Interior and Local Government Secretary Benhur Abalos over the weekend said he was pleased that majority of Barangay and Sangguniang Kabataan Elections bets at least in Tondo, Manila were opting to comply with poll rules. “We went around and found few violations. He went on to explain that candidates who hold bingo games, distribute prices, conduct hakot system or mass transporting of voters before or during election day, and handing out cash are telltale signs of being engaged in vote buying. Meanwhile, the Quezon City Government on Saturday said it is all set for the 2023 BSKE to be held in 169 polling precincts. Socorro town under close Comelec monitoring ahead of barangay, SK elections
The Commission on Elections said it is closely monitoring developments in Socorro municipality, Surigao del Norte ahead of the barangay and Sangguniang Kabataan elections on 30 October. PCCI: Use QR code for added travel needs
The Philippine Chamber of Commerce and Industry suggested to the government on Sunday to create a digital platform for first-time travelers to prevent missed flights and airport congestion as officials plan to implement stricter immigration rules as a deterrent to human trafficking starting 3 September. In a phone interview with the Daily Tribune, PCCI president George Barcelon said the Inter-Agency Council Against Trafficking and appropriate government agencies should consider a QR code-based mechanism to obtain and verify data on first-time travelers faster. “There are 15,000 outbound flights daily and our airport systems are still inefficient. Airports are also not big enough to hold people in line for inspections and questioning by officials under the new policies,” Barcelon said. “The new policies are an additional layer of bureaucracy which we should avoid for an overall efficient travel experience,” he added. IACAT said first-time passengers include tourists, overseas Filipino workers or OFWs, and digital nomads. Tourists affected For tourists, IACAT may require their confirmed return or roundtrip tickets, proof of hotel booking, proof of financial capacity or source of income, proof of employment and other equivalent documents. For OFWs, officials may ask for their OFW Clearance issued by the Department of Migrant Workers, employment visa or work permit, and employment contract. However, for frequent travelers like business people, IACAT Undersecretary-in-Charge Nicholas Ty said they will be asked to present only the basic documents such as passports and plane tickets. However, Barcelon said the government should first conduct consultations with travelers to minimize disruption in flight services and create effective anti-trafficking measures. “They will be requiring additional documents. What would happen if first-time passengers forgot these documents? How can they fly as they may have to deal with matters abroad that are urgent or time-sensitive?” he said. Barcelon stressed there should be clear guidelines first on how the passengers and airport authorities will address such scenarios before implementing the new rules beginning 3 September. While Barcelon agreed with the government that human trafficking is a serious problem, he said the authorities should also instead intensify their intelligence activities so they can identify and detain suspects immediately for verification outside airports. “Out of 5 million human trafficking suspects, 3,000 have been arrested. It’s a serious problem but policies should not make things difficult for all passengers,” he said. “The government should tap technologies to prevent human trafficking and invest heavily in them,” he explained. The Bureau of Immigration said it recorded around 6,000 suspected victims of human trafficking, illegal recruitment, and misrepresentation from January to February this year alone. However, BI spokesperson Dana Sandoval said only 0.6 percent were removed from the plane for further investigations related to those cases. House calls for special poll to fill Teves’ seat
The House of Representatives on Tuesday adopted a resolution requesting the Commission on Elections to hold a special election to fill the vacancy that expelled lawmaker Arnie Teves left in the chamber. Filed by Speaker Martin Romualdez, who has served as the temporary legislative caretaker of the Negros Oriental, and two other House leaders, the lower chamber adopted House Resolution 1212, seeking to fill Teves' seat. The proponents stressed in the resolution that the vacancy "has left the constituency of the Third Legislative District of the Province of Negros Oriental without representation in the House of Representatives of the Congress of the Philippines." Owing to his "disorderly behavior" and violation of the Code of Conduct of the House of Representatives, the House expelled Teves last Wednesday with 265-0-3 votes. According to the House leaders, the prolonged vacancy of Teves' seat invoked Section 9, Article VI of the Constitution, which provides that "In case of vacancy in the Senate or the House of Representatives, a special election may be called to fill such vacancy in the manner prescribed by law." However, under the Constitution, the elected senator or House member "shall serve only for the unexpired term. In accordance with Republic Act 6645, the Comelec, upon receipt of a resolution of the Senate of the House of Representatives, shall hold a special election to fill such vacancy. Comelec chairperson George Garcia had previously said the poll body was geared up to conduct a special election if requested by the House. “If we will be directed… we will comply with haste,” Garcia said. COMELEC to hold two elections in 2025
