Bong Go assists displaced workers in Bohol
In a video message conveyed during his team's visit to Carmen and Batuan, Bohol, Senator Christopher “Bong” Go expressed his steadfast commitment to advocate for more pro-poor initiatives and bolster support measures, aiming for a more inclusive economic recovery after the COVID-19 pandemic and other crises. "Prayoridad ko ang pagsuporta sa pro-poor programs at dapat po ay sikapin ng gobyerno na walang magutom na Pilipino. 'Yan po ang pakiusap ko parati sa executive," said Go. "Kung merong isusulong na programa o batas, suportado ko po ito basta po makakatulong sa mahihirap at hindi mapunta sa korapsyon ang pera," he added. Go's team, in collaboration with Board Member Nathaniel Binlod, distributed shirts, snacks, and balls for basketball and volleyball to 548 displaced workers gathered at the Carmen Gym on Monday, 16 October. The recipients were also eligible to receive benefits from the Department of Labor and Employment’s (DOLE) Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program. “Patuloy tayong magbigay ng oportunidad at pag-asa sa mga manggagawang Pilipino na nawalan ng trabaho o kabuhayan dahil sa mga pagsubok na hinaharap natin. Sa pamamagitan ng ganitong mga programa, marami sa ating mga kababayan ang mabibigyan ng pagkakataon na magkaroon ng pansamantalang trabaho at kumita ng maayos para sa kanilang pamilya,” Go stressed. In his commitment to promoting inclusive economic recovery, Go has underscored the significance of safeguarding the welfare of all sectors, with particular attention to those residing in rural areas. He introduced Senate Bill No. (SBN) 420 which seeks to institutionalize a framework for offering temporary employment to eligible members of underprivileged households in rural regions. If enacted into law, the Rural Employment Assistance Program (REAP) would be established within DOLE. REAP's primary goal is to furnish temporary job prospects to individuals who meet the criteria of being economically disadvantaged, impoverished, displaced, or seasonal workers. Go, chairperson of the Senate Committee on Health and Demography, then offered medical assistance to the beneficiaries. He advised them to avail of the services of any of the two Malasakit Centers in the province where they may conveniently avail of medical assistance programs offered by the government. In Bohol, the Malasakit Centers are located at Governor Celestino Gallares Memorial Hospital (GCGMH) in Tagbilaran City and at Don Emilio Del Valle Memorial Hospital in Ubay. Malasakit Centers bring together representatives from the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine Health Insurance Corporation (PhilHealth), and Philippine Charity Sweepstakes Office (PCSO). These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. Currently, there are 159 Malasakit Centers across the country, poised to assist with patients' medical expenses. The DOH reported that the Malasakit Center program has already provided aid to more than seven million Filipinos. “Sa mga pasyente, lapitan niyo lang ang Malasakit Center dahil para ‘to sa inyo. Kung may hospital bill kayo, nandiyan ang mga ahensya ng gobyerno na tutulong para mabayaran ito,” said Go. Go further highlighted that his advocacy to enhance the healthcare sector includes the establishment of Super Health Centers at strategic locations nationwide. Through the collective efforts of fellow lawmakers, sufficient funds have been allocated under the Health Facilities Enhancement Program of DOH for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. In Bohol, necessary funds have been allocated to construct Super Health Centers in Buenavista, Candijay, Dauis, Sagbayan, Talibon, Antequera, Balilihan, Bien Unido, Carmen, Panglao, Tagbilaran City, and Ubay. Super Health Centers are designed to focus on primary care, consultation, and early detection, further strengthening the healthcare sector in the country, especially in grassroots communities. As vice chairperson of the Senate Committee on Finance, he also supported several projects in Bohol, such as the construction of multipurpose buildings in Alicia, Anda, Balilihan, Batuan, Buenavista, Danao, Dimiao, Duero, Garcia Hernandez, Guindulman, Loay, Loon, and Valencia; improvement of evacuation centers in Panglao, Anda, Balilihan, Carmen, Corella, Garcia-Hernandez and Valencia; installation of a water system in President Carlos P. Garcia; construction of the municipal slaughterhouse in Inabanga; and the acquisition and installation of solar-powered street lights in Getafe. Go, also principally sponsored the passage of RA 11883 which converts GCGMH to Governor