Trafficker mom offers own kids for online sexual exploitation
A 32-year-old woman from Talomo District, Davao City has been sentenced to four life imprisonments and ordered to pay a total of P6 million for multiple violations, including the violation of the Anti-Trafficking in Persons Act and the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act. 3 wanted suspects fall in Rizal sting
Three wanted persons were arrested in separate manhunt operations on Tuesday, the Rizal police provincial office said Wednesday. Rizal police provincial director P/Col. Rainerio de Chavez said the three individuals were nabbed for various cases in the towns of Rodriguez and Tanay, and Antipolo City. In Rodriguez, the 42-year-old accused, identified only as alias Zaldy, was arrested by operatives of the Rodriguez Municipal Police Station by virtue of a warrant of arrest for the crime of frustrated murder. It can be recalled that the accused was allegedly tagged behind the stabbing incident against alias Ryan who miraculously survived the attack after he was rushed to a nearby hospital. 6 minors in online sex rescued
The National Bureau of Investigation yesterday said they nabbed two persons while six minors were rescued from alleged online sexual exploitation activities in Manila. Those arrested were identified as Lynette S. Cruz and Paulo R. dela Cruz who were caught last 8 September during an entrapment operation conducted by the Inter-Agency Council Against Trafficking and the NBI. The operatives were armed with a Warrant to Search, Seize and Examine Computer Data. The NBI said that aside from the rescuing six minors, the operation “also resulted in the seizure of various inventory indicated in the WSSECD.” The two subsequently were charged before the Department of Justice with violations of Republic Act 11930, the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act; RA 9208, the Anti-Trafficking in Persons Act, as amended; and RA 7610, the Special Protection of Children Against Abuse, Exploitation and Discrimination Act. The operation was conducted after the NBI Anti-Violence Against Women and Children Division received “information from Homeland Security Investigation Manila regarding an alleged facilitator in the Philippines who transmits sexually exploitative images and videos of minors to United States.” “NBI-AVAWCD reviewed the pieces of evidence which include child sexual abuse or exploitation materials, Skype and WhatsApp chat logs, Paypal Subpoena results, and screen record of video call through Skype between Subject Lynette and the poseur-customer,” it said. Probe on PNP abuse, rights violation sought
Senator Raffy Tulfo on Friday filed a resolution urging the Senate to probe alleged abuse, killings and human rights violations by the members of the Philippine National Police due to their “persistent failure” to follow police operational procedures. Senate Resolution 767 is urging an appropriate committee in the upper chamber to undertake an inquiry against police officers engaged in abuse of power, criminal acts and violation of human rights. Tulfo lamented that cops must enforce the law accordingly, maintain peace and order, and ensure public safety and internal security in the country. However, he lashed out about several reports indicating that police operations have failed due to their negligence in operational procedures. He cited the 12 August incident wherein Pandi police officers entered the property of Rodelio Vicente claiming they were just conducting a “manhunt” for an alias “Elmer” without any warrant of arrest or justification. The cops eventually arrested Vicente for allegedly committing direct assault and disobedience to a person in authority and was taken into custody for no valid reason. Tulfo slammed the arresting cops for not wearing their uniforms and using ski masks during the supposed manhunt operations. Vicente’s daughter was also physically assaulted by these police officers. Also, Tulfo cited the case of John Francis Ompad who was killed by Police Corporal Arnulfo Sabillo from the PNP Rodriguez, Rizal last 20 August while conducting an “Oplan Sita” — a police checkpoint. Ompad allegedly refused to show driving documents and ran away from the checkpoint, prompting Sabillo to chase the rider and shoot him. “The aforementioned two incidents happened within the same month; and just weeks after the death of Jerhode Jemboy Baltazar who was killed by PNP Police Operatives from Navotas under a claim of mistaken identity,” Tulfo wrote in his resolution. “The operation was found to have had several irregularities and non-compliance with the PNP Police Operations Procedure,” he added. Nineteen telecommuters have been arrested and 13 children were rescued in a child abuse ring bust by Australian police. Australian Federal Police Commander Helen Schneider said