The Commission on Elections (Comelec) will hold two elections in 2025 after the Supreme Court (SC) ruled that postponing and rescheduling the Barangay and Sangguniang Kabataan Elections (BSKE) was unconstitutional, the poll body's chairperson George Erwin Garcia said on Thursday. During the Laging Handa public briefing, Garcia said Comelec needs to speed up its preparations because the midterm elections are also scheduled for May 2025. "Comelec has to prepare double time because we will conduct two elections in 2025: the May 2025 national and local elections which are automated, and the December 2025 barangay and SK elections ordered by the Supreme Court," Garcia said. The Supreme Court declared Republic Act No. 11935, which postponed the BSKE unconstitutional. The Court ruled that the next BSKE will be held on the first Monday of December 2025 and every three years thereafter. The Court found that RA 11935 violated the freedom of suffrage because it did not meet the requirements of the substantive aspect of the due process clause of the Constitution. "The Supreme Court acknowledges the substantial efforts made by COMELEC, the allocation of public funds, and the procurement of necessary equipment for the scheduled October elections. Based on the 'operative fact' doctrine, the elections will take place as planned," Garcia said. Garcia said that the preparations for the upcoming elections will not be affected by the Supreme Court's decision. The polling body's chairperson assured the public that the voter's list, set to be released in August, will be free from inaccuracies. "The updated voter's list, to be released in August, will be accurate and reflective of current registrations. We have diligently removed individuals reported to have passed away, ensuring the integrity of the electoral process," Garcia said. "Through an automated fingerprint and identification system, we have identified and removed around 21,000 cases of double and multiple registrations from the election registration board," he added. NegOr polls deferment still in limbo
The Commission on Elections on Sunday revealed that the decision on whether to postpone the Barangay and Sangguniang Kabataan elections in Negros Oriental or not will still take time to process. Comelec chairperson George Erwin Garcia said that ahead of the scheduled public consultations on the proposed postponement of elections in the province this week, they will also hold consultations with other stakeholders, possibly pushing the schedule of the decision even close to the elections on 30 October. “We will not immediately decide on this after the public consultations there. We also have to follow other processes at the national level, such as consultations with citizens’ arm and stakeholders,” Garcia said. “If you’ll ask me, it may happen in the last week of September to the first week of October,” he added. To recall, the poll body on Thursday released a schedule of 25 simultaneous public consultations on the proposed postponement of the polls in Negros Oriental. The scheduled public hearings have been divided in five clusters, each with public consultations in five cities and municipalities. However, a total of ten events will be held each day on 27 and 28 June and five on 29 June. In this case, the Comelec has scheduled a public consultation in Canlaon City, Vallehermoso, Tayasan, Ayungan, Bais City, Pamplona, Sibulan, Dumaguete City, Zamboanguita and Siaton on 27 June. Residents of Guihulngan City, La Libertad, Bindoy, Manjuyod, Tanjay City, Amian, Valencia, Bacong, Santa Catalina and Bayawan City are also expected to join in their respective public hearings on 28 June. On the last day, 29 June, the Comelec will hold consultations in Jimalalud, Mabinay, San Jose, Dauin and Basay. Comelec spokesperson John Rex Laudiangco told Daily Tribune in a message on Sunday that Garcia will be present in a public consultation at Lamberto Macias Sports Complex in Dumaguete City on Tuesday afternoon. Garcia will be joined by Armed Forces of the Philippines Chief of Staff General Andres Centino and Philippine National Police chief Police General Benjamin Acorda Jr. The Comelec chair also revealed that they have yet to receive the petition from governors from the Bangsamoro Autonomous Region in Muslim Mindanao to declare postponement of the barangay and SK polls until the completed withdrawal of Moro Islamic Liberation Front combatants. “I have read in periodicals that Bangsamoro governors want to postpone the BSKE in their region. If we ever receive their petition, this will be subjected to appropriate processes,” Garcia said. He reminded other sitting public officials and stakeholders of the provisions of Section 5 of the Omnibus Election Code which provide the basis for a declaration of postponement in an area in the country. The said provision in the OEC states that a postponement is warranted if there exists “violence, terrorism, loss or destruction of election paraphernalia or records, force majeure, and other analogous causes of such a nature that the holding of a free, orderly and honest election should become impossible in any political subdivision” in a certain area. “We don’t want to create an ugly precedent that we will declare a postponement just because of the calls of the few, then others will call for that in the future, then everyone will just call for a postponement,” Garcia said. “Remember that the election is included in our law, and the Comelec is the implementer of the law. After the successful staging in 2022 of a fabulous ball and an awards night, the Philippine Heritage Society held a tertulia as it continues its support for local arts and culture, as well as the creative soul of Filipinos. Britannica defines tertulia as a “type of Spanish literary