Celestino Gallares Multi-Specialty Medical Complex. President Ferdinand R. Marcos Jr. has appointed veteran journalist and book author Renato “Rene” Acosta as the new head of the National Printing Office, an attached agency of the Presidential Communications Office, Malacañang announced Saturday. Press Secretary Cheloy Velicaria-Garafil said that Acosta will replace Carlos Bathan as the director of the government’s official printing arm. Acosta was a fellow of the East-West Center in Washington DC and an alumnus of the US State Department’s premier professional exchange program International Visitor Leadership Program. The Philippine-based journalist has contributed stories and analyses on domestic and regional issues for renowned international think tanks, such as the Washington DC-based Center for Strategic and International Studies and Oxford Analytica in the United Kingdom. Acosta had also written and edited stories for the online portal of the US Pacific Command’s Asia Pacific Defense Forum, now known as Indo-Pacific Forum. He also worked for the United States Naval Research Institute News. His book, titled “The War on Terror: How the Philippine Military and the US Broke the Axis of Terror in the Philippines,” was published and launched in Singapore by Penguin Random House. Acosta was also the “featured author” in 2019 by the Singapore Writers Festival—considered one of Asia’s premier literary events. Acosta was a former president of the Defense Press Corps of the Philippines. He began his journalism career at the state-owned Philippine News Agency in 1989 while still a journalism student and later rose from the ranks. Acosta wrote and edited stories for wire agencies during his junior years as a reporter. He was also based and worked for a newspaper in Western Pacific. Acosta also founded and edited the defunct Intellectual Property Rights Review—the first newspaper in the world of intellectual property rights that was hailed by worldwide IPR advocates. The NPO, the agency that Acosta now headed, is tasked to continue to provide printing services to government agencies and instrumentalities as mandated by law. It also provides printing of official ballots and election paraphernalia which could be shared with Banko Sentral ng Pilipinas, upon the discretion of the Commission on Election consistent with the provision of the Election Code of 1987. Bong Go calls on consumers, service providers to conserve water
Senator Christopher “Bong” Go underscored the importance of strengthening water conservation efforts in the country and implementing sustainable practices in light of growing concerns about water scarcity and the potential for future water supply shortages. “Kailangan rin po natin sa mga ahensya ng gobyerno, sa mga LGUs, lalo na sa mga barangay level, mas paigtingin po natin ‘yung kampanya sa water conservation. Kung hindi naman po kailangan, ‘wag n’yong gamitin ‘yung tubig, i-check n’yo (kung may) mga leakage (para) walang masayang. Gamitin lang natin nang tama para hindi tayo magkaroon ng water shortage,” Go said in an interview after his visit to Carcar City on Wednesday, 12 July . The senator also stressed the obligation of water service providers to deliver consistent and uninterrupted services to the public, saying, “Bilisan natin itong mga pipeline rehabilitation. Katulad sa Maynila, na-privatize na po ito para sana magkaroon ng maayos na serbisyo. Willing naman po ang taumbayan na magbayad nang tama, sapat basta maayos lang po ‘yung serbisyo.” On Monday, 10 July, Department of Environment and Natural Resources Undersecretary Carlos David stated that the country currently has an adequate water supply; however, he emphasized the importance of proper management to avert a potential water crisis by year-end. To avoid a recurrence of the 2019 incident, wherein numerous households in Metro Manila and parts of Rizal experienced prolonged water interruptions, David highlighted the necessity of effectively managing the existing water resources. The Water Resources Management Office (WRMO) of the DENR has previously issued Bulletin No. 1, which outlines guidelines for government building administrators to implement appropriate water management practices. Highlighting the urgency of the situation, Go urged the government to raise awareness about water conservation and instill a sense of environmental responsibility among Filipinos. He also proposed an intensified greening program as a long-term solution, adding that such a program should be a collaborative effort involving the government and local communities. “Ang long term solution naman po nito itong greening program, kailangan na mas