High BoI figures show capital swing
As a testament to the strides taken to raise the country’s laggard investments, the country’s main investment promotion agency, the Board of Investments reported registering P720 billion worth of investments for the year until August. In a forum on Thursday, BoI Governor Marjorie Ramos-Samaniego said they now see positive investment growth for the rest of the year. “As of August of 2023, the BoI approvals amounted to 72 percent of the P1-trillion investment target for the year,” she added. Last Tuesday, BoI chairperson and Trade Secretary Alfredo Pascual said he is confident of hitting and even surpassing the 2023 investment approvals target of P1.5 trillion. He said the investment promotion agency has projects in the pipeline, some of which came from past foreign trips of President Ferdinand “Bongbong” Marcos Jr. and the investment missions of the Department of Trade and Industry. Last year, the BoI approved an estimated P729 billion worth of new projects, which is 11 percent higher than the P655.4 billion approved in 2021. On Thursday, the BoI announced that it granted green lane endorsement to five floating solar power projects in Laguna Lake under Executive Order 18 or “Constituting Green Lanes for Strategic Investments,” meant to expedite, streamline and automate government approval and registration process of priority and strategic investments. “In keeping with the government’s goal of accelerating the realization of green investments in the Philippines, the BOI has given the go-ahead to ACEN Corporation’s requests for Green Lane processing of several renewable energy ventures located in Laguna Lake,” Pascual explained. The approved projects include SolarAce4, AC Laguna, AC Subic, GigaWind1 and Ingrid Floating Solar Power Plants, which are consistent with the government’s mission to accelerate the growth of eco-friendly investments. In accordance with EO 18, the five renewable energy. or RE, projects are now identified and designated as strategic investments, which are expected to be completed between 2026 and 2027. Obtaining green lane status expedites permit and license issuance, including resolving strategic investment issues. Trade Undersecretary and BoI managing head Ceferino Rodolfo awarded the Green Lane Certificates of Endorsement to ACEN president and CEO Eric Francia in an awarding ceremony at the BoI Main Office in Makati City last 6 September 2023. BoI Governor Ramos-Samaniego and Executive Director Bobby Fondevilla of the Investment Assistance Center are present in the ceremony, and ACEN representatives namely Anabelle Natividad, authorized representative; Atty. Lucky Aranas, project lawyer; and Miguel Ignacio, project manager. SolarAce4 covers 100 hectares of the lake surface area in Santa Cruz, Laguna, and will produce a 140-megawatt peak of clean energy. AC Laguna Floating Solar Power Plant — AC Laguna is located on 200 hectares of lake surface area in Victoria and Pila, Laguna, and will generate 280MWp of clean energy. The AC SUBIC Floating Solar Power Plant, occupying 200 hectares of lake surface area in Victoria and Santa Cruz, Laguna, is expected to produce 280MWp of clean energy. GigaWind1 Floating Solar Power Plant covers 200 hectares of lake surface area in Kalayaan and Paete, Laguna and will generate 280MWp of sustainable energy. Finally, Ingrid Floating Solar Power Plant is located on 100 hectares of lake surface area in Lumban, Laguna and will produce 140MWp of clean energy. At the forefront of Asia Pacific’s renewables revolution, ACEN is the first energy company in Southeast Asia to announce a Net Zero roadmap. ACEN, established in 2011, is the renewable energy platform of the Ayala Group. US to send Taiwan new $340-M military aid package
The United States will soon announce a roughly $340 million military aid package for Taiwan, a US official said Friday. The package will feature intelligence, surveillance and reconnaissance equipment, and small arms munitions, but could include other items as well, the official said on condition of anonymity. The exact timing of the expected announcement is unclear, though it could come as soon as Friday. The move is certain to anger Beijing, which claims the democratic, self-ruled island as part of its territory and has vowed to take it, by force if necessary. Congress has authorized the president to draw aid for Taiwan from American military stocks -- the same way that Washington has provided large quantities of assistance to Ukraine since Russia invaded in February 2022. The 2023 defense spending bill permits the president to "direct the drawdown of defense articles from the stocks of the Department of Defense, defense services of the Department of Defense, and military education and training, of an aggregate value of not to exceed $1,000,000,000 per fiscal year." Doing so is quicker than contracting for new equipment from the defense industry, as the United States has gear it does not need in storage and can provide it more quickly than it would take to produce new items. Addressing poverty, hunger toward inclusive econ recovery
