Locsin’s appointment as special China envoy lauded
Senators on Thursday welcomed the appointment of Teodoro Locsin Jr. as President Ferdinand Marcos Jr.’s special envoy to China, amid the escalating tension in the West Philippine Sea. Senate President Juan Miguel “Migz” Zubiri commended Locsin’s appointment, whom he said is the “perfect” person for the job. “Being a former DFA (Department of Foreign Affairs) secretary as well as the former ambassador to the United Nations, he has expertise and experience in dealing with China,” Zubiri said in a statement. “(H)e is extremely loyal to the cause of protecting the sovereignty of our country as proven by the hundreds of diplomatic protests that he personally filed on behalf of our country during the Duterte presidency,” he added. Locsin previously served as secretary of the Department of Foreign Affairs under the Duterte administration from 2018-2022. The Presidential Communications Office on Wednesday announced that Locsin will be the country’s special envoy to China weeks after the controversial actions of China against Philippine vessels in the West Philippine Sea. Locsin was earlier tapped by Marcos to be the country’s envoy to the United Kingdom and Northern Ireland last year. Citing Locsin’s track record as a seasoned diplomat, legal expert, and accomplished legislator, Senator Joseph Victor “JV” Ejercito also expressed his support for his newest appointment. “Given his experience as Department of Foreign Affairs secretary, lawyer, and former legislator, I’m sure Ambassador Teddy Locsin could be the best one for the job as special envoy for special concerns,” he said. Ejercito noted that Locsin is the “most fitting candidate” for the role as “he is known as a troubleshooter during his DFA days.” “It is also a good timing as it is still important to keep lines open in the midst of the West Philippine Sea conflict,” he pointed out. ‘Interesting’ Meanwhile, Senator Grace Poe described Marcos’ decision to tap Locsin as his special envoy to China as “impressive and interesting.” “He is an adroit diplomat and skilled leader, unafraid to go to whatever lengths necessary for the best interest of the Filipinos,” Poe said in a separate statement. “We hope he can help the country navigate through the rough waters of the West Philippine Sea to defend and protect what belongs to us,” she added. Locsin’s new role is considered crucial as the geopolitical tension between the Philippines and China in the West Philippine Sea is at its new height. Earlier this month, various Philippine government officials condemned China’s use of water cannon and dangerous maneuvers against Philippine vessels while en route for a resupply mission to the BRP Sierra Madre in Ayungin Shoal. Since then, the word war between the two countries — mostly from their diplomatic officials — further aggravated the already tensed South China Sea. Without providing any documents, China urged the Philippines to honor its “commitment” to remove the dilapidated BRP Sierra Madre from the Ayungin Shoal, which had been grounded in the low tide elevation since 1999. Marcos had already denied the Philippine government made such a promise to China. “I’m not aware of any such arrangement or agreement that the Philippines will remove from its own territory its ship, in this case, the BRP Sierra Madre from the Ayungin Shoal,” Marcos said in a video message. He also asserted that he is rescinding any commitment should there be an agreement between the two countries to remove the vessel. “And let me go further, if there does exist such an agreement, I rescind that agreement now,” Marcos said. Teddy Boy named special envoy to China
President Ferdinand Marcos Jr. has appointed Teodoro “Teddy Boy” Locsin Jr. as the President’s Special Envoy to the People’s Republic of China for Special Concerns, the Presidential Communications Office announced on Wednesday in a Facebook post. Locsin’s recent appointment came amid the resurgence of tensions in the West Philippine Sea between China and the Philippines. In a Viber message to Palace reporters, Communications Secretary Cheloy Garafil said Marcos appointed Locsin to boost the bilateral relations between the two countries. Locsin, who is the Foreign Affairs Secretary of then-President Rodrigo R. Duterte from 17 October to 30 June 2022, takes on the new task “in a concurrent position” as the Philippine Ambassador to the United Kingdom of Great Britain and Northern Ireland. The Chief Executive appointed Locsin UK ambassador with jurisdiction over Ireland, Isle of Man, Bailiwick of Jersey, and Bailiwick of Guernsey on 30 August 2022. During his tenure, he frequently lodged numerous diplomatic complaints and occasionally used the social media platform X (formerly Twitter) to criticize China. The newly-appointed special envoy is the son and namesake of Teodoro Locsin Sr., a journalist who was imprisoned during the 1970s for criticizing President Ferdinand Marcos Sr., the father of now President Ferdinand Marcos Jr. Following the overthrow of Marcos Sr. in 1986, the younger Locsin became the speechwriter and legal advisor to President Corazon Aquino. Subsequently, he wrote speeches for Presidents Joseph Estrada and Gloria Macapagal-Arroyo. He was elected Makati 1st District representative in 2001, a seat he held until 2010. Holding a master’s degree in law from Harvard University, Locsin is a lawyer and a media figure. The post Teddy Boy named special envoy to China appeared first on Daily Tribune......»»

