did you tell him about your preferences? TRC: He made my wedding gown and the whole entourage. My in-laws wanted my wedding gown to be made by Valera a great designer of his time. But I insisted on Christian. For my wedding gown he sketched the simplest white gown, it turned out he had sequins sewed on the satin fabric one by one. He put a sheer fabric organza on top of the gown. It was very elegant for my morning wedding as the sequins shined different colors depending on the lights. That was his precision. For my wedding Christian was at home with his assistant Romulo Estrada. I recall Inno Sotto as his right hand, both dressed me up constantly. Did I have a preference in designs? He said “bahala na ako” and I agreed. That was trust and loyalty. He designed my dresses with simplicity, cut perfectly, shaping my thin body whether it was a day dress or gown. “His dresses were cut perfectly.” DT: When you were married already, did you still see him for your outfits? Which of the dresses and gowns he made for you do you remember? TRC: Yes, we had a friendship of two family’s compadres and ninangs. He did China’s wedding gown of gray and pink even if he claimed he was retired. I forced him. DT: What made him an outstanding designer? TRC: Simplicity. His dresses were cut perfectly and fabrics that didn’t crumple with pin tucks here and there. With the timelessness in the designs and his execution I could wear Christian’s couture clothes for many years. DT: You are in the Best Dressed Hall of Fame. Was he among the designers that you admired and commissioned to do your dresses? TRC: Yes and our friendship developed through the years and confidence. He never spoke bad of anybody. He would just put his hands together and smile. DT: Any unforgettable creation of his exclusively for you? Can you describe some of the gowns and dresses he made for you? TRC: I had a satin dress with a round Chinese emblem and tassel. His clothes for me were stand outs…my gowns for formal functions were of full skirts. “He said, ‘The language of fashion is refined, cultured and well-mannered.’” DT: When was the last time you saw him? Tell us about that last encounter with him. TRC: At an Elegant Women event in Diamond Hotel, Elegance…Merriam-Webster defines it as “refined grace or dignified propriety; tasteful richness of design or ornamentation; restrained beauty of style.” The Cambridge Dictionary writes “graceful and attractive in appearance or behavior.” When the project of elegant women first came up, it was for me to make a list of best dressed women. It had been done too many times now without a conclusion. I figure that there are many Filipinas who have the perfect body for dressing, who dress and accessorize well – but money and a stylist can do that. And, as the cliché goes, money cannot buy class. So, the concept evolved and we agreed on making a list of The Elegant Filipina. We also decided that, first, this project would be for a cause, and second, that I would be allowed to redefine the meaning of elegance to inspire others to contribute to one’s community, society and country by being an elegant example. While the list was handpicked by me, I sought advice to validate my choices. This panel was composed of designer Christian Espiritu, fashion entrepreneur Tina Ocampo, Monaco Consul Fortune Ledesma, Philippine Tatler’s Editor-In-Chief Anton San Diego, and Managing Editor Chit Lijauco and Pete Cura. We defined an Elegant Filipina as: He said “The woman at the center of attention knows that the language of fashion is refined, cultured and well-mannered; Commands respect in her chosen field; leaves a legacy of power and grace, beauty and sophistication, wisdom and compassion.” At the first Elegant Women event, he was elegant in his suit with a scarf wearing his trade mark of silver bracelets or varied silver rings. I called him three weeks ago and we promised to see each other. Never mixed politics and arts. I don’t know about that. I was not with Christian rallying. For rallies I only wore blue jeans or khaki pants and trubenized blouses made of cotton white t-shirt. DT: Who are his other clients from your social set? Who were his loyal customers. TRC: I don’t know. I didn’t care nor ask. That’s not my concern. DT: How did your relationship evolve in the latter years of his life? TRC: I love him. He was part of my growing up and getting old. DT: What do you think was his greatest contribution to Philippine fashion? How did he influence the Philippine fashion industry? TRC: He kept piña alive and the Paranaque bordaderas working day to midnight in their livelihood of Filipino tradition. He used muted colors of fabric. Kuya Bong looking into Anti-Hospital Deposit Law violations
Senator Christopher Lawrence “Bong” Go has expressed concern over reports that some hospitals allegedly refuse to admit patients in need of medical care as he stressed the importance of endorsing Republic Act 10932, or the Anti-Hospital Deposit Law. The lawmaker — who recently aided residents of Nagcarlan town in Laguna — said that these incidents should be looked into especially in the current pandemic situation where many Filipinos are still struggling financially amid existing health threats. He also said that refusing to admit patients is illegal and a disregard for the welfare of the poor. The senator, as the chairperson of the Committee on Health, said he is prepared to call for a hearing to address these reported violations if necessary. Go emphasized that if hospital representatives fail to attend the hearing, they can be subpoenaed and if they disregard the subpoena, they can be held in contempt. The senator also reminded the medical community not to neglect the welfare of fellow Filipinos and assured them that their kindness and compassion are crucial in their profession. According to Assistant Secretary Charade Mercado-Grande of the Department of Health, the Health Facilities Oversight Board will ensure compliance with the Anti-Hospital Deposit Law by considering the needs of both patients and medical providers. In accordance with RA 10932, individuals working in hospitals or medical professionals who are found to have violated the law will face penalties, including fines ranging from P100,000 to P300,000, as well as a prison sentence lasting from six months to two years. Meanwhile, directors or officers of hospitals or clinics may be subject to imprisonment for a period of four to six years, along with a fine ranging from P500,000 to P1 million, or both penalties concurrently. Unveiling the shabu bust scandal
