BAGUIO CITY — The Cagayan Valley Regional Disaster Risk Reduction and Management Council on Friday disclosed that the province is on red alert status amid the possible threat of typhoon “Goring.” The CVRDRRMC — through the Memorandum Order 86 series of 2023 — is solidifying preparations in anticipation of the effects of the new weather disturbance. Local DRRM offices were also directed to conduct heightened monitoring in their respective Areas of Responsibility and strictly implement the “no sailing, fishing and swimming” policy in their AORs. All Local Disaster Risk Reduction and Management Councils were directed to submit reposts of their preparedness measures and incident monitoring while those who are in the areas not directly affected or are not affected at all are also advised to organize Humanitarian Assistance at Disaster Response Teams ready to extend assistance to the people. Local chief executives in the region were also told to perform their mandate in times of calamities. LDRRMOs are also to conduct Pre-Disaster Risk Assessment or PDRA. Tropical storm “Goring” (Saola) continues to intensify as it moves southwestward of the country, while another cyclone has been monitored near the Philippine area of responsibility. In its latest weather bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said “Goring” will affect Batanes, Babuyan Islands and mainland Cagayan, Isabela, the northern portion of Aurora and the Ilocos provinces until Monday noon, with forecast rainfall generally higher in elevated or mountainous areas. PAGASA warned that flooding and rain-induced landslides are possible, especially in areas that are highly or very highly susceptible to these hazards as identified in hazard maps and in localities that have experienced considerable amounts of rainfall for the past several days. The southwest monsoon or "habagat" will be enhanced by “Goring”, bringing occasional rains over the western portions of Central Luzon and Southern Luzon beginning tomorrow and over the western portion of Visayas beginning on Sunday. The "Goring"-enhanced southwest monsoon will continue to bring gusty conditions over the following areas not under any Wind Signal, especially in coastal and upland or mountainous areas exposed to winds: Aurora, Bataan, Metro Manila, CALABARZON, Bicol Region, Dinagat Islands and most of MIMAROPA and Visayas on Saturday. Afterward, the tropical cyclone will loop northward before turning to the northwest on Tuesday towards Luzon Strait. PAGASA said “Goring” is forecast to rapidly intensify and may reach typhoon category by Saturday. The center of “Goring” was estimated based on all available data at 225 km east southeast of Basco, Batanes, or 270 kilometers east of Calayan, Cagayan, and moving slowly toward southwestward with maximum sustained winds of 85 kilometers per hour near the center and gustiness of up to 105 km/h. Tropical Cyclone Wind Signal No.1 remains hoisted over Batanes, the eastern portion of Babuyan Islands (Babuyan Island, Camiguin Island), the eastern portion of mainland Cagayan (Santa Ana, Gonzaga, Lal-Lo Gattaran, Baggao, Peñablanca) and northeastern portion of Isabela (Maconacon, Divilacan, Palanan). WRMO expands save-water order
The Water Resources Management Office or WRMO of the Department of Environment and Natural Resources has expanded the coverage of its water conservation directive to residents of the National Capital Region and adjacent provinces. In its Bulletin 2, the WRMO instructed all barangay officials and condominium and subdivision managers to advise residents to conserve water through the reduction of activities that consume a large amount of water, such as watering the lawn and washing vehicles. This is to avert massive water interruptions in the coming months, the WRMO said in its bulletin. Residents were also encouraged to promote rainwater collection for non-potable use of water and to reuse laundry and dishwashing wastewater for watering plants. The WRMO also directed all local government units in NCR to fast-track the approval of pipe repairs of water concessionaires Manila Water and Maynilad. “As we prepare for even drier conditions due to El Niño, it is, more than ever, important to conserve water in order to prevent massive water interruptions later this year,” the WRMO said. The water level in Angat Dam, which supplies potable water to NCR and nearby provinces, has continued to drop amid an impending