Hundreds of police in the US state of Maine hunted Thursday for a fugitive gunman who killed 18 people at a bowling alley and a bar, as President Joe Biden mourned "yet another senseless and tragic mass shooting." The rampage in the small northeastern city of Lewiston also left 13 people wounded, three critically, in the deadliest shooting this year in America. A wide area around Lewiston was locked down during the tense search as authorities erected roadblocks, ordered schools and businesses closed, and told residents to stay indoors. Governor Janet Mills said the suspect was "considered armed and dangerous, and police advised that Maine people should not approach him under any circumstances." "This attack strikes at the very heart of who we are and the values we hold dear," Mills told a press conference. "This is a dark day for Maine." Police named the suspect as 40-year-old Robert Card -- seen in surveillance footage pointing a semi-automatic rifle as he walked into the Sparetime Recreation bowling alley. Police converged on the home of Card's father in nearby Bowdoin early Thursday evening, closing off roads. One longtime neighbor, Dave Letarte, said news of the shooting "floored me." "I would have never expected that from him," he told AFP of the younger Card. Joseph Walker, a manager at the Schemengees Bar & Grille, was among those killed the night before, his father Leroy Walker told NBC News. Walker said his family was "suffering and dying in a nightmare we don't understand. "We were up all night. We didn't know where to go, who to turn to," he said. Terror at bowling alley News outlets broadcast footage of people fleeing in terror from the Sparetime Recreation bowling alley after the shooting started Wednesday evening. One survivor told television reporters that he was 15 feet (5 meters) from the gunman when he opened fire. He thought at first it was a balloon popping. "And as soon as I turned and saw it was not a balloon and he was holding a weapon, I just booked it down the lane and I slid basically into where the pins are and climbed up into the machine and was on top of the machines for about 10 minutes until the cops got there," he said. Card is a member of the US Army Reserve. US media reported that he had recently been sent for psychiatric treatment after he said he was hearing voices. Hundreds of police in military-style camouflage gear and FBI agents flooded the search zone in what Lewiston police chief David St. Pierre called "an all-hands-on-deck approach." "We continue to work tirelessly in bringing the situation to an end," he told reporters, vowing "to locate and hold the person accountable." Biden called Maine's governor to offer federal support and ordered flags to be lowered to half-staff at the White House and all government buildings. "Once again, our nation is in mourning after yet another senseless and tragic mass shooting," he said. Biden added that the gun violence that plagues the United States "is not normal, and we cannot accept it," urging lawmakers to pass a bill banning assault weapons and high-capacity magazines. Daily mass shootings Police and rescuers reportedly arrived at the Sparetime Recreation bowling alley at about 7:15 p.m. in response to an active shooter, and then received reports of another shooting at the Schemengees Bar & Grille. In surveillance images of Card at the bowling alley, he appeared calm and composed as he moved through the doorway with his rifle raised. Officers located a "vehicle of interest" -- a white sport utility vehicle -- in Lisbon, a town around eight miles (12 kilometers) from Lewiston. The shooting is one of the deadliest in the US since 2017, when a gunman opened fire on a crowded music festival in Las Vegas, killing 60 people. Mass shootings are alarmingly common in the United States, a country with more guns than people, and attempts to clamp down on their spread are always met with stiff resistance. The country has recorded at least 565 mass shootings this year, according to the Gun Violence Archive, a nongovernmental organization that defines a mass shooting as four or more people wounded or killed. Members of the Philippine Army on Monday reaffirmed their commitment to adhere to the highest standards of public service under the Armed Forces of the Philippines’ code of conduct. Xerxes Trinidad said the officers, enlisted personnel, and reservists recited the Oath of Allegiance during the 33rd AFP Code of Conduct Day celebration held at the Philippine Army headquarters in Fort Bonifacio, Taguig City. “The Code of Conduct Day is one of the ways the AFP continuously reminds soldiers to have a firm respect for the law and the legal processes. Scores killed in Gaza strikes as new aid convoy arrives
