Travel agencies group warns about cheap, illegal operators
The Davao Travel Agencies Association (DTAA) has issued a warning about unregistered and illegal travel and tour operators in their area. These operators have been found to be offering travel and tour services without proper licensing, leading to issues such as lack of refunds, scheduling problems, and other travel arrangement discrepancies. Pia Partoza Montano, a travel agency owner and Vice-President for the Travel and Tours Sector of DTAA, emphasized the prevalence of these unauthorized operators, particularly in inbound tourism, and the challenges in monitoring and regulating them due to their large numbers. Montano also highlighted the potential risks associated with using these unregistered agencies, as they may offer cheaper rates but could lead to problems in case of incidents. To address this issue, the Department of Tourism-Davao (DOT-Davao) has introduced a QR code system to help the public verify the legitimacy of travel agencies by accessing data on authorized and registered operators. The DOT-Davao encourages travelers to transact with accredited enterprises to ensure the quality and reliability of their travel arrangements. Currently, there are at least 109 registered travel and tour agencies in Davao City under DOT-Davao's accreditation. The DOT-Davao also provides information on the requirements for registration and renewal for travel agencies on their official website. This warning serves as a reminder for the public to be cautious and discerning when engaging with travel and tour operators to avoid falling victim to unauthorized and illegitimate services......»»
SMNI files motion to inhibit NTC execs
SONSHINE Media Network International (SMNI) has taken action against three National Telecommunications Commission (NTC) officials, filing a motion on January 4 to request their inhibition from an ongoing administrative case. The motion, filed by SMNI's legal representatives Mark Tolentino and Rolex Suplico, argues that NTC officials Commissioner Ella Lopez and Deputy Commissioners Jon Salvahan and Alvin Blanco should recuse themselves due to perceived bias. Tolentino pointed out a perceived conflict of interest within the NTC, stating, On its face, the show cause order suffers from a fatal flaw. NTC is the judge, NTC is also the complainant, and NTC is likewise the executioner. This is worse than an impartial judge, which is totally abhorred in this country. He emphasized the violation of due process, highlighting the necessity for the neutrality of an impartial judge. Suplico echoed these concerns, stating, In short, we cannot expect justice from the NTC in this case. This motion comes in response to NTC's issuance of a show cause order against SMNI in December 2023, which alleged franchise violations and resulted in a 30-day suspension. SMNI's legal counsel argued that the dual role of the NTC officials violates due process, stating, In the instant case… appearance of impartiality can never be obtained with the dual function of this Honorable Commission, that being the judge and complainant at the same time. Suplico also questioned why the case was not directly handled by the three NTC commissioners, expressing concerns about the authority of the hearing officer in conducting the hearing. He emphasized the significance of public interest in the case and raised doubts about the hearing officer's jurisdiction. The case has been submitted for resolution, with a decision expected soon. SMNI's lawyers have requested an extension until January 20 to file a responsive pleading. In a related development, Davao City-based legislator Margarita “Migs” Ignacia B. Nograles proposed a resolution urging the NTC to suspend SMNI's operations, citing alleged franchise violations and the dissemination of false information as grounds for suspension. Former president Rodrigo Duterte also criticized the suspension of two SMNI programs by the Movie and Television Review and Classification Board (MTRCB), calling it a violation of his right to free expression. This motion by SMNI reflects the ongoing legal and regulatory challenges it faces, with implications for freedom of expression and due process. The resolution proposed by Nograles adds another layer of complexity to the situation, indicating the broader impact of these developments on media operations and regulatory oversight......»»
9 personnel of ex-major Uyanguren relieved
Nine personnel affiliated with former Toril Police Station Major Michael Uyanguren have been temporarily relieved from their positions, according to Davao City Police Office (DCPO) director PCol. Alberto Lupaz. The move aims to expedite the investigation process of the Uyanguren-Saldua case. Lupaz emphasized that the action was taken due to the element of the crime, but assured that an impartial and balanced investigation is being conducted for both parties involved. The decision to relieve the personnel was made in order to resolve the case promptly, as the house help of Uyanguren has not appeared for months. Lupaz stated that the nine personnel were relieved to ensure that the case will be acted upon. However, the investigation has faced difficulties in resolving the case due to the unavailability of CCTV footage. The footage, which could have aided the investigation, is permanently deleted after a month. In relation to the Saldua case, the National Bureau of Investigation-Semro (NBI-Semro) will conduct a 'motu proprio' investigation. Additionally, the Philippine National Police (PNP) has formed a body to expedite the investigation of the case. Justine Mae Saldua, a 21-year-old woman, was last seen on August.....»»
