BoC-NAIA turns 63
Beyond Borders: A New Era for Digitalization and Customs Excellence was the theme chosen by the Bureau of Customs -Ninoy Aquino International Airport to commemorate its 63rd founding anniversary and over 60 years of dedicated public service. District Collector Atty. Yasmin Mapa emphasized the BoC-NAIA’s impressive accomplishments and development while Collector Mapa praised the port’s exceptional revenue collection record, which generated a total of P31.3 billion in revenue from January to September this year. This represented an increase of P1.3 billion over the prior year and outperformed the collection target for the time by P1.1 billion. This success demonstrates BoC-NAIA’s ongoing dedication to assisting the Bureau in achieving its broad objectives. Collector Mapa stated that in August 2023, BoC-NAIA passed its second surveillance audit for ISO quality management system certification, recognizing the value of simplified customs procedures. With 23 enrolled ISO-certified processes and 10 ISO support processes, the port has the most certified processes of any BOC port. With this accreditation, cargo clearance procedures are guaranteed to be recognized internationally, facilitating trade for stakeholders and customers. She added that BoC-NAIA will remain steadfast in its enforcement policies, intercepting narcotics with an estimated street value of P994 million in 2023. Collector Mapa highlighted the port’s role in preventing the entry of illicit goods, seizing a total of P1 billion worth of drugs, jewellery, wildlife, currencies, medicines, and other regulated items. The port received commendations from the Department of Environment and Natural Resources for curbing wildlife smuggling. BoC-NAIA is aggressively advancing digitization initiatives in keeping with the celebration’s theme. The port is organizing consultative discussions for the electronic tracking of air cargo and is currently in the pilot testing phase of the electronic airwaybill filing. In addition, there are plans to categorize goods and work with pertinent organizations to integrate iDeclare into the e-travel system to provide a centralised platform for trip declarations. A memorandum of agreement between the BoC and the Philippine Postal Corporation was ceremonially signed during this celebration in an effort to speed up, secure and enhance the quality of customs clearance for postal commodities. At the ceremony, BoC-NAIA showcased its newly revamped website and E-Airway Bill System, showcasing its dedication to operating more efficiently. The event was capped off with awards for top imports and standout personnel, underscoring their critical contribution to the port’s development and prosperity. Collector Mapa expressed appreciation to Commissioner Bienvenido Y. Rubio, Deputy Commissioners, and Bureau of Customs employees for their assistance and the chance to assist stakeholders. Madocs’ halal kitchen
Manila Doctors Hospital is the first hospital in the Philippines to receive a halal-kitchen certification from the Islamic Da’wah Council of the Philippines, a recognized halal-accreditation and -certifying body. MDH has established a dedicated Halal Dietary Services complete with a separate halal kitchen, which produces and serves quality, safe, and nutritious halal meals to Muslim patients, doctors and employees. Every aspect of food preparation from the procurement of halal-certified ingredients to food production, meal service, cleaning, and sanitation have been and will always be carefully looked at to ensure that it is strictly segregated from the regular kitchen of the hospital. MDH president Arlene P. Ledesma: “Our Muslim patients, doctors, nurses, technicians, and other employees stand to benefit from knowing that they can be served authentic halal food. Marcos prods Senate on seafarers’ magna carta
President Ferdinand Marcos Jr. has certified as urgent the enactment of the proposed Magna Carta of Filipino Seafarers that specifies the rights and ensures the welfare of Filipino mariners. In a letter dated 25 September to Senate President Juan Miguel Zubiri, Marcos underscored the need to immediately pass Senate Bill 2221 to address deficiencies in the training and accreditation of Filipino seafarers. The President said the problem areas have been endangering the continued employment of Filipino seafarers in the European market. If the law is passed, Marcos said Filipinos will be assured of maritime training compliant with international standards. The House of Representatives passed the Magna Carta of Filipino Seafarers (House Bill 7325) on final reading on 6 March of this year with 304 votes in favor. The Magna Carta of Filipino Seafarers is one of the 20 priority pieces of legislation that the President has asked Congress to approve by the end of the year, Zubiri said. Magna carta for seafarers certified as urgent welcomed
