Senators denounce China’s ‘abhorrent’ actions in WPS
Senators on Sunday condemned China for performing “dangerous blocking maneuvers” that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre. In separate statements, Senate President Juan Miguel “Migz” Zubiri, Senators Risa Hontiveros, and Francis Tolentino expressed their anger over the collision that put the safety of the Filipino crew at risk. “I am one with peace-loving Filipinos in strongly condemning this latest abhorrent actions of the China Coast Guard and Chinese maritime militia that put in danger the lives of our brave countrymen who were on a routine resupply mission to our troops in Ayungin Shoal,” Zubiri said. “Let me salute our personnel from the Philippine Coast Guard (PCG) and the Armed Forces of the Philippines (AFP) for displaying courage and restraint in continuing their resupply missions despite the hostile and treacherous acts of China Coast Guard and their maritime militia,” he added. Zubiri called on CCG to “respect human lives and abide by the United Nations Convention on the Law of the Sea and other international laws governing safe maritime travel.” “Our freedom of navigation in our own exclusive economic zone within our own continental shelf should be recognized and upheld,” he stressed. The Senate chief also reiterated his support for his colleagues' efforts to beef up the PCG and AFP’s budget for the next fiscal year to “better capacitate them in safeguarding our exclusive economic zones from illegal foreign intrusions.” “As leader of the Senate, I will make sure that our troops will get sufficient funds under the 2024 national budget to bankroll the much-needed upgrade of their equipment,” he said. The National Task Force for the West Philippine Sea accused the CCG of performing "dangerous blocking maneuvers" that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre. The NTF-WPS condemned the “provocative, irresponsible, and illegal action” of the China Coast Guard ship which “imperiled the safety” of the Unaiza May 2 crew. In the same resupply mission, a Chinese Maritime Militia vessel “bumped” the Philippine Coast Guard BRP Cabra’s port side which was escorting the Philippine vessels while it was lying approximately 6.4 nautical miles northeast of Ayungin Shoal. The NTF-WPS said it “condemns in the strongest degree the latest dangerous, irresponsible, and illegal actions of the CCG and the Chinese maritime militia done this morning.” ‘Enough’ Hontiveros echoed Zubiri’s call on China to “stop” its activities in the West Philippine Sea which she said clearly violates international law. “This latest collision is squarely the China Coast Guard’s fault,” she said in a separate statement. “The 2016 Arbitral Award has resolutely invalidated China’s claims in the West Philippine Sea, making this incident a clear violation of international law,” she added. Hontiveros said the PCG “has every right to be in the West Philippine Sea.” “China has no right to drive our forces into our own seas. Furthermore, they do not have the right to hurt and bump Philippine vessels that are only performing their jobs in our territories,” she stressed. “Chinese vessels have chased, blocked, and harassed our Philippine Coast Guard daily, 24/7 every single time we conduct our resupply mission to the BRP Sierra Madre,” she added. The opposition lawmaker also called on the international community to join the Philippines’ condemnation of China’s most recent violence against the Filipino people. “Our nations should not stop fighting for the rule of law. It is the only way to have a chance at true peace and stability across the region and the world,” she said. For his part, Tolentino said the recent confrontation between the Philippines and China clearly shows China’s continuous disregard for international law. He noted that the incident should be investigated by the International Convention for the Safety of Life at Sea and the Code for Investigation ng Marine Casualties and Incidents of the International Maritime Organization. Ayungin Shoal, also known as Second Thomas Shoal, is located 105 nautical miles west of Palawan and is part of the Philippines’ exclusive economic zone. China claims the vast South China Sea, including the West Philippine Sea. IBP condemns killing of Abra lawyer
The Integrated Bar of the Philippines strongly condemned the killing last 14 September of its commissioner on bar discipline, Atty. Maria Saniata Liwliwa V. Gonzales Alzate, in Bangued, Abra. The lawyers' group urgently called on the National Bureau of Investigation, the Philippine National Police and all relevant investigative agencies to launch comprehensive investigations into the crime, along with all other unsolved cases targeting lawyers. “We ask that they ensure the expedient resolution of these investigations, thereby holding the perpetrators truly accountable,” the IBP said The group said Alzate "upheld the highest standards of the legal profession, leaving behind an enduring legacy for us all.” It added: "We unite in solidarity with the legal community and the family of Atty. Alzate. We honor her memory as an esteemed public interest lawyer and a dedicated Commissioner of the Integrated Bar." The IBP said the killing of Alzate "serves as a stark reminder of the pervasive threats faced by lawyers, judges, and officers of the Court across the Philippines.” “In a society built upon the foundations of justice and equity, there is no place, nor can there be any tolerance, for those who would assail those dedicated to upholding the legal profession and cause of justice,” it stressed. Alibaba unveils own large language scale models