Scores of Palestinians were killed in central Gaza on Sunday after Israel stepped up its strikes on the war-torn enclave and another convoy of 17 aid trucks arrived as the Hamas-run territory faces "catastrophic" shortages. With the violence raging unchecked, Iran said the region could spiral "out of control". Israeli Prime Minister Benjamin Netanyahu issued a stark warning to Lebanon's Hezbollah, saying getting involved would be "the mistake of its life". Washington warned any actors looking to inflame the conflict that it would not hesitate to act in the event of any "escalation". Hamas militants in Gaza stormed across the border into Israel on 7 October, launching a raid that killed at least 1,400 people, mostly civilians who were shot, mutilated, or burnt to death on the first day, according to Israeli officials. They also seized more than 200 hostages in the worst-ever attack in Israel's history. Israel has hit back with a relentless bombing campaign that has so far killed more than 4,600 Palestinians, mainly civilians, according to Gaza's health ministry. Officials said the central town of Deir al-Balah had been particularly badly hit overnight from Saturday to Sunday. The ministry said at least 80 people had been killed in the overnight raids on central Gaza, which destroyed more than 30 homes. At the hospital morgue, an AFP journalist saw the bodies of many children on the bloodied floor, where distraught families wept as they identified the victims. Among them was a man clutching his dead toddler and a young boy who pulled back a blanket over his little sister's body. "My cousin was sleeping in his house with his daughter in his arms. He was a man with no record, nothing to do with the resistance," said Wael Wafi, gazing at the body of his cousin, his arm still wrapped around his three-year-old daughter Misk. Also Sunday, the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) said that 29 of its staff had been killed since the start of the war in a statement on X, formerly Twitter, saying half of them were teachers. On Saturday it had given a toll of 17. The scale of the bombing has left basic systems unable to function. The UN said dozens of unidentified bodies had been buried in a mass grave in Gaza City because cold storage had run out. Meanwhile, an Israeli soldier was killed near the Gaza border by an anti-tank missile fired by militants inside the enclave, the army said. 'Accident' as Israel hits Egypt post Israeli Defence Minister Yoav Gallant warned the war with Hamas could take months. "It will take one month, two months, three months, and at the end, there will be no more Hamas," Gallant said. A second convoy of 17 trucks of aid entered Gaza from Egypt on Sunday following an initial delivery of 20 trucks on Saturday after intensive negotiations and US pressure. Separately, an AFP journalist saw six trucks leaving Rafah after filling up from dwindling fuel stocks held at the crossing as the enclave faces catastrophic shortages after Israel cut off supplies of food, water, fuel, and electricity. It later resumed water supplies to the south on 15 October. Although Egyptian media said another 40 trucks would enter Gaza on Monday, the UN says the enclave needs 100 trucks per day to meet the needs of Gaza's 2.4 million residents. And so far, there have been no deliveries of fuel, with UNRWA chief Philippe Lazzarini warning Sunday that supplies would run out "in three days". "Without fuel, there will be no water, no functioning hospitals, and... aid will not reach many civilians in desperate need," he said. The Hamas government said 165,000 housing units -- half of those in the entire Gaza Strip -- had been destroyed in the raids. With fears growing that the conflict could spread, Israel on Sunday admitted accidentally hitting an Egyptian border post, apologizing for the incident which Cairo said had left an unspecified number of border guards with "minor injuries". Risk of regional escalation There were fresh exchanges of fire over Israel's northern border with Lebanon as fears grew that Hezbollah, a close ally of Hamas and Iran, could enter the conflict, prompting Israel's Netanyahu to warn it would be "the mistake of its life". "We will strike it with a force it cannot even imagine, and the significance for it and the state of Lebanon will be devastating," he said. Iran also warned about the conflict spreading on Sunday, with top diplomat Hossein Amir-Abdollahian cautioning that if Washington and Israel did not "immediately stop the crime against humanity and genocide in Gaza.. the region will go out of control". But Washington said it wouldn't hesitate to act in the event of any "escalation", just hours after the Pentagon moved to step up military readiness in the region. "If any group or any country is looking to widen this conflict and take advantage of this very unfortunate situation that we see, our advice is: don't," US Defence Secretary Lloyd Austin said on ABC News. On Sunday, Pope Francis used his weekly Angelus prayer in Rome to plead for an end to the bloodshed. "War is always a defeat, it is a destruction of human fraternity. Brothers, stop!" he said. He later held a 20-minute conversation with US President Joe Biden about "conflict situations in the world and the need to identify paths to peace", the Vatican said. Biden later discussed with war with the leaders of Britain, Canada, France, Germany, and Italy, the White House said. The US president also held talks with Netanyahu, said the White House, adding: "The leaders affirmed that there will now be continued flow of this critical assistance into Gaza." In Paris, French President Emmanuel Macron's office announced he would be traveling to Israel on Tuesday for talks with Netanyahu. Protesters marched in several European capitals on Sunday. At least 10,000 people rallied in support of Israel in Berlin as Chancellor Olaf Scholz vowed to stamp out a resurgence of anti-Semitic incidents linked to the Israel-Hamas conflict. Gazans await ‘life and death’ aid, Israel readies invasion
