Sell no casino
As a take-off point, let us quote Abraham Lincoln’s words on the legitimate object of government, viz., “It is to do for a community of people whatever they need to have done, but cannot do in their separate and individual capacities.” In the case of privatizing Pagcor down to some 45 casinos, it would appear that the “bargain of government spending” is framed along Adam Smith’s theory — “Give me this which I want and you shall have this which you want.” Privatization simply means removal of responsibilities, activities, or assets from the collective realm, but are there not “risks and rewards when we put public tasks into private hands?” All of a sudden — from out of the blue — this government plan to auction off Pagcor is quite disconcerting unless national survival has become a central concern. Rep. Rufus Rodriguez rightly questions, thus, “Why do we sell the goose that lays the golden egg?” Specially so since the agency’s forthcoming net gains are on the uptrend (i.e., P59 billion in 2022 and an estimated P75 billion by the end of this year). So far, the alibi of government is that by selling its casinos — lock, stock, and barrel — Pagcor’s role as “gaming regulator-cum-operator” becomes purely as regulator. In other words, there is that “revolving door problem” which should be avoided. Even granting that this could be a tenable argument for privatization — though never heard of — what would the backlash be? As far as the role of the Governance Commission for GOCCs is concerned, a public enterprise like Pagcor should only be privatized, if and only if, there’s a “government failure;” when it fails to generate revenues for the state; when it becomes reduced to a “non-performing asset;” when it shows “poor grades” in its Corporate Governance Scorecard. Thus, to privatize Pagcor absent these parameters should be interpreted as “implied contempt for government bureaucracy,” albeit misplaced. The sale of the casinos would fetch about P60 to P80 billion — practically within the same threshold of profit intake for any given year, give or take. In recent weeks, it’s as though the Senate’s over-fixated concerns with Pagcor were the POGOs (Philippine offshore gaming operators) alleged as fronts for human trafficking, kidnapping, other sorts of lawlessness. After privatizing the Pagcor casinos, will all these problems then go away? Bottom line, who in his right mind can say that Pagcor isn’t doing any better given that it contributes half of its revenues to the national coffers (i.e., in taxes) and mandated beneficiaries. It is said to be one of the government’s “staunch allies in nation building” and one of the biggest revenue generators. With the casinos out, who will shoulder the fiscal void created when “funded mandates” shift back to becoming unfunded? As a consequence of privatizing the casinos, there will be a number of national government agencies, local government units, non-government organizations, peoples’ organizations, a number of taxes, duties, licenses, fringe benefits — that taken together would no longer bring a “bundle of joy” to mandated beneficiaries who were allocated such subsidies over the years. The next thing that will ensue is the stark truth that Pagcor would cease to be a “responsible partner of the Filipino” — once privatization cuts the umbilical cord of subsidy dependence. In the next cycle, Pagcor would slide down from third place among GOCCS that remit the highest government contribution. As a rule, no GOCC belonging to so-called “billionaires club” should close shop without more justifiable grounds. In short, it should come last in privatization’s pecking order. There’s clearly no compelling reason to sell off the Pagcor casinos by public auction if the projected proceeds to be generated thereof are practically equivalent to the profit intake of any given year. Again, it escapes comprehension why only a handful of policy makers are against this self-inflicted move. Concerns are mounting in China around Country Garden, a major property developer whose colossal debt raises fear of a bankruptcy that could spell wider economic turbulence, two years after the unravelling of its competitor Evergrande. Country Garden shares plunged by more than 18 percent in Hong Kong on Monday after it missed bond payments and warned of multibillion-dollar losses. Its billionaire boss Yang Huiyan has said the firm is "facing the greatest difficulties since our establishment". Here's what you need to know about Country Garden: Family business Country Garden is run by Yang Huiyan, who until recently was one of the richest women in China and Asia. Yang, now in her early forties, became a billionaire when she inherited shares from her father in 2005, two decades after he founded the company. But her fortune has dwindled since 2021 as China's real estate crisis dramatically weakened the sector. Yang, who lost nearly $29 billion in two years according to a Bloomberg ranking of billionaires, has an estimated wealth of $5.3 billion. To support Country Garden, she and her family have chipped in the equivalent of $4.9 billion in personal funds, according to the group. Real estate heavyweight The top seller of real estate in China last year, Country Garden was named in Forbes' list of the 500 largest companies in the world. Based in the southern Chinese city of Foshan, the group employed nearly 70,000 "full-time" staff members at the end of 2022, according to the most recent figures from the company, which has long been