Ilocos Norte launches tertiary students’ subsidy
LAOAG CITY — A lawmaker has launched the Tertiary Education Subsidy program in Ilocos Norte as it now open its doors to help struggling college students here to financially sustain their studies. Open to all enrolled Filipino undergraduate students, applicants are advised to submit their letter of intent to Representative Ferdinand Alexander “Sandro” Marcos, along with their certificate of enrolment and billing for the first semester of academic year 2023-2024. “We are now accepting TES applications from District One,” said Marcos in a statement on Monday as he enjoined eligible students to apply for the program. The TES program is being implemented by the Unified Student Financial Assistance System for Tertiary Education and the Commission on Higher Education which is grants-in-aid program made possible through Republic Act 10931 or the Universal Access to Quality Tertiary Education Act, which institutionalizes free tuition and exemption from other fees in state universities and colleges and local universities and colleges in the Philippines. Early on, the administration of President Ferdinand R. Marcos Jr. has allocated P138.77 billion for higher education programs including student subsidies and free tuition in state universities and colleges under the 2023 General Appropriations Act. The amount will be divided among SUCs with P107.04 billion, and the CHEd with P31.73 billion. In Ilocos Norte, thousands of students are availing of this program through the lawmaker’s office and for state universities, each beneficiary belonging to the low-income bracket is entitled to cash assistance of P40,000 per school year. TES grantees from private institutions, on the other hand, receive a higher amount, which covers P20,000 for tuition and an additional P40,000 allowance per academic year. MORE brings lifeline rollout to each home
MORE Electric and Power Corp., Iloilo City’s exclusive electricity provider owned by the group of businessman Enrique K. Razon Jr., complements the national government’s efforts to enlist more lifeline power customers by mobilizing an on-site registration drive. MORE Power President and CEO Roel Castro, in a statement on Monday, said that the company wants to directly communicate with customers to ensure that those qualified can avail of the program. “In addition to accepting applications in our office, we also deploy personnel to barangays for on-site registration,” Castro said. As of 2 August, MORE Power has already received 1,519 lifeline applications from 42 barangays. In response to the clamor, the company holds a five-day onsite application, from 7 to 11 August, across 10 different locations. Due to low application turnout, the full rollout of the subsidy application has been extended by the Department of Energy until September. “There are 4.2 million household beneficiaries of 4Ps, and the registration for lifeline subsidy remains very low. Only those who register will continue to receive a reduction in their electricity bills beginning August 2023,” Energy Secretary Raphael Lotilla earlier said. “If they do not avail of the program through Meralco, they will have to shell out more or less P250, an amount which could otherwise be spent for their other needs such as food,” Lotilla explained. A lifeline rate is a subsidized rate given to low-income users consuming electricity below 100 kilowatt-hours who cannot afford to pay their bills at full cost. The scale of rate reduction varies depending on the prevailing rates of the DUs. The monthly income threshold may change and vary for each DU franchise area as may be determined by the Philippine Statistics Authority. In another related development, MORE Power has implemented its third installment of Bill Deposit Refund to 28 eligible consumers amounting to P173,000 — in compliance with the provision of the Magna Carta for Residential Electricity Consumers. Consumers who have consistently paid their electric bill for 36 months are qualified for bill deposit refunds. Pag-IBIG offers typhoon victims with quick loans
Shelter financing agency Pag-IBIG Fund reported allocating P3 billion in calamity loan funds to help members affected by typhoons “Egay” and “Falcon.” “Pag-IBIG Fund has allocated calamity loan funds to help affected members in Ilocos Norte, Ilocos Sur, La Union, Pangasinan, the Cordillera Administrative Region or CAR, Bulacan, Pampanga, Bataan, and Cavite, recover from the devastation caused by typhoons ‘Egay’ and ‘Falcon.’ We are also working closely with local government units in these areas, as we heed the call of President Ferdinand Marcos Jr. to provide our fellow Filipinos in these calamity-hit areas with all the necessary assistance,” Secretary Jose Rizalino L. Acuzar of the Department of Human Settlements and Urban Development and Chairperson of the 11-member Pag-IBIG Fund Board of Trustees, said. Under the Pag-IBIG Calamity Loan, eligible members may borrow up to 80 percent of their total Pag-IBIG Savings, which consist of monthly contributions, the counterpart employer’s contributions, and accumulated dividends earned. And in consideration of the plight of the members, the loan is offered at a rate of 5.95% per annum, which is the lowest rate in the market. The loan is payable over a period of up to three years, with a grace period of three months so that the initial payment is due only on the fourth month after the loan is released. Qualified borrowers may apply for the calamity loan within 90 days from the date when an area has been declared under a state of calamity. P709-M calamity loans released Pag-IBIG Fund chief executive officer Marilene Acosta, meanwhile, stated that the agency has already released P709 million in calamity loans to help 41,873 members in calamity-hit areas in the country as of June this year. She added that Pag-IBIG branches in these areas remain open and are now coordinating with the local government units which have already declared states of the calamity in their respective jurisdictions, for the deployment of service desks and the agency’s mobile branch, the Lingkod Pag-IBIG On-Wheels, to receive applications for calamity loans from members as well as insurance claims from current Pag-IBIG Housing Loan borrowers whose properties have been damaged due to the typhoon. “When calamities strike, we at Pag-IBIG understand that our members in affected areas need immediate financial assistance. FDA appeals: Produce ASF drugs, vax
