Meralco joining energy industry conference in China on green future
As it continues its drive to power a green future, the Manila Electric Company has announced that it will participate at the 24th Conference of the Electricity Power Supply Industry on 19 to 23 October 2023 in Xiamen, China, to share its best practices and insights on the developing Philippine energy industry landscape. Meralco executive vice president and chief operating officer Ronnie L. Aperocho will lead the 30-man delegation from the company composed of key officers, executives and 15 technical paper presenters in the biennial international conference organized by the Association of the Electricity Supply Industry of East Asia and the Western Pacific, which will be hosted by the China Electricity Council. “Meralco fully supports CEC in hosting this year’s CEPSI. The upcoming conference is an effective venue for building stronger bridges of collaboration with fellow players in the power industry, and for exchanging technologies and ideas that will help develop effective energy solutions to deliver a sustainable-energy future,” Aperocho said during the visit of CEC led by its secretary general Hao Yingjie at the Meralco headquarters in Pasig City on 18 September. SYDNEY (AFP) — Australia opened a large-scale joint military exercise with the United States and almost a dozen other nations on Friday, as a senior officer revealed that a Chinese spy ship was following the proceedings. Officials formally launched the biennial Talisman Sabre exercise, involving more than 30,000 troops from 13 nations, including Britain, Japan, Indonesia, Canada and France. The drills come amid increasing concern about the threat posed to the region by China, which is not part of the military exercise. Speaking at a news conference onboard the HMAS Canberra, Australia’s Chief of Joint Operations Lieutenant General Greg Bilton told reporters that a Chinese spy ship had been spotted off the country’s northeastern coast the previous day. “We reached out on Thursday and hailed that vessel in the Coral Sea,” he said. “It’ll move down, I expect, and join the exercise or be in the location of the exercise again. They’ve done this for a number of years — we’re well-prepared for it.” He said the Chinese response to Australia’s communication had been “courteous and in accordance with normal norms at sea.” Australia and the United States have made it clear that they have their eyes on China’s activities in the Asia-Pacific region. Australia has announced moves to develop military facilities in its northern region, while also saying that the US military presence there will increase in coming years. A US “Indo-Pacific Strategy” last year announced efforts to work more closely with regional allies to “shape the region around China” to blunt Beijing’s influence. Lieutenant General Bilton said Australian defense officials “haven’t reached out to the Chinese specifically” ahead of the military exercise. He added: “This exercise is about us, it’s about our partner nations, building interoperability, trust and our ability to respond together to whatever crisis might exist in our region in the future.” For two weeks, until 4 August, troops will participate in field training, amphibious landings, ground force maneuvers, air combat and maritime operations. CJ Gesmundo: linguists still relevant despite artificial intelligence
Supreme Court Chief Justice maintained that despite the emergence of artificial intelligence (AI), the work and role of forensic and legal linguists will remain relevant in the judiciary. He said AI is not meant to replace linguists but to support and accelerate their work, in a speech delivered for him by Justice Jose Midas P. Marquez during the opening of the 16th Biennial Conference of the International Association for Forensic and Legal Linguistics (IAFLL 16) at the University of Santo Tomas in Manila. A press statement issued by the Supreme Court’s (SC) public information office (PIO) said that Gesmundo “even acknowledged that AI can lend itself well to the work of forensic and legal linguistics in analyzing vast amounts of data, identifying language patterns even from large volumes of texts, and harnessing deep learning for more complex language analysis.” “Indeed, even with the torrent of such tools, we count on linguists such as yourselves to stay at the helm of the field—especially given the issues that are likely to arise when law, language, and technology intersect," he said. Gesmundo pointed out that with the promise of more efficient and more effective tools, “issues are already emerging in the context of artificial intelligence.” He cited as examples “the transparency and accountability of AI systems and their