maraming punongkahoy na itatanim natin sa ating mga watershed. When I say greening program, hindi lang magtanim ng seedlings, tapos iwanan na. Kailangan po mayro’ng follow-up. Kaya po tayo mayroong DENR din po na pwedeng mamahala dito,” Go said. Go emphasized that conserving water resources is not only the responsibility of the government but also of every individual, saying, “Pwede rin po nating i-observe itong (water conservation.) Ipatupad natin itong water conservation at para po maka-save naman tayo ng tubig at para po hindi tayo magkaroon ng water shortage.” He urged the public to practice efficient water management techniques, such as reducing water consumption, fixing leaks, and utilizing water-saving technologies, to ensure the sustainability of this vital resource. Prioritize the poor, bring gov’t services closer to needy
For many of our fellow Filipinos who can barely afford their daily expenses, getting treated in a hospital is oftentimes a burdensome choice that they resort to only if it is a matter of life and death. Usually, our struggling kababayans choose to endure their illness for fear of falling deeper into debt due to huge hospital bills, medicines and other expenses. And by this time, an ordinary disease has already become a serious medical condition. Their plight is what inspired us to initiate the Malasakit Centers program in 2018 which provides one-stop shops where our indigent patients may more conveniently access medical assistance from the government. By bringing together programs of various government agencies under one roof, such as the Department of Health, Department of Social Welfare and Development, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office, the centers streamline the process of availing medical assistance. I have been appealing to officials and workers in the health sector to prioritize the needs of the poor, especially in public health facilities since these patients have nowhere else to turn to but to seek the help of their government. I also appeal to all hospital staff to be patient and compassionate in guiding Filipinos, particularly the poor, so that they can properly have access to the services offered by our public hospitals and from the medical assistance programs available in any of our 158 Malasakit Centers nationwide. That is why as Chairperson of the Senate Committee on Health and as the principal author and sponsor of the Malasakit Centers Act of 2019, I make time to personally check on the operations of our Malasakit Centers across the country, in addition to attending the groundbreaking of Super Health Centers and leading our usual relief distributions for Filipinos in need. On 16 June, I conducted a monitoring visit to two Malasakit Centers in Leyte, where I was honored to be declared as an adopted son of the province through Resolution 2020-337 passed on 24 April 2020 and formally granted on 16 June by the provincial government. During the visit, I recognized the efforts of Governor Carlos Jericho “Icot” Petilla, Baybay City Mayor Jose Carlos “Boying” Cari and Vice Mayor Ernesto Butawan, Vice Governor Sandy Javier, Cong. Carl Cari, Cong. Karen Javier, Board Member Carlo Loreto, and other officials for their commitment to bringing government services closer to their constituents. I also visited the Malasakit Center at Baybay City Immaculate Conception Hospital where we assisted 30 out-patients, 140 in-patients, and 192 front liners, while the DSWD extended financial aid to qualified in-patients. We likewise inspected the Super Health Center and the new boardwalk in the city which I supported to help the community. I then checked on the operations of the Malasakit Center at Ormoc District Hospital in Ormoc City. We also assisted 283 patients and 211 front liners in the hospital, while 133 qualified inpatients received additional assistance from the DSWD. Following this, I led a relief operation for 1,065 struggling residents in the city and attended the ribbon-cutting of the newly constructed pentathlon facility with a dedicated fencing hall, among others — a project I supported as Vice Chairperson of the Senate Committee on Finance and as Chair of the Senate Committee on Sports, together with the local government led by Cong. Richard Gomez and Mayor Lucy Torres-Gomez. Earlier that week, I was in Davao del Norte to participate in the celebration of the first anniversary of an insurgency-free Davao del Norte led by Gov. Edwin Jubahib, held in Tagum City on 13 June. I also personally spearheaded a relief operation for 1,500 struggling residents in the city. Simultaneously, we provided more support to the community in partnership