UN General Assembly calls for ‘humanitarian truce’ in Gaza
The UN General Assembly on Friday called by a large majority for an "immediate humanitarian truce" in Gaza, on the 21st day of the Israel-Hamas conflict as the Israeli army announced it was extending its ground operation into the shattered territory. The non-binding resolution, criticized by Israel and the United States for failing to mention Hamas, received 120 votes in favor, 14 against and 45 abstentions from UN members. Israel angrily dismissed the measure, and said the country would use "every means at our disposal" in confronting Hamas. "Today is a day that will go down as infamy. We have all witnessed that the UN no longer holds even one ounce of legitimacy or relevance," Israeli ambassador Gilad Erdan said, telling the assembly: "Shame on you." "Israel will continue to defend itself. We will defend our future, our very existence by ridding the world of Hamas's evil so that it can never threaten anyone else again," he said. Hamas meanwhile welcomed the call for a break in the conflict. "We demand its immediate application to allow the entry of fuel and humanitarian aid for civilians," said a Hamas statement. The rival Palestinian Authority's foreign ministry said that as Israel's campaign "reaches a new peak of brutality," there was "a solid international position rejecting Israel's unhinged aggression". The text proposed by Jordan in the name of 22 Arab countries called for "an immediate, durable and sustained humanitarian truce leading to a cessation of hostilities." An earlier version called for an "immediate ceasefire." Jordan's Ambassador Mahmoud Hmoud, just before the vote, stressed that: "It is not merely our responsibility, but a profound moral obligation to champion the cause of peace." Israel has heavily bombarded Gaza since Hamas gunmen stormed across the border on October 7, killing 1,400 people, mostly civilians, and kidnapping over 220 others, according to Israeli officials. The health ministry in the Hamas-run Gaza Strip, in an update on Friday, said the Israeli strikes had now killed 7,326 people, mainly civilians and many of them children. The resolution co-sponsored by nearly 50 other countries centered largely on the dire humanitarian situation in sealed-off Gaza as Israel presses on with its bombardment. The document urges "immediate" provision of water, food, medical supplies, fuel and electricity and unhindered access for UN and other humanitarian agencies trying to help the Palestinians. The draft condemns "all acts of violence aimed at Palestinian and Israeli civilians, including all acts of terrorism and indiscriminate attacks" but it does not mention Hamas. The resolution exposed a division within Western countries, with France voting for the measure; Germany, Italy and Britain abstaining; while Austria and the United States voted against. "It is outrageous that this resolution fails to name the perpetrators of the October 7 terrorist attack," US ambassador Linda Thomas-Greenfield said. Aussie PM condemns Hamas
Australian Prime Minister Anthony Albanese condemned the Palestinian terrorist group Hamas during his meeting with United States President Joe Biden at the White House on Wednesday. “Australia unequivocally condemns the terrorism of Hamas,” Albanese said in a speech. Australia’s leader at the same time condoled with all Israeli victims of Hamas’ attack on 7 October and Palestinians in Gaza Strip suffering from Israel’s war with the terrorist group. “We grieve for the loss of every innocent life, whether that be Israeli or Palestinian,” he said. Albanese said his government will provide an additional $15 million in humanitarian assistance for civilians in Gaza. Australia already committed to give $10 million to Palestinians and deliver lifesaving assistance such as emergency water and medical services. Albanese also declared that Australia stands with Ukraine in its war with Russia and mentioned Canberra’s additional military aid to Kyiv to help it regain territories annexed by Moscow. Meta, Google quit tech summit over organizer’s Israel remarks
Meta and Google have pulled out of the Web Summit, one of the tech sector's biggest annual events, after the organizer criticized Israel's actions following the Hamas attacks, the companies said on Friday. A spokesman for Meta confirmed to AFP that it would not take part in this year's event, with Google telling the Irish Independent that it too would not be making the trip to Lisbon. Irish entrepreneur Paddy Cosgrave, co-founder of the Web Summit, wrote on social media platform X last week that he was "shocked at the rhetoric and actions of so many Western leaders & governments." "War crimes are war crimes even when committed by allies, and should be called out for what they are," Cosgrave wrote on October 13. Hamas militants stormed into Israel from the Gaza Strip on October 7, and killed at least 1,400 people, mostly civilians who were shot, mutilated or burnt to death on the first day of the raid, according to Israeli officials. US condemns latest attack on Cuban embassy
