1,700 aftershocks recorded in magnitude 7.4 earthquake
The Philippine Institute of Volcanology and Seismology (Phivolcs) has reported approximately 1,700 aftershocks following a magnitude 7.4 earthquake in Surigao del Sur on December 2, 2023. As of December 4, there were 1,692 recorded aftershocks in the province, ranging from magnitude 1.4 to 6.6. Residents felt 18 of these aftershocks. Additionally, a magnitude 6.8 earthquake occurred in Davao City with its epicenter in Hinatuan, Surigao del Sur. Phivolcs has emphasized the importance of public alertness as strong aftershocks are expected. The Office of Civil Defense-Regional Disaster Risk Reduction and Management Council-Davao Region (OCD-RDRRMC-Davao) has elevated the red alert status to ensure a 24-hour response to affected areas. The Davao City Disaster Risk Reduction and Management Office (CDRRMO) reported a magnitude 4.8 earthquake in the city with no confirmed reports of injuries or damage. Cebu Capitol transfer draws near
The provincial government of Cebu disclosed that the site development for the new Cebu Provincial Capitol in Barangay Cambuhawe in the municipality of Balamban is now at 70 percent. On Thursday, Governor Gwendolyn Garcia conducted a site inspection with Balamban Mayor Ace Binghay and said that the construction of the province’s new capitol in the shipbuilding town of Balamban is expected to create more economic activity in the western corridor of the island. The new capitol building will be an exact replica of the original facility in Barangay Capitol Site, Cebu City, but with modern amenities. The site development of the new capitol building will stand on a 2-3 hectare and 135-meter above-sea-level lot. Garcia said that she is eyeing to acquire an additional 50 hectares of land around the new capitol site to accommodate provincial and regional offices of national line agencies, as well as departmental offices of the provincial government. Balamban is a first-class municipality but is vying for cityhood status. The national government allocated P200 million from the General Appropriations Act for the project. Meantime, the Cebu governor expressed gratitude to Senator Sonny Angara who committed another P100 million for the edifice construction while Senator Francis Tolentino promised P80 million for developing access roads leading to the site. “An amount of P500 million was earmarked by the provincial government for the new capitol building project,” Garcia said. Gov’t already spent P275M in typhoon aid — DSWD
The two weather disturbances that struck the country a couple of weeks ago have affected 3.2 million Filipinos, the Department of Social Welfare and Development said Saturday. "And the total cost of humanitarian assistance is 275 million plus pesos — this is provided by DSWD, LGUs, NGOs, and other partners," DSWD Disaster Response Management Bureau Chief, Director Chris Mathay, said. At the weekly Saturday News Forum in Quezon City, Mathay disclosed that the severe typhoons, "Egay" and "Falcon", have made "Secretary Rex Gatchalian to fully loaded all badly-affected areas in the country with family food packs." He said Gatchalian also instructed them "to give emergency cash transfers" for Filipinos to buy other important needs like medicines. "That’s not just it, sabi din niya na magbibigay din tayo ng cash for work, this is, katumbas ng daily minimum wage at sa ganoon ay mabigyan ng hanapbuhay ang ating mga kababayan na nawalan ng trabaho. And, mayroon din tayong early recovery cash grants para sa mga nasiraan ng bahay at para sa ganoon matulungan natin silang bumangon muli," Mathay further explained. He added that there are still available relief resources that amounted to P2.2 billion. "These are standby funds, quick response funds. This is cash and iyong cost of stock files natin, ito iyong mga food and non-food items — iyong food items is iyong family food packs, tapos iyong non-food items ay iyong mga kitchen kit, hygiene kit, sleeping kit, family kit; family kit, ang contents nito ay iyong mga clothing for the whole family, sa ama, sa ina at sa mga bata. Meanwhile, Gatchalian also over the weekend, conducted a series of disaster response meetings with the heads of the LGUs in Central Luzon. After conferring with Bulacan Governor Daniel Fernando, Gatchalian headed over to Pampanga for a luncheon meeting with Governor Dennis "Delta" Pineda and Vice-Governor Lilia "Baby" Pineda. Gatchalian and top Pampanga provincial officials discussed the possible collaboration efforts to assist the Typhoon "Egay"-affected residents, including the provision of Emergency Cash Transfer (ECT). Concluding these meetings was an appointment with Bataan Governor Jose Enrique “Joet” Garcia III at the provincial capitol. Sulu gov defends arrest try on ex-vice mayor
ZAMBOANGA CITY — Sulu Governor Abdusakur M. Tan yesterday defended the serving of an arrest warrant for murder on former Maimbung Vice Mayor Pando Mudjasan that sparked a gunfight between police and suspected armed civilians, killing one officer and wounding 14 others, on 24 June. The police operation is legitimate and Mudjasan's defiance has no legal or moral basis to stand on, Tan said. Government security forces failed to arrest Mudjasan after he was alerted by gunfire near his residence. “Mudjasan is now considered a fugitive from the law,” the governor said. The shootout lasted for about 10 hours, from 7:30 a.m. to 5:30 p.m., on Saturday resulting in casualties on both sides. The government suffered 14 wounded and one fatality. “To act with impunity and to challenge the enforcers from exercising their mandates, resulting in the displacements of innocent civilians and the loss of lives and others, is the height of defiance against authority and the power of the state,” according to Tan. “The affected community is not the right forum for him to defend himself against the charges filed against him. DENR closes illegal Misamis Oriental mine
