DFA confirms Azurin held by Canadian immigration
Former Philippine National Police chief Gen. Rodolfo Azurin Jr. was intercepted by Canadian immigration personnel upon his arrival at Langley Airport in Canada, the Department of Foreign Affairs confirmed Wednesday. During the budget deliberation on the DFA’s proposed P23 billion for the upcoming fiscal year in the House of Representatives, House Minority Leader Marcelino Libanan inquired about reports of Azurin being held by Canadian immigration authorities. Responding to Libanan’s query, Nueva Ecija Representative Joseph Violago, who sponsored the DFA’s proposed budget before the plenary, positively affirmed the report. “There seems to be a misunderstanding, misinterpretation of what happened. The Canadian government expressed their regrets due to the miscommunication,” Violago said. He noted that Azurin, who resigned from his post in January, voluntarily went back home after being denied from entering Canada. In a separate statement, DFA spokesperson Teresita Daza said that the Philippine government is “in touch” with Canadian authorities regarding Azurin’s case. “The Department is in touch with Canadian authorities and hopes to get a better understanding of the incident soon,” Daza told reporters in a WhatsApp message to reporters. “While our foreign service posts are ready to assist Filipino travelers, including former government officials, these cases have privacy issues surrounding them,” she added. To recall, Azurin resigned from his post in January following Interior and Local Government Secretary Benhur Abalos’ appeal to the high-ranking officials of the PNP to resign from their posts as part of the internal cleansing of the organization. CA confirms Brawner, 29 military officers
The Commission on Appointments, led by Senator Juan Miguel Zubiri, confirmed Wednesday the ad interim appointment of Gen. Romeo Brawner Jr. as chief of staff of the Armed Forces of the Philippines with the rank of four-star general and the nomination of other 29 generals, flag officers, and senior military officers. Zubiri lauded the soldiers for their loyalty to the Philippine flag and their willingness to make sacrifices for the country. “Once again, you are the vanguards of democracy in our country. We cannot have hearings today, we cannot have these institutions in place without the brave men and women of the Armed Forces,” Zubiri said. During the bicameral CA deliberation of his appointment, Brawner vowed the AFP military officials are ready to defend and protect the country and Filipino people against any security threats. Senator Risa Hontiveros started the deliberation by asking Brawner about his primary objectives intended to be accomplished through the AFP's revolving door policy and Republic Act 11939. Brawner responded by enumerating his priority thrusts for the armed forces embodied in an acronym U.N.I.T.Y, which stands for unification, normalization, territorial defense, internal security operations and youth programs. Brawner said the AFP will focus on the the normalization of the Bangsamoro region, particularly the decommissioning, disarmament and reintegration of the former combatants of the Moro Islamic Liberation Front. “Now that we believe that we are winding down with our internal security operations, we will have to sustain the gains that we had,” he added. Brawner also noted that the AFP will have to recalibrate its doctrines, training and the entire organization in order to be able to cope with the demands of defending the country’s territory. The AFP, he added, will focus on developing the Filipino youth through programs such as the revival of the mandatory Reserve Officers' Training Corps. Brawner said the AFP will make sure that those who will handle the ROTC activities “are prepared and are professional” to prevent a repeat of abuses, including grades for sale, hazing and maltreatment of students. “We are anticipating the passing of that bill for the mandatory ROTC. Naghahanda na po ang inyong armed forces and we want to make sure that we will not repeat the mistakes that we had, the abuses that happened during the past when we had the ROTC program,” he said. On sending military officers to China Meanwhile, Senator Francis Tolentino scrutinized the AFP’s engagements with China, particularly the sending of senior officials and cadets to Chinese military schools. Brawner explained that the Philippines’ military-to-military relationship with China is covered by a memorandum of agreement on Defense Cooperation that was forged in 2004. “That is why we are allowed to send officers to China to study and vice versa, they are sent here because we find value in sending our officers abroad not just to China but in fact to so many countries in order for them to train and to bring back the knowledge that they