Thousands of tonnes of "life and death" aid for Gaza should be delivered soon, the United Nations said Friday, to relieve a "beyond catastrophic" situation after unrelenting Israeli bombing in response to an unprecedented Hamas attack. Some 175 lorries stuffed with vital medicines, food, and water stretched into the distance at the Rafah crossing with Egypt, which has removed concrete roadblocks and is scrambling to repair the route into besieged Gaza -- the only one not controlled by Israel. Overseeing operations personally, UN Secretary-General Antonio Guterres told reporters: "These trucks are not just trucks, they are a lifeline, they are the difference between life and death for so many people in Gaza." Israel has vowed to destroy Hamas after the Islamist militant group launched a shock raid from the Gaza Strip on October 7, killing at least 1,400 people, mostly civilians shot, mutilated or burned to death, according to Israeli officials. Hamas gunmen also kidnapped some 200 hostages including foreigners from around two dozen countries. The Islamist group said Friday that its armed wing had released two Americans among the captives, a mother and her daughter, the first fruit of mediation efforts by the Gulf state of Qatar. The Islamist group did not detail how or when the hostages were released. The Israeli military said earlier Friday that most of those abducted to Gaza were still alive. It said more than 20 were minors. In response to the Hamas attack, Israeli bombers have levelled entire city blocks in Gaza in preparation for a ground invasion they say is coming soon. The Hamas-run health ministry said 4,137 Palestinians, mostly civilians, have died in the onslaught. Refugees from northern Gaza told harrowing tales of bombs, profiteering and extreme temperatures as whole families trekked on foot to flee the violence. Mother of seven Fadwa Al-Najjar walked for 10 hours with her family from northern Gaza to reach a UN camp in the southern city of Khan Yunis, saying she saw cars hit by a strike just in front of them. "We saw bodies and limbs torn off and we just started praying, thinking we were going to die," she said. 'It's unimaginable' On the other side of the conflict, the full horror of what Israel suffered on October 7 and following days was still emerging, as traumatised residents recounted their stories. Shachar Butler, a security chief at the Nir Oz kibbutz, where Hamas militants killed or kidnapped a quarter of the 400 residents, recalls more than a dozen gunmen spraying bullets indiscriminately and lobbing grenades at homes. "It's unimaginable," the 40-year-old told AFP as part of a trip organised by the Israeli military. "Anytime someone tried to touch my window, I shot him," he said. "The people who came out got kidnapped, killed, executed, slaughtered." Butler estimated as many as 200 militants attacked the kibbutz, entering from three sides before going house-to-house. Homes there were still charred with burnt personal belongings strewn everywhere. Israel says around 1,500 Hamas fighters were killed in clashes before its army regained control. 'No safe place' Biden requested a massive $105 billion security package Friday, including $14 billion for Israel, but paralysis in the still speakerless Congress means it will hit an immediate wall. Fresh from a whirlwind trip to Israel this week, Biden is hoping to staunch the possibility of a wider Middle East war. The United States has moved two aircraft carriers into the eastern Mediterranean to deter Iran or Lebanon's Hezbollah, both Hamas allies, from getting involved. After days of clashes with Hezbollah fighters along the Lebanese border, Israeli authorities announced the evacuation of Kiryat Shmona, a nearby town which is home to some 25,000 residents, many of whom have already left. DUMAGUETE CITY — Authorities here reported that it seized a cache of ammunition and bomb components at a temporary harbor site of New People’s Army rebels in Mabinay, Negros Oriental. Negros Oriental Police Provincial Office Police Community Affairs and Development Unit deputy chief Lt. Stephen Polinar disclosed that they discovered the items in a cave at Sitio Cansanaan in Barangay Abis on Tuesday. He added that the 704th Provincial Mobile Force Company received a report of the presence of unidentified armed men believed to be NPA members and immediately conducted an operation in the vicinity of Barangays Bato, Abis and Samac. They found the cave reportedly been used by suspected NPA members. A subsequent search yielded one red chest bag containing assorted medicines; a container with suspected ammonium nitrate and fuel oil of approximately four liters; an orange backpack containing two pieces of electric blasting cap; two pieces of 9-volts battery; two rolls of firing wire 10-20 meters each; and several rounds of live ammunition of various caliber for short and long firearms; two magazines; a pair of rainboots; and assorted “subversive” documents. Gun battles raged Sunday between Hamas militants and Israeli forces a day after the Islamist