DoJ seeks Antipolo prosecutors help on student’s death probe
The Department of Justice has asked the Antipolo City’s Office of the City Prosecutor to help in the investigation with law enforcers on the case of a 14-year-old boy who died days after he was allegedly slapped by his teacher. The DoJ said that the autopsy to determine the cause of death of the Grade 5 student identified as Francis Gumikib last 2 October is ongoing and being conducted by the Philippine National Police Forensic Laboratory. Earlier, the DoJ — through the Committee on the Special Protection of Children — has already directed the OCP of Antipolo City to coordinate with law enforcement agencies on the investigation and case build-up on any offenses that may have been committed in relation to the death of and/or abuse perpetuated against the student. It also declared that it “condemns any act of violence and abuse perpetuated against our children.” “Child abuse in any form is an abhorrent violation of children’s rights and a crime that should never be tolerated,” said the DoJ. “Children, especially learners, deserve a safe and nurturing environment where they can grow, learn, and thrive without fear of abuse.” Meantime, the Commission on Human Rights is conducting an independent investigation into the death of the student as it also urged the government to establish and strengthen the legislative, administrative and social measures that will secure the children’s safety. “The Commission deplores all acts which pose threats to safeguarding the rights and dignity of children,” said the CHR in a statement. 3 wanted suspects fall in Rizal sting
Three wanted persons were arrested in separate manhunt operations on Tuesday, the Rizal police provincial office said Wednesday. Rizal police provincial director P/Col. Rainerio de Chavez said the three individuals were nabbed for various cases in the towns of Rodriguez and Tanay, and Antipolo City. In Rodriguez, the 42-year-old accused, identified only as alias Zaldy, was arrested by operatives of the Rodriguez Municipal Police Station by virtue of a warrant of arrest for the crime of frustrated murder. It can be recalled that the accused was allegedly tagged behind the stabbing incident against alias Ryan who miraculously survived the attack after he was rushed to a nearby hospital. In Antipolo, rape suspect alias Junior was nabbed by the police by virtue of a warrant of arrest issued by Judge Jose Bayani Usman of Puerto Princesa City Regional Trial Court Branch 50 (Family Court) for the crime of two counts of rape, acts of lasciviousness, and violation under Republic Act 7610 or the Anti-Child Abuse Law. Beware: God’s silence
Dear Editor, Has the Church lost its moral ascendancy to preach about righteousness and piety? It is a wonder why it has been silent about all forms and sources of evil in our society, like corruption and gambling, legal or illegal. What could be the reason why the Church is mum on important national issues involving depravity or demons, unlike during the time of Jaime Cardinal Sin three or four decades ago? Why does the Church seem to have abandoned its duty of exorcizing evil? I am referring not only to the Catholic Church but to other churches as well, including Protestants, all Christian denominations, and other religions in the country. If church leaders can corrupt the government and politicians, we can just imagine the magnitude of their corrupt acts over their church organization’s own money. These are those who entered a “life of mission,” but due to undying love for mammon and a “good life” (contrary to Christ’s life), they ended up serving themselves rather than God and their flocks. The Constitution is clear: “No public money or property shall be appropriated, applied to, or employed, directly or indirectly, for the use of, the benefit of, or support of any sect, church, or denomination.” May I add, “And no church money shall be used for personal ambitions?” Upon reading news similar to the SUV scandal in 2011 whereby a “bishop asked for a car as a birthday gift but used the welfare of the poor as an excuse,” and upon realizing the baseness of many ministers today who use gadgets as Bibles, I was led to write this piece. In the same way that we can distinguish the original from fake products by looking at the details or scrutinizing the small, minuscule parts, a church is known for its authenticity or hypocrisy. While God is also in the details of Christian living and the imperatives of faith, the Devil is in every side and corner, floor and ceiling, of religiosity and the so-called “essentials” and “fundamentals” of (sham) faith. Since when have sanctified living and/or corruption, child abuse, human trafficking, taking drugs, drinking, smoking, gambling, adultery, and the like become “non-essentials?” Why are most ministers today afraid of speaking against sin? And how dare they categorize crookedness and worldliness as just being parts of what they call “non-essentials”? They have been so focused on their essential “theology” and “religiousness” that they’ve been blinded to see piety and righteousness. Christ was not crucified to save religions but sinners, according to Matthew 7:15-20. But be equally watchful of “ministers” who preach the Bible with Bibles but are actually just preaching their man-made religions and damnable doctrines. Finally, why not make a law that would stop corrupt churches from corrupting politicians during elections by prohibiting them from endorsing any candidate via “block voting,” openly or secretly? Be courageous for the good of the motherland and do this, dear lawmakers. Country first, before yourself (or your votes), and you will have the vote of God. No worries. Guess who?