the syndicate shared encrypted child abuse material on the dark web. “The lengths this network went through to avoid detection are an indication of just how dangerous they were,” Schneider told reporters. A number of the Australian men were professionals who worked with computers for a living, police said. The ring was busted with the help of the Federal Bureau of Investigation, which has already charged 79 alleged offenders in the United States. However, the victim was able to narrate her ordeal to her mother prompting them to report to PS 6 and sought their assistance. Operatives from the National Bureau of Investigation have arrested three individuals believed to be involved on offering videos on sexual exploitation of children for a fee in Taguig City. The NBI did not reveal the names of those arrested but they were already charged with violations of Republic Act 11930, the Anti-Online Sexual Abuse and Exploitation of Children; RA 9208, the Anti-Trafficking in Persons Act of 2003 as amended by RA 10364 and RA 11862; and RA 7610, the Special Protection of Children Against Abuse, Exploitation and Discrimination Act. Initial reports disclosed that the suspects were arrested last 11 July during an operation conducted by agents of the NBI’s Anti-Human Trafficking Division in Tipas, Taguig City. The agents were accompanied by officers of the NBI’s Digital Forensic Laboratory and the Inter-Agency Council Against Trafficking in implementing a Warrant to Seize, Search, and Examine Computer Data. The NBI said the results of examination turned positive on subjects’ cellular phones. The operation was launched by the NBI on “a report and case referral from Destiny Rescue International regarding the alleged sexual exploitation of young children committed by a certain person who appeared to be in the Philippines and is offering live sexual exhibition involving two-year-old child in exchange for a fee.” Destiny Rescue International is a global non-profit organization with a mission “to rescue kids from sexual exploitation and human trafficking and to help them stay free.” An NBI agent, posing as a private individual, was “able to establish communication with the Subject who was offering toddlers of seven to eight years old.” “From 50 CSAEMs or child sexual abuse and exploitation materials sent by the suspect, there were videos showing a toddler being sexually abused by her mother,” the NBI said. Predator gets 30 yrs jail time
A sentence of thirty years’ imprisonment was meted out to Karl Quilter, 58, who pleaded guilty last year to the sexual exploitation of children. This was according to the US Attorney’s Office for the North District of Illinois. Quilter was sentenced to federal prison by US District Judge Virginia Kendall, the US Attorney’s Office said in a statement on Friday. At least nine girls in the Philippines were enticed by Quilter to send him explicit photos and videos of themselves via Facebook, Viber and Skype between 2017 and 2020. A Chicago man has been sentenced to 30 years in prison for soliciting sexually explicit photos and videos from young girls in the Philippines. Karl Quilter, 58, pleaded guilty last year to sexual exploitation of children, the US Attorney's Office for the North District of Illinois said. Quilter was sentenced to 30 years in federal prison by US District Judge Virginia Kendall, the US Attorney's Office said in a statement on Friday. P12-M marijuana destroyed in Sulu
Authorities have destroyed some P12.9 million worth of marijuana plants in Sulu province, according to Philippine National Police Chief Police General Benjamin Acorda Jr. said on Thursday. Based on the report, Acorda said the marijuana plants in some 15,000 square meters parcel of land were destroyed Tuesday in Sitio Tubig Baba, Barangay Pitogo in Kalingalan Caluang town. The operation resulted in the successful eradication of a massive marijuana plantation cultivated by a certain Maddi Khan alias “Maddi,” along with his cohorts. The marijuana farm, spanning approximately 15,000 square meters and containing fully grown marijuana plants with an estimated value of P12,900,000, was jointly uprooted and destroyed. Three samples of the uprooted plants were turned over to the Sulu Provincial Crime Laboratory Office for further examination. “The successful execution of this operation marks a significant step forward in the ongoing efforts to combat the illegal drug trade in the region. It highlights the unwavering commitment of the PNP, Philippine Drug Enforcement Agency and the Armed Forces of the Philippines in ensuring the safety and well-being of our communities,” Acorda said. The local government of Taguig City reported on Wednesday that its operatives — along with other law enforcement agencies — rescued 12 minors, including 11 who were victims of human trafficking and online