group launched a surprise attack on Israel from Gaza, in a dramatic escalation of the Israel-Palestinian conflict. Hundreds of people have been killed on both sides since the Iran-backed Hamas launched the multi-pronged assault at dawn on Saturday, with Israeli forces fighting holdout militants and pounding the Gaza Strip with air strikes. This is what we know about the conflict so far: How it unfolded The army said hundreds of Hamas militants attacked Israel from around 6:30 am (0330 GMT) on Saturday, the Jewish holiday of Simchat Torah, in an assault that also came 50 years after the outbreak of the 1973 Arab-Israeli war. The Islamist group fired thousands of rockets into Israel from Gaza as its militants used explosives and bulldozers to break through the fence surrounding the blockaded Palestinian enclave. Using motorbikes, pickup trucks, motorized gliders, and speed boats, the militants streamed into Israeli urban areas including Ashkelon, Sderot, and Ofakim, which is about 22 kilometers (13 miles) from Gaza. The gunmen attacked a rave party attended by hundreds of young Israelis near Kibbutz Reim, close to Gaza, Israeli media reported. Israel said Hamas has taken more than 100 hostages in Israel. They include an unknown number of Americans and Germans. The militants overran several locations inside Israel, including a Sderot police station where they engaged in a shootout with Israeli forces on Sunday. How Israel is responding Prime Minister Benjamin Netanyahu has vowed to reduce to "rubble" Hamas hideouts in Gaza, an impoverished enclave of 2.3 million people hemmed in by an Israeli blockade for more than 15 years. The army said it has deployed tens of thousands of soldiers to fight the militants who were still "on the ground" Sunday on Israel territory. Hundreds dead in Israel-Gaza war as Hezbollah launches attacks
Israeli Prime Minister Benjamin Netanyahu on Sunday warned of a "long and difficult" war, as fighting with Hamas left hundreds dead on both sides after a surprise attack on Israel by the Palestinian militant group. The conflict's bloodiest escalation in decades saw Hamas carry out a massive rocket barrage and ground, air and sea offensive Saturday that Israel's army said had killed more than 200 Israelis and wounded 1,000, while soldiers and civilians were taken hostage. Gaza officials said intense Israeli air strikes on the coastal enclave had brought the Palestinian death toll to at least 256, with nearly 1,788 wounded. As fighting raged Sunday, Lebanon's powerful Iran-backed Hezbollah movement said it had fired "large numbers of artillery shells and guided missiles" at Israeli positions in a contested border areas "in solidarity" with Hamas. Israel's army had earlier said it fired artillery on southern Lebanon in response to a shot from the area without identifying the attackers. Two dead in Bangkok mall shooting, 14-year-old boy arrested
A 14-year-old boy was arrested Tuesday after a shooting at a packed Bangkok mall that left two people dead and five wounded, and sent hundreds of panicked shoppers running in terror into the streets. Witnesses told AFP of chaotic scenes as shots rang out at the upmarket Siam Paragon mall in the heart of the Thai capital around 4:30 pm (0930 GMT). The shooting comes just days before the first anniversary of the deadliest massacre in modern Thai history, when an ex-policeman armed with a gun and knife attacked a nursery in the country's north, murdering 24 children and 12 adults. National Police Chief Torsak Sukwimol told reporters that two women -- one Chinese, one from Myanmar -- were killed in the mall shooting, and five other people wounded. He said the 14-year-old suspect was in custody but was too confused to undergo questioning. "He is a mental patient at Rajavithi hospital and he has not been taking his medication," Torsak said. "He said it felt like someone told him to 'go shoot people'. It's like there's another him. This is what we got from the initial talk with him." Video footage showed a long-haired boy wearing a black shirt, glasses and a cap with a US flag motif being taken into custody by police. Yuthana Srettanan, director of the Erawan Emergency Centre, told reporters that all but one of those who were shot were women. Prime Minister Srettha Thavisin visited the scene of the shooting as well as calling on the wounded in hospital. In footage shared with AFP, he recorded a scrum of terrified shoppers scrabbling under metal security gates blocking shop entrances, before they fled down emergency stairwells as sirens blared. Dozens of police vehicles and a number of ambulances could be seen outside one of the shopping centre's main entrances in the wake of the shooting. State troops net 27 insurgents
ZAMBOANGA CITY — The Joint Task Force Central on Tuesday announced that state troops arrested at least 27 members of the New People’s Army during a series of decisive military operations in Lake Sebu, South Cotabato. JTF-Central commander Major General Alex Rillera narrated that they conducted a three-day decisive military operations which began on 23 September 2023 after receiving information about the presence of NPAs in Barangays Lamlahak and T’kunel, both in Lake Sebu. However, Rillera declined to identify those who were arrested by the soldiers pending the filing of appropriate charges against them. The arrested NPAs were later turned over to village chief Rudy Tomas of Barangay T’kunel, and personnel from the Lake Sebu Municipal Station. Armed Forces of the Philippines-Western Mindanao Command chief Maj. Gen. Army installs new chief for reservist, retiree affairs