with the Department of Labor and Employment which held an orientation for temporary employment to 721 individuals. Following this, I visited the town of Carmen with Mayor Leony Bahague to witness the groundbreaking of its Super Health Center and provide aid to 1,666 more indigents. On 15 June, I was in Quezon City with my team to witness the inauguration of two multipurpose buildings in Barangays Commonwealth and Payatas which I also supported for funding together with Councilor Mikey Belmonte. We likewise aided a thousand indigents in the city with Mayor Joy Belmonte. We then headed to Marikina City to assist 3,000 more struggling residents from Marikina City and the towns of San Mateo and Rodriguez, Rizal, together with Congresswoman Maan Teodoro and Mayor Marcy Teodoro; as well as the local officials from both towns in Rizal, such as Rodriguez Mayor Ronnie Evangelista and San Mateo Mayor Bartolome “Omie” Rivera Jr., among others. We also visited North Cotabato on 17 June, where we celebrated the 54th Araw ng Alamada led by Mayor Jesus Sacdalan and Cong. Joel Sacdalan and helped 840 farmers and 1,500 struggling residents in the town before going to Matalam to witness aspiring athletes in the Serbisyong Totoo Basketball Sports Clinic and to lead another distribution activity for 1,318 more residents from various sectors together with Gov. Lala Taliño-Mendoza. Across the country, my team aided indigent families and various sectors, including 136 in Samal, 33 in Balanga, and 82 in Limay, Bataan; 990 in Tagudin, Ilocos Sur; 150 in Damulog, Bukidnon; 350 in Iligan City; 100 in Tubod, Lanao del Norte; 550 in Malinao and Sto. Domingo, Albay; and two fire-hit households in Carcar City, Cebu. My team also attended the groundbreaking of the Super Health Center in Tiguma, Pagadian City. It is the fundamental right of every Filipino to receive proper medical care and social assistance from our government. I hope that with compassion for our struggling kababayans and the persistence to help uplift their lives, we can collectively ensure that the poor and most needy are not neglected as we continue our pursuit for progress and development. Bong Go sends team to aid more disadvantaged communities in Bukidnon
As part of his vision to mitigate the impacts of the pandemic on the neediest sectors, Senator Bong Go sent his team to aid vulnerable residents in Damulog, Bukidnon on Wednesday, 15 June. “Magtulungan lang po tayo. Ginagawa po ng gobyerno ang lahat, binabalanse ang ekonomiya habang sinisigurado po na tayo ay ligtas mula sa pandemya. Unti-unti naman pong sumisigla ulit ang ekonomiya pero importante po dito ang buhay ng bawat isa,” underscored Go in his video message. “Hinihikayat ko rin kayong lahat na ipagpatuloy niyo lang ang inyong suporta sa gobyerno. Ako naman ay magseserbisyo sa inyo sa abot ng aking makakaya. Hindi namin magagawa ang lahat ng ito kung wala ang inyong suporta at malasakit sa bawat isa,” he continued. Go’s outreach team facilitated the relief operation at the municipal gymnasium where they gave away snacks, shirts, vitamins, and masks to 150 indigents. Furthermore, some residents received shoes, mobile phones, and balls for basketball and volleyball. Go, Chair of the Senate Committee on Health and Demography also offered additional assistance to those with health concerns. Go advised them to visit the Malasakit Center located at Bukidnon Provincial Hospital in Maramag. There are also nearby centers at Northern Mindanao Medical Center and at J.R. Borja General Hospital in Cagayan de Oro City. The senator has principally authored and sponsored Republic Act No. 11463, otherwise known as the Malasakit Centers Act of 2019, to ensure that particularly poor and indigent patients have better and more efficient access to healthcare services. Currently, there are 158 Malasakit Centers nationwide ready to help cover the patients’ expenses. “Ang Malasakit Center po’y handang tumulong po sa inyo. One-stop shop na po ‘yan, lapitan niyo lang po ang Malasakit Center diyan po sa inyong lugar,” encouraged Go. To help create more economic opportunities and improve the delivery of public service in the province, Go, who also serves as Vice Chair of the Senate Committee on Finance, supported the construction of an evacuation center, municipal building, and local access road as well as an electrification and solar lights project in Damulog; and the construction of a slaughterhouse, multipurpose building and the Northern Bukidnon Agri-Industrial Economic Zone Road Network and Southern Bukidnon Agri-Industrial Economic Zone road network development projects in Don Carlos. Moreover, he was instrumental in the improvement of road links in Baungon, Libona, and Talakag; access road leading to the Bukidnon Airport; farm-to-market and local roads in Cabanglasan, Kadingilan, Kibawe, Kitaotao, Lantapan, San Fernando and Talakag; and other road linkages throughout the province. Bong Go visits of Malasakit Center, aids patients and frontliners in Guimaras
