Bong Go honors educators as modern-day heroes on Teachers’ Day
Senator Christopher “Bong” Go, a member of the Senate Committee on Basic Education and adopted son of the CALABARZON region, personally attended the celebration of Teachers’ Day at the Ynares Sports Complex in Antipolo City, Rizal on Thursday, 5 October. “Alam n’yo ang dapat po nating pasalamatan ngayong araw na ito at bigyan po ng pagpupugay ay ang atin pong mga teachers. Alam n’yo bakit? Kayo po ang isa sa mga hero po ng pandemya. Noong panahon ng pandemya, panahon po iyon na nag-a-adjust po kayo sa distance learning hanggang pabalik sa face-to-face learning,” Go said as he emphasized the pivotal role of teachers in shaping the nation's future. “Napakalaki po ng challenges na pinagdaanan n’yo. Palakpakan po natin ang ating mga guro. Hindi po natin mararating ito kung hindi po dahil rin po sa inyong sakripisyo. Alam ko ‘yan. Sa tatlong taon po na nilabanan natin ‘yung pandemya, kami ni (dating) pangulong (Rodrigo) Duterte, nandiriyan po kayo,” he continued. The event was also attended by Governor Nina Ricci Ynares, Mayor Casimiro “Jun” Ynares, and Vice Mayor Josefina Gatlabayan, among others. Mayor Ynares expressed his gratitude for Go’s continuous efforts to uplift the lives of Filipinos. “Sa araw din po na ito, I will make a confession. There is one thing that my teachers taught me which I occasionally do not follow at ito po yun: no copying. Natutunan ko later in public service na kapag may test, magandang mangopya. When one faces difficult tests in life, we can copy. Today, ipapakilala ko po ang isang fellow public servant na hindi niya alam na, quote and quote, kinokopyahan ko. In the Senate, Go co-authored and co-sponsored Senate Bill No. 1964, also known as the "Kabalikat sa Pagtuturo Act," which seeks to establish a system for providing teaching allowances to public school teachers. The proposed measure was approved on the third and final reading last May. In 2019, Go also authored and co-sponsored RA 11466, otherwise known as the Salary Standardization Law 5, which gives civilian government employees, including public school teachers, another round of salary increases broken down in tranches. Go likewise expressed his support for the proposed Salary Standardization Law 6, saying, “As co-sponsor and author of Salary Standardization Law 5 during the 18th Congress, sana po ay magkaroon pa ng bagong Salary Standardization Law 6. I’m one with the government in seeking to provide another increase in salaries for those working in the public sector.” Earlier, the senator also filed SBN 1190, which proposes expanding the use of the Special Education Fund, if enacted into law, to cover the operation and maintenance of public schools, payment of salaries and benefits for teaching and non-teaching personnel, and competency training for teaching personnel, among others. QC orders localized class suspension
The Quezon City government early morning Monday left the discretion of suspending classes due to continuous rain to barangay and school officials , Angelbert Apostol, the city information chief, announced. Those who immediately ordered the suspension of classes are Barangay Holy Spirit for its (Public Pre-school to Senior High School — Morning and Afternoon Class); Barangay Bagong Silangan (Public Pre-school to Senior High School) and Barangay Payatas (Public Pre-school to Senior High School). Apostol said the discretion is allowed through Memorandum Circular No. 10-A series of 2022 under the Department of Education Order 037 series of 2022. Suspension of classes in private schools, on the other hand, is left to the discretion of school officials. Apostol added that decision to suspend classes is left to the barangay for having their own “pre-disaster risk assessment” in consultation with school officials. Over a year ago exactly on 22 August 2022, Quezon City Mayor Joy Belmonte issued a Memorandum Circular No. 10 instructing the local School Division Office and Public and Private Education Institutions to adhere to Localized Suspension of Classes due to typhoons, floodings and other weather disturbances and calamities. The circular noted an “automatic suspension classes” based on Department of Education 014 Series of 202, that dictated “classes shall automatically be suspended in case the Philippine Atmospheric Geophysical and Astronomical Services Administration has declared the following typhoon signal: Signal Number 1 — all public and private pre-school kindergarten classes; Signal Number 2 or higher — public and private pre-school kindergarten elementary and secondary classes. College and university level classes are suspended if the typhoon signal is raised to Number 3, pursuant to Commission on Higher Education Memorandum Order No. 15 Series of 2019 ordering an automatic suspension of classes on Higher Education