The Philippine Army installed Col. Arnel Bautista as the new assistant chief of staff for reservist and retiree affairs (OG-9) on Monday. In a ceremonial change of office at the PA Headquarters in Fort Bonifacio, Taguig City, Bautista officially replaced outgoing chief Col. Jaime Datuin, who has been leading the office’s affairs and operations since September 2021. Prior to his new appointment, Bautista served as the Group Commander of the 1st Regional Community Defense Group, Army Reserve Command prior to his new assignment. He also held various leadership positions in the 9th Infantry Division such as the Commandant of the Division Training School, Assistant Chief of Staff for Operations, and Commanding Officer of the 49th Infantry Battalion. Bautista is a member of the Philippine Military Academy "Bantay-Laya" Class 1994. Meanwhile, Datuin graduated from the Armed Forces of the Philippines Officer Candidate School as a member of Class 11-1993. New mission: BuCor reform
Following his tenure as chief of staff in the Armed Forces of the Philippines in 2015, retired four-star General Gregorio Pio Catapang chose to settle in Pampanga. Here, he embraced a simpler life as a farmer, relishing in the delights of native chicken, fresh produce, and the serene natural surroundings. “I am an environmentalist, so I decided to stay in Arayat, Pampanga, to be a farmer upon my retirement in October 2015, and I prayed, ‘Lord, it has been mission accomplished, so give me a new mission,’” Catapang narrated. The former military chief, the AFP’s 45th from July 2014 to 2015, is not a stranger to close encounters with mortality. Throughout his extensive service in the Philippine Army, from graduating from the Philippine Military Academy in 1981, he has endured several clashes with enemies, even more than one could count with the fingers. He held major positions in the AFP as commander of the 2nd Infantry Division — the Army’s largest unit, 7th Infantry (Kaugnay) Division, 703 Infantry Brigade, and 28th Infantry Brigade, among others. He also served as the Deputy Chief of Staff for Operations, J3, of the Armed Forces of the Philippines. His rise to prominence was not without hitches because he barely survived nine brushes with death. His strong faith in the Lord enabled him to be alive today. “The first incident that I encountered that almost ended my life was when I fell from the second floor of our house when I was just a kid; the second was when I was in the field where a provincial bus liner rammed the car I was in,” Catapang said. He was airlifted from Basa Airbase to V. Luna General Hospital and eventually transferred to Quezon City Medical City as he continued to bleed due to his severe injuries. “The doctor told me not to sleep because I might turn into a coma. So I fight on as the doctors continue to treat me,” he added. While still recovering, with his facial wounds still not yet fully healed, he was called by his commander to report back to work. “Nakangiwi pa ako dahil sa sugat (I was still grimacing in pain), but as a soldier, I followed the order, and that was then I realized that he was teaching me how to become chief of staff,” Catapang said, adding that as a good soldier, he had to endure the pain. He recalled that a chopper ride in the mountains of Cagayan also nearly took his life as it flew at 1,000 feet and traveled 18 knots. “The chopper is already old. I just have to make the sign of the cross as the chopper made a low-altitude flight due to poor visibility. We plunged downward, and I thought it was the end for me. But thankfully, the chopper normalized, and we safely landed,” he said. While in a restaurant in Angeles, Pampanga, Catapang said he was informed that NPA (New People’s Army) rebels would ambush him. “We ate at a chicken restaurant in Angeles and received information that I would be ambushed on returning to our camp. It was retaliation for the death of eight commanders of the NPA after movement patterns were detected based on information from barangay chairpersons,” he said. He cannot forget, too, that during the Pinatubo eruption in 1991, the roof of the building they were occupying collapsed due to the accumulated volcanic ash. Catapang, named after two generals — Gregorio del Pilar and Pio del Pilar — led his soldiers in helping the indigenous peoples in the area, giving them food, clothing, and other necessities. “The natives very loved us because of that,” he added. He said he is thankful to have emerged victorious and alive from the all-out war against Muslim secessionists in Mindanao. It almost ended his life, but he survived with solid faith in the Lord. Throughout his life, he consistently believed that prayers are always answered, particularly when reciting the rosary. Proof was when he fervently prayed to the Lord to allow him to marry his first girlfriend, and his request was granted. He married Maria Lourdes and has three children. Catapang’s early life lacked