Knife-wielding man arrested
A patrolling cop from the Manila Police District Police Station 1 prevented a brawl that could have possibly led to a stabbing after he arrested one of the two men involved in the fight, who was holding a bladed weapon, on Saturday evening in Tondo, Manila. MPD Chief P/Brig. Gen Andrei Dizon identified the suspect as Alvin Flores, a resident of Barangay 112 in Tondo, Manila. Initial reports disclosed that while cops were making a night patrol aboard their motorcycle, they chanced upon a commotion wherein two individuals were brawling. One of the men ran and the other, who was armed with a bladed weapon, chased his opponent. This caught the attention of the police, who also gave chase to the suspect in possession of a knife. After cornering him, they ordered him to drop his weapon and lie down on the ground. The suspect, after seeing uniformed police, yielded to the command and peacefully followed their instructions until he was arrested and handcuffed. Seized from the suspect was one sharpened screwdriver with a length of more or less 12 inches, including the handle. The suspect is currently detained at the MPD-PS1 station and will face charges for violation Article 282 of the Revised Penal Code or Grave Threat, Alarm and Scandal, Illegal Possession of Deadly Weapon and violation of the Omnibus Election Code at the Manila City Prosecutors Office. North Korean leader in Russia for Putin talks as US warns on arms deal
North Korean leader Kim Jong Un arrived in Russia on Tuesday ahead of a meeting with President Vladimir Putin that the United States has warned could see an arms deal to support Moscow's assault on Ukraine. Making a rare foreign trip and his first since the pandemic, Kim was seen stepping onto a red-carpeted train platform before meeting Natural Resources Minister Alexander Kozlov. Kim and Putin are expected to meet at an unspecified location in Russia's Far East later this week, the Kremlin has said. Putin is currently attending the Eastern Economic Forum in Vladivostok, the Pacific port city closest to the North Korean border, though there has been no indication that the internationally isolated pair would hold their talks there. Reporters granted access to the Russian leader at the forum refrained from asking Putin details of the visit but he told journalists he would soon travel to the Vostochny Cosmodrome, a Russian spaceport some 1,000 kilometres (620 miles) from Vladivostok. "I've got my programme there, and when I get there you'll know," he was quoted by Russian news agencies as saying. Kim received a VIP welcome from a military honor guard, with the national anthems of both countries playing, as he arrived in the Russian border town of Khasan Tuesday morning, the state-run KCNA news agency said. Kim told his Russian hosts that his visit was a "clear manifestation" of North Korea "prioritizing the strategic importance" of its ties with Russia, KCNA said. The agency did not specify when or where Kim would meet with Putin, saying only that after the arrival ceremony the North Korean leader "left for his destination." Experts say Moscow will likely seek artillery shells and antitank missiles from North Korea, which wants advanced satellite and nuclear-powered submarine technology in return. Siemon Wezeman, a senior researcher at the Stockholm International Peace Research Institute, said it was "entirely possible" North Korea had large stocks of ammunition that could be used by Russia. "Whether any deal is struck remains to be seen," he said. "We will not know for sure until there is hard evidence that Russia has used North Korean arms and ammunition on the battlefield in Ukraine," he added. The White House warned last week that North Korea would "pay a price" if it supplied Russia with weaponry for the conflict in Ukraine. Kremlin spokesman Dmitry Peskov said Putin and Kim would "cooperate on sensitive areas that should not be the subject of public disclosure and announcements". Surprise drug testing for Manila cops
Around 100 members of the Manila Police District underwent surprised testing Monday morning at the MPD headquarters along United Nations Avenue in Ermita, Manila. This was according to P/Maj. Philip Ines, Public Information Chief of the MPD which is part of an internal program initiated by MPD Director P/Brig. Gen. Andrei Dizon to make sure all Manila cops are drug-free. After six years in hiding, a wanted rapist in Biliran province was tracked down by MPD-DelPan police operatives early dawn on Saturday in Tondo, Manila. P/BGen Andrei Dizon, MPD Chief, identified the suspect as Gonzalo Esperanza, 63 years old, single, male, jobless, and resident of Purok 5, Isla Puting Bato, Parola Compound in Tondo, Manila. The suspect was apprehended near his residence. The arrest came on the strength of a warrant of arrest issued by Presiding Judge Bienvenido Montalla of RTC Branch 16 in Naval, Biliran, dated 30 August 2017, with no recommended bail for charges of three counts of rape. Poland arrests two Russians
Two Russians have been arrested in Poland and charged with espionage, the Polish interior minister said on Monday. The two, identified by the Polish counter-intelligence agency as Alexei T. and Andrei G., were caught distributing propaganda leaflets for Russian mercenary group Wagner in the country’s two biggest cities. The agency said both Russians were detained on Friday after they distributed “around 300 leaflets in public places in Krakow and Warsaw.” The leaflets contained links to “recruitment websites” for the Wagner mercenary group, which has played a key role in Russia’s war on Ukraine. “The Russians had on them more than 3,000 propaganda leaflets promoting the Wagner group. The material was given to them in Moscow,” the agency said. The suspects, who had planned to leave Poland on Saturday, were set to receive “up to 500,000 rubles” ($5,000) for their activities, it added. “Both were charged with... espionage and arrested,” minister Mariusz Kaminski said on X, formerly Twitter. Dear Atty. Maan, Last week, I stopped by a well-known convenience/drug store to purchase skin care products. As I brought it to the cashier, she informed me that the price of one of the items had already increased compared to what was indicated in its price tag. She said that we should follow what appeared in their register as scanned and not what was on the price tag. Since I am on a budget, I decided to not purchase the item anymore. Are they legally permitted to do this? Hope you can enlighten me in this matter. Andrei Dear Andrei, The quick answer is no, we have a law against this practice. By law, they cannot ask the consumers to pay more than what the price tag states. The Price Tag Law which can be found in Republic Act 7394, also known as the Consumer Act of the Philippines provides: ARTICLE 81. Price Tag Requirement. — It shall be unlawful to offer any consumer product for retail sale to the public without an appropriate price tag, label or marking publicly displayed to indicate the price of each article and said products shall not be sold at a price higher than that stated therein and without discrimination to all buyers xxx. ARTICLE 82. Manner of Placing Price Tags. — Price tags, labels or markings must be written clearly, indicating the price of the consumer product per unit in pesos and centavos. ARTICLE 83. Regulations for Price Tag Placement. — The concerned department shall prescribe rules and regulations for the visible placement of price tags for specific consumer products and services. There shall be no erasures or alterations of any sort of price tags, labels or markings. The provisions above clearly states that it is unlawful not to have an appropriate price tag, label, or marking indicating clearly the price of a product that must not be sold at a price higher than the stated price. In fact, The Consumer Act does not distinguish between face-to-face and online transactions, as such online sellers are also obligated to comply with this law as well. Penalties for the violation of the said law include fines, jail time, and a possible revocation of the business permit. Further, Article 159 of the Consumer Act and Sections 2 and 18 of Executive Order No. 913, mandates DTI to protect the rights of consumers by providing a fair, timely, and professional response to complaints for violations of the Consumer Act and other Trade and Industry/Fair Trade Laws.