As President Ferdinand “Bongbong” Marcos prepares to deliver his second State of the Nation Address today, I remain hopeful that this can be an opportunity to highlight concrete steps towards a path of full and inclusive economic recovery. I am optimistic that this platform where all branches of government come together to listen to the priorities of the President can strengthen our unity and commitment to uphold the administration’s eight-point Philippine Development Plan 2023-2028, which includes food security, supply chain management, energy costs, healthcare and social protection, infrastructure development, green economy, market competition, and entrepreneurship. As I always say, “Dapat po ay walang maiwan na Pilipino lalo na po ang mga mahihirap nating kababayan. Dapat po walang magutom. Importante po ang laman ng tiyan at trabaho po para sa bawat Pilipino (No Filipino should be left behind, especially our poor countrymen. No one should go hungry. Food and work are important for every Filipino).” Amidst the recent lifting of the State of Public Health Emergency due to the Covid-19 pandemic, ensuring food security for all Filipinos must remain a top priority of the Marcos Administration. It is in this light that I fully support President Ferdinand Marcos, Jr.’s “Walang Gutom 2027: Food Stamp Program”, which was recently launched in Tondo, Manila. As one of the priority programs of the Department of Social Welfare and Development, the FSP seeks to reduce involuntary hunger incidents among low-income households. We also respect the decision of President Marcos, Jr. in lifting the State of Public Health Emergency in our country. We trust that it was arrived at after careful consideration of the present health issue and the need to finally open up the economy. With or without the State of Public Health Emergency, the government should fulfill its obligations to protect the lives of Filipinos, safeguard their health, and give what is due to them, especially to our medical frontliners. As a legislator, I have authored and supported bills that aim to address the most urgent issues faced by our fellow Filipinos today. I have also spearheaded the enactment of several legislations that aim to bring healthcare services closer to those in need, especially at the grassroots. As we all know, health is wealth and must be prioritized to attain a productive citizenry. Among these is the Malasakit Centers Act which I principally authored and sponsored in the Senate and was enacted into law in 2019. These centers bring various government agencies under one roof to provide convenient access for indigent patients needing medical assistance. So far, 158 Malasakit Centers are operational nationwide and have helped more than seven million Filipinos, according to the Department of Health. I have recently successfully sponsored the Regional Specialty Centers bill, which I am also a co-author, now awaiting the signature of the President. The bill aims to make available specialized medical facilities in various regions nationwide, benefitting particularly poor and impoverished Filipinos. For example, under the bill, services provided by the Philippine Heart Center, currently located in Quezon City, will also be available in regional DOH hospitals. The enactment of the measure will also include services for a broad range of specialties, including lung care, orthopedics, neonatal care, renal care, cancer care, and mental health, among others, making it a multi-year comprehensive nationwide healthcare improvement plan. Aside from these, we have also continuously supported the establishment of Super Health Centers in strategic locations around the country as a way to provide better access to basic medical services, especially at the grassroots. Through the collective efforts of DOH and fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. Meanwhile, driven by my passion for public service, I continue to