Highly-leveraged SMGP
San Miguel Corp. predictably won the Court of Appeals decision recently, reversing the Energy Regulatory Commission in its rejection of the petition of its energy arm San Miguel Global Power Corp. or SMGP’s plea for a temporary rate increase. SMGP claims P15 billion in losses from its units South Premiere Power Corp. and San Miguel Energy Corp. as a result of high fuel costs and the supply restrictions from the Malampaya natural gas project. It turns out that SMGP direly needs to be profitable since it is deep in borrowings for its projects. Data supplied to Daily Tribune by the think tank Center for Energy, Ecology and Development showed SMGP has obtained several financing arrangements, such as long-term debts and issuance of Senior Perpetual Capital Securities or SPCS and other debt instruments to facilitate the acquisition of coal-fired power plants and investments in new power plants. For the construction and expansion of coal plants, SMGP has secured the following financial transactions: January 2018, drawing P2 billion from the P44-billion Omnibus Loan and Security Agreement to finance the construction of two 150-megawatt Limay coal-fired power plants; March 2018, $700-million floating interest term loan, $400-million short-term bridge financing loans, $400-million floating interest term loan, and $650-million Redeemable Perpetual Securities for the acquisition of Masinloc Group including two 315 MW Masinloc power plant and the construction of Unit 3 and 10 MW battery energy storage project; January 2019, $35 million from its $525 million Omnibus Expansion Facility Agreement to finance the ongoing construction of the 300 MW expansion of Masinloc Power Plant; November 2019, drawing of an additional $40 million from $525 million OEFA to finance the additional 300 MW Masinloc Power Plant; July 2019, drawing of P978 million from a P2.1 billion 12-year Omnibus Loan and Security Agreement with a syndicate of local banks for the financing of the construction of the Davao Greenfield Power Plant; March 2020, drawing of an additional $43 million to finance the construction of an added 335 MW Unit-3 Masinloc Power Plant; and July 2022, allocation of up to P20 billion from the sale of P30 billion fixed rate bond with an oversubscription option of up to P10 billion. As for its liquefied natural gas-related projects, SMGP has issued debt certificates in the past three years including: October 2020 — $400 million worth of SPCS issued for 100 percent with an initial rate of 7 percent per annum. In-principle approval for the listing and quotation from Singapore Exchange Trading Ltd. December 2020 — $350 million worth of SPCS issued for 102.457 percent with an initial rate of 7 percent, and listed on the SETL; April 2021 — availment of $50 million from the October 2020 loan facility agreement for capital expenditures related to the Ilijan gas-fired power plant and its expansion, financing of LNG importation, and storage facilities, among others; June 2021 — $600 million worth of SPCS issued for 100 percent with an initial rate of 5.45 percent per annum, and listed on the SETL; September 2021 — $150 million worth of SPCS issued for 100.125 percent with an initial rate of 5.45 percent per annum, and listed on the SETL; and July 2022 — allocation of up to P24.5 billion from the sale of P30 billion fixed rate bonds with an oversubscription option of up to P10 billion. In April 2021, SMGP also availed of its $50 million from its term loan facility with a foreign bank executed in October 2020. The proceeds of this loan are intended for the payment of capital expenditures of the Ilijan plant, funding of liquefied natural gas import, storage, and distribution facilities, pre-operating and operating working capital requirements for Battery Energy Storage System projects, and transaction-related fees, costs, and expenses of the facility. From the Russian invasion of Ukraine on 24 February last year to the armed rebellion Saturday of the pro-Kremlin Wagner paramilitary group, here is a timeline of the main events. The biggest attack on a European country since World War II has killed or wounded over 150,000 people, according to Western estimates. February 2022: invasion Russian President Vladimir Putin announces a "special military operation" in Ukraine on 24 February, saying he wants to demilitarise and "de-Nazify" the country as well as protect the predominantly Russian-speaking east from "genocide". A full-scale invasion starts, with missile strikes on several Ukrainian cities that sparks a refugee crisis. Ukrainian President Volodymyr Zelensky stays in the capital Kyiv to lead the resistance. The West imposes unprecedented sanctions on Russia and the European Union and United States send Ukraine weapons and aid. March: Russian advances Russian forces make gains in the south, seizing the city of Kherson, close to the Moscow-annexed Crimea peninsula. Russian forces also attempt to surround Kyiv and take Ukraine's second city of Kharkiv in the northeast but meet fierce resistance. A month into the fighting, Russia withdraws from the north to focus on the eastern industrial Donbas region, partly held by Moscow-backed separatists, along with the south. Go lauds medical, dental missions in Pandan, Antique