The Food and Drug Administration has called on the veterinary pharmaceutical industry to submit applications with complete requirements in support of the government’s efforts to control the African Swine Fever or ASF outbreak. According to the FDA, only one ASF vaccine marketing authorization holder has applied for a certificate of product registration or CPR, a permit that allows the distribution and sale of a product. Since its resurgence in 2018, ASF, which is a highly contagious and deadly viral disease affecting both domestic and feral swine of all ages, has killed millions of swine across the globe. In Luzon alone, hog raisers have reported incurring a total of P100 billion in losses due to the spread of ASF in the country.To facilitate the issuance of CPR to ASF drugs and vaccines, the FDA said Sunday it has formed a task force. FDA Director General Dr. Samuel Zacate said Task Force Moccus, named after the boar or swine Celtic god of Lingones, was created under Proclamation 1143 declaring a state of calamity due to the ASF outbreak. “The task force shall facilitate applications for ASF drugs and vaccines to control the disease responsible for a significant reduction in the country’s swine population,” the FDA said. Coast Guard hiring until 20 June
The Philippine Coast Guard is accepting application for commissioned officer or enlisted personnel until 20 June this year. Earlier, Commodore Jay Tarriela, deputy chief of the Coast Guard Staff for Human Resource Management, said they are expecting an additional 4,000 recruits this year to reach the 30,000 quota for 2023. Licensed nurses are also being recruited. Eligible applicants are 21 to 28 years old, with good moral character, single, at least five feet tall, and physically and mentally fit. The PCG said qualified applicants should submit a duly accomplished application form, birth certificate (Philippine Statistics Authority-issued), National Bureau of Investigation Clearance, college diploma, transcript of records and 4R colored full body picture to the Coast Guard Nursing Service, Coast Guard Base Taguig, 56 M.L. Over 700K members aided as Pag-IBIG releases nearly P16B in cash loans
Pag-IBIG Fund released P15.82 billion in cash loans in the first four months of the year, an increase of 5% from the P15.10 billion released during the same period last year, agency officials announced Wednesday, 7 June. The amount of Multi-Purpose Loans disbursed by the agency helped 728,653 members with their financial needs. “We at Pag-IBIG Fund exert all efforts in providing our members with assistance on their financial needs. We are happy to note that through our Pag-IBIG Multi-Purpose Loan, we were able to aid more than 700 thousand Filipino workers gain added funds to tend to their needs. All our efforts are in line with the call of President Ferdinand Marcos, Jr. to provide the best service to the Filipino people,” said Secretary Jose Rizalino L. Acuzar, who leads the Department of Human Settlements and Urban Development and the 11-member Pag-IBIG Fund Board of Trustees. Pag-IBIG Fund’s Multi-Purpose Loan or MPL is the agency’s affordable and easily accessible cash loan. Under the Pag-IBIG MPL, qualified members can borrow up to 80 percent of their total Pag-IBIG Regular Savings, which consists of their monthly contributions, their employer’s contributions, and accumulated dividends earned. The proceeds can be used to pay for tuition fees, medical expenses, minor home improvement, a family trip, or even serve as capital for small businesses. The loan is payable in 24 or 36 monthly installments, with the first payment deferred for two months. The Pag-IBIG MPL comes at a low-interest rate of 10.5 percent per year. Gun ban exemption applications kick off
The Commission on Elections will now start accepting early applications for exemptions on the prohibition to carry firearms ahead of the Barangay and Sangguniang Kabataan Elections, which would take effect from 28 August to 29 November. The procedure, which will be done electronically, is intended to avoid delays in the processing of applications and ensuring that exemptions will be given to appropriate individuals. Section 2 of Comelec Resolution Number 10918 states that people without authorization by the poll body, through the Committee on the Ban on Firearms and Security Concerns will not be allowed to “bear, carry or transport firearms or deadly weapons outside his/her residence or place of business, and in all public places (…) even if he/she is licensed or authorized to possess or to carry the same.” In this case, those who wish to apply for an exemption shall file their CBFSC Form Number 2023-01 which, among other things, provide the names of people and the specifications of firearms they have in possession. However, Section 14 of the same resolution provided automatic full exemption to the President and Vice President, members of the Upper and Lower Houses of Congress, members of the national and local courts and the Office of the Ombudsman, high officials of the Armed Forces of the Philippines, the Philippine National Police and officials from Comelec. Yet, the said exemption is granted upon presenting valid licenses, permits and certificate of firearm registration recognized by the poll body. Virgin Labfest 18 Writing Fellowship Program now open for applications
The Cultural Center of the Philippines, through the Artist Training Division, is now accepting applications for the Virgin Labfest 18 Writing Fellowship Program. Deadline for application is on or before 16 May. The VLF 18 Writing Fellowship Program is a two-week mentorship program on the study and practice of dramatic writing for the stage. The fellows will take part in lectures, discussions and workshops on playwriting and script critiquing. They will also be given tickets to this year’s festival plays, as well as the opportunity to participate in the talkback and interaction with known playwrights and directors. This year, the VLF Writing Fellowship Program will be held from 13 to 25 June at the CCP and other alternative venues and will culminate with a staged reading of the fellows’ works on 25 June at the CCP. Interested applicants should be a college student or a young professional, 29 years old or below. The applicant should not have any play produced by a professional theater company nor any play published in a literary journal. S/he must not have won in any national or international playwriting/screenwriting competition. Applications should include duly accomplished and signed application form (which can be downloaded from tinyurl.com/VLF18WFPAppForm), and a sample of their stage plays, full or excerpts. The real name/identity of the applicant must not be written on any part of the sample work(s). Sample work/s should be written in Filipino or English, submitted in PDF format (12 points, double-spaced, eight-by-11-inch paper).
