PCSO ask lawmakers to toughen laws vs illegal lottery firms
The Philippine Charity Sweepstakes Office General Manager Mel Robles, called out lawmakers on Monday to toughen the law against Illegal lottery firms. Robles personally led the filing of charges at Mandaluyong Prosecutors Office against individuals behind the four firms engaged in unauthorized online lottery operations. “I am calling out the attention of the lawmakers to toughen the law. Maybe others see that they can handle the penalty but we’ll see. Even if it’s light, we will still pursue the cases against them,” Robles said. Robles added that PCSO is losing billions of pesos in revenue because of illegal operations perpetrated by the suspects. “We are serious about this. We will prosecute and imprison everyone associated with this illegal operation to stop them,” he said. The PCSO stated that PayMaya reportedly remitted billions to a company operating an illegal online lottery. “A payment platform, like PayMaya, reported that they were able to remit about P4.7 billion to a company that was operating the Illegal lotto. It is also included in the complaint affidavit,” he said. The criminal complaints were filed against four companies, Eplayment Corporation, Paymero Technologies Limited, GlobalComRCI International, and Blockchain Smart-Tech Co. I.T. Consultancy. The complaints were prompted by an investigation conducted by the National Bureau of Investigation, which revealed that the mentioned companies were responsible for the ownership, operation, and administration of Pakilotto and Surelotto. The companies reportedly misused the PCSO’s name, logo, and various lottery games, soliciting and accepting bets from the public through their unauthorized mobile application and websites. Robles said that based on their investigation, they have found out that the alleged suspects for Illegal online lottery are operating in the cities of Quezon and Cebu. “We found out one in NCR, in Quezon City, the other is in Cebu,” he said. PCSO reported that Eplayment, which operated under the now-defunct website ‘Pakilotto’, was soliciting and accepting bets from the public at an inflated price of P30 per ticket, a 50% markup compared to the standard P20 lotto ticket. Meanwhile, Surelotto, a similar mobile app, sold tickets online for P25, a 25% increase from the regular lotto price. Prizes of smaller denominations are allegedly directly deposited into the winner’s registered bank account, while jackpot prizes require winners to visit the Surelotto office in person. The complaint-affidavit states that the owners, directors, and/or officers of Paymero, Eplayment, GlobalComRMCI, and Blockchain, as owners, operators, and/or administrators of Pakilotto and Sukilotto, have committed Usurpation of Authority under Article 177 of the Revised Penal Code, a violation of R.A. No. 1169, as amended, and a violation of Presidential Decree No. 1602, as amended by Republic Act No. 9287, in connection with Executive Order No. 13, Series of 2017. The Bureau of Immigration reported that a male trafficking victim was repatriated on 22 September after being forced to work as a scammer for a Chinese company in Myanmar. The authorities identified the victim as "Gio", 33 years old. He left the country in September last year with two other friends, claiming that they were merely traveling to Thailand for a vacation. However, the victim admitted after his repatriation that he was recruited by a certain "Liza" whom he met on Facebook. Liza offered him a customer service representative job with a monthly salary of up to P100,000. The victim admitted to accepting the offer. Gio said that his recruiter asked him to pay P20,000 for his travel expenses, which were deducted from his salary. He added that after arriving in Thailand, he was transferred to Myawaddy, Myanmar, which is close to the border of Thailand. According to Gio, he was forced to work as an online love scammer by attracting foreign victims to invest in pseudo-cryptocurrency accounts. He received a salary of P60,000 a month for six months, far from what was promised to him by his recruiter. He was only able to go back home after collecting P200,000 from his friends and family to pay his company for his release. BI Commissioner Norman Tansingco said that the same modus has been observed since last year, and victims are often promised with high salaries but end up in debt. As early as October 2022, the BI chief had already sounded the alarm on the modus targeting Filipinos to work for companies that operate online scams, such as catfishing. Tansingco added that this is a case of double trafficking, wherein the victims are trafficked by making them agree through false promises, and then they will be forced to be part of a scamming syndicate, making it hard for them to seek help and repatriation. Foreign currency loans decline in March
Foreign currency loans extended by local banks declined in end-March from the prior quarter due to the tightening of lending standards, foreign exchange volatility and the availability of other funding sources. Outstanding loans granted by Foreign Currency Deposit Units of banks stood at $15.5 billion as of end-March 2023, a decrease of $324 million or by 2.1 percent from the end-December 2022, a report from the Bangko Sentral ng Pilipinas said Friday. Year-on-year, outstanding FCDU loans decreased by about $507 million or 3.2 percent from the end-March 2022 level of $16.0 billion. FCDUs are bank units authorized by the BSP to engage in various financial activities related to foreign currencies, including accepting deposits and providing loans. "The decline in FCDU loans may be attributed to lender banks' tightened credit standards because of reduced tolerance for risk and uncertainty in economic outlook; reduced demand for FCDU loans of resident exporters; foreign exchange volatility and rising borrowing costs; and availability of other sources of funding," BSP said in a statement. BSP added that FCDU loans seen in end-March 2023 mainly were medium- to long-term debt, or those payable in more than a year, representing 78.4 percent of the total number, slightly higher than 78.3 percent from the previous quarter. FCDU loans granted to residents comprised 60.7 percent or $9.4 billion of total outstanding FCDU loans. "[It] went to the following sector/industries: power generation companies; merchandise and service exporters; and towing, tanker, trucking, personal and other