Senators welcomed the move of President Ferdinand Marcos Jr. to certify as urgent a proposed measure crafting a Magna Carta for seafarers. Senator Raffy Tulfo, the sponsor of Senate Bill 2221 otherwise known as the Magna Carta of Filipino Seafarers, said the passage of the proposed measure will promote the welfare and continuous employment of seafarers on board foreign-owned vessels. "I am very happy that we have passed the first phase of the period of amendments for the Magna Carta of Filipino Seafarers bill yesterday (25 Sept), which coincides with the celebration of the National Maritime Week,” he said. In a letter to Senate President Juan Miguel Zubiri dated 25 September, Marcos emphasized the need for the immediate enactment of SB 2221 to address "recurring deficiencies in our domestic laws pertaining to the training and accreditation of thousands of Filipino seafarers.” Tulfo expressed confidence that the bill will soon be passed into law. "Matapos ang unang stage ng period of amendment at ang suportang ito mula mismo kay Pangulong BBM, mas tiwala ako na mapapabilis ang pagsasabatas ng Magna Carta of Filipino Seafarers bill," he said, as he rallied for the need to address shortcomings in the education and certification of Filipino mariners. Among other lawmakers who filed their versions of the Magna Carta of Filipino Seafarers include Senators Joel Villanueva, Risa Hontiveros, Bato dela Rosa, Jinggoy Estrada, Robinhood Padilla, Cynthia Villar, Sonny Angara, Grace Poe, Win Gatchalian, Bong Revilla, Christopher Bong Go, Mark Villar, Loren Legarda, and Zubiri. Go, vice chairman of the Senate Committee on Migrant Workers earlier cited the significant role of Filipino seafarers in global trade and marine transportation. He noted the industry’s huge contribution of all overseas Filipino workers to the country's economy. Go said the Philippines has been the primary source of maritime labor and considered the manning capital of seafarers globally since 1987. Of the 1.5 million mariners worldwide, 25 percent are Filipino sea-based workers, making them the single biggest nationality bloc in the maritime industry, he added. Hence, the passage of a proposed Magna Carta for the Seafarer must be crucial “for protecting the rights and welfare of seafarers in situations where they are vulnerable or exploited, such as during emergencies, accidents, or conflicts,” said Go. The dive industry in the country has been a catalyst in luring more tourists and Tourism Secretary Maria Christina Frasco said the Marcos Jr. administration remains upbeat in making it sustainable in the years to come. During the inaugural Philippine Tourism Dive Dialogue last Thursday, 14 September 2023, Frasco said the contribution of the dive industry to Philippine tourism was evident in 2022, with the country gaining an estimated P37 billion in tourist receipts from international dive visitors, which constituted over 17.5 percent of the country’s entire tourism receipts last year. The two-day convergence of relevant national and local government agencies as well as the Department’s partners from the private sector was held with an eye to sustaining the success of the country’s dive tourism industry and in fulfillment of the directive of President Ferdinand Marcos, Jr. for the Philippines to attain a tourism industry that is “inclusive, where the benefits of tourism are felt far and wide across the countryside.” Very first DoT Dive Committee Said Frasco, “The effort, therefore, requires the ability to listen, to understand the prevailing challenges that are present and require solutions that can only be reached with collaboration, convergence, and unity. That is why early on, in the Marcos administration, we, in the Department of Tourism, mandated the formation of the very first DoT Dive Committee.” The event featured significant panel discussions that centered on Marine Environmental Protection and Conservation; Dive Niche Products: Free Diving, Scuba Diving, Black Water Diving, and Underwater Photography; Philippine Dive: Domestic/International Marketing Campaign; Safety, Standards, and Accreditation of Tourism-related Enterprises for Scuba Diving; and Investment Opportunities in the Dive Industry. The Philippine Olympic Committee (POC) found an ally in the Asian Electronic Sports Federation (AESF) which called on its member federations to lobby for the inclusion of esports as a medal sport in next year’s Vietnam 31st Southeast Asian Games. AESF Director General Sebastian Lau on Wednesday wrote National Electronic Sports Federation of the Philippines (NESFP) President Ramon Suzara about the continental federation’s intense bid for esports’ inclusion in the Vietnam 31st SEA Games set from November 21 to December 2 next year. “I am writing this letter to seek your support in driving our Olympic collaboration agenda for the upcoming 2021 Southeast Asian (SEA) Games in Hanoi,” Lau wrote. “We found out the news that Vietnam has not included esports as one of the official games, and currently it is in a process where the participating counties send an [appealing] letter to the hosting country Vietnam.” Vietnam organizers said they are hosting no more than 36 sports — from an initial of 46 — because their SEA Games budget were cut almost in half because of the Covid-19 pandemic. Esports didn’t survive the cut. The NESFP is the only e-sports association in the country that is recognized and certified by the AESF and the Global Esports Federation. “The AESF would like our federations in Southeast Asia to be united and support the Olympic collaboration agenda,” Lau said. “To further support our unification, we would like to encourage you to advocate the inclusion of e-sports as a medal event at the 2021 SEA Games in Hanoi.” “This lobby from the AESF is a welcome development for esports,” Suzara said. “All SEA Games countries have already adopted esports and they would want the sport to be played in Vietnam next year.” E-sports has risen by leaps and bounds that the International Olympic Committee (IOC) agreed for its inclusion as a demonstration sport in Paris 2024. Indonesia has included e-sports as a demonstration sport when it hosted the 18th Asian Games in 2018. The Philippines made esports a medal sport during the 30th SEA Games last December, winning three of the six gold medals at stake. Thailand clinched two golds and Malaysia one, while Vietnam settled for three bronze medals.