The United States on Monday condemned the latest attack on Cuba's embassy in Washington, in which a man allegedly threw two Molotov cocktails at the mission. The communist nation described the incident Sunday night as a "terrorist attack." No one was injured. "All attacks and threats against diplomatic facilities are unacceptable," State Department spokesman Matthew Miller told reporters. "We are in contact with Cuban embassy officials and, consistent with our obligations under the Vienna Convention, the department is committed to the safety and security of diplomatic facilities and the diplomats who work in them," he said. He said the State Department was coordinating with Washington police in the investigation. Cuban Foreign Minister Bruno Rodriguez earlier wrote on social media that an individual threw two Molotov cocktails in the "terrorist attack." Ambassador Lianys Torres Rivera said the embassy had "immediately communicated with United States authorities, who were given access to the mission to take samples of the Molotov cocktails." The attack took place hours after Cuban President Miguel Diaz-Canel returned to Havana after attending the United Nations General Assembly in New York and other activities with Cubans in the US. In New York, Cubans had demonstrated against Diaz-Canel's presence at the UN, according to posts and videos shared on social media. "The anti-Cuban groups resort to terrorism when feeling they enjoy impunity, something that Cuba has repeatedly warned the US authorities about," said Rodriguez after Sunday's attack. It was the second attack against the Cuban mission in Washington in recent years, after a man opened fire on the building in April 2020. There were no injuries from that attack either. At the time, the Cuban foreign minister summoned the then-US charge d'affaires in Havana, Mara Tekach, to express his "energetic protest" over what he called a "terrorist aggression" against his embassy. That shooting left bullet holes in exterior walls and columns, broke a street lamp and damaged several panes of glass and moldings on the front of the building. US authorities arrested Alexander Alazo over the shooting, charging him with multiple offenses including "a violent attack on a foreign official or official premises using a deadly weapon," according to the US Justice Department. The Cuban embassy reopened as a full mission after a reconciliation bid by former US president Barack Obama. His successor, Donald Trump, backed by staunchly anti-communist Cuban Americans, reversed many of Obama's overtures. Task force formed on Albay village chief slay
LEGAZPI CITY — The Philippine National Police in Bicol Region disclosed that it has created a special investigation task group to probe the killing of a barangay official in Libon town last Monday. The PNP — through its Albay Provincial Police Office — said that the task force is set to dig deeper on the death of San Jose Barangay Captain Alex Enriquez Repato after filing his certificate of candidacy. APPO spokesperson Capt. Kharren Formales said that the “SITG Repato” has already conducted two meetings and that the investigation is already ongoing, adding that closed-circuit television footage of the incident is now being included in the investigation. “Based on the CCTV footage, two persons were seen riding a motorcycle which matches the testimony of the witness who was with barangay captain Repato before the incident,” Formales said. She added that a continuous probe is being conducted to establish the identity of the suspects. “We are still looking for possible witnesses who can point out who those people are. We are not ruling out that those two people may not be the only ones behind the shooting of barangay Captain Repato,” Formales said. She also stressed that the creation of SITG Repato was in line with the directive of Police Regional Office-Bicol director Brig. Gen. Westrimundo Obinque to conduct a thorough probe into the incident and to relentlessly pursue the perpetrators. “The SITG Repato is under the supervision of the deputy regional director for operation Col. ZAMBOANGA