Senator Bong Go, Chair of the Senate Committee on Health and Demography, personally visited Jordan, Guimaras on Friday, 19 May, where he checked the operations of a Malasakit Center in the town. To help ensure quality healthcare services are provided to the residents, Go conducted a monitoring visit to the Malasakit Center at Dr. Catalino Gallego Nava Provincial Hospital. In his speech, Go highlighted that there are now 157 Malasakit Centers nationwide that serve as one-stop shops for medical assistance programs, streamlining the process of availing such programs. “Ako po ang Chairman of Committee on Health sa Senado at ako rin ang Chairman on Sports. Kaya Mr. Malasakit, mayroon na tayong 157 na Malasakit Centers sa buong Pilipinas, kasama na po ang Guimaras, na may Malasakit Center,” said Go. First established in Cebu in 2018, the Malasakit Center is a brainchild of Go which houses agencies such as the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office to assist particularly poor and indigent patients with their hospital bills. Go is the principal author and sponsor of the Malasakit Centers Act of 2019. During the visit, Go and his team also provided assistance, such as grocery packs, masks, vitamins, and snacks to 217 patients and 512 front liners, including security guards, utilities, and other hospital staff. They also gave away bicycles, shoes, mobile phones, and watches to select beneficiaries. The senator then mentioned that there will also be Super Health Centers in the province, including in Jordan, Nueva Valencia, and Buenavista — the last one’s groundbreaking was personally witnessed by Go later that day. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. Earlier that day, Go, who also chairs the Senate Committee on Sports, attended a volleyball tournament as part of the Manggahan Festival of the province. The senator emphasized the importance of sports in promoting a healthy lifestyle, fostering discipline, and honing teamwork. He encouraged the aspiring athletes to pursue their dreams and assured them of his unwavering support. “Ngayon as Chairman po ng Committee on Sports, gusto ko po ipagpatuloy na labanan ang ilegal na droga sa pamamaraan po na engganyuhin ang mga kabataan to get into sports, stay away from drugs. Ilayo natin ang kabataan sa ilegal na droga,” urged Go. Go was joined by Governor Joaquin Carlos “JC” Rahman Nava, Vice Governor John Edward Gando, Uswag Ilonggo Partylist Congressman Jojo Ang, and Guimaras Lone District Congresswoman Lucille Nava, among others, during his visit. Later that day, Go also visited Buenavista town in Guimaras where he led the groundbreaking of the town’s Super Health Center, spearheaded a relief operation for indigents, and visited local infrastructure initiatives he earlier supported such as the Buenavista Wharf and a seawall in the town. Japan okays GPS tracking for bail after Ghosn case
Japan on Wednesday enacted a law authorizing courts to use GPS for tracking defendants on bail, a measure pushed for after the dramatic 2019 escape of former Nissan boss Carlos Ghosn. The revised criminal proceedings law approved Wednesday will enable courts to order the placement of GPS devices on defendants to prevent them from fleeing Japan. The defendants will be banned from removing or destroying the trackers, and prohibited from entering areas designated by courts as off-limits, such as ports and airports. Violations could incur detention and imprisonment of up to a year. Calls for GPS monitoring, common in many countries for those on bail or under house arrest, followed Ghosn's escape from Japan after he was smuggled onto a private plane in a large musical equipment case. Ghosn, who was arrested in November 2018, fled while on bail, facing financial misconduct charges that he denied. He remains an international fugitive. The incident left Japanese officials red-faced and ignited scrutiny of what some saw as security shortcomings. The GPS surveillance introduced by the new bill can only be ordered to prevent the possibility of international bail-jumping. Coke PH expands Balik Pinas program for repatriated OFWs