gain so that we can learn from them and probably apply the best practices that they are applying in other countries,” he said. However, Brawner noted that the AFP is currently studying the revisitation of the memorandum following the blocking and water cannon actions by Chinese vessels against Philippine ships last 5 August in Ayungin Shoal in the West Philippine Sea. “I ordered the temporary stop to sending officers to China. Just last week there was a communication, an invitation from China for us to send cadets to China to join a conference of cadets from all over the world,” he said. Tolentino urged Brawner to provide updates on the results of the study. Senator Imee Marcos also pushed for the local production and procurement of firearms and equipment for the AFP to lessen the country's dependence on foreign suppliers for its national defense. Brawner said the AFP is eyeing the revival of the country’s Self-Reliant Defense Posture program. Meanwhile, the number of military personnel filing for early retirement has increased due to the bill on the reform of the pension system for military and uniformed personnel. "Tumaas po 'yung nagfa-file ng early retirement dahil nga po they are anticipating na kapag lumabas yung batas, 'yung unang version po, they are basing it on the early versions (The number of personnel filing for early retirement increased because they are anticipating the law on the reform of the MUP pension system. They are basing it on the early version),” the AFP chief. "Gusto nila na mapaloob pa sila sa lumang sistema (They want to be covered by the old system). They want to avail of the old system wherein they will receive one-rank higher pay when they retire and indexation,” he added. However, Brawner said there is no cause for concern as many Filipinos are willing to join and apply for the AFP service. "The alarming situation would be 'yung mawawala po 'yung ating senior non-commissioned officers. So kung puro bata naman yung ating Armed Forces, it will not be a healthy organization (The alarming situation would be when our senior non-commissioned officers leave the AFP. So we will be left with mostly young personnel, it will not be a healthy organization),” Brawner said, noting that the military organization also needs the leadership of its non-commissioned officers. According to Brawner, he already advised AFP personnel “to just wait for the final version of the law before making a decision on their retirement.” He added that soldiers are always willing to sacrifice a portion of their pay for the country's benefit. Cebu Pacific on Saturday, 28 October 2023 announced that it has entered into a partnership with United Filipino Global, a non-government organisation that helps Filipino migrant workers, to collaborate on projects aimed at improving the welfare of overseas filipino workers. CEB and UFG on 27 October 2023 signed a memorandum of understanding indicating the provision of free flights for chosen OFW beneficiaries and support for OFW kids’ scholarships. In the event of natural disasters, emergencies, or life-threatening circumstances, the airline will also organise special flights to deliver humanitarian aid and transport to affected OFWs. In addition, CEB will organize informational campaigns to update OFWs on safe and responsible air travel procedures. Internship programs The airline will also provide financial assistance to OFW families so they may be able to send their kids to internship programs for to become future flight attendants and crew members. CEB chief marketing and customer experience officer Candice Iyog said that Cebu Pacific looks forward to this partnership with UFG with the objective of assisting OFWs. Economists: 25-bps rate hike likely if inflation rises anew
Economists believe the Bangko Sentral ng Pilipinas might further raise its policy rate by 25 basis points to 6.75 percent next month if food supply issues and high global oil prices persist. Dan Roces, chief economist of Security Bank, said the BSP might make this decision at its meeting on 16 November to help temper inflation faster. “The higher policy interest rate is driven by mounting local inflation risks, attributed to supply chain disruptions and increasing global commodity prices, including the threat of crude price spikes brought about by tensions in the Middle East,” he told the Daily Tribune in a Viber message. Last Thursday, the central bank hiked its rate by 25 bps to 6.25 percent on an off-cycle period to arrest further inflation uptrend due to the aforementioned factors. Risks might linger Jun Neri, chief economist of Bank of the Philippine Islands, said these inflationary risks might linger until the government finds solutions to increase supply of rice, the main driver of re-accelerated inflation at 6.1 percent last month. While Neri said