It is amusing, if not vexing, to see some high officials and members of the deliberative body competing with each other to call attention to themselves. They blabber inane remarks to the exasperation and vexation of the public. A few of them boxed in into any controversy that catches national intention and inflicts us with what obviously appears to be nonsensical, unthinking, and intelligent narratives, forgetting that they look ridiculous and comical in the process. A few others sponsor resolutions on matters not within their turf and expertise. They express their opinions without studying the subject matter and foist theories and ideas exposing their intellectual barrenness. They inject their unstudied take on foreign policy. They try very hard to upstage the Chief Executive in matters of foreign policy, particularly on the issue of our foreign relations with China and the United States. They also have the gumption to teach the President what to do about the enforcement of the arbitral ruling in favor of the Philippines rendered by the Permanent Arbitration Court vis-a-vis the conflicting claims in the West Philippine Sea, by giving him options on what to undertake either to enforce the favorable ruling or to rally the other countries to support the Philippines in putting to a halt the Chinese unlawful incursions to the former’s territory. They also input their pretended nationalism on the issue of human rights violations and the jurisdiction of the International Criminal Court. At least two of them contradict the President on many occasions in the matter of the ICC jurisdiction. Despite being called out on the nitwittery of their action they foolishly cling to it. Others initiate and pursue investigations on almost anything that fancies them or that will give them the opportunity to put them in the limelight for a free media mileage. A few numbers eyeing re-election in 2025 have started campaigning by advertising themselves in media outlets under the guise of asking the public to support a particular government program, introducing themselves completely with an accompanying campaign jingle heralding their names. Others use different tact, they shamelessly use their offices and positions and travel around the country using taxpayers’ money under the guise of official work but actually have slowly established a network of local government officials, for a shot at high national positions. Still others, do it brazenly, committing treasonous acts by plunging the dagger at the backs of their unsuspecting potential rivals for power. There are those, of course, who always make it a point to be on the side of the President in every official and social event that the latter attends, to make it appear they are close to him. They are always in praise of the principal in whatever he does, making themselves more popish than the Pope. Those whose exposure to the fourth estate brought them to where they are now, bring their pomposity and grandstanding in their official activities, acting as if they are still in their talk and public service shows. They browbeat and insult invited guests during inquiries believing their antics appeal to the peanut galleries. They strain themselves showing that they are smart and even scold cerebral academicians only to retreat and hide behind a growl while shifting to another topic in an attempt to camouflage their ignorance. There are also former government men who, in their desire to return to power and influence, the source of their ill-gotten wealth, ingratiate themselves to the present dispensation by publicly siding with the official pronouncements coming from the side of the Pasig River, always praising their bogus credentials. Finally, those who have managed to shockingly get appointments, delude themselves into believing that they were placed there because they deserved to be there, when in reality, it’s a political accommodation to pay off for their asinine pretended loyalty, using gutter language and indecency to get the support of the political followers of the presidential candidate. Siblings bond by doing things together. On 22 October, Darlene Skinner, Anna Hall Anderson and Lushinda Greene, three of seven children, got married at the same time. In May, the Bonin sisters, Madeleine, 28; Alexis, 25; Annalise, 23, and Kate, 18, went on a girls’ night out outside Houston, Texas, together with their mom and two sisters-in-law. All were wearing their white wedding gowns, except for unmarried Kate who had to buy one, because they all agreed that their expensive wedding dresses didn’t deserve to be worn only once. When the women got out of their cars to dine at the True Food Kitchen on Market Street, people noticed the Bonins’ gowns and couldn’t help being curious about the occasion. Alexis posted on social media a video of them being recorded and selfied by spectators. The video of their memorable evening stunt went viral, with more than 6.5 million views on Instagram last month, Insider reported. The Thiem sisters, Jena, 33; Jessica, 30; Jordan, 27, and Jaden, 25, were inseparable and did everything together as kids and teens in Dallas, Texas, the Washington Post reported. All married now and living in different states, they stay close by remotely exchanging news every day. They also occasionally hold family get-togethers. Last Christmas, Jordan revealed to her family that she was going to be a mother. In January, Jaden called up Jordan to say that she too was pregnant. Then Jena revealed her pregnancy to Jordan on a family trip to Florida a few weeks later, according to WP. Over the Easter holiday, all four sisters visited their parents in Omaha, Nebraska, and their mother gave each a framed photo of themselves together as children, with the inscription, “These babies are… all having their own babies.” This shocked Jessica — who at the time knew that only Jordan was in the family way — to learn that her two other sisters were also pregnant. CHR steps into juvenile’s hazing