Alibaba Cloud, the digital technology and intelligence backbone of Alibaba Group, has open sourced two new AI models, Qwen-VL and Qwen-VL-Chat. The models are large vision language models (LVLMs) that can comprehend images, texts, and bounding boxes in prompts and facilitate multi-round question answering in both English and Chinese. Qwen-VL is the multimodal version of Qwen-7B, Alibaba Cloud’s 7-billion-parameter model of its large language model Tongyi Qianwen (also available on ModelScope as open source). Capable of understanding both image inputs and text prompts in English and Chinese, Qwen-VL can perform various tasks, such as responding to open-ended queries related to different images and generating image captions. Qwen-VL-Chat caters to more complex interactions, such as comparing multiple image inputs and engaging in multi-round question answering. Leveraging alignment techniques, this AI assistant exhibits a range of creative capabilities, which include writing poetry and stories based on input images, summarizing the content of multiple pictures, and solving mathematical questions displayed in images. The introduction of these models, with their ability to extract meaning and information from images, holds the potential to revolutionize the interaction with visual content. For instance, leveraging their image comprehension and question-answering capabilities, the models could provide information assistance to visually impaired individuals during online shopping in the future. The Qwen-VL model was pre-trained on image and text datasets. Compared to other open-source large vision language models that can process and understand images in 224,224 resolution, Qwen-VL can handle image input at a resolution of 448,448, resulting in better image recognition and comprehension. Based on various benchmarks, Qwen-VL recorded outstanding performances on several visual language tasks, including zero-shot captioning, general visual question answering, text-oriented visual question answering, and object detection. Qwen-VL-Chat has also achieved leading results in both Chinese and English for text-image dialogue and alignment levels with humans, according to the benchmark test of Alibaba Cloud. This test involved over 300 images, 800 questions, and 27 categories. The two models have been made available to the open-source community via Alibaba’s AI model community ModelScope and the collaborative AI platform Hugging Face. Japan PM condemns China over stone throwing at embassy, schools
Japan's prime minister urged China to ensure its people "act in a calm and responsible manner" after instances of stones being thrown at diplomatic missions and schools, following the release of wastewater from the Fukushima nuclear plant. Last week, China banned all seafood imports from its neighbor as Japan began releasing cooling water from the Fukushima plant in an operation that Tokyo and the United Nation's nuclear watchdog have said is safe. Since then, Japan has urged its citizens in China to keep a low profile and has increased security around schools and diplomatic missions. Businesses in Japan have meanwhile been swamped with nuisance calls from Chinese numbers. "There have been numerous harassment calls believed to originate from China and instances of stones being thrown at the Japanese embassy and Japanese schools. It must be said these are regrettable," Prime Minister Fumio Kishida said on Monday. "We summoned the Chinese ambassador to Japan today and strongly urged him to call on Chinese people to act in a calm and responsible manner," Kishida told reporters. Japan's Deputy Foreign Minister Masataka Okano told the ambassador, Wu Jianghao, that China should properly inform the public "rather than unnecessarily raising people's concerns by providing information that is not based on scientific evidence", the foreign ministry said in a statement. Low profile Asked what action Beijing would take over the stone throwing, Beijing's foreign ministry spokesman Wang Wenbin said on Monday that China "always protects the safety and legitimate rights and interests of foreigners in China, in accordance with law". "We strongly urge the Japanese side to face up to the legitimate concerns of all parties, immediately stop the discharge of nuclear-contaminated water into the sea, fully consult with its neighbors and other stakeholders, and earnestly dispose of nuclear-contaminated water in a responsible manner," Wang told a regular briefing. On Sunday, Japan's foreign ministry urged its citizens in to China to be "cautious in your speech and behavior. Do not speak Japanese unnecessarily or too loudly". "If you need to visit a Japanese embassy, consulate general, or Japanese school, pay close attention to your surroundings," it added. "If you happen to come across a protest or other such activities, do not approach them and do not take pictures of them with your smartphones." A range of businesses in Japan, from bakeries to an aquarium, have reportedly been subjected to thousands of crank calls that have included abusive and racist language. Social media users in China have posted recordings and videos of the calls, some of which have attracted tens of thousands of likes. 