Training modules for winning BSKE candidates eyed
ILOILO CITY — The Department of the Interior and Local Government in Western Visayas — through its Local Government Regional Resource Center — is crafting training modules for the soon-to-be elected Barangay and Sangguniang Kabataan officials. “So, currently that’s our intervention here in Region 6 in partnership with Iloilo Science and Technology University. This is a project with the Local Government Academy since the development of the module involves not only the implementation in Region 6 but this involves the implementation of the whole training nationwide,” said Christian Nagaynay, chief of the DILG Local Government Capability Development Division. He narrated that they started with the conduct of a needs assessment among 3,000 respondents who were asked about their needed competencies to deliver and perform their functions. “For us to test whether the modules we developed are effective and ready for rollout. In case there are changes based on the comments of our barangay captains, then we will incorporate them before its implementation,” Nagaynay said. Representatives from the Local Government Academy will join the first run to also check on the module. UniSQ in Toowoomba
Just recently, the 13th Australian Media Traditions Conference was held on the 20th and 21st of September at the University of Southern Queensland, or UniSQ, in the Garden City of Toowoomba in Brisbane on the theme “Beyond Boundaries.” Thirty-six paper presenters, who were largely PhDs and PhD candidates from various universities on the Australian continent and beyond, each had 20 minutes to share their research and scholarly works in the field of communication in the context of the digital age. Most conferees came from the universities of Southern Queensland, Queensland, Macquarie, La Trobe, RMIT, Monash, James Cook, Swinburne, Deakin, South Australia, Melbourne, Canberra and QUT — all in Australia — while two were from the University of China and the University of Shanghai for Science and Technology, and one from the University of the Philippines (the only Filipino in the pack). Each day featured a keynote speaker, a morning tea, lunch, afternoon tea and dinner. Everyone received a ring-bound booklet that contained the individual abstracts and biographies of every participant. The various subthemes delved into — literature, journalism, television drama, civic engagement, music industry, radio, cinema, mobile developments, media/politics/issues, technologies and globalization, SVODs in Australia, creation and content production, and archives (i.e., collection of digital/social media at the National Library of Australia) — were all reflective of the contemporary communication and media ecosystem. For one, this author presented his paper titled, “Scoping the reformative and transformative impact of media traditions.” Let me share, dear readers, what my seminal and expository paper was all about. The terms reformative and transformative simply refer to access to news, entertainment, or information in various modalities, while impact, as a term, refers to “hit,” it denoting who are adversely affected in an era of digital media (i.e., print newspapers, periodicals, magazines and other forms of publishing). These social and economic dimensions are on opposite ends of a continuum. There’s no need to be an apologist for print newspapers since the notion that the “editor is dead” in this digital age is a myth. Neither is there such a thing as the “golden age of journalism,” as one presenter embraced the view — with some authority based on her research — that it never existed. In fact, if it were any consolation, there had been a common point when the portion who got its news via social media was about equal to the portion who got its news from newspapers and that was in 2017. Therefore, if there was a crucial paradigm shift to the digital or social media platform, it must have been an entirely slow and gradual process where the readership of print newspapers slid down and the readership on social media climbed, not to mention that such transformation was only of recent memory or origin. In the case of Americans, and it may be a universal phenomenon elsewhere in the world, television dominates as a news source followed by news websites, in turn followed by radio then social media, in turn followed by print newspapers — in this pecking order. As well articulated with evidence-based data, two age groups, namely, those between 50-54 and those 65 and over, still preferred print newspapers as their news source with lower percentages in the younger age groups (i.e., 18-29, 30-48). More particularly, while most Americans get their news often from social media rather than print newspapers, there is only a marginal variance of 20 percent and 16 percent, respectively, over the period 2016 to 2018. In other words, we can embrace the view that print newspapers “will never die,” very much so in countries with aging populations to the extent possible that it might even overcome social media at some point as a source for news in this…. “digital divide” as well as “age divide.” This media traditions conference at the UniSQ in Toowoomba was probably the most fulfilling intellectual experience for experts, scholars, and practitioners in the present-day communication and digital landscape. Many barangay posts in BARMM uncontested