Senator Christopher “Bong” Go expressed his appreciation to the local government of Antique, particularly Vice Governor Edgar “Ed” Denosta, for spearheading medical and dental missions aimed at providing vital healthcare services to various communities in the province. A medical and dental mission in Pandan town, which took place on 23 March, at the municipal gymnasium, brought together a dedicated team of doctors, nurses, dentists, and volunteers who offered their expertise and services to indigent residents. Similar medical and dental missions were also held in the towns of Sibalom last 23 February and in Belison last 17 May, where Go’s team extended additional assistance to indigents. Last April, Go personally attended the groundbreaking ceremony for the Super Health Centers in Sibalom and San Jose de Buenavista where he also aided indigent residents in both towns. He also conducted a monitoring visit of the Malasakit Center at the ASMGH. Another medical mission was held that month of April in Sibalom Public Plaza Covered Court. In his video message, Go, who chairs the Senate Committee on Health and Demography, said, "I am deeply grateful to the local government of Pandan and to Vice Governor Denosta for their initiative in organizing this medical and dental mission. Their commitment to improving the health and well-being of the people is truly commendable. By working together, we can achieve significant positive changes in our healthcare system.” On 26 May, Go’s office coordinated with the Department of Social Welfare and Development which provided additional financial assistance to 150 qualified individuals who also benefitted from the medical mission in Pandan town months ago. Go’s team previously provided masks, snacks, and shirts to the med mission beneficiaries. They also gave away cellular phones, shoes, and basketballs to select recipients. The senator then highlighted the importance of preventative care and encouraged the residents of Pandan to prioritize their health and to seek the services of the Malasakit Center at Angel Salazar Memorial General Hospital in San Jose de Buenavista should they need medical assistance from the government. Malasakit Centers bring together representatives from the DSWD, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. These one-stop shops aim to support impoverished patients in reducing their hospital bills to the least possible amount. “Mayroon na ho tayong 157 na Malasakit Center sa buong Pilipinas kasama na po ang Antique. Mayroon kayong Malasakit Center dito po sa Angel Salazar Memorial General Hospital, lapitan n’yo lang po ang Malasakit Center diyan,” encouraged Go, who is the principal author and sponsor of the Malasakit Centers Act. According to the DOH, the Malasakit Centers program has already assisted over seven million Filipinos nationwide. There really is no stopping him. After making private dining in his home in Antipolo, Rizal, available to destination diners in May last year, he opened one restaurant concept after another in the next few months. There’s Lore Manila, which opened at One Bonifacio High Street Mall in Bonifacio Global City, Taguig City, on 25 November 2022. Next came Azadore, which is doing very well since it opened its doors to the dining public at Sct. Fernandez corner Sct. Torillo, Quezon City, on 27 March 2023. Connecting Remote Communities via Satellite Broadband
On 21 April, the United States government and its Philippine partners demonstrated the effectiveness of satellite broadband technology in remote areas of the Philippines as part of a US-supported program to increase access to fast and reliable Internet connectivity in the country. The Introducing Non-Geostationary Satellite Constellations Test Deployments to Improve Internet Service program was launched by the Philippine Space Agency and the Department of Science and Technology’s Advanced Science and Technology Institute, with the support of the United States Agency for International Development, in October 2021. Under this program, PhilSA invites satellite operators to conduct pilot tests in Geographically Isolated and Disadvantaged Areas to demonstrate the viability of satellite broadband technology and assess its performance in the country. Through INCENTIVISE, USAID facilitated PhilSA’s procurement of SpaceX’s Starlink satellite Internet services for Barangay Dikapanikian in Dingalan, Aurora and Barangay Apad in Jomalig, Quezon. [caption id="attachment_132480" align="aligncenter" width="525"] Dikapanikian Barangay Chairman Richard Francia Belardo and Barangay Health Workers connect to the Internet using a smartphone.[/caption] Residents of the two pilot areas have cited the positive impact of INCENTIVISE in the provision of local services, particularly in the education and healthcare sectors. “With the help of the Internet, we can now conveniently conduct video calls to the local barangay health station to provide clear instructions on medication before our actual visit and check-up appointment,” said Bing Sabado, a midwife of the Rural Health Office of Dingalan, Aurora. “The Internet is a big help to the teachers and students especially in lesson planning because they now have access to online resources,” said Dr. Sharon Villaverde, public schools district supervisor in Jomalig, Quezon. “The lessons now have become more interactive and engaging because the teachers are incorporating the use of technology and the Internet.” “Satellite Internet provides a reliable Internet connection to those living in rural or remote areas where traditional terrestrial connections are not available. General Santos Airport welcomes inaugural flight from Clark
On 26 April, the Civil Aviation Authority of the Philippines General Santos Airport welcomed 132 passengers on board the inaugural flight of Cebu Pacific 5J1095 from Clark, Pampanga. The CEB flight departed General Santos Airport for Clark on the same day at around 8:17 a.m., carrying 136 passengers. According to Area Center 11 Manager Rex Obcena and General Santos Airport Manager Joel Gavina, an Airbus A320 will fly the Clark-General Santos-Clark route three times a week: Mondays, Wednesdays and Fridays. Representatives from the General Santos municipal and provincial governments, members of the local media and airline executives attended the Clark-GenSan-Clark inaugural flight celebration. The General Santos Airport has been acting as a hub for internal and international travel, with 41 flights each week serving as a gateway to Mindanao. The airport can now accommodate 52 flights weekly because of the extra route between Clark and General Santos.