algorithms; biases that seep through from the datasets that AI tools train on; data privacy and security issues, especially given the kind of information involved in legal contexts; the reliability and accuracy of tools; possible ethical considerations, especially as these could impact the administration of justice; and questions over the admissibility of AI generated evidence in court.” “In navigating these issues, we will heavily depend on the expertise of practitioners such as yourselves; and in the coming years, we will look to you in the IAFLL to lead this endeavor,” Gesmundo stressed. He said the “work of the Judiciary in a multilingual setting requires a delicate balancing act between standardizing courtroom language for effectiveness and efficiency on one hand and making space for our native languages to ensure not just accuracy and fairness but also access and inclusion on the other.” The SC has initiatives geared towards access and inclusion relating to language. Gesmundo said that early this year, the SC “created a technical working group to draft rules for implementing the Filipino Sign Language Act in the Judiciary, which has been tasked to use Filipino Sign Language as the official language and legal interpreting for the deaf in all the public hearings, proceedings, and transaction of our courts.” Likewise, he cited the approved Guidelines on the Use of Gender-Fair Language in the Judiciary and Gender-Fair Courtroom Etiquette, as part of its efforts to combat sexist language in the Judiciary. He said the SC “is undertaking efforts to enhance public access to information and legal services via social media. Access to Justice information sites with user-friendly, easy-to-understand language on court services and ways to access them, using not just English and Filipino, but also the most commonly used local languages.” The initiatives on gender-fair language and enhancing public access are crucial activities under the SC’s blueprint of action for judicial reforms – the five-year Strategic Plan for Judicial Innovations (SPJI). There are more than 130 participants onsite and online in IAFLL 16 from 20 countries including the Philippines, Australia, Canada, Indonesia, Japan, United Kingdom, and the United States of America. Biggest-ever airliner order marks first day of Paris Air Show
European aircraft maker Airbus got the Paris Air Show off to a soaring start on Monday with the announcement of the biggest-ever order for civil aircraft, as the French president joined a big crowd for the event's return after a four-year Covid hiatus. The 500-plane deal with low-cost Indian carrier IndiGo kicked off what organizers have billed as the "recovery airshow" after the coronavirus ravaged the sector and the biennial trade fair was canceled in 2021. Fighter jets and civilian aircraft streaked across the sky while suited and uniformed delegations, including Ukrainian military officials and President Emmanuel Macron, toured the stands. This year's airshow has a new focus on defence following Russia's invasion of Ukraine, as well as the industry's efforts to reduce its carbon footprint, with French President Emmanuel Macron arriving in a helicopter partly using sustainable aviation fuel. Macron called for "restraint" to protect the environment but said measures for aviation should be "reasonable" rather than "punitive", adding that the world shouldn't "give up on growth". Huge traffic jams around Le Bourget airport outside Paris were a testament to the interest in this year's show, as aircraft makers field hundreds of orders and airlines brace for a near-record number of passengers this year. The Ukraine conflict has also prompted countries to boost military spending, which could benefit aerospace defense firms. While Russia has been excluded from the event, Ukrainian military officials toured the huge exhibition space at Paris-Le Bourget airport, some taking photos of missiles on display. Passion for air hasn't disappeared Macron announced that Belgium is to be admitted as an observer to the French-German-Spanish Future Combat Air System program, which is seeking to develop the next generation of air combat technology. Macron, closing a ministerial conference on European air defense, called it a " major development". The FCAS is due to come into service by 2040 but has already suffered numerous delays. Also on the military front, Macron said that France, Estonia, Hungary, Belgium, and Cyprus are to jointly purchase Mistral short-range surface-to-air missiles. "This is a very fine example of sovereign cooperation between Europeans on a range that is entirely relevant and that was not sufficiently covered", the French leader said. There was star turns for the Rafale fighter