Sub bolsters Taiwan defense vs China
Taiwan unveiled its first domestically built submarine on Thursday to bolster the island’s defenses against China. President Tsai Ing-wen presided over the launch ceremony for the Hai Kun or “Narwhal” in English at CSBC Corporation's Kaohsiung shipyard, according to Taiwan News. Tsai performed the bottle-breaking ritual and named the submarine, which means “giant fish” in Chinese. National Security Council Secretary General Wellington Koo, American Institute in Taiwan Director Sandra Oudkirk, Defense Minister Chiu Kuo-cheng, Kaohsiung Mayor Chen Chi-mai and other dignitaries attended the ceremony, CNA reported. Strongly opposed by Beijing for her refusal to accept China’s authority over the island, Tsai launched a submarine program in 2016 with the aim of delivering a fleet of eight vessels. Construction on the first started in 2020 by CSBC Corporation, a company specializing in container ships and military vessels. Carrying a price tag of $1.5 billion, the submarine’s displacement weight is about 2,500 to 3,000 tons, with its combat systems and torpedoes sourced from the United States defense company Lockheed Martin. Ben Lewis, a US-based independent analyst who focuses on the Chinese military’s movements around the island, said the Taiwanese submarine can pose a threat to Chinese amphibious assault and troop transport capabilities. “They have practised extensively the use of civilian vessels to augment their existing troop delivery platforms, and a submarine could wreak havoc on vessels not designed for naval warfare,” Lewis said. The submarine will still need at least three years to become operational, Zivon Wang, a military analyst at Taipei-based think tank the Chinese Council of Advanced Policy Studies, said. “The launch... does not mean that Taiwan will become very powerful right away but it is a crucial element of Taiwan’s defense strategy and a part of our efforts to build deterrence capabilities,” Wang said. China’s state-run Global Times on Monday published an op-ed saying Taiwan’s submarine deployment plan to block the Chinese military was “daydreaming.” “The plan is just an illusion of the island attempting to resist reunification by force,” it said. PLDT bolsters alignment with global climate reporting standards
Leading integrated telecommunications company PLDT Inc. continues to strengthen its alignment with global standards for climate action as it benchmarks with the 2023 disclosure system of the CDP. Previously known as the “Carbon Disclosure Project” and recognized globally by investors, cities and corporates, CDP provides guidance on climate-focused reporting metrics and facilitates an independent scoring on progress in terms of governance, risk management, target and performance and emissions data, among others. For its 2022 CDP assessment, PLDT received a “B” or a “Management” rating, signifying that the company has measures in place to manage its business impact on the environment. This was a significant improvement from its “C” or “Awareness” rating in 2021 and 2020 consecutively. Results of the 2023 CDP assessment are expected to be released by 2024. “Climate action is integral to our strategy of embedding sustainability in the way we do business. As this discipline calls for continuous learning and collaboration, we aim to maximize opportunities to adopt and align with global best practices and reporting standards,” said PLDT first vice president, chief sustainability officer and head of investor relations Melissa Vergel de Dios. PLDT’s environmental management measures include a decarbonization roadmap that targets Scope 1 and Scope 2 greenhouse gas emissions reduction by 40 percent by 2030, from a 2019 baseline. This target is underpinned by the company’s expansion of renewable energy use, operational eco-efficiency measures and green technology adoption for its network and data center rollout. As CDP underscores the importance of assessing and identifying climate risks, PLDT earlier reported on its conduct of a comprehensive and third-party aided climate risk assessment that guides its strategies for disaster-proofing its digital infrastructure and institutionalizing business continuity measures across its organization. The company also integrated climate expertise in the composition of its board of directors, with the recent appointment of Fr. Roberto C. Yap, S.J. as a member of its advisory committee. Yap, S.J. holds a PhD in Environmental Economics from the University College London and is slated to contribute to PLDT’s thrust of strengthening its climate governance and management approach. Fibernet Construkt Corp. along with Internet service provider Converge ICT Solutions Inc., have submitted to the local government an unsolicited proposal to build a fully underground fiber optic cable network for Cebu City along the city’s South Road Properties’ main road. FKC is in the business of building and maintaining broadband infrastructure facilities for telecommunication operators and internet service providers In their meeting with Cebu City Mayor Michael Rama, Converge chief executive officer and co-founder Dennis Anthony Uy, said he “could begin realizing Rama’s “dream of a city like Singapore for Cebu by placing all the lines of telecommunication companies (telcos) underground starting with those in the city’s main thoroughfares.” “He (Rama) asked me for my opinion. I told him it is too costly to put an underground cabling network for the whole of Cebu. It’s too expensive. Overhead expenses for underground cabling for power, for instance, is 10 to 15 times more. If you pass the costs on to consumers, they will raise a howl. So, I told him to start with telecommunications because that’s where you see a lot of ‘spaghetti wires.’ I think 50 percent of what you see are telecom wires which are no longer active,” said Uy in a media briefing during Converge’s official launch on Boracay Island recently. Bad experience “What happened during typhoon ‘Odette’ was a bad experience for Cebuanos. Utility posts were hit, and it took two months to put back on power,” he said. Thus, Uy is convinced that Cebu City badly needs to move all electricity and communication lines underground as part of its disaster resiliency strategy to prevent massive blackouts and connectivity losses during calamities like typhoons. For his part, FKC chief executive officer Jinho Kwon said FKC “intends to service the needs of the major telecommunications company and other service providers in Cebu City South Road Properties to enable them to provide full Telecommunication Broadband and Cable TV connectivity including Internet connectivity and other services in the said properties.” Unsolicited proposal Both Uy and Kwon personally went to Cebu City to present their unsolicited proposal to Rama. Kwon said the proposal is meant “ to support the Cebu City government’s direction to develop a Smart City with fully equipped and disaster resilient telecommunication network where information and communication technologies are utilized to increase operational efficiency and improve both quality of services and citizen welfare.” FKC is in the business of building and maintaining broadband infrastructure facilities for telecommunication operators and Internet providers.