respond to the needs of our fellow citizens, particularly the poor, wherever they may be in the country in my capacity as a senator and public servant. On 18 July, we were in Bulacan to attend the ribbon-cutting ceremony of the San Miguel Super Health Center. Alongside Congresswoman Lorna Silverio, Board Member Raul Marian, and Mayor Roderick Tiongson, we also provided aid to 1,000 impoverished individuals in the town. We then visited the town of Bustos to distribute assistance to 1,000 indigents, in collaboration with Mayor Iskul Juan’s office. I am delighted to announce that on 20 July, we held and witnessed the topping-off ceremony of the New Senate Building in Fort Bonifacio, Taguig City. This was presided over by Senate President Juan Miguel Zubiri, fellow senators, and other officials. This will be the new home of the Senate once completed. My office continues to deliver aid this week to our fellow citizens facing various crises. We promptly responded to the needs of victims of separate fire incidents. In Brgy. Kasangyangan, Zamboanga City, we helped 419 victims; in Baganga, Davao Oriental, we assisted 299 victims; and in Maco and Laak, Davao de Oro, we aided three victims. We conducted a series of aid distributions in Batangas, bringing smiles to 300 residents of Batangas City in partnership with Board Members Lydia Lopez, Maria Louise Gamo Vale, and Jesus de Veyra; 100 in San Juan in partnership with BM Melvin Vidal; 100 in Lipa City in partnership with BM Aries Mendoza; and 100 in Rosario in partnership with BM Jonas Patrick Gozos. We did not neglect the people of Nueva Ecija, where I am considered an adopted son of the province, and managed to spread joy to 364 beneficiaries from Llanera in coordination with their municipal council, and 166 from the Science City of Muñoz, in collaboration with Mayor Baby Alvarez’s office. We also reached San Fernando City, Pampanga, where we were able to assist 16 indigents alongside Mayor Vilma Caluag. In Quezon City, together with Councilor Aiko Melendez, we were able to assist 163 displaced workers. We also supported 100 individuals in Biñan City, Laguna, in collaboration with Councilor Alvin Garcia. Millions of Filipinos require the support and protection of the government. NATO offers Ukraine long-term aid pending membership
Leaders of North Atlantic Treaty Organization member states will announce Wednesday a long-term aid plan for Ukraine pending its official membership with the Western military alliance. The Group of Seven’s economic and military assistance serves as reassurance for Ukraine that it will not be abandoned after NATO made clear in a summit in Vilnius, Lithuania that Kyiv’s bid to join the alliance still faced considerable obstacles. “There is still the need for Ukraine to take further democratic and security sector reforms,” lead White House advisor for European affairs Amanda Sloat told reporters in Vilnius. The United States and its allies have so far been pouring weaponry and economic aid into Ukraine on a temporary basis to help the pro-Western country fight off a Russian invasion launched in February last year. However, there remain questions over how much money the individual governments will agree to set aside for Ukraine and how successful they will be in ensuring that the aid survives domestic political change. “The expectation is that those will last for the long term,” Sloat said. Meanwhile, the war in Ukraine will not end until the West stops trying to defeat Moscow, Russian Foreign Minister Sergei Lavrov said in an interview with Indonesian media on Wednesday. “It will continue until the West abandons its plans to maintain dominance and its obsession with inflicting a strategic defeat on Russia through the hands of its puppet, Kyiv,” Lavrov said in an interview with the Indonesian newspaper Kompas ahead of meetings with his Southeast Asian counterparts in Jakarta this week. Underwater vessel exploring Titanic wreck declared missing