The Commission on Human Rights announced on Saturday that it has conducted an investigation into the alleged hazing of a juvenile by multiple fraternity members, which resulted in the victim’s hospitalization. The CHR said that the hazing was allegedly committed by the president of the Magic 5 fraternity, an Alpha Kappa Rho International Fraternity member, and the president of the SPB fraternity. According to a preliminary investigation by the Quezon City Police District, the victim passed out due to “unbearable” agony and physical injuries. According to reports, the victim was a member of the Scout Royale Brotherhood Nu-Theta Chapter Fraternity. However, he transferred to Magic 5, which insulted his former “brothers.” The victim was allegedly taken to San Roque in Barangay Pagasa to be “disciplined” and then transferred to a shop along Road 10 where his erstwhile fraternity brothers conducted the hazing. “Despite the existence of the Anti-Hazing Law and the Anti-Child Abuse Law, violent acts, particularly those that violate the dignity of minors, should be condemned,” the CHR stated. VAWC law covers lesbian relationships
In the recent case of Jacinto v. Fouts (GR 250627, 7 December 2022), the Supreme Court ruled that Republic Act 9262, or the Violence against Women and their Children Act, applied to lesbian relationships, thus benefiting women victimized by their female partners. The case originated from an incident in 2018 where Jacinto was accused of assaulting her live-in partner, Fouts. A criminal case for violation of RA 9262 was filed against Jacinto, who argued that RA 9262 did not apply to lesbian relationships and sought to have the case dismissed. RA 9262 defines violence against women and their children as “any act or series of acts committed by any person against a woman who is his wife, former wife, or against a woman with whom the person has or had a sexual or dating relationship, or with whom he has a common child, or against her child whether legitimate or illegitimate, within or without the family abode, which resulted in or is likely to result in physical, sexual, psychological harm or suffering, or economic abuse, including threats of such acts, battery, assault, coercion, harassment or arbitrary deprivation of liberty.” The trial court rejected Jacinto’s argument, saying that RA 9262 applied to any person, regardless of gender, who has had a sexual or dating relationship with a woman. Citing the case of Garcia v. Drilon (GR 179267, 25 June 2013), the court held that the use of the gender-neutral term “person” in the law’s provisions encompassed lesbian relationships. Jacinto went to the Supreme Court and argued that the trial court was wrong in its interpretation of RA 9262. According to her, such interpretation would unjustly protect one woman in a relationship while denying the other woman the same protection. Jacinto also argued that the Supreme Court’s statement regarding lesbian relationships in Garcia v. Drilon was simply an obiter dictum that was not binding to the present case. An obiter dictum is a remark made, or opinion expressed, by a judge in his decision upon a cause by the way, that is, incidentally or collaterally, and not directly upon the question before him, or upon a point not necessarily involved in the determination of the cause, or introduced by way of illustration, or analogy or argument (Dee v. Harvest All Investment Limited, 807 Phil. 572, 583, 2017). The Supreme Court affirmed the trial court’s interpretation that RA 9262 applied to lesbian relationships. It disagreed with Jacinto’s argument that the statement regarding lesbian relationships was a mere obiter dictum. The Court noted that one of the issues raised in Garcia was the supposed discriminatory and unjust provisions of RA 9262 which were likewise violative of the equal protection clause. Thus, the Court’s discussion as to the applicability of the law to lesbian relationships was clearly a resolution of the issue raised in Garcia and not a mere obiter dictum or an opinion of the Court. Instagram ‘most important platform’ for child sex abuse networks: report
Instagram is the main platform used by pedophile networks to promote and sell content showing child sexual abuse, according to a report by Stanford University and the Wall Street Journal. "Large networks of accounts that appear to be operated by minors are openly advertising self-generated child sexual abuse material for sale," said researchers at the US university's Cyber Policy Center. "Instagram is currently the most important platform for these networks with features like recommendation algorithms and direct messaging that help connect buyers and sellers." According to the Journal, a simple search for sexually explicit keywords specifically referencing children leads to accounts that use these terms to advertise content showing sexual abuse of minors. The profiles often "claim to be driven by the children themselves and use overtly sexual pseudonyms", the article detailed. While not specifically saying they sell these images, the accounts do feature menus with options, including in some cases specific sex acts. Stanford researchers also spotted offers for videos with bestiality and self-harm. "At a certain price, children are available for in-person 'meetings'," the article continued. Meta, Instagram's parent company, did not immediately respond to a request for comment from AFP. According to the Journal, the social media giant acknowledged problems within its security services and said it had created a task force to address the issues raised. Last March, pension and investment funds filed a complaint against Meta for having "turned a blind eye" to human trafficking and child sex abuse images on its platforms. Thousands flee flooded homes after Ukraine dam destroyed