CITY — The Police Regional Office for Bangsamoro Autonomous Region in Muslim Mindanao on Wednesday strongly condemned the latest hostility launched by the Daulah Islamiyah-Hassan Group which resulted in the wounding of police personnel manning the PNP detachment in Datu Salibo, Maguindanao del Sur last Monday. PRO-BAR director Police Brig. Gen. Allan Nobleza said that the injured policemen were all members of the Regional Mobile Force Battalion 14 of the PRO-BAR manning a PNP detachment. Nobleza disclosed that the DI-HG — led by Commander Yusa Ganoy — clearly showed utter disregard for human life and the welfare of the Bangsamoro communities. “The incident happened despite the efforts of the local government units, police and military for peace, and security of the Bangsamoro people,” Nobleza said. He also identified the wounded cops as Patrolmen Abdul Lipuas and Alesona Makasandig, and Corporal Fernan Andres. NSC condemns NPA land mine attack in Masbate
The National Security Council condemned on Monday the detonation of an improvised land mine by the New People's Army that wounded three people, including a barangay captain, by the roadside of Barangay Bonifacio in Uson, Masbate last week. In a virtual press briefing by the National Task Force to End Local Communist Armed Conflict, NSC Assistant Director General Jonathan Malaya read the statement of NSC chair and National Security Adviser Eduardo Año who said the incident in Masbate "is another violation" of the CPP-NPA-NDF committed against International Humanitarian Law. "NSC would like to emphasize that our fight against terorrist groups is unrelenting. CPP-NPA-NDF is the Number 1 violator of IHL by executing civilians, ambuscades, etc.," Malaya said. "Over the past decade, 373 people were killed by NPAs. [They] detonated 141 illegal landmines that killed 24 people. By 2010, 524 were recruited by them as child warriors. There are also 270 events of targeting civilians, forced disappearance, sexual assaults." The government has slapped 293 cases of violation of IHL and RA 9851 against the NPA, with 82 already in court, according to Malaya. The rebel amnesty program being offered by President Ferdinand Marcos Jr. is "now being crafted and going through a process." However, the amnesty will only be for former rebels without court conviction or active court cases. "Those who have specific crimes , have probable cause, trials ongoing or facing cases" are not covered by the amnesty, said Malaya. He said the NSC and NTF-ELCAC' condemnation of CPP-NPA-NDF activity carries the conviction that "justice will be served" for the victims. Democrito Rivera, 62, chairman of Barangay Bonifacio; Romneck Lumabab, 32, and Alex Balayan, 39, were on a motorcycle when the land mine explosion occurred at around 1:30 p.m. on 8 August. Five men reportedly opened fire on the victims following the explosion. The gunmen escaped as state security forces and first aid responders arrived and brought the victims to the hospital for treatment. Noel Legaspi alias Ka Efren, a former CPP/NPA cadre, said the rebel groups' violations of IHL are "historical", citing the Plaza Miranda bombing in the early 70's and even their own purging campaign where thousands of NPA members suspected of conniving with the military were killed, including civilian supporters. U.S. threatens MDT use
The Philippines and the United States condemned the China Coast Guard or CCG on Sunday for firing water cannons and interfering with the legal operations of Philippine vessels in the West Philippine Sea. Armed Forces spokesperson Col. Medel Aguilar confirmed that at least one chartered supply boat being escorted by the Philippine Coast Guard was “blocked and water-cannoned” by a CCG vessel on Saturday, 5 August. The Philippine vessels were en route to Ayungin or Second Thomas Shoal for a routine troop rotation and resupply mission when they were attacked by the CCG, Aguilar said in a statement to journalists. Aguilar characterized the attack as a “wanton disregard of the safety of the people on board and in violation of international law, particularly the 1982 United Nations Convention on the Law of the Sea, or UNCLOS, and the 2016 Arbitral Award.” “The Ayungin Shoal is a low tide elevation that is part of the Philippines’ exclusive economic zone and continental shelf, pursuant to the 1982 UNCLOS and as affirmed by the 2016 Arbitral Award,” the Department of Foreign Affairs stressed in a statement. The US State Department immediately issued a warning that China’s provocative actions in the WPS, which overlaps with the South China Sea, or