As the October barangay and Sangguniang Kabataan elections draw near, we wrote about the apprehension of the authorities over the conduct of the elections in the Bangsamoro Autonomous Region in Muslim Mindanao or BARMM. The Philippine National Police has statistics on several towns flagged as possible election “hot spots.” In fact, they have asked for a postponement of the elections in those areas, but the Commission denied this despite documented incidents of election-related violence. But just as there are conflict areas, there are an almost equal number of barangays where peace is expected to prevail. There will be no contest in those barangays as the candidates will run unopposed. While this could taint the democratic process as the right of citizens to choose their leaders will be somehow restricted, it is still a welcome development. How does this work? This needs the intervention of the patriarchs of families, the elders of the village, and city or town executives. What is essential is to resort to what local tribes (among Maranaws) call “musawarah,” which is Arabic in origin, and “musyawarah,” which is the Malay word for consultation or dialogue. Contending candidates engage in dialogue to find common ground for agreement to avoid a socially, financially, and politically costly election. In the case of a barangay where one family numerically dominates, they choose by rotation from among the siblings or family leaders who will be the Punong Barangay. The other positions, like barangay councilor or kagawad, secretary, treasurer, etc., are equally divided among themselves. And there is an equitable distribution of the salaries and whatever largesse the barangay will receive from the government and local projects. In contested barangays, the town mayor offers a hefty sum to the party running against his chosen candidate and promises a monthly allowance and other assistance. By buying off the different bets, the mayor gets the full support of the barangay, with the Punong Barangay acting as his political operator when the mayoral elections come around. Experience tells us that the mayor, supported by most Punong Barangays, gets to perpetuate his dynastic family in power. This is also one way of settling “rido” or family feuds that are a side issue during elections. Through back channeling and having a common candidate and slate, families that for years were involved in “rido” are open to reconciliation. A Rappler report said about “149 barangays in Maguindanao del Sur’s 24 towns have unopposed bets for barangay chair.” And local leaders are still negotiating to have more unopposed candidates in more barangays. According to local leaders, this scheme is resorted to not necessarily for partisan considerations but for peace because election rivalries are the common cause of “rido.” This is happening also in Marawi City, Lanao del Sur and many other BARMM barangays. Through the efforts of provincial governors and city and town mayors, several barangays have candidates running unchallenged in October. Democrats might find this an assault on the freedom of the people to choose their leaders. They will claim that politicians manipulate the people to surrender their fundamental rights as citizens to perpetuate themselves in power and protect their dynasties. But what good is democracy if we have conflict and instability in the villages and one cannot sleep at night for fear of violence? In weighing which interest is preponderant — peace or freedom — pacifists will go for the former. Trudeau to be star witness in election meddling probe
The Canadian prime minister could be the star witness in his government’s investigation of alleged national election meddling by China, Russia and other countries. Justin Trudeau was asked by reporters in Singapore Friday on the possibility of him testifying in the case, he replied, “Willingly and with very much enthusiasm.” The prime minister, who was coming from the ASEAN Summit in Indonesia, added, “I think it’s important for Canadians to know exactly everything this government has been doing in regards to foreign interference, and to talk frankly about the challenges that we continue to face in our democracies around the world.” His statement came a day after Ottawa named an appeals court judge to lead the inquiry into the allegations surrounding federal elections in 2019 and 2021. Quebec Court of Appeal Justice Marie-Josee Hogue replaces the investigator who resigned in June. Trudeau faced pressure to explain how it first responded to the claims that Beijing sought to subvert Canada’s democratic process. Relations between Ottawa and Beijing hit a new low this year amid accusations of Chinese meddling in those elections and the attempted intimidation of Canadian lawmakers that led to the expulsion of a Chinese diplomat in May. Beijing has called the accusations “groundless” and responded by sending home a Canadian diplomat from the country’s consulate in Shanghai. The reported accusations included secret campaign donations and that Chinese operatives were working for Canadian candidates and lawmakers in an attempt to influence policy. Comelec warns vs premature campaigning in barangay, SK polls