'Scientifically justified process' Japan began releasing more than 500 Olympic swimming pools' worth of diluted wastewater from Fukushima into the Pacific on Thursday, 12 years after a tsunami knocked out three reactors in one of the world's worst atomic accidents. All radioactive elements have been filtered out except for tritium, levels of which are within safe limits and below that released by nuclear power stations in their normal operations -- including in China, plant operator TEPCO says. Test results from seawater and fish samples near the plant since the start of the discharge -- which will take decades to complete -- have confirmed this, according to Japanese authorities. "Even after the ocean release, the United States, for example, expressed its position that it is satisfied with Japan's safe, highly transparent and scientifically justified process," Kishida said Monday. "We would like to convey these voices from the international community to the Chinese government." A firm believer in continuous education, he trained at the Asian Institute of Management and at the prestigious Professional Development Program in Cornell Nanyang in Singapore. UK Roald Dahl Museum acknowledges author’s ‘undeniable’ racism
The Roald Dahl Museum in Britain has detailed work it is undertaking "towards combatting hate and prejudice," it said, acknowledging that the renowned children's writer's racism was "undeniable and indelible". The admission by the museum, located in Buckinghamshire in southeast England, follows an apology in 2020 by the Dahl family and Roald Dahl Story Company for his well-documented anti-Semitic comments. Dahl, the creator of books such as "Matilda", "The BFG" and "Charlie And The Chocolate Factory" who died in 1990, made offensive remarks about Jewish people in a 1983 interview with the New Statesman magazine. The Dahl museum, which is a charity, said it fully supported the 2020 apology and that it "condemns all racism, including antisemitism, directed at any group or individual". "Roald Dahl's racism is undeniable and indelible but what we hope can also endure is the potential of Dahl's creative legacy to do some good," it said on its website. The museum said it was "committed to being more welcoming, inclusive, diverse, and equitable in all aspects of our work," revealing steps it had been taking to achieve that. They include "reflecting the visible diversity of our audiences in our marketing, by running accessible and inclusive recruitment campaigns for staff or trustee positions". It is also better training employees and engaging with several organizations within the Jewish community, including the Board of Deputies of British Jews and the Jewish Leadership Council. The museum noted it chooses not to repeat Dahl's anti-Semitic statements publicly, but keeps a record of what he wrote in its collection, "so it is not forgotten". Dahl's comments have long cast a shadow over his personal legacy, which has remained prominent as a number of his children's classics have made it onto the screen and stage since his death aged 74. A prequel film to "Charlie And The Chocolate Factory", featuring computer-generated imagery of Hugh Grant as an Oompa-Loompa and Timothee Chalamet as the eccentric chocolate factory owner Willy Wonka is set for release later this year. Reflecting on his life, the Dahl Museum said he was "a contradictory person" who could be kind and "often helped people, donated to charity, and contributed to medical science". Two stories this week from North Caloocan should serve as a reminder of the various sketchy characters that people, especially young ones, can meet online. In the first incident that hogged tabloid headlines, the police had to save a 16-year-old girl from a 22-year-old man to whose house she had run away from home. The girl told her mother and the police that the man she had met on one of those social media platforms raped her repeatedly while selling her to other men for sex. The Facebook friend (or shall we call him fiend?) was arrested, shouting himself hoarsely that he was innocent, that the girl went to his house of her own free will. It wouldn’t have been surprising if the man claimed she was his girlfriend, and that may be true, but that’s beside the point. Under our laws, rape is rape, even between lovers and spouses. Then there’s that aspect of not just