Institutions when Signal Number 3 is raised by PAGASA. It also carries an order that suspension of work in public schools “shall be in accordance with DepEd Order No. 14 Series of 2021 and CHEd Memorandum Order No.15 Series of 2012 for HEIs.” Meanwhile, the cities of Parañaque and Pasay yesterday suspended classes in all levels in public and private schools due to inclement weather. Parañaque City Mayor Eric Olivarez ordered the suspension in all levels both in public and private schools upon the recommendation of the Disaster Risk Reduction and Management Office. The mayor said the recommendation of suspension of classes by the DRRMO was due to the continuous southwest monsoon rains enhanced by typhoon “Hanna.” Residents were told, especially those living in low-lying areas, to immediately call the city government in case of emergencies through its hotline numbers. Navotas fire victims get P13.28-M aid
The National Housing Authority reported Friday that it has distributed a total of P13.28-million financial aid to 1,328 Navotas fire victims, in an activity held at the Navotas Sports Complex last Tuesday, 22 August. NHA-NCR North Sector regional manager Engr. Jovita G. Panopio represented NHA General Manager Joeben Tai during the distribution of cash assistance to the beneficiaries, together with Senator Christopher Lawrence T. Go, Navotas City Mayor John Reynald M. Tiangco, Vice Mayor Tito M. Sanchez, and NHA MaNaVa district manager Engr. Nora E. Aniban. Each beneficiary from Barangays North Bay Boulevard North, Bagong Bayan North, Tangos North, Tangos South, Navotas West, San Roque, Sipac Almacen, Bangkulasi, and Daanghari received P10,000 cash assistance through the NHA’s Emergency Housing Assistance Program . They were victims of fire incidents which occurred between October 2019 to May 2023. USAID, Nestlé PH strengthen barangay local government SWM capacity
The U.S. Agency for Development (USAID), has partnered with Nestlé Philippines, in strengthening the capacity of barangay (village) government units on how to enhance their solid waste management (SWM) systems and be resilient to climate change. A two-day training on formulating barangay SWM Action Plans was held at Nestlé’s headquarters last July, for five pilot barangays in Parañaque City and one of each of Nestlé’s host cities in Tanauan and Lipa, Batangas. Together with USAID, the training was co-facilitated by the Paranaque City Environment and Natural Resources Office (CENRO) and USAID’s Clean Cities, Blue Ocean grantee, Pure Oceans. “Keeping our oceans free of plastic is essential for maintaining the natural beauty of the Philippines, helping to ensure sustainable fisheries and protect the livelihoods of millions of Filipinos, while also reducing the impacts of climate change,” USAID, Philippines Environment Office Director, Ryder Rogers said. “At USAID, we are pleased to work with Nestlé Philippines in partnership with barangay governments and local communities to help address and mitigate the impacts of ocean plastic pollution,” he added. In January 2022, USAID and Nestlé Philippines signed a memorandum of understanding to work together in enabling local government units and community leaders in the Philippines to educate communities on the link between climate change and solid waste management. Through USAID’s Clean Cities, Blue Ocean program and Nestlé’s Climate Change and Solid Waste Management initiatives, the goal is to increase communities’ access to education on the Ecological Solid Waste Management of 2000 (Republic Act No. 9003) and share practical tips on SWM. “Nestlé Philippines is committed to tackling urgent issues of plastic waste and climate change through our groundbreaking and large-scale environmental initiatives,” said Jose Uy III, Nestlé Philippines’ SVP and Head of Corporate Affairs. “Through our partnership with USAID, we are able to help empower community leaders at the local level to progress toward a waste-free future.," Uy said. Ian Posadas, Assistant Barangay Secretary and Focal Person of the SWM Committee of Barangay Vitalez, Parañaque City, was one of the participants and he shared, “the 2-day training workshop is a big help for us. As the smallest barangay [in Paranaque City], we need to focus on the 3Rs – reduce, reuse, recycle – and the management of our waste. This plan will be like our lighthouse, or basis, for the next few years and to see if we are accomplishing the plans we have developed during today’s workshop.” The plans drafted are for 2024-2026 but for Barangay Captain Lope Lina of Barangay Bagong Pook, Lipa City in Batangas plans to start early. “I decided that by August, we will start drafting an ordinance strictly implementing segregation so that the support of Nestlé and its partners to us will not be wasted,” Lina said. USAID launched the Clean Cities, Blue Ocean program in August 2019 as the agency’s flagship program to respond to the ocean plastics pollution crisis. The five-year (2019-2024), $53 million program works at the global level and in specific, rapidly urbanizing focal countries to address ocean plastics directly at their source. Bong Go gives aid to Quezon City fire victims