Instead, he pledged to offer his services to the best of his abilities as both a senator and a proud Filipino. Go also recognized the attendance of both national and local officials at the event. Among those present were Senator Francis Tolentino, Department of Tourism Secretary Christina Garcia-Frasco, and representatives from other national agencies. It is a week-long celebration that showcases the rich culture, traditions, and products of the province. But more than just enjoying the festivities, Go was in Negros Occidental for an equally significant purpose, which is to visit the Malasakit Center at the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) and to extend his help to the indigent residents in the city. In his speech, Go shared that the Malasakit Center is a one-stop-shop for medical assistance, which he initiated, to improve access of particularly poor and indigent patients to medical services. Malasakit Centers bring together representatives from the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. These centers aim to support impoverished patients in reducing their hospital costs to the least possible amount. Prior to visiting Bacolod City that day, Go came from Capiz province where he conducted a Malasakit Center monitoring visit in Roxas Memorial Provincial Hospital (RMPH) in Roxas City where he also aided patients and hospital personnel. He also joined the groundbreaking of Super Health Centers in Panitan and Panay towns where he also provided aid to indigent residents. NPA leader killed in Misamis encounter
ZAMBOANGA CITY — Soldiers killed the leader of the Sendong guerilla front of the New People’s Army and captured another during an encounter in the forested areas of Jimenez town in Misamis Occidental. The soldier also recovered several high-powered firearms at the encounter site in Barangay Carmen, Jimenez. Tabak Division Commander Maj. Gen. Gabriel Viray III said yesterday that soldiers from the 10th Infantry Battalion, operating under the Task Unit “Eradicator” of the 102nd Infantry Brigade, engaged the rebels in a firefight. Viray identified the leader of the guerilla front as Michael Cabayag, also known as “Teddy.” He was killed during the encounter. Viray also identified the arrested NPA as Armida Nabicis, alias “Yumi.” Among the high-caliber firearms recovered by the military at the encounter site were an M16 rifle with an M203 grenade launcher, one CZ rifle, and one M653 carbine. Also recovered were the personal belongings of the NPA rebels. According to Viray, soldiers acted on a report of armed men roaming around the village. Lt. Col. Jose Andre R. Monje immediately dispatched a team of soldiers to the area, and an encounter immediately ensued between the NPA and the soldiers. “Our commitment goes beyond the battlefield. We will ensure that alias Teddy is properly turned over to his family, respecting the principles of compassion and humanity in this challenging situation,” Monje said. Viray also expressed his gratitude to the concerned citizen for providing the soldiers with critical information about the NPA-Terrorist presence in their area. U.S. mass shooter still at large
An urgent police dragnet entered its second day late Thursday for a man accused of gunning down 18 people at a bowling alley and a bar in Maine, United States. Dozens of law enforcement agents surrounded the family home of 40-year-old suspect Robert Card, but by mid-evening agents left the property in Bowdoin, near Lewiston, to hunt for him elsewhere. A wide area around Lewiston remained locked down more than 24 hours after Card allegedly went on a rampage, culminating in the deadliest mass shooting this year in America. Thirteen people were also wounded. Authorities erected roadblocks, ordered schools and businesses closed, and told residents to stay indoors. Governor Janet Mills said the suspect was “considered armed and dangerous, and police advised that Maine people should not approach him under any circumstances.” Card was seen in surveillance footage pointing a semi-automatic rifle as he walked into the Just-in-Time bowling alley on Wednesday. News outlets broadcast footage of people fleeing in terror from the bowling alley after the shooting started Wednesday evening. Card is a member of the US Army Reserve. US media reported that he had recently been sent for psychiatric treatment after he said he was hearing voices. Hundreds of police in military-style camouflage gear and Federal Bureau of Investigation agents flooded the search zone in what Lewiston police chief David St. Pierre called “an all-hands-on-deck approach.” Biden called Maine’s governor to offer federal support, and ordered flags to be lowered to half-staff at the White House and all government buildings. Blessed widows on All Saints Day