The Department of Environment and Natural Resources on Friday said it raided an illegal mining operation in Misamis Oriental and arrested 18 suspects, including five Chinese nationals. DENR Secretary Antonia Loyzaga said they also seized several heavy equipment, which have caused damage to roughly 7.6 hectares of land along the Iponan River in Opol, Misamis Oriental. Loyzaga said the raid was carried out by joint operatives from DENR Region 10 led by Regional Executive Director Henry Adornado and DENR Undersecretary for Field Operations-Mindanao Joselin Marcus Fragada, as well as the Mines and Geosciences Bureau; North Eastern Mindanao Regional Office of the National Bureau of Investigation; and special forces of the Philippine Army 4th Infantry Division. Reports of the illegal activities were first received by the field team of Adornado and were then confirmed through DENR’s satellite imagery at the DENR Central Office. The satellite imagery showed massive excavations and forest destruction. “I hope that the recently conducted joint operation and the succeeding monitoring and rehabilitation efforts will bring about positive changes and bring to life again the Iponan River,” Loyzaga said in a statement. “I am calling on concerned government agencies, other stakeholders and the communities along the Iponan River and elsewhere in the country to take consistent active measures to combat illegal mining operations in their area,” she added. The suspects were brought to the detention facility of the NBI North Eastern Mindanao Regional Office at Capitol Compound, Cagayan de Oro City and are now facing charges for violation of several environmental laws, including Republic Act 7942 or the Philippine Mining Act, RA 9275 or the Philippine Clean Water Act, and Presidential Decree 705 or the Forestry Code of the Philippines. Loyzaga said they have created a national environment and natural resources geospatial database and are using space science and technology applications across the country. Early this year, the DENR partnered with the Philippine Space Agency to develop and generate maps, systems and tools that could monitor forest areas using satellite remote sensing, artificial intelligence and geographic information system. QCPD nets 23 in anti-crime drive
The Quezon City Police District on Tuesday reported that at least 23 individuals were arrested in different police stations in the city. At the Novaliches Police Station under Lt. Col. Jerry Castillo, operatives arrested Jeff Lawrence Pineda, a resident of Barangay Bagbag for Theft while the Batasan Police Station under Lt. Col. Morgan Aguilar nabbed a certain Omer Rotoni, a resident of Barangay Commonwealth, for violation of RA 9003 or the Ecological Solid Waste Management Act of 2000. Another individual identified as Jomer Rotoni of Barangay Commonwealth was netted by authorities for qualified theft, while a certain Abubakar Abdurahim Banggali was arrested by operatives from the Eastwood Police Station for violation of RA 9003. Meantime, the District Intelligence Division operatives under Lt. Col. Christine Tabdi collared Emerson Alonzo for violation of RA 10175 or the Cybercrime Prevention Act of 2012, while a certain Wesley Tan was also arrested for Falsification of Public Documents by a Private Individual. QCPD Director Nicolas Torre III said the courts of origin of the warrants were already notified on the arrest of the wanted persons. In the campaign against illegal drugs, 10 individuals were caught in a series of buy-bust operations conducted by the different police stations and an aggregate value of shabu worth P108,800, buy-bust money, and several drug paraphernalia were confiscated from the suspects. Operatives from the Cubao Police Station netted Manny Torculas, while the Anonas Police Station arrested Marites Rolle Taguines and Lemuel Esusan Laquindanum. Over at the Payatas Bagong Silangan Police Station, authorities arrested Resty Salinga Platero and Maylene Dizon Escandor, while four other drug peddlers identified as Erwin Balleras; John Paul Lozada; John Bomer Esmerald and Jonathan Valentino were also apprehended. At Project 6 Police Station, police arrested Marie Lagrata. The suspects were charged with violation of R.A 9165 or the Comprehensive Dangerous Drugs Act of 2002. Torre said that the QCPD is also intensifying efforts against illegal gambling as a total of seven gamblers were apprehended by the following police stations — PS 9 arrested Anjelene Anciro; Pacita Cabaccan and Melvin Balagot Cruz, all residents of Barangay Old Capitol Site for playing ‘Tong-its.’ On Tuesday, members of the Galas Police Station nabbed Arnel Trinidad and Jhon Aeron Litao, both residents of Barangay Tatalon PS 13 also arrested Jhayr Aburdo Calderon and Jacky Sibunga Lorenzo, both residents of Barangay Payatas. All suspects were arrested for playing ‘Cara y Cruz.’ Several illegal gambling paraphernalia and bet money were confiscated from the arrested suspects as a case of violation of P.D. 1602 or the Anti-Illegal Gambling Law were filed against them.