El Niño dry spell. The WRMO also directed all local government units in NCR to fast-track the approval of pipe repairs of water concessionaires Manila Water and Maynilad. As of 8 July, the water level in Angat Dam was at 179.99 meters, which was below the 180-meter minimum operating level. When below operating levels, the allocation for irrigation will be reduced and supply for NCR and the provinces of Rizal, Cavite and Bulacan will be at the minimum volume. Meanwhile, Senator Grace Poe, who chairs the Senate Committee on Public Services, urged state regulator Metropolitan Waterworks and Sewerage System to take urgent action on the planned water service interruption on 12 July. “MWSS should not take this matter sitting down as these recurring service cuts will affect over half a million consumers,” Poe said in a statement. She noted that the frequent and longer hours of water service interruption which affects more people is “unacceptable.” Last week, Maynilad advised its customers of up to 9 hours of nightly water service interruptions starting 12 July due to the decreasing water level of Angat Dam. According to Poe, MWSS should determine whether water utilities are adhering to their obligations based on their franchise. Major Mayon eruption unlikely
The Philippine Institute of Volcanology and Seismology on Tuesday warned that the minor eruptions of Mayon Volcano are inevitable amid its increased unrest, but major eruption remains “unlikely.” In a television interview, Phivolcs-Bicol resident volcanologist, Dr. Paul Alanis, noted that sudden steam-driven or phreatic eruptions are expected over the Mayon Volcano given its current unrest driven by shallow magmatic processes. “Right now, the scenario of a major eruption is quite remote… But of course, there is still a possibility of small eruptions,” he said. Mayon Volcano is currently emitting moderate plumes at 200 meters tall drifting to the west-southwest slowly curving to the north. Alanis said ashfall events may affect the west and north of the Albay province, including municipalities of Camalig Giunobatan, Ligao and Oas. Residents are advised to cover their nose and mouth with a damp, clean cloth or dust mask should ashfall events occur within their communities. “So far we are looking at two possible scenarios with the ongoing activity in Mayon,” he said, citing the 2014 Mayon eruption that posed a “quiet explosion” with rockfall and minor lava flow of the Mayon and the major eruption with small bursts and a major lava flow-like in 2018. Alanis said the pressure in the volcano remained in the peak part, while there is a weak pressure on the lower slopes. At least 74 rockfall events have been recorded in the Mayon volcano. The latest Phivolcs bulletin showed that the volcano edifice is inflated, but no crater glow has been observed. Phivolcs warned anew that entering within the six-kilometer-radius Permanent Danger Zone is not allowed as explosions, rockfall, and landslides are expected with the Mayon’s ongoing unrest. Determined to stamp out illegal gambling and instill full compliance among its accredited Small Town Lottery operators, the Philippine Charity Sweepstakes Office on Tuesday clamped down on the unauthorized operations of an erring STL operator in Cebu City and Southern Leyte. PCSO General Manager Mel Robles explained that all operations of Saturn Gaming N' Amusement Corporation in the said provinces are already deemed illegal, after the termination of its authority to operate last 8 March 2023. Robles pointed out the PCSO’s order is effective and must be fully enforced in the said areas except in Metro Cebu and Mandaue City. The PCSO made the announcement Tuesday on its official website, stating, among others, that the authority to operate of Saturn Gaming was revoked effective 8 March 2023 by virtue of PCSO Board Resolution No. 55 Series of 2023, even as the revocation order subsequently took effect on 6 April this year. The bulletin said: “Ipinababatid ng PCSO na ang Saturn Gaming N’ Amusement Corporation ay hindi Authorized Agent Corporation (AAC) ng Philippine Charity Sweepstakes Office para sa Southern Leyte at Cebu simula ika-6 ng Abril 2023. Ang Authority to Operate (ATO) ng Saturn Gaming N’ Amusement Corporation ay binawi at tinanggal sa ilalim ng PCSO Board Resolution No. 55, Series of 2023 na inilabas noong ika-8 ng Marso 2023”. It added that any attempts by Saturn Gaming to defy the lawful order is in clear violation of Presidential Decree No. 1602 (Prescribing Stiffer Penalties On Illegal Gambling) and Republic Act No. 9287 (An Act Increasing the Penalties for Illegal Numbers Games, Amending Certain Provisions of Presidential Decree No. 1602, and For Other Purposes). Super typhoon ‘Mawar’ maintains strength
