DOTr inaugurates bike lanes in QC
Active mobility gets its fair share along the roads of Quezon City as the Department of Transportation (DOTr) and the Quezon City government on Monday broke ground for the establishment of bike lanes in select parts of Elliptical Road and Commonwealth Avenue. Transportation Secretary Jaime Bautista said active transport expansion not only involves the construction of bike lanes but also ensures the safety of cyclists and other road users. "We want to emphasize the safety of cyclists. We want to ensure cycling is a safe mode of daily travel, no longer just for leisure," Secretary Bautista said during the groundbreaking ceremony. "The use of non-motorized personal vehicles has been embraced by many who vouch for the health benefits of this mode of transport," he added. The transport chief expressed gratitude to the Quezon City LGU for its support of an active transport program that also aims to provide environmental and economic benefits. "The increasing number of cyclists in Quezon City can significantly help redirect this city's growth path towards preserving the environment. With clear support from the local government and civic organizations, we are confident this project will steer Quezon City away from the obnoxious sign of progress - road traffic," said Bautista. The expansion of active and public transport infrastructures in selected parts of Elliptical Road and Commonwealth Ave. in Quezon City includes the construction of two-kilometer bike lanes and 10 public utility vehicle (PUV) stops as well as sidewalk improvement. Targeted to be completed by the first quarter of 2024, the active transport project will benefit almost three million constituents of Quezon City. Basilan infra projects on target
LAMITAN CITY, Basilan Province — The Ministry of Public Works is fast-tracking the completion of all infrastructure projects in Basilan which aims to improve the lives of the people and promote peace in Basilan through infrastructure development. MPW Basilan District Engineer Kasim Hasanin on Thursday disclosed that the construction of minor to major infrastructure projects is part of the socio-economic development agenda of BARMM for the province of Basilan. He added that more infrastructure projects are already for implementation this year — all targeted to improve the socio-economic activities of the local and provincial government of Basilan. Among the completed and ongoing projects in the province include the concreting of Seronggon-Sition Tambulig and Seronggon-Sitio Camp in Haji Mohammad Ajul town; Concreting of Pipil-Marta in Ungkaya Pukan town; Concreting of Sitio Kaluko-Mahid and Lahi-Lahi Port in Tuburan town; Concreting of Mannunggul-To Bohe Piang with 56 solar streetlights; installation of Water System Level 2 in Barangay Bucalao and construction of a footbridge in Barangay Bato-Bato in Al Barka town. “BARMM Chief Minister Ahod Ebrahim and MPW Minister Architect Eduard Uy Guerra wanted our office here to fast-track the implementing of various infrastructure programs in the province to sustaining peace and quality of lives of the people of Basilan province,” Hasanin said. Meantime, Ungkaya Pukan town Mayor Jomar Maturan expressed gratitude to Ebrahim and Guerra for assisting the town through infrastructure projects and other programs of development. “Those who used to support the Abu Sayyaf Group and fight the government are now helping us after seeing the development that BARMM-MPW introduce to us through DE Hasanin,” Maturan said. MMDA leads Pateros ‘Brigada Eskwela’
The Metropolitan Manila Development Authority on Tuesday led the launching of the Department of Education’s Brigada Eskwela 2023 Project at the Pateros Elementary School in Barangay San Pedro, Municipality of Pateros. Personnel from various MMDA offices also undertook declogging of drainage; painting of school façade; trimming and pruning of trees; sidewalk clearing operations; painting of pedestrian lane; misting; repair of furnitures and fixtures like doors, fences, chairs, tables and blackboards; and posting of no-smoking and no-vaping sign. The MMDA said that it will also provide traffic management, transport vehicles and emergency quick response within the school premises. Beneficiaries of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers program under the agency’s partnership with the Department of Labor and Employment also participated in the said activities aimed at improving public schools prior to the resumption of classes. MMDA acting chairperson Atty. Don Artes personally oversaw the services brought by the agency for the Brigada Eskwela and said that the MMDA’s continued participation in the yearly Brigada Eskwela is part of the agency’s commitment to beautify learning spaces and create a conducive learning environment for students in the metropolis. “With