the excitement it later encompassed. He was a typical teenager. He attended high school at the Claret School of Quezon City. Shortly after graduating from PMA, he pursued graduate courses at the University of the Philippines. He is the second of four children of Gregorio Catapang Sr., a lawyer for the Securities and Exchange Commission, and Lourdes Punzalan, an accountant at the Department of Finance, from whom he learned the value of public service. As a military officer, Catapang rallied the troops to strictly adhere to the AFP’s slogan of “Kawal DISIPLINADO, bawal ABUSADO, dapat ASINTADO” — three key words that spell out the Do’s and DON’T’s to become proficient in fire and maneuver and avoid collateral damage; be respectful of human rights, adhere to international humanitarian law and the rule of law, and the rules of engagement. Catapang moved on with his career and retirement life, carrying an excellent performance standard, exemplary leadership and a keen vision. Answered post-retirement prayer After retiring from active military service spanning 34 years, he received a divine blessing through a new mission. Following seven years of working as a farmer, he experienced a life-altering moment on the evening of October 19, 2021. Justice Secretary Jesus Crispin “Boying” Remulla gave him an offer to lead the Bureau of Corrections. Unaware of the challenges that awaited him within the BuCor, especially at the New Bilibid Prison, he accepted the offer. It was only later that he discovered the appalling issues of corruption among the prison staff and the dire condition of the overcrowded facilities. Under the guidance of Secretary Remulla, Catapang’s mission to reform the BuCor is yielding positive results. They are actively organizing culminating activities to release eligible individuals who have been deprived of their liberty. To alleviate the overcrowding in the jail facilities, the BuCor is actively organizing and implementing various reforms. The main goal is to transfer all persons deprived of liberty from the maximum security compound of the NBP to new facilities outside of Metro Manila. Catapang is confident plans will come to fruition, as they have already presented their long-term reform plan to President Ferdinand Marcos Jr. for approval. “At present, the reformation of BuCor is in full swing. I am confident we will accomplish and make things happen,” he said. The NBP, he said, is undergoing a significant transformation. The plan is to shut down the NBP in Muntinlupa and repurpose the area into a new business district similar to Bonifacio Global City in the southern part of Metro Manila. Explaining the reason behind the decision, he said high-end residential communities surround the current location of the NBP in Muntinlupa. To align with the surrounding environment, the intention is to close down the NBP and relocate all inmates to regional jail facilities nationwide. Catapang shared plans to dedicate eight hectares of land within the NBP to improve the living conditions of the settlers and provide them with opportunities for reintegration into society. “We will build condominium units for the settlers at the NBP, complete with amenities like a swimming pool, multipurpose facilities, and the like. Repair of residential houses is no longer possible, including power lines, so we decided to allocate the lands for them,” he added. The government will optimally use the land area by developing it into a business and government center, aligning with the DoJ’s plan. To support the food security initiatives of the President, he said they have already started the cultivation of approximately 10 hectares of land at the Iwahig Penal Colony. The aim is to grow rice and high-yield crops, contributing to the government’s long-term food security plans. “Hopefully, this will be done also to other penal farms of BuCor because we have ample lands for cultivation,” Catapang said. Protesters and police clashed Thursday night in the violence-wracked northeastern Indian state of Manipur as the former tried to storm the chief minister’s house. Thousands of residents in the state capital Imphal defied a security clampdown and curfew to mount a protest and attack the residence of N. Biren Singh, but were prevented from reaching his house by police, a senior official in Singh’s office told Agence France-Presse. Authorities cut off electricity in the area to reduce visibility for the demonstrators and broadcaster NDTV reported that security forces fired several rounds of tear gas. The chief minister’s office also appealed to the army to send in reinforcements to control the mob which was “coming from all directions.” Manipur police said that “adequate security was in place.” Singh is a member of India’s ruling Hindu nationalist Bharatiya Janata Party and Prime Minister Narendra Modi has been criticized for his administration’s failure to end the violence in the state. More than 150 people have been killed in the remote state since armed clashes broke out in May between the predominantly Hindu Meitei majority and mainly Christian Kuki community. Meiteis have been infuriated in recent days by pictures of two murdered students from their community who had gone missing in July. Officials this week imposed a curfew in Imphal after dozens of students were injured in clashes with security forces. Perjury charges are now being prepared against the two environmentalists who recanted their “handwritten affidavit” stating they have “voluntarily surrendered” to the military and declared that soldiers abducted them after they went missing. During the deliberation of the Senate Committee on Finance on 2024 proposed P229.9-billion budget of the Department of National Defense and its attached agencies, Senator Ronald “Bato” Dela Rosa asked on the case update of Jhed Tamano and Jonila Castro who earlier retracted what they said in their affidavit. “May case preparation ngayon, inter-agency case preparation for the filing of perjury charges sa kanila. US army chief and allies discuss Asia-Pacific in India