managing food supply is not the BSP’s responsibility, he agreed with the central bank that rate hikes can help slow inflation by restraining consumer spending. “The rate hike is a statement from the BSP that it is determined to bring inflation back to its target. The Office of the Ombudsman has ordered the dismissal from the service of Department of Agriculture Assistant Secretary Kristine Evangelista in connection with a dubious deal with an onion supplier that led to a spike in the price of the commodity last year. The Ombudsman found Evangelista and John Gabriel Benedict Trinidad III, vice president for operations of Food Terminal Inc., guilty of conduct prejudicial to the best interest of the service. They were dismissed for grave misconduct and negligence of duty, respectively. Moreover, the Ombudsman found probable cause to indict Evangelista, Trinidad, and several others for breach of the Anti-Graft and Corrupt Practices Act (RA 3019) and for “falsification by private individuals and use of falsified documents (Article 172 of the Revised Penal Code).” The criminal and administrative charges against DA Senior Undersecretary Domingo Panganiban, chief accountant officer-in-charge Lolita Jamela, administrative officer V Eunice Biblanias, and budget division head Juanita Lualhati were dropped due to lack of probable cause and insufficiency of evidence. Likewise, the Ombudsman ordered the dismissal of both criminal and administrative charges against FTI president Robert Tan, who will stand as a witness for the prosecution. Back in August, the Ombudsman placed Evangelista, Trinidad, and several others, except for Panganiban and Tan, under preventive suspension in connection with the onion supply shortage in the country’s markets, price manipulation, and the dubious procurement of onions by FTI from Bonena Multi-Purpose Cooperative. Despite challenges from inflation and other difficulties because of the geopolitical shifts, Filipinos still look forward to celebrating Christmas on expectations of bonuses and the observance of family traditions. Based on historical data, Kantar, the world’s leading marketing data and analytics company, expects households to increase their spendings on food and beverage during the holidays compared to ordinary months. “The Christmas spirit is felt as early as September. Spending in the fast-moving consumer goods typically starts in December when Filipinos receive additional disposable income through their 13th month pay and other incentives,” Nino Nierva, account director, Worldpanel Division, Kantar Philippines, said. “What we’ve observed, based on our analyses of the spending habits of over 5,000 households’ year-on-year, is that Filipinos spend mostly on food and beverage items from December to January versus the rest of the year.” There is a spending uplift of 7 percent in the total FMCG segment during the height of the Christmas season last year, or from December 2022 to January 2023, compared to other months, or from February to November. This translates to approximately P6 billion more spent every month within the holiday period. Specifically, Filipinos spent 11 percent more on food and 9 percent more on beverage categories during the holidays. This trend also extends to dairy products (6 percent higher), which include all-purpose cream and condensed milk that are key ingredients of fruit salad, a staple Christmas dessert in the country. In contrast, the health and beauty category takes a back seat during this same period based on a 4 percent decline in growth last year, according to Kantar’s study. Season of eating, shopping Data from Kantar further showed that holiday feasts must-haves will continue to take-over the shopping baskets of Filipinos in the remaining months of the year. These items, which registered significant growth in December 2022, are expected to remain a priority for households. These are spreads (up 34 percent), canned fruits (up 25 percent), alcoholic beverages (up 24 percent), noodles and pasta sauces (up 21 percent), lechon sauce (up 17 percent), condensed milk (up 9 percent), mayonnaise (up 8 percent), and all-purpose cream (up 6 percent). However, Kantar notes that inflation continues to impact FMCG in terms of pack size and brand choices. In particular, households, strapped for cash, may buy less holiday meal staples like pasta sauces or cheese, and may choose to purchase more affordable brands of canned fruits, all-purpose cream and noodles. Tight budget not a problem While Filipinos continue to patronize sari-sari stores, they will still visit hypermarkets, supermarkets and groceries to check their options during the holiday season. According to Kantar, Filipinos still buy from sari-sari stores and they spend an average of P1,309 per month during the holidays. This is followed by hyper and supermarkets where 7 out of 10 homes visit the channel with an average monthly spend of P1,559. Meta quarterly profit jumps but it sees volatility in ad market