A submersible vessel carrying five people to see the Titanic's wreckage in the North Atlantic has gone missing, triggering a multinational search-and-rescue operation, US and Canadian authorities said Monday. The vessel, operated by OceanGate Expeditions, began its descent on Sunday morning and lost contact with the surface less than two hours later, the US Coast Guard said on Twitter. One of those onboard is believed to be a British aviator after he posted on social media about joining the expedition beforehand. The US Coast Guard said in a statement Monday that one of its aircraft was "searching for five persons after the Canadian research vessel Polar Prince lost contact with their submersible during a dive, approximately 900 miles (1,450 kilometers) east of Cape Cod." The Canadian Coast Guard said it too is taking part in the search effort with a fixed-wing plane and a ship sent to the search area. On its website, OceanGate Expedition says a dive expedition to the Titanic site was "currently underway." The company says it uses a submersible named Titan for its dives to a maximum depth of 4,000 meters (13,100 feet). It has a range of 96 hours for a crew of five. In a statement quoted by CBS News and other media outlets, OceanGate Expeditions said: "Our entire focus is on the crewmembers in the submersible and their families." British billionaire and aviator Hamish Harding had on Sunday posted on his Instagram account that he was "proud to finally announce" he had joined the OceanGate Expedition "for their RMS TITANIC Mission as a mission specialist on the sub going down to the Titanic." "Due to the worst winter in Newfoundland in 40 years, this mission is likely to be the first and only manned mission to the Titanic in 2023," added the 58-year-old aviator. "A weather window has just opened up and we are going to attempt a dive tomorrow." It was not known who else was on board. Harding wrote that "the team on the sub has a couple of legendary explorers, some of which have done over 30 dives to the RMS Titanic since the 1980s." OceanGate was not immediately reachable, and Harding's company Action Aviation, contacted by AFP, declined to comment. Different scenarios In its statement, OceanGate added that it was "deeply thankful for the extensive assistance we have received from several government agencies and deep sea companies in our efforts to reestablish contact with the submersible." The Titanic hit an iceberg and sank in 1912 during its maiden voyage from England to New York with 2,224 passengers and crew on board. More than 1,500 people died in the tragedy. The wreckage is in two main pieces 400 miles off the coast of Newfoundland, Canada, under 12,500 feet of water. It was found in 1985 and remains a source of fascination and a lure for nautical experts and underwater tourists. Without having studied the craft itself, Alistair Greig, professor of marine engineering at University College London, suggested two possible theories based on images of the vessel published by the press. He said if it had an electrical or communications problem, it could have surfaced and remained floating, "waiting to be found." "Another scenario is the pressure hull was compromised -– a leak," he said in a statement. "Then the prognosis is not good." While the submersible may still be intact during its dive, "there are very few vessels" able to go to the depth to which the Titan might have traveled. This is not the first time that Bo Perasol has had a recruiting haul this huge. Now heading into his fifth season in the University of the Philippines, he has brought in blue-chip recruits such as Gerry Abadiano and Carl Tamayo and talented transferees like Joel Cagulangan, CJ Cansino, and Malick Diouf to a team that already has Bright Akhuetie, Kobe Paras, and Ricci Rivero. And don't forget that Gomez de Liano brothers Javi and Juan are only sitting out the next season - and what lies beyond for them is yet to be determined. This is not that different from his time in Ateneo de Manila University when he scored UAAP Jrs. Season MVP Jerie Pingoy, UAAP Jrs. Finals MVP Hubert Cani, NCAA Mythical selection CJ Perez, and NCAA Jrs. standout Arvin Tolentino in his first few years. Those promising prospects then joined forces with Blue Eagle stalwarts Kiefer Ravena and Von Pessumal Unfortunately, all of Pingoy, Cani, Perez, and Tolentino - along with the rest of the so-called "Magnificent 7" - found themselves with academic deficiencies and, therefore, ineligible by the blue and white's standards. Not long after, they transferred to different schools and squads and then had varying degrees of success. Will Coach Bo's tale get a different ending this time with the Fighting Maroons? Perasol is making sure of that. "From my experience in Ateneo, natuto ako. Ngayon, meron kaming grupo sa programa na nagha-handle lang ng academics ng players," he shared. He then continued, "Sinasamahan sila sa mga klase, pinapakilala sa mga propesor, ine-explain na player natin yan, pag merong problema, coordinate lang po tayo." Apparently, this academic assistance