Thousands were fleeing their homes Wednesday after the destruction of a frontline Russian-held dam in Ukraine flooded dozens of villages and parts of a nearby city, sparking fears of a humanitarian disaster. Downstream from the breached Kakhovka dam, Ukrainian police and troops in the southern city of Kherson were bringing people out from inundated areas in inflatable boats, most clutching only a few documents and pets. Despite the evacuations, officials said Russian forces have kept shelling the residential neighborhoods. Ukraine and Russia have traded blame for the dam being ripped open early Tuesday, prompting Turkey's president to propose to both nations' leaders an international probe of the breach. The destruction has also raised fears of an environmental disaster and nuclear safety risks as it provides cooling water for Europe's largest nuclear plant. One woman, Nataliya Korzh, 68, had swum part of the way to escape from her house. She emerged from a rescue boat barefoot, her legs covered with scratches, her hands trembling from cold. "All my rooms are underwater. My fridge is floating, the freezer, everything. We're used to shooting, but a natural disaster is a real nightmare. I wasn't expecting that," she told AFP. She feared for her two dogs and cat, which she was unable to save. "To get to the room where the dogs were, I would have had to dive. I don't know what's happened to them." The water was waist-deep in the central streets of Kherson and the ground floors of buildings were submerged. A spokesman for Ukraine's emergency services, Oleksandr Khorunzhyi, said that "currently there is no information about the dead or injured". Water levels in Kherson have risen by five meters (16 feet), he said. While finger-pointing continued over the dam's destruction, Moscow accused Kyiv of blowing up a key pipeline that Russia used before the war to export ammonia and whose re-activation it has requested as part of grain deal talks. Continued shelling The governor of the Kherson region, Oleksandr Prokudin, said 1,700 people had been evacuated so far and reported that ongoing shelling was endangering rescuers and locals. Moscow-installed officials on the Russian-occupied side of the river said on Tuesday that more than 1,200 people had been evacuated. A policeman, Sergiy, 38, was using a radio to coordinate the rescue boats. "Today we've already saved 30 people, 10 pets. There was one child. We will work until we've brought out all the people," he told AFP. Washington warned there would be "likely many deaths" due to the breach of the Kakhovka dam. Kyiv said the destruction of the dam -- seized by Russia in the early hours of the war -- was an attempt by Moscow to hamper its long-awaited offensive, which Ukraine's leader stressed would not be affected. The United Nations warned that hundreds of thousands could be affected on both sides of the frontline. The governor of the Kherson region, Oleksandr Prokudin, said 1,852 houses had been flooded by early Wednesday. "According to our forecasts, the water level will increase by one meter within the next 20 hours," he warned. An official in President Volodymyr Zelensky's office, Daria Zarivna, said that in the occupied territory "the Russians simply abandoned people" and in the town of Oleshky on the opposite bank from Kherson, "many spent the night on the roofs of houses". 'Environmental bomb' Zelensky accused Russia of detonating an "environmental bomb of mass destruction", saying authorities expected up to 80 settlements with tens of thousands of residents to be flooded and urging the world to "react". "This crime carries enormous threats and will have dire consequences for people's lives and the environment," Zelensky said. But the explosion would "not affect Ukraine's ability to de-occupy its own territories", he added. Last October, Zelensky accused Russia of planting mines at the dam, warning that its destruction would spur a new wave of refugees into Europe. Kyiv said 150 tonnes of engine oil had spilled into the river, and the agricultural ministry said about 10 thousand hectares of farmland on the right bank of the river would be flooded and "several times more" on the left bank. China expressed "serious concern" over the dam destruction, while EU chief Charles Michel called it a "war crime" and NATO chief Jens Stoltenberg condemned it as "outrageous". Russia has said the dam was partially destroyed by "multiple strikes" from Ukrainian forces and urged the world to condemn Kyiv's "criminal acts". Turkish President Recep Tayyip Erdogan's office said he proposed setting up an international commission to investigate the destruction of the dam in calls with Zelensky and Russian leader Vladimir Putin. The Soviet-era dam, built in the 1950s, sits on the Dnipro River, which provides cooling water for the Russian-occupied Zaporizhzhia nuclear power plant some 150 kilometers (90 miles) away. The UN nuclear watchdog agency said the dam break was posing "no short-term risk" to the plant. Separately, Moscow accused a Ukrainian "sabotage" group of blowing up a section of the Togliatti-Odesa pipeline that Russia used to export ammonia and that is part of the international talks on allowing grain exports from Ukraine amid the conflict with Russia. Russia says repels attack on border as three killed in Kyiv