Army chiefs and senior officers from 30 countries including the United States met in India Tuesday to discuss threats facing the Asia-Pacific region, in the face of concern at an increasingly assertive China. US Army chief Randy George said the region was "critically important", speaking to reporters alongside his Indian counterpart Manoj Pande, and vowed to boost cooperation to "maintain a free and open Indo-Pacific". Generals from Japan and Australia, which make up the "Quad" defense cooperation forum alongside Washington and New Delhi, also took part, as did Britain and France. As the generals met, China's Foreign Minister Wang Yi said that Beijing would oppose the "wanton expansion of military alliances", the latest in a string of warnings as Washington deepens security ties in the Asia-Pacific. Beijing has long said that any effort to establish a NATO-like military alliance in the Asia-Pacific would provoke conflict. Nations present at the two-day conference in New Delhi included Vietnam and the Philippines, both of which have longstanding pending territorial disputes with China. The conference, which launched in 1999, brings together army chiefs and top officers from 30 countries. India's Pande said the region faced challenges on both land and at sea. The entrepreneur was identified as Mario Pacursa Marcos, chief executive officer of Smart Citi Teknologi, who earlier announced a partnership with TESLA Technologies on industrial development projects in the country, including an ambitious project in Roxas, Palawan which would turn an island into a smart city. One of the “victims,” the president of a PR firm, said she was duped by Marcos into financing the PR events and press conferences she planned and conducted for him in the belief that he was a “real Marcos.” According to the victim, she spent P13 million on various press conferences at the Manila Hotel. “All the checks he gave me bounced. I communicated with him several times, but he kept making false promises,” the victim said in a press conference. Another complainant, identified in the complaint sheet as Phebe Dy, a contractor, said Marcos got P12 million from her when she was promised a contract from his big-ticket projects. “I gave him P12 million in two tranches, the last one at BGC, The Fort. But when I decided to get my money back, he gave me an unnotarized certificate of title with a deed of absolute sale. It turned out Marcos had no valid ownership in the title,” she said. The third victim, retired Army Brig. Gen. Arnulfo Jose Marcos, said he was tricked by his namesake Marcos into investing P800,000 in the partnership with TESLA Technologies. “I borrowed the money from the Armed Forces and Police Savings and Loans Association Inc. It turned out the TESLA partnership and project were a hoax. That money was meant for the studies of my son,” he told reporters. The respondent Marcos supposedly sealed an agreement with TESLA Technologies to enable the transfer of Czech technology to the Philippine partner for the assembly of two Tesla products in the country — a unique diagnostic health device and a magnetic engine either in Subic or Cavite. The partnership would supposedly create an Internet-based platform for the smart city program that would provide connectivity for various applications, including households, smart homes, and smart cities. Ghana bus strapping kills 9
Gunmen killed nine people when they opened fire on a bus in a northern Ghana district struggling with ethnic tensions and concerns over Islamist violence from across the border in Burkina Faso, a local official said Friday. The attack on Thursday morning targeted a bus carrying mostly women on their way to a local market and escorted by police, because of the tensions, in Pusiga district near the volatile Bawku area of Ghana’s Upper East Region. Pusiga district chief Zubeiru Abdulai, a local mayor, told AFP that the nine victims died from gunshot wounds when their bus was ambushed near a remote forest close to the border with both Burkina Faso and Togo. “The vehicle was occupied by mostly women and was being escorted by the police due to the volatile situation in Bawku,” he said. “The police are investigating the incident now and it will be difficult for me to establish the main reason behind the attack.” Police did not immediately respond to calls seeking more details on the attack. Upper East Region has struggled with a decades-long conflict between ethnic Kusasi and Mamprusi communities over the right to choose a new chieftain and over land rights in the mostly Muslim Bawku region, where there is a heavy police and army presence. Those tensions often flare into violence. Jihadist violence in Burkina Faso has also forced people to flee across the frontier into Ghana. Earlier this year, Ghana sent 1,000 more troops and police to Bawku to reinforce security after gunmen killed an immigration officer and wounded two more. Officials did not blame any group for that attack. Ghana’s northern frontier is also an area with well-established smuggling routes, porous borders and illegal gold mining — a combination local officials and experts worry could benefit jihadists. Up to 2M reservists eyed once ROTC becomes mandatory