team is made up of former student-managers who have graduated. Now, their first job is all about seeing to it that State U would not have to go through the same sort of headache Ateneo had with its "Magnificent 7." With that, you could be sure that UP's pillars of honor and excellence still stand strong even as all these new faces join Men's Basketball Team. "Walang special consideration. Pumapasok sila, bumabagsak sila. Binibigyan sila ng extra work, humihingi sila ng extra work," Coach Bo said. He then continued, "Ang ine-explain ko lagi sa players at sa professors, ang mahalaga, basta masipag pumasok at nagpapakita ng intensyong matuto." STARRING AND STRIKING At present, just about everybody is still getting used to blue-chip recruits and talented transferees going for UP. That is why there are more questions than answers each and every time they announce a new player. And along with the question of whether or not all these new faces would be up to par in terms of the honor and excellence the Philippines' prime public university prides itself in, there is a question of just how the Fighting Maroons got here in the first place. How could State U, not that far removed from its self-proclaimed "dark days," get all of these players? And not just players, at that, but many big name players. The categorical answer? The program could now afford it. "Meron nang pondo salamat sa sponsors," head coach Bo Perasol explained. "For example, kung makikita mo lang yung patches sa harap ng jersey, malaking pera yun. Nag-aagawan ang marami para dun." At present, the shot-caller said that UP has eight corporate sponsors all getting together for the funds for the program. And unlike Ateneo which has Manny V. Pangilinan or National University which has Hans Sy as primary backers, the Fighting Maroons' system is quite different. "Ang source ng funds ng UP, halos lahat galing sa alumni. Tapos lahat yun, mina-manage ng nowheretogobutUP," coach Bo said. According to its website, nowheretogobutUP (NTGBUP) is "a volunteer group of UP alumni that aims to help, assist, and support the development, improvement, and advancement of the varsity program of UP." All of the finances it manages, however, are not necessarily donations. As Perasol put it, "Yung model ng UP is unique kasi yung support nila, kailangan may balik din from us." For example, the tactician said that many of their players have made appearances, online in this continuing COVID-19 crisis and in person prior to the pandemic, to cheer up employees of Palawan Pera Padala, one of the team's sponsors. More importantly, Coach Bo reminded yet again that the only reason they have all these new faces is because they have to. He pointed out how Abadiano and Filipino-American Sam Dowd would make up for the losses of Jun Manzo and Juan GDL as well as how Diouf and Cansino are already waiting in the wings once Bright Akhuetie and Ricci Rivero graduate. "We're also recruiting for the impending need," Perasol said. "Hindi naman ito biglaan. Since nagsimula kami rito, we all did this nang dahan-dahan lang. Kaya rin yung support from alumni for funding, hindi na rin naging mahirap." DREAMING Still, the mere fact that UP is now a big-time player on and off the court in collegiate basketball seemed so farfetched just five years ago. Before Bo Perasol, the Fighting Maroons were stuck in a vicious cycle. Now, though, they have back-to-back playoff appearances and have traded blows with traditional powerhouses for recruits and transferees. All of this made possible because the very moment he came in, Coach Bo already knew the secret to success. "You cannot build a program without funds," he said. Perasol furthered that his biggest takeaway from his time in Ateneo was that competing with the traditional powerhouses on the court entailed competing with them as well off of it. "Alam ko yung kakayanan ng Ateneo and siyempre, kakumpetensya ko rin nun yung La Salle so alam ko rin yung kanila. Ganun na rin ang kakayanan ng NU and yung iba pa, kakayanin din nila kung gustuhin nila," he said. He then continued, "Kaya kung ang objective ng programa is to be in the top four, your program should be levelled din sa capacity ng top four." The General Santos native then went on to point out how training in the country or abroad, recruitment local and overseas, housing, and food and nutrition all have costs. "To sum it up, everything you're going to do would entail financing. Hindi ito kakayanin ng UP as a public school dahil wala namang pondo ang gobyerno