Senator Christopher "Bong" Go highlighted on Monday, 10 July, the importance of strengthening fire prevention measures in communities and delivering prompt aid to the victims of a fire incident in Barangay Pasong Tamo, Quezon City, which affected 55 residents. Held at the barangay hall of Brgy. Pasong Tamo, his office distributed grocery packs, vitamins, masks, snacks and shirts to the affected households. They also gave away shoes, bags, and balls for basketball and volleyball to select beneficiaries. “Ang gamit naman po nabibili natin ‘yan. Ang damit, labhan lang natin ‘pag nadumihan, kung gusto nating bumili ng bagong pantalon, nabibili natin ‘yan. Ang pera po’y kikitain natin ‘yan. Subalit ‘yung perang kikitain ay hindi po nabibili ang buhay kaya mag-ingat tayo parati,” Go said in a video message. Meanwhile, the Department of Social Welfare and Development extended financial aid to the victims. On the same day, Go personally extended his assistance to yet another group of fire victims and impoverished residents in Brgy. Bagabas, Quezon City. As part of his efforts to bolster fire safety and prevention programs in the country, Go primarily authored and co-sponsored Republic Act No. 11589 or the Bureau of Fire Protection Modernization Act of 2021, to enhance the firefighting capability of the agency. Under the Act, the bureau is undergoing a ten-year modernization program, which includes acquiring new modern fire equipment, hiring additional personnel, and providing specialized training for firefighters, among others. Go, chair of the Senate Committee on Health and Demography, also reminded the beneficiaries to look after their health and encouraged them to seek the services of any of the 11 Malasakit Centers in the city. Initiated by the senator in 2018, the Malasakit Centers program provides one-stop shops where indigent patients may get more convenient access to the medical assistance programs of DSWD, Department of Health, Philippine Health Insurance Corporation and Philippine Charity Sweepstakes Office. Go is also the principal author and sponsor of the Malasakit Centers Act of 2019, which institutionalized the program. In Quezon City, Malasakit Centers are located at the Lung Center of the Philippines, Novaliches District Hospital, Philippine Heart Center, Philippine Children’s Medical Center, East Avenue Medical Center, Veterans Memorial Medical Center, Philippine Orthopedic Center, National Children’s Hospital, Philippine National Police General Hospital and Quirino Memorial Medical Center. There are now 158 Malasakit Centers nationwide. Go was also instrumental in pushing for the establishment of Super Health Centers nationwide. Super Health Centers are designed to make basic health services, such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit, more accessible to Filipino patients. Other available services are eye, ear, nose, and throat service; oncology centers; physical therapy and rehabilitation center; and telemedicine, where remote diagnosis and treatment of patients will be done. Through the support of fellow lawmakers, 307 SHCs were funded in 2022 and 322 more in 2023. DOH has identified six locations for Super Health Centers in Quezon City. Likewise dedicated to help in the development of Quezon City, Go, as vice chair of the Senate Committee on Finance, supported the construction of several multipurpose buildings, flood control structures, and drainage systems in the city. He also supported the rehabilitation of the Ninoy Aquino Parks and Wildlife Center and VMMC road networks, road and drainage improvement works along the Quirino Highway and P. Dela Cruz Road, construction of an advanced cardiac catheterization laboratory and expansion of the new emergency room building at the EAMC, and construction of a five-story multipurpose building at Camp General Emilio Aguinaldo. The Office of Senator Christopher "Bong" Go, in coordination with the Department of Social Welfare and Development, provided assistance to 1,700 indigent students in Antipolo City, Rizal on Thursday, 6 July. Go’s team spearheaded the relief efforts at the Ynares Event Center and handed out snacks, masks, and shirts to the students. The team distributed bicycles, shoes, watches, and balls for basketball and volleyball to select beneficiaries. DSWD representatives also provided educational assistance to qualified beneficiaries. An advocate for quality education and welfare of students in the country, Go has co-sponsored 12 school bills aimed at improving