There could be about two million reservists who will be able to augment the reserve force of the Armed Forces of the Philippines every year if the Reserve Officers’ Training Corps becomes mandatory again. This was bared by Major General Joel Alejandro Nacnac, Deputy Chief of Staff for Reservists and Retiree Affairs of the AFP, over the weekend during the opening of the National Reservists Week. “Every year, if ROTC becomes mandatory, we expect an additional two million students from all of the universities,” Nacnac told the reporters in an interview. He said projected servicemen from ROTC will be classified as a “standby reserve”—which is mobilized only in times of national emergency or war. The AFP reserve force is currently at 1.2 million as of June 2023, which is composed of over 71,000 “ready reservists,” more than 15,000 affiliated units from other organizations and institutions, and 1.1 million standby reservists—with most of them from the Philippine Army. The ready reservists are called at “any time to add to the regular forces.” The National Reservist Week is the AFP’s annual activity of the “purposely to widen the Reserve Force manpower build-up and for the existing reservists to be accounted.” The event also provides reservists an update on the current AFP policies and directives with regard to the Reserve Force Development Programs as well as establish a robust operational Reserve force by way of checking their individual readiness in order to provide support to the Regular Force to fulfill its mandate. The bill requiring ROTC for students enrolled in at least two years of an undergraduate degree is pending in the Senate plenary. On the other hand, Senator Ronald “Bato” Dela Rosa the government may allot P4.2 billion for free uniforms yearly if the proposed mandatory ROTC program becomes law. “If it will materialize, every year we’re going to budget P4.2B for uniforms alone for cadets,” he said in a recent hearing on the budget of the Department of Science and Technology and its attached agencies. Dela Rosa also made a recommendation that ROTC uniforms should be locally sourced. The Philippine Textile Research Institute welcomed the senator’s suggestion. Murder case vs. ex-PSG commander, 5 soldiers still under general martial court
Former Presidential Security Group commander Brig. Gen. Jesus Durante III and five other soldiers are still undergoing general court-martial proceedings by the military, Philippine Army chief Lt.Gen. Roy Galido said Thursday. “He is given the due process. We are doing the law enforcement in accordance with laws of the military,” Galido told reporters in a press conference at the Philippine Army’s headquarters in Fort Bonifacio Taguig City. Asked as to when the results of proceedings will come out, Galido said: “We just have to follow the due process. The court martial has convened several times already.” Galido noted that there are also military processes that need to be followed and that the court martial proceeding takes time. Unlike the civilian court proceedings, he added, the military law shall prevail over the case of Durante and his cohorts. Durante and his supposed accomplice, Col. Michael Licyayo, were tagged in the murder of model and businesswoman Yvonette Chua Plaza. Among other soldiers who faced court martial are Staff Sgt. Gilbert Plaza, Sgt. Delfin Sialsa Jr., Cpl. Adrian Cachero, and Pfc. Rolly Cabal. Previously, Army Provost Marshal Col. Randy Ramonte said the Office of the Army Provost Marshal, has already completed its investigation report and has submitted it to the Office of the Army Judge Advocate for legal review, as of 14 February this year. Following the completion of the said legal review, the report will be forwarded, through official channels to the Commanding General of the Philippine Army, “for his information and decision.” The Violations of Articles of War 96 and 97—refer to “conduct unbecoming of an officer and a gentleman and conduct prejudicial to good order and military discipline, respectively, are actually grave offenses in the military that may merit separation from the service and other penalties, including a jail sentence, depending on the decision of the general court-martial.” Meanwhile, Galindo said the retooling of the soldiers amid the involvement of discharged military personnel in “heinous crimes” is now being implemented. He said the army is always investing in the discipline of the soldiers. “It is reinforcing. We are implementing and we are really bent on implementing discipline [among our ranks],” he stressed.
