More rest areas for Cebu tourists
To continuously provide convenience to vacationers visiting the Queen City of the South, Cebu, the Department of Tourism is geared to establish more tourist rest areas or TRAs in the province. During the unveiling of a TRA in Carcar City, Cebu last Friday, which was graced by First Lady Liza Araneta-Marcos, Vice President Sara Duterte, Tourism Secretary Christina Garcia Frasco announced that the DoT, the Provincial Government of Cebu, and the DoT’s attached agency, Tourism Infrastructure and Enterprise Zone Authority, have sealed a memorandum of agreement to erect TRAs in Bogo City and the municipalities of Pinamungajan, Dumanjug, and Santander, all in Cebu. These additional TRAs are part of the initiative led by Cebu Governor Gwendolyn Garcia, who pledged to match the number of rest areas turned over by the DoT to the province. DoT has inaugurated two TRAs in Medellin and in Carcar City, with two more to be completed soon in Carmen and Moalboal. Go also highlighted the importance of strengthening the capabilities of the PCG to better safeguard maritime welfare and security. In line with this, Go filed Senate Bill No. 2112, or the PCG Modernization Bill, which was scheduled for hearing the following day. "Our Coast Guard serves as the frontline defense against threats like smuggling, terrorism. Malaki po ang kanilang trabaho. Additionally, they provide invaluable assistance during natural disasters and emergencies," Go said. The proposed bill seeks to upgrade PCG’s assets and resources. Senator Christopher "Bong" Go has filed a measure to modernize the Philippine Coast Guard and strengthen its capabilities in safeguarding the country’s maritime resources. The proposed Senate Bill No. 2112 seeks to enhance the PCG’s capacity by providing the service with vital assets and resources that will help in the efficient fulfillment of its duties and responsibilities. The bill's primary objective is to upgrade the coast guard's vessels, aircraft, and equipment to international standards. This will significantly improve response time during maritime incidents and emergencies. "Our coast guard serves as the frontline defense against threats like smuggling and terrorism. Additionally, they provide invaluable assistance during natural disasters and emergencies.” Go said. "However, our coast guard faces several challenges that hamper their effectiveness including outdated equipment, inadequate training, and insufficient funding. Hence, I am proposing this bill to address these issues and modernize our coast guard to better protect our country and our people," he added. If enacted into law, it will allow the PCG to undergo a comprehensive modernization program designed to eliminate accidents at sea, expedite response times during search and rescue operations, and bolster national security efforts. The proposed legislation will also help in the enforcement of Philippine laws in the maritime zone, minimize pollution, and improve response times for recovering and mitigating spills. In a recent incident that highlights the importance of modernizing the PCG, it was reported that on June 30, Chinese Coast Guard vessels and militia aggressively followed and chased two Philippine ships during a resupply mission. The PCG ships, BRP Malabrigo and BRP Malapascua, were providing escort to a small boat delivering supplies to the Philippine Navy ship BRP Sierra Madre. The mission encountered a significant number of Chinese Coast Guard militia vessels, described as an "armada." To address such situations effectively, the bill emphasizes the need to enhance training and capacity-building programs for the PCG, ensuring that personnel are well-prepared for any challenges that may arise. As the implementing agency, the Department of Transportation will have the authority to enter into multi-year contracts, subject to approval by Congress and the President. "Moreover, this bill will establish a system of accountability and transparency in managing the coast guard's resources and operations. It guarantees efficient and effective use of the allocated funds for the modernization of our coast guard," Go said. He further emphasized that “the modernization of our coast guard is crucial for our national security and the safety and well-being of our citizens, particularly those whose livelihood depends on our seas and waterways. We must ensure that our PCG is fully equipped and prepared to protect our waters and our people." As Vice Chair of the Senate Committee on National Defense, Go stressed the timeliness and significance of passing this bill, considering recent events concerning the PCG. DENR supports bill accounting for Phl ecosystem, natural resources
The Department of Environment and Natural Resources on Monday threw its support behind a bill aiming to develop a system to account for the full value of the country’s natural assets that contribute to economic development. “We must measure what we treasure as a country,” DENR Secretary Antonia Loyzaga told the Senate Committee on Economic Affairs during its hearing on the proposed Philippine Ecosystem and Natural Capital Accounting System. Three senators — Loren Legarda, Ramon “Bong” Revilla Jr. and Joel Villanueva — have separately filed with the Senate similar bills seeking to institutionalize PENCAS. The counterpart measure was filed by Negros Occidental 3rd District Rep. Jose Francisco “Kiko” Benitez in the House of Representatives. “The DENR strongly and categorically supports the legislative measures that aim to institutionalize PENCAS, which will not only provide us with a snapshot of the environment and its contribution to the economy,” Loyzaga said. “PENCAS helps map possible directions in the development of the nation beyond traditional indicators and allows us to explore multiple trajectories for social, economic and environment development from the valuation of our natural resources,” she added. Loyzaga said PENCAS will not only serve as a tool for determining the contributions of ecosystems to economic development, but also for better management of natural resources and improving climate and disaster resilience. “The Department believes that