several public schools in the country, as part of his vision to create a better learning environment for students, especially in rural areas. Go also co-authored and co-sponsored Senate Bill No. 1359 or the “No Permit, No Exam Prohibition Act.” The proposed measure penalizes the imposition of a "no permit, no exam" policy or any similar policy that prohibits students from taking an examination or other similar educational assessments due to unpaid tuition or other school fees. The lawmaker, likewise, co-authored and co-sponsored SBN 1360, which seeks to expand the coverage of the tertiary education subsidy by amending Republic Act No. 10931 or the Universal Access To Quality Tertiary Education Act. The proposed bill expands the eligibility criteria for availing of the TES to include disadvantaged, yet academically competent students, who are enrolling in their first undergraduate post-secondary tertiary education program in private higher educational institutions (PHEIs) and technical-vocational institutions (TVIs). Go also introduced SBN 1190 to expand the purposes and applications of the Special Education Fund (SEF) if enacted into law, proposing its use for the operation and maintenance of public schools, payment of salaries and benefits for teaching and non-teaching personnel, competency training for teaching personnel, operation of the Alternative Learning System, and educational research, among others. He also co-authored SBN 379, also known as the Basic Education Mental Health and Well-Being Promotion Act, which aims to provide mental health services, emotional, developmental, and preventive programs, and other support services at the basic education level if enacted into law. As chair of the Senate Committee on Health, Go made a commitment to collaborate closely with the local government in safeguarding the health and welfare of Filipinos by enhancing the availability of affordable healthcare. He encouraged individuals with medical conditions as well as the elderly, to visit the nearest Malasakit Center, where they can conveniently access the government's medical assistance programs. The primary aim of the Malasakit Center is to reduce a patient’s hospital bill to the lowest possible amount by covering various services and expenses. There are currently 158 centers nationwide that have assisted over seven million Filipinos, according to the DOH, the closest ones are located at the Antipolo City Hospital System Annex IV, Casimiro A. Ynares Sr. Memorial Hospital in Rodriguez, Bagong Cainta Municipal Hospital, and Margarito A. Super Health Centers offer basic services such as database management, out-patient, birthing, isolation, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. 2 Chinese nabbed at NAIA
The Bureau of Immigration reported yesterday the arrest of two Chinese nationals on two separate occasions for violating the country’s immigration laws. Cai XiaoMing, 43, was arrested at the Ninoy Aquino International Airport Terminal 1 after immigration officers found that he was on the bureau’s list of persons with court-issued hold departure orders. Cai, who arrived from Quanzhou, China, was issued an HDO in September 2019 by the Pangasinan regional trial court after he was criminally charged with tax evasion. The second Chinese national, Wang ZiLi, 27, was also arrested at NAIA 1 terminal as he was about to leave the country for Shanghai. Wang is allegedly one of 16 Chinese nationals who were recently placed on the BI’s watchlist after being informed by the Chinese authorities that they were wanted in China for involvement in economic crimes. Both Cai and Wang were detained at the BI Warden Facility in Camp Bagong Diwa, Taguig City. Overstaying Chinese collared
The Bureau of Immigration on Tuesday reported the arrest of a Chinese national long wanted by the agency for overstaying and illegally working in the country. In a report given to BI commissioner Norman Tansingco, BI Intelligence Division chief Fortunato Manahan Jr. identified the suspect as Zheng ZongYi, a 30-year-old man who was arrested last 10 May his workplace at the Central Business District in Makati City. Manahan said Zheng has been on the BI’s wanted list since 2021, when it was found that he had never left the country since he arrived on 22 November 2019. During the investigation, it was also revealed that Zheng violated the conditions of his stay as a tourist by engaging in gainful employment here without bothering to apply for a work permit or visa. The BI chief immediately ordered to conduct deportation proceedings against Zheng, whom he described as undesirable for blatantly violating Philippine immigration laws. “Foreigners who deliberately violate our laws do not deserve the privilege to stay in the country. They should be sent out and perpetually banned from coming here again,” Tansingco said.