pimping her but practically kidnapping her and subjecting her to illegal detention (let the lawyers debate the appropriate charges) preparatory to forcing her into prostitution. If the charges are proven true, this young man would have plenty of time to reassess his life decisions. He’d be an old man by the time he gets out of jail. As for the girl, she would require therapy and all the family support she can get to recover from a life-altering, traumatic incident that was touched off by her running away from her family and into the arms of a monster. For the second open-and-shut case, a man admitted to strangling his 21-year-old girlfriend to death out of jealousy and then burying her body the next day in a vacant lot. Apparently trolling for sympathy, he claimed that he even slept beside the lifeless body of his girlfriend, whom he accused of chatting up another guy. That he was able to sleep after snuffing out the life of another should not elicit even a shred of pity for him. An uncle of the dead woman said her family was clueless that he was her boyfriend until they opened her social media account and read their personal messages. Jerusalem tensions run high ahead of far-right Israeli rally
Jerusalem police and residents were bracing for extremist ministers and their supporters to rally on Thursday in an annual flag-waving march commemorating Israel's capture of the Old City. Palestinians in Jerusalem, who tend to close their shops and are banned from the social hub of Damascus Gate to make way for the marchers, view the parade as provocative. In the late morning, Prime Minister Benjamin Netanyahu said the Jerusalem celebrations were being held "3,000 years after being established by King David, 75 after it was re-established as the capital of the reborn state of Israel, and 56 years after being reunited". Two of his extreme-right cabinet members, Itamar Ben-Gvir and Bezalel Smotrich, are expected to attend Thursday's rally, one of the events marking what Israelis refer to as Jerusalem Day. Following the Six-Day War of 1967, Israel annexed east Jerusalem and its Old City in a move never recognized by the international community. Thursday's rally takes place days into a ceasefire that ended deadly cross-border fighting with Islamic Jihad militants in Gaza. Thirty-three people including multiple civilians were killed in the blockaded Palestinian enclave and two in Israel, a citizen, and a Gazan laborer. Militant group Hamas which rules the coastal territory said ahead of the march it "condemns the campaign of the Zionist occupation (Israel) against our Palestinian people in occupied Jerusalem". Two years ago, after weeks of violence in Jerusalem in which scores of Palestinians were wounded, a war between Hamas and Israel erupted during the march. 'Acquiescence' to extremists Some 2,500 police officers were securing the march, which begins in the western part of the city at 4:00 p.m. (1300 GMT), proceeds through the Old City, and ends at the Western Wall plaza. On Thursday morning, an AFP journalist saw tourist groups walking through the historic gateway, while Palestinians sold bread from a stall and opened their shops before the afternoon shutdown. Later in the day, the vast majority of shops in the Old City were closed, with Palestinian resident, Abu al-Abed, 72, saying he wanted "to go home". The marchers "are harmful, they're walking and start to hit the doors of the shops and the doors of our houses," he told AFP. Scuffles between Jewish and Palestinian youths were taking place as early marchers arrived in the Old City, with police saying that in some cases forces "were required to act to prevent friction and provocations". Prior to the march, dozens of Jews -- including at least three lawmakers from Netanyahu's right-wing Likud party and a minister from Ben-Gvir's Jewish Power faction -- visited Jerusalem's Al-Aqsa mosque compound, Islam's third holiest site. A spokesman for Palestinian president Mahmud Abbas warned Israel "against insisting on organizing the provocative flag march". Pushing ahead with the parade "confirms the acquiescence of the Israeli government to Jewish extremists", spokesman Nabil Abu Rudeineh said Wednesday. US guardsman to appear in court over Pentagon documents leak
A 21-year-old national guardsman was due to appear in court on Friday, authorities said, after he was arrested on suspicion of leaking a trove of sensitive US government secrets. Jack Teixeira, an employee of the US Air Force National Guard, was to make an initial appearance in a Massachusetts federal court, a district court official told AFP. His dramatic arrest was broadcast live on US TV networks Thursday following a week-long investigation into one of the most damaging leaks of classified information since the 2013 dump of National Security Agency documents by Edward Snowden. US Attorney General Merrick Garland told reporters Thursday that Teixeira had been arrested "in connection with an investigation into alleged unauthorized removal, retention, and transmission of classified national defense information."