made by France's Dassault and the American F-35 jet, with hundreds of visitors turning their phone cameras skyward and some plugging their ears against the deafening flypasts. Le Bourget offers a forum to announce deals with some 2,500 firms lining up to show off their latest planes, drones, helicopters and prototypes such as flying taxis. With 125,000 square meters (1,350,000 square feet) of exhibition space -- the equivalent of nearly 18 football pitches -- around 320,000 visitors are expected during the week-long event. "Passion for the air hasn't disappeared, that's good news," said Bertrand Godinot, easyJet's Netherlands and France director. Big deals Along with the Farnborough airshow in England, which takes place in even-numbered years, Le Bourget is a key sales event for the civil and defence industries. Airbus and rival Boeing compete fiercely in announcing orders for aircraft running into the billions of dollars. Monday's IndiGo-Airbus deal covers A320 family planes at a list price of $55 billion. Although closely held actual sale prices are usually lower, it marks the largest ever civil aviation order by volume, hailed by Airbus chief executive Guillaume Faury as "an enormous milestone". Airbus and Boeing are also battling to solidify supply chains as they increase production to meet growing demand. The United States has a strong presence with 425 exhibitors, while firms from 46 other nations are present. China, which lifted Covid restrictions only at the beginning of this year, is also represented. However, Beijing is not displaying its first homegrown medium-haul passenger jet, the C919, built to compete with the Airbus A320neo and Boeing 737 MAX. Flying taxis The airshow also hopes to open a window into the future as projects for flying taxis and other vertical take-off aircraft abound. Several prototypes will be on display as part of a "Paris Air Mobility" exhibition to showcase the latest innovations that developers hope will change how people travel. Macron arrived aboard Airbus' latest helicopter, the H160, in a flight fuelled with 30 percent sustainable aviation fuel before visiting the European group's stand where it laid out its net-zero-by-2050 plan. Macron had on Friday announced $2.2 billion to help develop technologies to reduce aircraft emissions. Air travel accounts for nearly three percent of global CO2 emissions but serves only a small minority of the world's population. With the industry targeting net zero emissions by mid-century, firms are turbocharging efforts to achieve it. The initial focus is on SAF, made from sources such as municipal waste and agricultural waste. But companies are also working to develop battery- and hydrogen-powered aircraft. Phl urges: Intensify fight vs climate change
The Philippines recently urged the global community to enforce immediate and concrete actions amid the worsening impacts of climate change. Speaking at the 58th Session of the Subsidiary Bodie of the United Nations Framework Convention on Climate Change, Climate Change Commission vice chairperson and executive director Robert E.A. Borje stressed the need to translate the decisions of the 27th Session of Conference of the Parties or COP27 into tangible outcomes which is responsive to the needs of vulnerable developing nations. “As we build on the progress Parties made in Sharm El-Sheikh, we believe in the real possibility that we will be able to transform COP27 decisions into actions with outputs and outcomes that are concrete, relevant, appropriate, responsive to the vulnerable, developing nations’ needs and priorities, and based on best available science and evidence,” Borje said. Borje also raised the alarming effects of climate change in the Philippines and its nearby countries in the Association of the Southeast Asian Nations over the past decade. He lamented that the Philippines suffered loss and damage amounting to US$12 billion — equivalent to a doubled national budget for crucial health services. Within the Southeast Asian region, the Philippines, Myanmar, Vietnam and Thailand emerged as four of the 10 most vulnerable countries to climate change and disasters — making almost 50 percent of the ASEAN population exposed to hazardous impacts of calamities. Moreover, the ASEAN region endured economic and human losses of US$97.3 billion, nearly matching the global commitment of US$100 billion by Annex I or industrialized countries for the same period, 2009 to 2020, to support vulnerable developing nations. The Climate Vulnerable Forum and V20 Group of Finance Ministers reported a staggering $525 billion worth of loss and damage to 58 vulnerable ASEAN members over the past two decades. “These numbers manifest in no uncertain terms, that in the