these bills will more accurately reflect the true state of the nation’s wealth as derived from its natural resources. It will enable strategic planning for sustainable development and climate and disaster resilience by establishing the baseline accounts for the Philippine Development Plan,” she pointed out. Loyzaga said PENCAS may serve as a core means of achieving agendas on biodiversity, climate, Sustainable Development Goals and green recovery; lay out a comprehensive data framework of natural capital statistics and accounts; and provide tools and measures to contribute to the protection, conservation, restoration and resiliency of ecosystems. Moreover, Loyzaga said PENCAS will help equip the Water Resources Management Office in the DENR, which was recently created by virtue of Executive Order No. 22 issued by President Ferdinand Marcos Jr. She said PENCAS can provide information on the physical flows of water within and between the economy and the environment; stocks of water assets and changes to these stocks; economic activity; and transactions related to water resources. Loyzaga disclosed that the DENR had already identified significant actions it will undertake in support of PENCAS in line with its mandates and the Roadmap to Institutionalize Natural Capital Accounting in the Philippines. The DENR, she said, will lead efforts to put in place site-specific and area-based ecosystem accounts; establish the national geospatial database for natural resources as key reference to natural capital accounting; promote awareness on valuable opportunities and benefits of the natural environment, biodiversity and ecosystem; ensure availability of tools, methods and skills; and cooperate with space agencies and spatial data providers to optimize the utilization of ground- and space-based monitoring in establishing the baseline conditions of ecosystems. Legarda, who presided the Senate hearing, said that by institutionalizing PENCAS, "it will allow government to measure environmental inputs and outputs, and which information is vital for economic management and policy-making." To recall, the DENR established its national natural resource geospatial database under Loyzaga’s leadership to enable it to identify and value the country’s natural resources, while keeping in mind how these should be sustainably developed and managed. Loyzaga said the DENR supports the provisions in the PENCAS bills pertaining to the establishment of a dedicated unit to carry out its responsibilities and allocating budgetary resources to meet the necessary requirements for the effective implementation of the proposed system. However, she said the agency suggests that PENCAS establish clear concepts, definitions and classifications of ecosystem services and their components to be able to set up an innovative payment scheme for ecological services that will encourage local governments and businesses to reward people’s efforts. Senator Christopher “Bong” Go filed a bill last 3 May aimed at modernizing the country’s coast guard and enhancing its capabilities to better protect the Philippines’ maritime resources. The proposed Senate Bill 2112 aims to improve the capacity of the agency as it seeks to provide the coast guard with the necessary assets and resources to more effectively perform its duties and responsibilities. The proposed measure seeks to upgrade the agency’s vessels, aircraft and equipment to meet international standards and improve the coast guard’s response time during maritime incidents and emergencies. “As we all know, the Philippine Coast Guard plays a critical role in ensuring the safety and security of our maritime nation. They are our first line of defense against threats such as smuggling and terrorism, and they also provide vital assistance during natural disasters and other emergencies,” Go said. “However, our coast guard is facing several challenges that hinder their ability to effectively carry out their duties. These challenges include outdated equipment, inadequate training and insufficient funding. That is why I am proposing a bill that aims to address these issues and modernize our coast guard,” he explained. If SB 2112 is enacted into law, PCG shall undergo a modernization program that will focus on the elimination of accidents at sea, faster response times during search and rescue operations, and contribution to securing maritime zones from threats to national security and territory. Furthermore, it will also ensure the enforcement of Philippine laws in the maritime zone, and minimizing pollution and improving response times for recovering split pollutants. Go, on Tuesday, 9 May likewise emphasized the importance of addressing mental health issues in the country, saying that they are just as critical as any other health issue. During a public hearing conducted by the Senate Committee on Health chaired by Go, the senator lamented that despite the increasing awareness and efforts to address various mental health concerns, mental health stigma continues to exist in society, with many people failing to recognize the signs and symptoms of mental health problems, especially among the youth. The senator on Wednesday, 10 May, sponsored a Senate resolution commending Filipino boxer Marlon Tapales for winning the World Boxing Association and International Boxing Federation World Super Bantamweight titles in San Antonio, Texas in the United States on 8 April. Senate Resolution No. 587 filed by Go and adopted by the Senate on Wednesday, 10 May, commends and congratulates the athlete for his dedication, hard work, and exemplary performance. In his sponsorship speech, Go highlighted Marlon’s hard work and dedication to his craft which have led to his recent win, adding that he is a source of pride and inspiration for all Filipinos. “Your achievement is not just a victory for you but for all of us who have supported you along the way. We look forward to seeing your continued success in the years to come,” Go said. Also on Wednesday, Go visited and extended assistance to the victims of a recent fire in Tondo, Manila City. A fire broke out last April 28 in Pritil Public Market, leaving 672 vendors adversely affected.