sexual abuse in three separate operations. Initial reports disclosed that the city government moved to assist law enforcement units for the rescue of four minors — a five-month-old baby, a three-year-old boy, a 13-year-old girl, and a 14-year-old boy -- on 25 May. During the operations, authorities arrested the mother of the minors as she was pointed as the culprit behind the trafficking and online sexual abuse. The Taguig City Social Welfare Development Office assisted the National Bureau of Investigation in the rescue operation as they detained the mother for violation of the Anti-Online Sexual Abuse or Exploitation of Children law, the Anti-Child Sexual Abuse or Exploitation Materials Act in relation to the Cybercrime Prevention law and trafficking. To recall, the CSWDO and the Philippine National Police’s Children Protection Center in Camp Crame on 10 May saved four minors — one female and three males. A woman who accused Joe Biden during the 2020 presidential race of sexual assault appeared Tuesday in Moscow, where she said she was asking President Vladimir Putin for Russian citizenship. Tara Reade, who worked in Biden's congressional office for a short period in 1993, said she wanted to stay in Russia after a Republican lawmaker told her she was in physical danger. Reade, 59, said in a streamed interview with the Sputnik media group that she had arrived in Russia as a vacationer. However, she said, "When I got off the plane in Moscow, for the first time in a very long time I felt safe, and I felt heard and felt respected." Reade sparked headlines in early 2020 by claiming that then-senator Biden sexually assaulted her in a Capitol Hill corridor in August 1993, when she was 29. Death of inmate infested with lice, feces called homicide
The lawyer of the family of a Black inmate who died from an apparent malnutrition and dehydration at the Atlanta jail in September called his death a homicide. Ben Crump, the famed civil rights attorney who has taken up numerous cases of police abuse of African Americans, also accused jail authorities of severely neglecting the medical needs of 35-year-old Lashawn Thompson who was suffering from schizophrenia. “For 93 days, there was severe neglect of a mentally ill citizen. So it makes it clear this was not a natural death. This was a homicide,” Crump said. The statements were issued after Roger Mitchell, a medical examiner hired by Thompson’s family, reported the cause of his death on Monday. In September, the official Fulton County, Georgia coroner only called the cause of his death “undetermined.” Thompson, a Black man who was homeless, was arrested on 12 June 2022 while sleeping in a park outside an Atlanta childcare center. 'For 93 days, there was severe neglect of a mentally ill citizen. So it makes it clear this was not a natural death. This was a homicide.' He had an outstanding theft warrant but was jailed for “assault,” allegedly spitting on law enforcement officers. He stayed in jail because he could not make the bail payments required for release. For the first two months of his incarceration, Thompson was in good condition, according to Mitchell’s report. The jail’s mental health provider on 27 July reported him in a clean cell, living normally, healthy, and taking his medicine for bipolar and schizoaffective disorders. But Mitchell said that for the next 43 days there were “minimal” records on his care, and no record of him receiving his drugs between 11 August and his death. The Philippine National Police on Monday said it is considering declaring as a dangerous substance nitrous oxide otherwise known as “laughing gas.” PNP spokesperson Col. Jean Fajardo said the PNP, along with the National Bureau of Investigation and the Philippine Drug Enforcement Agency, is looking into the effects of the substance that would cause people to abuse it. “As we speak, under Republic Act 9165, nitrous oxide is not yet included on the list of dangerous substances. But, nonetheless, the NBI, PDEA, and PNP are now studying the possibility of naming nitrous oxide as one of the dangerous drugs,” Fajardo told reporters in Filipino. Nitrous oxide, according to Alcohol and Drug Foundation, is a "colorless gas that is commonly used for sedation and pain relief, but is also used by people to feel intoxicated or high." Often a subject for comedy skits in movies and TV, it is commonly used by dentists and medical professionals to sedate patients undergoing minor medical procedures. “This is being used as a medical substance if you are brought to the hospital. It is like anesthesia. So, if you inhale this over and beyond the allowable amount, the tendency is the user will be high,” Fajardo said. Individuals who will be caught using laughing gas without doctor supervision will be charged under Presidential Decree 1619, according to the PNP spokesperson.