para dyan," he said. He then continued, "Ang pinakasagot nalang ng school is yung scholarship. And siyempre, yung nag-aaral ka sa UP." That doesn't mean, however, that their hands were tied. In fact, the answer to the questions had always been there. "The good thing about UP is there's millions of alumni all over the world and a lot are successful people and businessmen who are willing to help," Perasol said. BELIEVING Indeed, having educated Filipinos for over 112 years now, UP has, without a doubt, more than a few successful alumni. It was all a matter of uniting - and then unleashing - them. Even before Bo Perasol came home to Diliman, NTGBUP was already organized. They were not necessarily thrilled with the Fighting Maroons, though. "Nung una, dahan-dahan lang, ambag-ambag lang para merong kakainin, pambayad sa dorm. Merong nag-donate ng shoes," Coach Bo said. He then continued, "Pero siyempre, they want first and foremost a program with improvements and direction." NTGBUP and the UP community got just that from Perasol as a 3-11, seventh-place finish in 2015 became a 5-9, sixth-place finish in 2016 in Coach Bo's first year. In his second year, the squad improved to a 6-8, fifth-place finish. From there, the Fighting Maroons have been in the Final Four for back-to-back years now - and even made the Finals in 2018. "Nagsimula maging excited ang alumni nung nagsimula ring manalo," he shared. "When we started winning, nagkaroon hindi lang ng physical support, but financial support as well. We were ascending eh." In his third year at the helm, State U, finally, officially had corporate sponsors. And you know how that year went? That was when they ended a 21-year Final Four drought and then a 32-year Finals absence. Safe to say, the sleeping giant was awoken. "Yes, sleeping giant talaga tayo and when we say nagising, ang pinaka-catalyst was the winning," its fearless leader said. Now, UP MBT has a mean machine of financial support on its back, paving the path for its big-time recruiting haul in 2020. Even better, they now have a loud and proud fanbase that is making up for all the lost time they stayed away during the "dark days." "Actually, sa pitches ko sa recruitment, kasama sa presentation ko yung machi-cheer sila nang ganung klaseng crowd," Coach Bo said. SURVIVING At the same time, though, that loud and proud fanbase expects much, much more from this brand new power. For each and every one of them, Bo Perasol has but one reminder. "What we have done in the past years is to level up lang. We have a new gym, we have all these players, we can train abroad," he said. He then continued, "Pero yung mga Ateneo, La Salle, 20 to 30 years na nilang ginagawa yan. What we did was just to level up alongside them." Again and again, Coach Bo has said that what he has been doing is, put simply, putting UP in the best position to win. Still, with a roster as overflowing with talent as this, he could only acknowledge that just about everybody sees them as having gone championship or bust. Credit to him, however, Perasol was blunt with his assessment that he would also be disappointed if they would not be able to taste their first championship since 1986 sooner than later. "Yes, it will be a failed plan kung hindi tayo makakakuha ng championship in the next three to five years," he said. He then continued, "Yan naman talaga ang plano and ang ginagawa natin ngayon is all going towards that objective." And again and again, he is putting all those great expectations on his shoulders - and on his shoulders alone. "Ako naman, hindi ko rin pwedeng hindi gawin itong ganitong recruitment kasi hindi rin naman ako magkakaroon ng chance kung ganun. I have to be in the best position to succeed so that we are in the best position to succeed," he said. Only time would tell if all the seeds he has sown would bear fruit. But Coach Bo is already guaranteeing that whatever happens then, he would have no regrets. "In the end, alam ko namang babalik ang lahat sa akin. Alam na alam ko namang ako ang leader ng team," he said. He then continued, "Ang mahalaga is we gave ourselves a chance. Anuman ang outcome, basta nabigyan natin ang sarili natin ng pagkakataon." After years and years and years as the laughingstock of men's basketball, it looks like it's now UP's turn to smile and wave. Whether or not that ultimately turns into jumps for joy for their first title in three decades remains to be seen. But maybe, just maybe, Coach Bo is right - this is all worth it just to have a chance to compete.