deemed financially solid. It also has operations abroad, including a gigantic real estate project in Malaysia involving artificial islands. Under pressure But recent sluggishness in the Chinese real estate market has caught up with the company. According to media reports, Country Garden was unable to make two bond payments on 6 August. It has a 30-day grace period, but if it does not pay within that time it risks default. Adding to the pressure, 31 billion yuan ($4.27 billion) in the firm's bonds are set to mature in 2024, according to rating agency Moody's. Another Evergrande? Like its competitor Evergrande, which owes more than $300 billion, any collapse of Country Garden would have damaging repercussions on the Chinese financial system and economy. It is due to publish its half-year results by the end of the month, and says it expects a net loss of 45 to 55 billion yuan (about $6.2 billion to $7.6 billion). And its situation is particularly precarious because around 60 percent of its projects are located in small Chinese cities, where property prices have fallen the most and where customers have weaker purchasing power. Country Garden announced over the weekend it would suspend trading of onshore bonds from Monday, a decision likely to cause concern in the markets as the company said that its debt was estimated at some 1.15 trillion yuan ($159 billion) at the end of 2022. Additional liabilities have brought other estimations of its overall debt as high as 1.4 trillion yuan ($193 billion), according to Bloomberg. Robotics In addition to its core focus on real estate, Country Garden has been developing robots for the catering industry since 2019. The firm has produced designs for different types of mechanized food processors, and last year it opened an expansive, fully automated restaurant in Foshan. Five decades after a Bronx block party ushered in hip-hop's 'Big Bang' moment, the culture-shifting genre is celebrating its 50th birthday Friday. The reigning music style has evolved in rapid, anarchic ways -- in many ways defying categorization -- but some patterns have emerged. What follows is a run-down of some of hip-hop's key phases. Old school What's now broadly referred to as old-school hip-hop is the genre's earliest commercially recorded music, and typically refers to songs put out from approximately 1979 to 1983. The Sugarhill Gang's "Rapper's Delight" became the first commercially successful hip-hop song after it was released on September 16, 1979. It's preserved in the Library of Congress' National Recording Registry. "The Message" from Grandmaster Flash and the Furious Five, released in 1982, brought a socially conscious element to the genre, delivering a raw portrait of urban life and the stresses of poverty. Other prominent artists of the moment included Afrika Bambaataa, DJ Kool Herc, Melle Mel, and Grandmaster Caz. East Coast New York and the East Coast were pivotal to the development of hip-hop throughout the 1980s and early 1990s, the "golden age." Run-DMC was among the most influential acts of the era, achieving a smattering of notable firsts for the genre. SoNA 2023
Sophomore year is when familiarity has seeped in, and we get to know the people and terrain better. We gain momentum and confidence in the things we must do. On another note, we also learn about people’s strengths and previously hidden weaknesses. Personalities become more colored, and metrics will show actual performance when compared against campaign promises. The administration of President Bongbong R. Marcos Jr. will be of a different tune this time around. In 2022, the State of the Nation Address was filled with campaign promises and action plans that lay down the blueprint for the next six years. Just like any first SoNA of a new president, the atmosphere was jovial and enthusing. Second SoNAs are made right after the appointment of certain Cabinet members who lost in the previous election, and when presidential priorities are more evident. What makes sophomore SoNAs unique is that it is when the Administration is still new and with less political intentions in mind, if that is possible. Remember, the next elections are scheduled in 2025, thus, making next year’s 2024 SoNA the last one before the Administration’s senatorial bets are officially announced. Mid-year elections are crucial to sustaining the momentum of President Marcos Jr., and we can think of several of his loyal political soldiers who will be running for the Senate in 2025. The period from 2023 to 2024 is when the real work of government officials is felt, as they say — pure governmental service. Thereafter, 2024 to 2025 should be for election mode or the campaign season for the senatorial bets and all locally elected officials. All but the two highest positions and twelve senatorial seats will be up for grabs in 2025. The mood in the second half of the Administration will depend on the outcome of 2025. Surely, the banner announcement in Monday’s SoNA will be the newly signed Maharlika Investment Fund, which is the first sovereign wealth fund of the Philippines. This is a sophisticated financial instrument that should be a challenge for the Administration to explain to the common folk. Further, it can be explained, but would it be comprehended given that Filipinos tend to give their attention to short-term benefits, such as 4Ps and ayuda or aid? The Maharlika Investment Corporation or MIC, which will manage the sovereign fund, should make monthly reports that would be informative