The Commission on Elections yesterday repeated its warning to all candidates in the Barangay and Sangguniang Kabataan Elections to refrain from premature campaigning. The warning was aired by Comelec spokesperson Atty. John Rex Laudiangco during the Laging Handa press forum yesterday. Ladiangco said once the certificate of candidacy is filed, the person is already a candidate and all the prohibitions will apply, particularly those on premature campaigning. All tarpaulins or posters of a candidate, even without the “vote” exhortation, are not allowed and will be taken down, while the candidate may face sanctions. Ladiangco said that based on the 2004 Supreme Court decision Chavez versus Comelec, posters with a picture or face of the candidate, caricature, resemblance and name but with no "vote" printed is still an indirect solicitation of votes and is considered prohibited. Laudiangco also mentioned another SC ruling in the case of a subject who conducted a motorcade when he went to the poll body’s office to file his candidacy. At that time, he was not yet a candidate. But when he filed the document, he already became a candidate and thus the motorcade was prohibited because it falls under indirect campaigning under Section 18 of the Omnibus Election Code. Trump arrested in Georgia racketeering case
Former US president Donald Trump was arrested at a Georgia jail on Thursday on racketeering and conspiracy charges for trying to overturn the 2020 election results in the southern state. During a brief session lasting less than 30 minutes, the 77-year-old Trump was booked on 13 charges at Atlanta's Fulton County Jail, according to records published by the sheriff's office. Trump's height was listed by the jail as six foot three inches (1.9 meters), his weight as 215 pounds (97 kilograms) and his hair color as "Blond or Strawberry." Other defendants in the racketeering case who have surrendered to the Georgia authorities in recent days have had a mugshot taken. The billionaire has been criminally indicted four times since April, setting the stage for a year of unprecedented drama as he tries to juggle multiple court appearances and another White House campaign. In posts on his Truth Social platform shortly before leaving his New Jersey golf club for the flight to Atlanta, Trump said he was being arrested for "having the audacity to challenge a RIGGED & STOLLEN (sic) ELECTION." "This is yet another SAD DAY IN AMERICA!" he added. Trump was able to dodge having a mugshot taken during his previous arrests this year: in New York on charges of paying hush money to a porn star, in Florida for mishandling top secret government documents, and in Washington on charges of conspiring to upend his 2020 election loss to Democrat Joe Biden. But Fulton County Sheriff Pat Labat said standard procedure in Georgia is to take a defendant's photograph before they are released on bond -- set at $200,000 in Trump's case. The arrest comes one day after Trump spurned a televised debate in Milwaukee, Wisconsin, featuring eight of his rivals for the 2024 Republican presidential nomination -- all of whom lag well behind him in the polls. He still stole the spotlight, though, with all but two of the candidates saying they would support him as the party's nominee even if he were a convicted felon. During a pre-recorded interview with former Fox News talk show host Tucker Carlson -- which aired on social media at the same time as the debate -- Trump dismissed the criminal cases filed against him as "nonsense." "I think this is a political persecution and now that's turned into a political prosecution," Anderson told AFP. Trump is the first US president in history to face criminal charges. His various trials, if they take place next year, may coincide with the Republican presidential primary season, which begins in January, and the campaign for the November 2024 White House election. Special counsel Jack Smith has proposed a January 2024 start date for Trump's trial on charges of conspiring to overturn the last election with a lie-fueled campaign that culminated in the January 6, 2021 attack on the US Capitol by his supporters. Trump's attorneys have countered with a suggested start date well after the election -- April 2026. Willis, the Georgia district attorney, initially proposed that the racketeering case begin in March next year, the same month Trump is scheduled to go on trial in New York on charges of paying hush money to porn star Stormy Daniels. On Thursday, after one of the defendants asked for a speedy trial, she proposed that it begin for all 19 in October of this year, a move met with an immediate objection from Trump's lawyers.