Around the year 1995, 28 years ago, I wrote my first book, titled Wives Are Lovers Too, which became an instant bestseller. It must be because of the catchy title but I believe it was the inspiring narratives of the wonderful women and men who gladly shared with me their authentic and loving stories of their married lives. Today, however, I would like to share with my numerous readers who constantly message me to inquire about the nature of my next column -- the powerful, emotion- filled stories of the strong-hearted widows who survived the grief of losing their beloved husbands. This is the topic I write today on the occasion of the forthcoming celebration of All Souls Day. While interviewing the amazing widows who appeared in my bestseller, I was bombarded with the haunting images of my own childhood at the young age of six. While barging into my mother’s bedroom one early morning, I found her sobbing in front of her altar. She was grieving for my dead father, Ramon, who had just passed on. Among the most profound memories which flooded into my consciousness, I vividly recall hugging my mother tight, clasping her hands in mine as I felt the rising and falling of her chest as she sobbed and cried out the name of my father Ramon. I felt so helpless then as the warm, stinging liquid dropped tear by salty tear into my young bewildered face. THE columnist’s parents. In childlike fashion, I tried to comfort her by asking her why she was so sad. Her short gentle reply will forever be etched into my memory: “Maria Rosa, I feel so alone and lonely without Ramon by my side.” As she said this response, I caught the emotion of the moment and the deep sense of loss conveyed through the anguish in her beautiful face and the tremor in her soft voice. The unforgettable memories and lessons I learned from my encounter with my beloved mother Rosario and those courageous widows I interviewed who survived the death of their beloved partners, I have come to empathize with their strong feelings of loss which reflect those misty, tear-filled memories of long ago. Today as we honor the beloved members of our families who have gone ahead to the great beyond, we can only offer them our sincere prayers as we continue living our lives with the wonderful and joyous times we shared with them. The valuable lessons and values they imparted to us which continue to guide us in our day-to-day existence marks the deep joy we hold in our hearts for the love we have for them. We honor all those who are left behind as we successfully regenerate our meaningful lives through loving and being loved by our families and close friends. Manhunt for US shooter presses on, leaving small town in fear
Thousands of anxious small-town Maine residents began a second day under lockdown Friday as police waging a sprawling manhunt struggled to find a US Army reservist accused of killing 18 people in America’s deadliest mass shooting this year. Dozens of law enforcement agents surrounded the family home of the suspect, Robert Card, 40, but by mid-evening agents left the property in Bowdoin, near Lewiston, Maine, to hunt for him elsewhere. A wide area around Lewiston remained locked down Friday, more than 24 hours after Card allegedly went on a rampage in which 13 people were also wounded. People in Lewiston were on edge, buzzing with talk of Card and the massacre. "Uneasy," said resident Jeremy Hiltz, when asked how he felt. "It's a small community . When something like this happens, everybody knows somebody" affected." Authorities erected roadblocks, ordered schools and businesses closed, and told residents to stay indoors. Governor Janet Mills said the suspect was considered armed and dangerous. Card was seen in surveillance footage pointing a semi-automatic rifle as he walked into the Just-in-Time bowling alley on Wednesday. In early evening, law enforcement agents surrounded the Card family home in Bowdoin, bringing in armored vehicles, and sending up drones and a helicopter. State police warned "please come outside" and "we don't want anyone to get hurt" over a loudspeaker near the home, but later said the warnings were routine and not confirmation that Card was inside. One longtime neighbor, Dave Letarte, said news of the shooting "floored me." "I would have never expected that from him," he told AFP of Card. Joseph Walker, a manager at the Schemengees Bar & Grille, was among those killed Wednesday night, his father, Leroy Walker, told NBC News. Walker said his family was "suffering and dying in a nightmare we don't understand." "We were up all night. We didn't know where to go, who to turn to," he said. Terror at bowling alley One survivor told television reporters that he was 15 feet (5 meters) from the gunman when he opened fire at the bowling alley. He thought at first it was a balloon popping. "And as soon as I turned and saw it was not a balloon and he was holding a weapon, I just booked it down the lane and I slid basically into where the pins are and climbed up into the machine and was on top of the machines for about 10 minutes until the cops got there," he said. Card is a member of the US Army Reserve, but had not been deployed in any combat zone. US media reported that he had recently been sent for psychiatric treatment after he said he was hearing voices. Hundreds of police in military style camouflage