Super typhoon “Mawar” maintained its strength while moving westward after battering Guam, said the Philippine Atmospheric, Geophysical, and Astronomical Services Administration. Based on the latest PAGASA weather bulletin on Thursday, the center of the eye of the super typhoon was last tracked over east of southern Luzon, moving westward at 10 kilometers per hour. PAGASA forecasts that “Mawar” will accelerate westward and enter the Philippine Area of Responsibility likely by Friday evening or Saturday evening. It will hence be named “Betty.” It will move west-northwestward throughout the forecast period towards the sea area east of Extreme Northern Luzon. “Mawar” is forecast to continue intensifying in the next three days and may reach a peak intensity of 215 km/h by Sunday. Afterward, the super typhoon is expected to weaken but it will remain a typhoon by the end of the forecast period. PAGASA said the current track scenario shows that the rain bands of the typhoon may bring heavy rains over Cagayan Valley between Sunday and Tuesday next week. The Office of the Civil Defense Cordillera reminds different local government units through their respective disaster risk reduction management formations to gear up for the possible effects of typhoon “Mawar” to the region. Relief items The OCD Cordillera advised the public and the DRRM councils and offices not to let their guard down even if “Mawar” is not expected to make a landfall. The OCD said it has already pre-positioned relief items to areas that will likely be hit by the incoming typhoon so that assistance will be immediately given to affected families. Diego Mariano, OCD Joint Information Center head, said all necessary equipment for clearing operations as well as the rescuers have already been deployed along with personnel and air assets of the Armed Forces of the Philippines. ‘Paeng’ could reach typhoon status ahead of Luzon landfall — PAGASA
Tropical depression Paeng (PAGASA FACEBOOK PAGE) Tropical depression Paeng may reach the typhoon category prior to landfall over northern Luzon by weekend, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its latest bulletin. In its 5 p.m. bulletin issued on Wednesday, Oct. 26, PAGASA said Paeng has maintained its maximum sustained winds of 45 kilometers per hour (kph) near the center and gusts of up to 55 kph. “Paeng is forecast to intensify into a tropical storm tomorrow (Oct. 27) [while] further intensification is likely while moving over the Philippine Sea and may reach the typhoon category prior to its landfall,” it said. A typhoon has maximum sustained winds of 118 kph to 184 kph. In a press conference, PAGASA senior weather specialist Raymond Ordinario said Paeng may intensify into a typhoon by Saturday, Oct. 29, and may hit the Isabela-Cagayan area on Sunday, Oct. 30. “This is the scenario we are looking at right now,” he said in Filipino. As of 4 p.m., Wednesday, tropical depression Paeng was estimated to be 945 kilometers east of Eastern Visayas, and was moving westward at 10 kph. “Tropical depression Paeng is forecast to track generally westward until tomorrow afternoon (Oct. 27) before turning west northwestward for the remainder of tomorrow through Saturday afternoon (Oct. 30), while moving towards Northern Luzon. On the forecast track, this tropical cyclone is forecast to maintain this heading until it makes landfall on the eastern coast of Isabela or Cagayan,” PAGASA said. However, Ordinario has not ruled out the possibility of a lower cyclone track. If the weather disturbance takes a lower track, it may hit the central-southern Luzon area, which may also directly affect Metro Manila. From early Saturday to Sunday afternoon, Oct. 29 to Oct. 30, heavy to torrential rains may persist in Bicol Region, Cagayan Valley, Aurora, Nueva Ecija, Tarlac, northern portion of Zambales, Kalinga, Mountain Province, Ifugao, Benguet, Ilocos Sur, La Union, and Pangasinan. Meanwhile, moderate to intense rains are possible over Ilocos Norte, Metro Manila, Batangas, Cavite, Occidental Mindoro, and the rest of Cordillera Administrative Region and Central Luzon.