SCS, could make it invoke its Mutual Defense Treaty, or MDT, with the Philippines. Signed in 1951, the MDT states that if either country is attacked by an external party, the other country will come to its defense. The United States also called on China to abide by the 2016 arbitral ruling that found China’s claims in the South China Sea to be illegal. “Such actions by the PRC are inconsistent with international law and are the latest in repeated threats to the status quo in the South China Sea, directly threatening regional peace and stability,” a US State Department statement said. “By impeding necessary provisions from reaching the Filipino service members stationed at Second Thomas Shoal, the PRC has also undertaken unwarranted interference in lawful Philippine maritime operations,” the US pointed out. Heightened tension The incident further heightened tension between the Philippines and China in the West Philippine Sea, notwithstanding the visit of President Ferdinand Marcos Jr. to Beijing in January. Filipino lawmakers immediately condemned China’s actions (See related story). In a separate statement, the PCG reported that the use of water cannons by the CCG forced the Philippine vessels to change course, preventing them from reaching Ayungin Shoal. In recent months, the CCG has been increasingly aggressive in its patrols of the area, leading to a number of incidents between the two countries. The 2016 arbitral ruling recognized the WPS as part of the Philippines’ exclusive economic zone while invalidating China’s nine-dash line claim of ownership of nearly the whole of the South China Sea. China has rejected the arbitral ruling. “The United States calls upon the PRC to abide by the arbitral ruling as well as to respect the freedom of navigation, a right to which all states are entitled,” the US State Department said. It added that an armed attack on Philippine vessels, aircraft, and armed forces, including those of its coast guard in the WPS, “would invoke US mutual defense commitments under Article IV of the 1951 US-Philippine Mutual Defense Treaty.” In February, the CCG vessels pointed a military-grade laser light at the BRP Malapascua, which caused temporary blindness in some of its Filipino crew. In separate statements, Japan, Australia, Canada and the European Union called on China to stop its harassment of Philippine vessels. Japanese Ambassador to the Philippines Koshikawa Kazuhiko decried the incident. “Totally unacceptable, any harassment and actions which infringe on lawful activities of the sea and endanger the navigational safety,” Koshikawa said in a tweet. “Australia is concerned by the latest actions directed against the Philippines, which are dangerous and destabilizing,” Australian Ambassador to the Philippines HK Yu said in another tweet. Yu also called on China to “respect the United Nations Convention on the Law of the Sea for peace and stability in the South China Sea, which is a vital international waterway.” The Canadian Embassy in the Philippines echoed the same sentiments and said the country “unreservedly condemns the dangerous and provocative actions taken by the Chinese Coast Guard against Philippine vessels.” Likewise, European Union Ambassador to the Philippines Luc Veron expressed concern about the incident. “Very concerned about dangerous action in South China Sea. The Philippine National Police on Tuesday disclosed that it has already identified three individuals who are possible persons of interest involved in the recent bus bombing in Sultan Kudarat which left seven people injured. On Monday, a double-decker Husky Bus reportedly exploded as authorities also recovered another improvised explosive device on the bus’s second floor. Isulan PNP officer-in-charge PLtCol Richelu Alucilja, their initial investigation resulted in the identification of three persons of interest — which is a significant breakthrough in the case. Meanwhile, Biocrest Multi-Purpose Cooperative, the operator of the Husky Bus Tours, released a statement expressing their commitment to persevere. The company’s mission is to provide safe, affordable, efficient, quality, sustainable and integrated transport systems that enhance economic, investment, social and tourism activities in their area of operation. Bus companies plying the Cotabato-General Santos routes have been heavily victimized by extortion from lawless elements in the past. The injured victims of the recent bus bombing are currently recuperating in hospitals. The PNP is urging the public to remain vigilant and report any suspicious activities that they may observe.