salon that was popular in Spain from at least the 17th century and that eventually replaced the more formal academies. Tertulias were held in private homes at first, but from the early 19th century they met in clubs and cafés.” The Philippine Heritage Society Casa Blanca in Intramuros was the setting for Tertulia Flores de Mayo: A Celebration of Fashion, Arts Music on 30 May. Robert De Niro couldn't help but take a jab at Donald Trump in Cannes on Sunday, saying his character in the new film embodied the same kind of "evil" as the ex-president. The legendary actor, 79, stars alongside Leonardo DiCaprio in Martin Scorsese's epic "Killers of the Flower Moon", which premiered to rave reviews at the Cannes Film Festival on Saturday. He plays a real-life dignitary from 1920s rural America, William Hale, who built trust with local Osage Indians and then orchestrated dozens of murders in order to steal their oil-rich land. Taiwan can help
Dr. Jui-yuan Hsueh, minister of Health and Welfare in Taiwan, recently wrote to the media in the Philippines and around the world pushing for Taiwan’s participation in the 76th World Health Assembly in Geneva, Switzerland. During a detente between Taipei and Beijing between 2009 and 2016, Taiwan was invited to the WHA as an observer. However, due to rising tensions between China and Taiwan since Tsai Ing-wen was elected President in Taiwan, the country has not been invited to the WHA since 2017. Dr. Hsueh said in his letter to the media that Taiwan urges the World Health Organization and all relevant stakeholders to support Taiwan’s inclusion in the WHA as an observer, as well as Taiwan’s full participation in WHO meetings, mechanisms and activities. He wrote that “Now that the Covid-19 pandemic is abating and dialogue on strengthening health systems worldwide is accelerating, Taiwan should not be left out. Taiwan can help, and Taiwan’s inclusion would make the world healthier, more sustainable, and more equitable.” Not only Dr. Hsueh, overseas Taiwanese communities in Ireland, Canada, the United States, Italy and the Philippines also hold events urging the international society to support Taiwan’s plea. Taiwanese in San Francisco hired a pilot to fly a private jet showing a banner which says “Support Taiwan join WHA. Taiwan can help.” Those who live in Guam held a beach cleanup, which attracted more than 300 Taiwanese and locals to support this appeal. Taiwanese living in Vancouver joined the Vancouver Sun Run to drum up support for Taiwan’s participation in this year’s WHA. The presidents of Taiwan Association Inc. of the Philippines and Taiwanese Compatriot Association in the Philippines wrote to Enrique A. Manalo, secretary of Foreign Affairs of the Philippines, saying that Taiwan hopes to engage with the global health security network and work with WHO to make global health architecture more resilient, thereby promoting health emergency prevention, preparedness and response. It is noteworthy that the government and overseas Taiwanese have been fighting for the health right of Taiwanese people to be able to participate in the WHA every year since 2017 as the exclusion of Taiwan not only put 23 million Taiwanese at risk, but it also hinders the effort of the WHO to get sufficient information immediately if there is another outbreak of infections caused by another unknown pathogen in the region, like the severe acute respiratory syndrome pandemic in 2003 and the Covid pandemic. Taiwan built its universal healthcare insurance system in 1995. Since then, the government has continued to provide disease prevention and healthcare services so that people of all ages can enjoy the right to health. Nonetheless, it is little known that George Leslie Mackay, a Canadian missionary who went to Taiwan in 1872 and almost every Taiwanese knows him today, established the first Western-style hospital and first girls’ school in northern Taiwan, and Tsai Ah-hsin, Taiwan’s first female physician, was among the distinguished alumni of this girls’ school. Because of the history of accepting foreign aid in the modernization of its public health system, Taiwan finds it essential to share its experience and to advance global healthcare services to benefit people around the world. The cruel reality is that not only in the healthcare field, Taiwan is also not allowed to participate in other international organizations, such as the International Criminal Police Organization and the International Civil Aviation Organization. While the Philippine National Police has been practical and worked with Taiwan to solve multiple criminal cases both in the Philippines and Taiwan, including busting a transgender kidnapping group in Metro Manila in 2022, it is still vital for Taiwan to cooperate with other countries to combat cybercrime and other cross-border crimes now that the world has basically become a global village. Turner helps Indiana hold off Harden rally to beat Rockets

(AP) — Myles Turner had 18 points, reserve Edmond Sumner added a season-high 17 and Indiana held off a late rally by Houston and James Harden to break a five-game losing streak to the Rockets, 108-104 on Wednesday (Thursday in the Philippines). It looked as if the Pacers had locked up the win when they went up 104-90 with 5:05 remaining. That’s when Harden got Houston going, cutting it to 106-104 on with a driving basket with 27 seconds to go. Harden had 11 of Houston’s 14 points during the surge. But after Victor Olidipo missed a 3-pointer, Turner tipped out the rebound to Justin Holliday with six seconds left. Holiday hit two foul shots to finish off Indiana’s first victory over Houston since February 2017. Harden could not get off a final 3-pointer before the buzzer sounded.