Moscow said Thursday it thwarted a Ukrainian attempt to penetrate its southwestern border as it pounded Kyiv with missiles, killing three including a child. The Ukrainian capital has faced nearly nightly air raids in May, and an unusual daytime attack on Monday that sent residents running for shelter. As Kyiv deployed its air defences against a fresh volley of Russian missiles, Moscow said it pushed back an attempt by Ukrainian troops to invade its southwestern Belgorod region at about 3:00 am local (0000 GMT). "Overall, the attack involved up to 70 militants, five tanks, four armoured vehicles, seven pickup trucks and a Kamaz truck," the Russian defence ministry said in the evening, reporting at least three attempted crossings. It said it used air force and artillery to repel the attacks, killing more than 50 Ukrainian fighters. The Belgorod region, which saw an unprecedented two-day armed incursion last week, has come under intensified fire in the past days. Regional governor Vyacheslav Gladkov said 12 people had been wounded in the previous 24 hours in the district of Shebekino, whose residents poured into centres for displaced people in Belgorod city. "There are many families with children, including infants and disabled people. We will try to provide them with as much care as possible," Belgorod mayor Valentin Demidov said. Two people were wounded in the city when a drone crashed near a petrol station, Demidov said. Kremlin spokesman Dmitry Peskov said Putin was being constantly informed of the situation. "The main question now is to provide assistance to people, and support resettlement for those who need it," he added. Peskov also denounced the silence from the international community over the strikes. Despite "every opportunity to see the footage describing strikes on residential buildings, social infrastructure... there is not a single word criticising Kyiv," Peskov said. Russia has seen repeated attacks on its soil, with a drone attack in Moscow last week. After at least eight drones were used in that attack, the Russian foreign ministry accused the West of "pushing the Ukrainian leadership towards increasingly reckless acts." Ukraine has denied "direct involvement." Moscow's latest attack on Kyiv began just before 3 a.m. local time when missiles were fired from Russia's Bryansk region. Ukraine's air force said it intercepted and destroyed all 10 missiles. Three people, including a nine-year-old child, were killed in Kyiv's northeastern Desnyanskyi district as a result of falling rocket fragments. Another 16 people were wounded. The husband of one of the victims, Yaroslav Ryabchuk, said the shelter where they routinely hid from Russian strikes was closed on Thursday, and he ran to seek help. "When I came back there was a lot of blood, children and women were lying there. There were screams and dust," he told AFP. "Nothing matters any more," he said, adding his children have been "left without a mother." Kyiv Mayor Vitali Klitschko confirmed the three people were killed when a fragment of a rocket fell close to a clinic as they ran for cover after an air raid alert. "A closed shelter in wartime is not just indifference, it is a crime," said Interior Minister Igor Klymenko, adding that an investigation had been opened. In a press conference in Moldova, Ukrainian President Volodymyr Zelensky said people would be "held responsible" for the closed shelter. Moscow says that it only targets military installations in Ukraine. Meanwhile the UN secretary-general's office on Thursday expressed concern over a drop in Ukrainian grain exports across the Black Sea, citing the "specter of food inflation". A crucial agreement allowing Ukrainian grain to reach the global market despite Moscow's invasion was renewed again in May but for only two months. "We are concerned about the continuous slowdown of the implementation of the Black Sea Initiative," said Stephane Dujarric, spokesperson for UN Secretary-General Antonio Guterres. "In May, 33 vessels departed Ukrainian ports, half of the number compared to April." He linked part of the slowdown to Russian demands that its own exports of fertilizer components be freed up despite strict sanctions. In a recent decision, XXX v. People, G.R. 250219 (2023), the Supreme Court enumerated the elements of psychological violence under Sec. 5 (i) of RA 9262, as follows: Section 5. Acts of Violence Against Women and Their Children. — The crime of violence against women and their children is committed through any of the following acts: (i) Causing mental or emotional anguish, public ridicule or humiliation to the woman or her child, including, but not limited to, repeated verbal and emotional abuse, and denial of financial support or custody of minor children or access to the woman’s child/children. From the aforequoted Section 5 (i), in relation to other sections of RA 9262, the elements of the crime are derived as follows: (3) The offender causes on the woman and/or child mental or emotional anguish; The Supreme Court upheld the finding that marital infidelity may constitute psychological violence and thus be punishable under the said law. To establish psychological violence as an element of the crime, it is necessary to show proof of commission of any of the acts enumerated in Section 5(i) or similar such acts.