Meta on Wednesday reported that its quarterly profit more than doubled from last year's figure as it looks ahead at a volatile ad market and lawsuits accusing it of profiting from "children's pain." "Meta earnings looked pretty good," said independent tech analyst Rob Enderle. "They have clearly cut back on the bleeding surrounding their metaverse efforts and the company appears to be on a more even keel right now." The tech giant said it made a profit of $11.6 billion as ad revenue climbed 23 percent to $34 billion when compared to the same period a year earlier. "We had a good quarter for our community and business," said Meta chief executive Mark Zuckerberg. The number of people using Facebook monthly rose slightly to 3.05 billion in a year-over-year comparison while monthly active users of Meta's "family" of apps was 3.96 billion a 7 percent increase from the same quarter in 2022, the company reported. Meta said it had trimmed costs, with layoffs and other belt-tightening measures started last year providing "greater efficiency." Meta had suffered a rough 2022 amid a souring economic climate and Apple's data privacy changes, which allowed users to block ad targeting, the pillar of Meta's business. Meta's vow of austerity on spending brought an unprecedented round of cost-cutting that saw the company lay off tens of thousands of workers since last November. Meta shares, which closed the formal trading day down, fell more than three percent further in after-hours trades to $289.50. Chief financial officer Susan Li said during an earnings call that Meta is seeing "volatility" in an ad market that started to soften when the conflict between Israel and Hamas began. "It's hard for us to attribute demand softness directly to any specific geopolitical event," Li said. "We have seen broader demand softness follow other regional conflicts in the past, such as in the Ukraine war, so this is something that we're continuing to monitor." Lawsuit peril Analyst Enderle maintained that Meta is at risk from lawsuits poised to damage its image and its wallet. Dozens of US states this week accused Meta of profiting "from children's pain," damaging their mental health and misleading people about the safety of its platforms. "In seeking to maximize its financial gains, Meta has repeatedly misled the public about the substantial dangers of its Social Media Platforms," argued a joint lawsuit filed in federal court in California. The states accused Meta of exploiting young users by creating a business model designed to maximize time they spend on the platform despite harm to their health. In total more than 40 states are suing Meta, though some opted to file in local courts rather than join in the federal case. Meta said the states were singling it out unfairly instead of working with social media companies to develop universal standards for the whole industry. "This landmark lawsuit could herald a seismic shift in how social media platforms approach product features and user engagement," said Insider Intelligence principal analyst Jeremy Goldman. "That said, even as tech stocks face uncertainty, Meta's consistent performance cements its leadership in the digital realm." Meanwhile, the European Union is seeking details on measures Meta has taken to stop the spread of "illegal content and disinformation" in light of the conflict between Israel and Hamas. The AI race The tech giant is putting artificial intelligence into digital assistants and smart glasses as it seeks to gain lost ground in the AI race. "I'm proud of the work our teams have done to advance AI and mixed reality with the launch of Quest 3, Ray-Ban Meta smart glasses, and our AI studio," Zuckerberg said in the earnings release. The second-generation Meta Ray-Ban smart glasses made in a partnership with EssilorLuxottica have a starting price of $299. Aspiring village chief gunned down
MALASIQUI, Pangasinan — Authorities here reported that a barangay chairperson candidate for the Barangay and Sangguniang Kabataan Elections was shot dead in Barangay Bayaoas, Aguilar town. Aguilar police investigator Master Sgt. Reynante Abril said that the victim — identified as Arnel Flormata and a contender for the barangay captain post — was employed as an administrative supervisor at Aboitiz Solar Services. More police operatives have been deployed to identify and arrest the suspect behind the shooting. “The incident happened at around 11:35 p.m. Sunday. The victim had just finished his miting de avance and was walking back to his parked car when the unidentified suspect, who allegedly pretended to be asking for alcoholic beverage from the victim, walked alongside him,” Abril said.