and easy to comprehend by Filipinos. The “Bagong Pilipinas” campaign of the Administration will be launched during the SoNA, hopefully eclipsing the “Love the Philippines” fiasco of Secretary Cristina Frasco of the DoT. Bagong Pilipinas comes with its own logo and probably a jingle, the same one used in the campaign of President Marcos Jr. The infrastructure slogan of the Administration, “Build, Better, More” or BBM, will have accomplishments to boast of. NEDA, the other day, approved three projects, the largest of which is the P170 billion NAIA Rehabilitation, thereby shunning the proposal of the private consortium, the Manila International Airport Consortium, consisting of several of the country’s billionaires, that was valued at P267 billion. The decision of the President to side with the proposal of the government, instead of the businessmen who were seemingly close to him having been part of the delegations in his earlier state visits and trips abroad, should be respected and applauded. Geopolitics will play a role in the recent ICC decision to continue its probe into the alleged drug killings and the surprise visit of former President Rodrigo Duterte to Xi Jinping in China. We will eagerly anticipate what President Marcos Jr. will have to say about them. The SoNA always elicits curiosity and excitement, and the 2023 SONA should be no different. As the only child of the late Austrian billionaire Dietrich “Didi” Mateschitz, who co-founded of the energy drink firm Red Bull in 1987 with Thai businessman Chaleo Yoovidhya (who himself died in 2012, and it must be noted, also handed his 51-percent majority share to his son Chalerm), Mateschitz inherited his father's 49 percent stake when the elder Mateschitz died in October 2022 at the age of 78. Ironically, Mark Mateschitz, who has been dubbed Europe’s richest millennial (estimated net worth: $39.5 billion), did not even carry his father’s name until recently, presumably as a protective measure. He used Gerhardter, his mother Anita’s surname, a ski instructor in her native Austrian. This is perhaps why little is known about his childhood except that he studied at the University of Applied Sciences Salzburg and was often seen with his father at Formula One races. Red Bull is such a prominent advertiser of motorsport, and this visibility is expected to continue under the younger Mateschitz’s helm. When Mark turned 18, his father invited him to work for Red Bull as a senior executive. He seemingly inherited his father’s zeal for drink innovation as Mark launched his own brand in 2018, dubbed The Organics under the Red Bull umbrella. As the name suggests, this includes a whole line of drinks (lemonade, ginger beer, cola, tonic water, etc.) made with alpine water from the Austrian and Swiss Alps. The Alps are known to be one of the largest freshwater reservoirs in the world. It is very reflective of the zeitgeist for brands to reflect millennial aspirations for a clean and healthy lifestyle. This recalls his father’s own epiphany when he was first served Krating Daeng (which translates to red water buffalo) in Thailand, a concoction truck drivers drank for long haul drives, which resulted in creation of Red Bull. After his father died, Mark Mateschitz left his position as Head of Organics at the company to concentrate on his role as a shareholder. He prefers a board of executives to run the company, a decision that has seen comparisons with his father, who was hands-on with the everyday running of Red Bull. Besides Red Bull, Mark is also a shareholder in an Austrian property business. Red Bull sold 11.6 billion cans worldwide in 2022, so Mark Mateschitz’s fortune is very well assured. Technopreneur Elon Musk is once again the world's wealthiest man, based on the latest Bloomberg Billionaires Index released on Thursday. The CEO of SpaceX, Tesla, and Twitter has recorded an estimated net worth of $192 billion, surpassing LVMH chief executive Bernard Arnault’s $187 billion. The two have been neck-and-neck for the number-one spot for months. Completing the top five were Microsoft's founder Bill Gates at number three, Oracle's chief technology officer Larry Ellison at number four, and former Microsoft CEO now the owner of the Los Angeles Clippers franchise in the NBA Steve Ballmer at fifth place. `Money, cash,’ house: Jay-Z, Beyoncé purchase $200M Malibu property
Power couple Jay-Z and Beyoncé bought a mansion considered a masterpiece in architecture, paying a record sum of $200M for a 30,000-square-foot (roughly 2,700 square meters) home in Malibu. TMZ, quoting a real estate source, said it was the most expensive home ever purchased in California. It is also the second highest-priced in all of the United States – next only to a $238M apartment in New York City. The couple, who built an empire on their brand of music both as singers and producers, reportedly cut a good deal for the property which was originally listed as $295M. The home is nestled on a bluff, a steep shoreline slope looking out to the scenic Pacific Ocean in the Paradise Cove area otherwise known as the “Billionaires’ Row.” It was designed by Tadao Ando, a Japanese master architect, who also reportedly designed the house of Kanye West also in Malibu. Originally owned and built by William Bell, one of the biggest art collectors in the world, the home took almost 15 years to build. The network reported that the Malibu mansion is the couple’s second biggest purchase in Los Angeles after acquiring an $88M property in Bel-Air.