our regular coordination with the DepEd on each year’s Brigada Eskwela and now with DoLE under our partnership with them for the TUPAD program, I am very happy that we are able to address the needs of both our displaced workers as well as the teaching community and the students,” Artes said. He added that it is important to teach the students at their early age in keeping the schools orderly. On the other hand, MMDA assistant general manager for Operations Assistant Secretary David Angelo Vargas also appealed for the year-round maintenance of the schools, emphasizing that a clean school would result in a more conducive learning experience for the students. Pateros Mayor Ike Ponce expressed gratitude to the MMDA for lending a hand not only for its schools for this year’s Brigada Eskwela, but for its assistance and help for the entire municipality. Building autonomy
Actualizing autonomy in a political government setup is no walk in the park. You do it chip by chip. It is a work in progress in the case of the Bangsamoro Autonomous Region in Muslim Mindanao or BARMM. The first issue is the attitude of the central government’s bureaucracy toward the autonomous entity in delegating part of its power to the latter. Anything less than sincerity in sharing the national power will present a hurdle for the regional government. The national bureaucrats tend toward being reluctant, if not jealous to part away with some of their powers. There will be stumbling blocks strewn along the way that might stymie the actualization process and growth of the autonomy into full-blown governance with minimum interference from the central government. Another worry is literacy about autonomous law. This brings back memory of the infancy of BARMM when a nitwit in one national department refused to sign a document downloading funds to the office of the Chief Minister because of the claim that there is no such position in our government structure. This was laughable. But it germinates the imperative of educating the bureaucrats about the BARMM and its peculiar set-up as a parliamentary form of governance oddly different from that of the national administrative design. It will take time before BARMM blooms in an asymmetrical position vis-a-vis the national government, a status imposed by the imperatives and realities of the present-day zeitgeist. In the meantime, it is the duty of the present leadership of the BARMM to celebrate and support any move that tends to strengthen the autonomy thru the full transfer of national powers to the various agencies of the BARMM. Apropos of this, it was reported recently in mainstream and social media that BARMM took over the “administration of public transit franchises” following the turnover of assets, responsibilities, and related documents from LTFRB-12 previously exercised by the Land Transportation Franchising Regulatory Board of Region 12.” The report says that “the transfer of all assets, digital records, franchises, special permits, provisional authority, and other corresponding documents for routes under BARMM from the LTFRB-12 was deemed necessary after the BLTFRB was granted authority to oversee franchises areas within its jurisdiction. LTFRB Chair Teofilo Guadiz III led the turnover of the tasks and digital copies of franchise documents for routes under BARMM’s jurisdiction to MOTC Minister, lawyer Paisalin Tago representing the BLTFRB. Chair Guadiz, in his remarks, emphasized the full support to the BARMM leaders saying, “This day. . . represents the culmination of the centuries-dream of our brothers in the south for autonomy.” Minister Tago expressed gratitude for the historical milestone for the BARMM region saying, “This is not just a turnover of documents but also a transfer of responsibility and commitment by the LTFRB. We are grateful to the LTFRB for implementing the provision of the Bangsamoro Organic Law.” This step constitutes another building brick in the autonomous structure which will strengthen autonomy. It will no doubt benefit the riding stakeholders and enhance the delivery of public service. It helps that Minister Tago helms the BARMM’s Ministry of Transportation and Communication. He is, by any measure, a hard-working public servant and a veteran regional legislator with decades of public service under his belt. He is trailblazing programs toward modernizing the transport system and enhancing connectivity in the region. This transfer of power and other national administrative mandates to BARMM carries with it the greater challenge of proving that the nascent regional government can steer governance and lead the stakeholders to a life better than the status quo. It can prove the naysayers wrong by carrying out its mandate fully and with integrity. After all, BARMM’s credo is “moral governance” in sync with the Islamic injunction of right and morality.