gear, as well as FBI agents, flooded the search zone in what Lewiston police chief David St. Pierre called "an all-hands-on-deck approach." Republicans oppose new laws This latest shooting is one of the deadliest in the United States since 2017, when a gunman opened fire on a crowded music festival in Las Vegas, killing 60 people. Mass shootings are common in the United States, a country with more privately owned guns than people, and strong political opposition to even minor restrictions on access. The country has recorded at least 565 mass shootings this year, according to the Gun Violence Archive, a nongovernmental organization that defines a mass shooting as four or more people wounded or killed. President Joe Biden called Maine's governor to offer federal support, and ordered flags to be lowered to half-staff at the White House and all government buildings. Biden added that the gun violence that plagues the United States "is not normal, and we cannot accept it," urging lawmakers to pass a bill banning assault weapons and high-capacity magazines. A Maine Democrat who holds a seat in the US House of Representatives, Jared Golden, flipped on this ban, saying that after the shooting in his state his previous opposition to such a restriction, which is supported by most in his party, was a mistake. "I have opposed efforts to ban deadly weapons of war, like the assault rifle used to carry out this crime," Golden said Thursday. "The time has now come for me to take responsibility for this failure," he added. But in a reminder that Congress will not be considering stronger gun ownership laws anytime soon, the newly installed Republican speaker of the House of Representatives, Mike Johnson, told Fox News that the reason for so many mass shootings in the United States "is the human heart, not guns." History of empathy
In a world often marred by conflict and divisiveness, genuine compassion and solidarity illuminate the path of hope. Israel’s recent gesture to assist victims of the ongoing war with the terrorist group Hamas is a testament to the nation’s commitment to humanity and its willingness to lend a helping hand to those in need. Israel, a nation that has itself faced considerable challenges and conflicts, understands the plight of those impacted by war. With a history shaped by resilience and determination, Israel has learned the importance of standing in solidarity with those facing adversity. This history of empathy serves as the foundation for its decision to assist victims of war, transcending borders and differences to offer a lifeline to those in desperate need. The Israeli government, led in the country by Ambassador to the Philippines Ilan Fluss, reached out with unwavering support to the grieving families of four Filipinos who tragically fell victim to the heinous Hamas terrorist attack on Israel. With a deep commitment to healing and restoration, Israel through Fluss vowed to provide financial aid to guide the families through this challenging chapter of their lives. Regardless of nationality, for as long as the affected individuals are documented, Fluss said they are officially recognized as victims of terrorism. As such, much-needed financial assistance will be extended to their parents, spouses and children. According to Ambassador Fluss, the Israeli government has well-defined legislation in place to assist Israeli citizens, Filipinos and other foreign nationals affected by such circumstances. The support, coursed through either the Philippine government or victims’ families, will be provided through monthly financial aid, tailored to address specific needs such as education, healthcare and housing, as explicitly stipulated in Israeli law. Going beyond providing immediate aid, Israel’s gesture fosters an environment conducive to peace and reconciliation. By reaching out to victims of war, Israel sends a powerful message of unity, empathy, and a shared commitment to healing wounds inflicted by conflict. This goodwill inspires hope and encourages dialogue, paving the way for greater understanding and eventual resolution of conflicts. Israel’s gesture may inevitably draw criticism from various spectrums, with skeptics raising concerns about underlying motives or highlighting political complexities. Nevertheless, it is best to acknowledge the profound significance of taking action to alleviate profound human suffering, regardless of political considerations. Instead of fueling hate, aiding victims of war should ignite a powerful call for international collaboration wherein nations join hands and work together toward conflict resolution — transcending divisive narratives. Israel’s commitment to humanitarian aid is not mere rhetoric but a tangible demonstration of addressing immediate needs and contributing to the long-term recovery and stability of the kin of 1,400 fatalities, 5,240 injured, 223 hostages, and conflict-affected communities. May the compassionate outreach of the Israeli government inspire resistance to blame-assigning through a constructive and problem-solving mindset.