face of worsening climate change, it is our lives, our livelihood, and our collective future at stake,” Borje said, adding that climate change would really affect people’s livelihood and future living conditions. Borje also shared how the Philippine government prioritized climate change as a critical national concern as the country wants to become climate resilient and put a premium on its accelerated climate action under the country’s development agenda. The Philippines allocated US$8.2 billion or 9 percent of its total national budget for climate change adaptation and mitigation programs this year. Borje underscored the importance of inclusive participation among stakeholders in developing holistic and multidimensional climate solutions. “There’s a need to translate dialogues into actions with concrete, relevant, and appropriate outputs and outcomes as the world is raising time to mitigate the impacts of climate change with only seven critical years remaining until 2030,” Borje said. “It is time to act on our commitments and deliver what we said we will do — with the highest speed and on the largest scale possible,” he added. “This is no longer the time to explore. Now is the time to ensure that we implement and deploy the most appropriate measures so that we no longer need to grieve, but survive and thrive with higher levels of adaptive capacities and climate resilience.” Borje rallied the global community to work harder and “save lives, protect livelihoods, and secure a safe, resilient, and sustainable future for all.” The Philippines was earlier tasked to co-facilitate the pre-COP27 meeting with Poland, tackling climate finance on 13 October in Kinshasa, the Democratic Republic of the Congo. Following this event, Borje attended the SB58 in Bonn, Germany from 5 to 15 June 2023, for representing the Philippines in discussions on critical issues related to climate change—which will provide a crucial platform for dialogue and negotiation leading up to COP28 in Dubai, UAE this coming November. Deanna Wong is considered as one of top talents who make the future of Philippine volleyball look bright. A UAAP title in Season 81 and a Best Setter award in Season 80 are some of the accomplishments she collected as setter of the Ateneo de Manila University Lady Eagles. As talented and skilled as she is, Wong looks up to the legends that made and still making their marks in the local volleyball scene. Here is Wong’s list of Top 5 Pinay setters. JIA MORADO “Well number one siyempre Ate Jia [Morado], my mentor talaga so wala nang bakit number one siya,” said Wong during her appearance on So She Did! Heady with great court vision and solid connection with her hitters best describe Morado. The UAAP Season 77 Best Setter established her legendary status during her stay with the Lady Eagles, who she piloted to back-to-back UAAP titles. Morado, who is a member of the national team, also helped Creamline win three titles in the Premier Volleyball League while collecting five straight Best Setter awards in the two-conference league. TINA SALAK Longevity. This makes Salak a legend among the setters in the country. The 44-year old playmaker started to make waves when she led Far Eastern University to a couple of championships in the mid-90s. Salak was also the main setter of the 2005 Southeast Asian Games bronze medal team – the last squad to earn a podium finish in the biennial meet. The Army personnel played in the PVL and in the Philippine Superliga up until 2018 before going full time as coach of De La Salle-Zobel girls team. KIM FAJARDO De La Salle University won three titles during her stint with the Lady Spikers. Fajardo is well-known for her well-rounded approach in playmaking. She easily adapts with the style of her hitters, good at reading the defense and a vocal leader inside the court. The Batangas native bagged three Best Setter awards and a Best Server recognition during her stay with the green and white. Her fierce competition with Morado made the Ateneo-DLSU rivalry extra colorful. Fajardo is also enjoying a successful career with F2 Logistics in the PSL and is a member of the national team. JEM FERRER A member of the Ateneo Fab Five, Ferrer can be considered as one of the Lady Eagles who paved the way for Ateneo’s success in the UAAP. Ferrer was named Best Setter three times and helped the Lady Eagles advance to their first-ever Finals appearance in Season 74. Ferrer remains as one of the PVL’s top playmakers. RHEA DIMACULANGAN University of Sto. Tomas has yet to find a setter that would equal the caliber of Dimaculangan. With her orchestrating the Tigresses’ plays, UST went on to win the Season 72 crown while bagging the Best Server and Finals Most Valuable Player honors.