industries," the BSP said. Gross disbursements in the first quarter of 2023 also reached $17.0 billion and were 20.2 percent higher than the previous quarter's $14.2 billion, mainly due to the increase in funding requirements of a foreign bank branch affiliate. Similarly, loan repayments in the reference quarter aggregated $17.4 billion, a 23.4 percent increase from the previous quarter's $14.1 billion. BSP said these resulted in overall net principal repayment. FCDU deposit liabilities reached an all-time high of $48.7 billion as of end-March 2023, higher by $879 million (or by 1.8 percent) from the end-December 2022 level of $47.8 billion. The bulk of these deposits ($47.5 billion or 97.4 percent) continued to be owned by residents, constituting an additional buffer to the country's gross international reserves. Year-on-year, FCDU deposit liabilities increased by $2.4 billion (or 5.2 percent) from the end-March 2022 level of $46.3 billion. DND: No decision yet on Afghan refugees issue
Defense Secretary Gilbert “Gibo” Teodoro on Monday said they are still awaiting the legal opinion of the Department of Justice regarding the United States' request to grant some Afghan refugees special immigrant status in the Philippines. In a chance interview, Teodoro said the government is still “carefully” assessing the legality of the request. “Hinihintay pa namin ang opinyon ng DOJ kung ito ay legal at pwedeng pagbigyan o hindi kung hindi maari sa batas ng Republika, ano pa ang pag-uusapan natin? (We’re still waiting opinion from the DOJ if it is legal and can granted or not. If it is not allowed in our law, what we should talk about?),” Teodoro told reporters. Teodoro said the Philippines has yet to craft a formal response to the US’ request, but it has no timeframe. “Lahat ng gawain natin kailangan may legal basis tayo. Hindi puwedeng wala (In everything we do, we must have legal basis),” he said. Teodoro said the matter is yet to reach President Ferdinand Marcos Jr. for discussion, as they still need to evaluate if the country has sufficient resources to house the US-backed Afghan nationals. “Bagamat gusto nating tumulong, ay may mga kababayan din tayo dito na nangangailangan din ng tulong, pabahay at pangangalaga (While we want to help, our fellow Filipinos also need help, housing and care),” he said. The memorandum for the President’s approval or disapproval, whichever the case may be, will be sent to Malacañang as probably as late as July 15… That is more or less what we are tracking right now from here, from Washington DC,” Romualdez said. Last Friday, Senator Imee Marcos urged Teodoro and National Security Adviser Eduardo Año to explain the US’ request to grant some Afghan refugees special immigrant status in the country. The Senate Committee on Foreign Relations launched an investigation after Marcos filed Senate Resolution 651, seeking an inquiry into the request. There's a lack of transparency in the present case," Marcos said, comparing the previous administration's policy of accepting Afghan refugees when the Taliban took over Afghanistan in August 2021, following the withdrawal of American troops. "We need to know the real nature of the agreement between the Philippines and the United States and the course of action the executive branch plans to take," she stressed. The Philippine Immigration Act of 1940 stated that the admission of refugees for religious, political, or racial reasons should serve a humanitarian purpose and not be opposed to the public interest. “Afghan refugees or American spies?” This was the question raised by Senator Imee Marcos on Friday as she urged the Department of National Defense and the National Security Agency to explain the supposed request of the United States to grant some Afghans special immigrant status in the country. In a statement, Marcos said newly appointed Defense Secretary Gilbert Teodoro and National Secretary Adviser Eduardo Año should shed light on the matter. She also asked why the US government wanted to house Afghans in the Philippines instead of the American mainland or countries closer to Afghanistan. In her Senate Resolution 651 which she filed on Thursday, the lawmaker called for an inquiry into the real intention behind the US request since no data have been made public on the said Afghans' status as legitimate refugees or employees of the US government or American companies. "During the past year, security and espionage threats have substantially increased because of the sharp escalation in tension between rival superpowers," said Marcos, who chairs the Senate Committee on Foreign Relations. In the resolution, she also mentioned a letter dated 5 June by the Presidential Management Staff where the agency held a "Technical Coordination Meeting" with other government agencies to take up the "proposed temporary housing in the Philippines of Special Immigrant Visa applicants from Afghanistan." However, according to Marcos, the government agencies called to attend could not thoroughly discuss the matter because the PMS did not provide details about the meeting other than its general topic, date and venue. She noted that her sources said that the memorandum of agreement was already in the works. Philippine Amusement and Gaming Corporation chairman and CEO Alejandro Tengco stated that the Sun Valley Clark Hub in Clark Freeport Zone, Pampanga is “no longer suitable to maintain its provisional accreditation, nor be issued full accreditation as an offshore gaming hub due to its failure to ensure lawful and orderly conduct of offshore gaming by its occupants in its registered sites.” It can be recalled that on 4 May 2023, an inter-agency search and rescue operation was conducted in Sun Valley after alleged criminal activities such as cryptocurrency investment scams, serious illegal detention and human trafficking activities were being linked to CGC, which occupies six buildings inside the offshore gaming hub. Northern Samar sends first batch of relief goods to ‘Rolly’ victims in Bicol
TACLOBAN CITY (PNA) – The provincial government of Northern Samar has delivered the first batch of relief augmentation to areas badly-hit by super typhoon Rolly in the Bicol Region. The provincial social welfare and development office (PSWDO) on Saturday (Nov. 7, 2020) said the provinces of Albay and Catanduanes each received 500 sacks of rice, 200 boxes of assorted canned goods, 200 boxes of bottled water, and 100 boxes each of cereal drink and powdered milk.