Coca-Cola Beverages Philippines, Inc. (CCBPI)—the bottling arm of Coca-Cola in the country—has expanded its Balik Pinas program to national scale to reach more repatriated overseas Filipino workers (OFWs) and help them start their own business at home. Gareth McGeown, CCBPI President and CEO. “Coca-Cola’s commitment to Filipinos has only grown stronger, in weathering this crisis together,” said Gareth McGeown, CCBPI President and CEO. “We will help and support where we can. Through Balik Pinas, our goal is to help repatriated OFWs who have lost their livelihood abroad to start anew, via owning and operating their own business and be successful here, at home, with their families.” With the help of the Department of Labor and Employment (DOLE), CCBPI aims to reach more OFWs who are interested to start their own business through Balik Pinas. Data from the Department of Foreign Affairs show that as of September 2020, over 190,000 overseas Filipino workers have been repatriated. Balik Pinas gives opportunities to OFWs to be part of the Coca-Cola family as a distributor, wholesaler, or a community reseller. Balik Pinas is a journey that the company and new entrepreneurs take together at every step—from setting up the business, to sustaining it, to ensuring growth. Coca-Cola assists former OFWs in choosing a suitable business model for their area, helps in managing their cash flow and inventory, and sees to it that they are given proper guidance and training until they are fully ready and equipped to operate on their own—all in all, a sustainable and profitable business founded on practical support from a global beverage brand. According to Carlos Rivera, CCBPI Territory Sales Team in Naga City, the Balik Pinas Program started as a small-scale initiative in Naga City to help former OFWs. Just a couple of months after returning home, Carlos Manzano and his family was able to set up their business as Coca-Cola distributor through the Balik Pinas Program, which Carlos said has reshaped his life and outlook forever. Carlos and Jazz had both been working for several years in Qatar until the COVID-19 pandemic shook the trajectory of their career and, consequently, the well-being of their families. Together with their father, Lito, who also used to be an overseas worker, they set up a beverage distribution business in their hometown Naga City. Their optimism, as with any new business venture, was tempered with anxiety over how it would all turn out—especially with the considerable challenge of launching during such tenuous times until Rivera offered them membership to the Balik Pinas Program of Coca-Cola. Now, the Manzanos are running a profitable business as Coca-Cola distributors. “Even when I had to leave Qatar suddenly because of the lay-offs, I always envisioned that I would head back to work there when things settle. But with Coca-Cola’s Balik Pinas, I have a livelihood that doesn’t take me away from my family as being an OFW had,” said Carlos. Lito can still remember his first order of 60 cases of Coke products. Now, the Manzano family business has grown to an average of 4,000 cases a month, just five months after they started—a feat magnified for it being in the middle of a pandemic and strict quarantine measures. The Manzanos have also since invested in routing units to augment their business’s capabilities—a multicab and a tricycle. Since starting his business in 2019, Billy Belleza (left), is now one of the prominent Coca-Cola distributors in his area and has added another mini truck to serve more routes and deliveries. Billy is one of the pioneers of Coca-Cola’s Balik Pinas program. Another Balik Pinas program pioneer member is Billy Belleza who decided to return to the country after working for 20 years in Brunei. “I am really thankful that Coca-Cola reached out to me to be a part of this. They have never failed to present opportunities for me and my business to grow since I decided to take part in the Balik Pinas Program. My sales actually soared this year,” said Belleza, who is also based in Naga City. According to Rivera, Balik Pinas Program was really designed for returning OFWs like Billy, Carlos, and Jazz and their families to set up and run a viable business at home. “With their success and in light of current events, this program was expanded to operate on a national scale, so the company can lend assistance to repatriated OFWs and their families as they weather through new challenges brought on by the pandemic,” Rivera said. Coca-Cola has consistently sought to create programs to support MSMEs, more so now with the COVID-19 pandemic having disrupted countless lives and livelihoods. With programs like Balik Pinas, Coca-Cola remains firm in their commitment to help local communities, contributing to the restart of the national economy—by way of reaching out to Filipinos.