On 13 June, Secretary Benhur Abalos of the Department of the Interior and Local Government announced that criminal charges have been filed against 50 police officers, including Gen. Benjamin Santos, former PNP-Drug Enforcement Group chief, and Brig. Gen. Narciso Domingo. The investigation leading to the charges was conducted jointly by the National Police Commission and the Philippine National Police’s Special Investigation Task Group which uncovered the officers’ alleged involvement in a coverup in the seizure of 990 kilograms of shabu worth around P6.7 billion in October 2022. They were charged with violating the Anti-Graft and Corrupt Practices Act, the Dangerous Drugs Act, the Revised Penal Code (specifically, falsification, perjury, false testimony, and malversation of public property), and Presidential Decree 1829, which deals with obstruction of justice. Much of the evidence was obtained from closed-circuit television camera footage which captured the alleged involvement of police officers in the attempt to pilfer 42 kilograms from the total 990 kilograms of shabu seized at WPD Lending, a finance company owned by Master Sgt. Rodolfo Mayo. The CCTV footage taken on 8 October 2022 corresponded to the day Mayo was apprehended during a drug operation at WPD Lending which resulted in the seizure of the 990 kilograms of shabu. What appeared to be a momentous victory for the PNP, however, quickly turned into a massive scandal seemingly straight out of the big screen. On 10 April, Secretary Abalos stepped forward to unveil a complex syndicated coverup surrounding the shabu bust. For the first time in public, he presented the CCTV footage that revealed a stark disparity between the reports filed by the PNP regarding the arrest of Mayo. This revelation, coupled with multiple reports, prompted Abalos to issue a statement exposing the “massive attempt to cover up” Mayo’s arrest and implicating certain PNP officials in the process. Subsequently, the House of Representatives Committee on Dangerous Drugs and the Senate Committee on Public Order and Dangerous Drugs initiated separate inquiries into the anomalies surrounding the drug bust. Mayo and several PNP officials were summoned to shed light on the matter during these investigations. During the congressional hearings, Congressmen Barbers and Acop were able to spot several conflicting details from the PNP officials ranging from the date, time, and place of the arrests of Mayo and his alleged accomplice, Ney Atadero. Among those questioned about the conflicting details were Brig. Gen. Narcisco Domingo Jr., Lt. Col. Julius Olonan, and Capt. Jonathan Sosongco. The three officers were among the 10 ranking officers who were placed on leave after an alleged attempt to cover up Mayo’s arrest was uncovered by the National Police Commission’s fact-finding board. Olonan claimed that only Atadero was arrested at 1 p.m. at WPD Lending in Tondo, while Mayo was arrested in Bambang. Sosongco said both Mayo and Atadero were captured at around 4 p.m. at the Western Police District. The CCTV footage, however, showed that on or about 1:40 p.m. at WPD Lending, Mayo appeared in handcuffs as he alighted from a grey SUV while being escorted by the team of Sosongco who were followed by a black sedan from which Sosongco alighted. This was in stark contrast to what was reported by the PNP that Mayo was arrested by a Captain Piñon. The CCTV footage further showed several PNP officers entering and exiting WPD Lending, carrying suitcases that were loaded into vehicles and on a motorcycle. These vehicles and the motorcycle were then driven to a nearby establishment suspected to belong to another PNP official named Jimenez, where the suitcases were believed unloaded. This Jimenez was a subordinate of Colonel Ibañez of the PNP Drug Enforcement Group Special Operations Unit 4A, who was also listed in the Drug Watch list along with Mayo and Jimenez, whom Ibañez specifically asked to be part of his team. Domingo denied a coverup and said that the senior officers seen in the CCTV footage were discussing their next moves. He said efforts were being made to identify other cohorts of Mayo, recover the pilfered drugs, and cooperate with the Department of Justice in building a case against the suspects. The ramifications of these revelations led former president Rodrigo Duterte to accuse the PNP of being the “gatekeeper” of the illegal drug trade and challenged its personnel to resign. He expressed concern about the significant volume of drugs allegedly passing through the hands of the police, even reaching the level of the generals. Secretary Abalos assured Duterte and the public that they were taking action on the issue of alleged drug ties among police officers and that they were actively carrying out their responsibilities and conducting investigations into the matter. As we delve further into the shabu bust scandal, it is crucial that we remain focused on our ultimate objectives: purging the PNP of corruption, rebuilding public trust, and upholding the rule of law. He should be applauded for his courage in exposing the complicity of senior PNP officials, despite the potential risk to his personal safety from both internal and external syndicates. EU watchlist excludes Phl
In its fifth year, the Philippines remains excluded from the European Commission’s intellectual property rights watchlist, a biennial publication identifying the priority countries that pose a great level of concern to the IP-laden industries of the European Union. A report released on 17 May, relayed by the Intellectual Property Office of the Philippines on Tuesday, mentioned “legal uncertainties and diverging applications of the law, low level of trade secrets protection and enforcements and overall weak IPR enforcement” as the deciding factors of the priority countries. “Our exclusion from the list from 2019 signifies that we remain an attractive investment destination to trade partners. Truly, we have come a long way in maintaining a safe IP climate in tune with global economic standards,” said IPOPHL director general Rowel Barba. China is ‘priority one’ in the list The EU report stated that China tops the list as the sole country under “priority one” due to the persistence of IP rights violations through piracy and counterfeiting, paired with inconsistent IPR law enforcement and application. While under “priority two,” the EU Commission report has flagged India, particularly for the several constraints on patent protection, and Turkey, generally for their gaps in national IP enforcement. Meanwhile, “priority three” countries consist of Argentina, Brazil, Ecuador, Indonesia, Malaysia, Nigeria, Saudi Arabia and Thailand, for varying IP protection concerns.
