Lebanon court orders ex-car boss Ghosn out of Beirut home: official
A Lebanese judge has decided to evict former Nissan boss Carlos Ghosn from his luxury home, a judicial official said Saturday, four years after an investment firm accused him of "trespassing". Ghosn, who took up residency in the Beirut property after fleeing prosecution in Japan in 2019, appealed the ruling on Friday, the official added. A spokesperson for Ghosn confirmed he had appealed. Ghosn and his wife must "vacate the property... within a month", according to a copy of the decision seen by AFP and dated 16 October. The home with pink walls in the Lebanese capital's upscale Ashrafieh neighborhood is worth some $19 million and is registered to Lebanese company Phoinos Investment, the judicial official said, requesting anonymity as they were not authorized to speak to the media. Phoinos initiated the legal action in 2019 and has accused Ghosn of "trespassing on private property and living in the home without legal basis", the official added. According to the court document, Ghosn said the company was affiliated with Nissan and that "the property was purchased... for his residence, and there is a signed agreement with Nissan that grants him the right to reside" there. Ghosn occupied the home "according to a contractual relationship linking... Ghosn and Nissan", the decision said. However, the end of that relationship and the plaintiff's wish to retake the property invalidates "the legal basis" of his occupancy, it added. In a written statement to AFP, a Ghosn spokesperson said documents that had been unavailable for prior hearings in the cast would support his appeal. "He will now be able to present all the documents held up in Japan that he was unable to secure on time," the statement said. Ghosn, the former chairman and chief executive of the Renault-Nissan-Mitsubishi alliance, was arrested in Japan in November 2018 on suspicion of financial misconduct, before being sacked by Nissan's board in a unanimous decision. He jumped bail late the following year and made a dramatic escape from Japan hidden in an audio-equipment box, landing in Beirut, where he remains an international fugitive. Ghosn has always denied the charges against him, arguing they were cooked up by Nissan executives who opposed his attempts to more closely integrate the firm with French partner Renault. Japan and France have sought his arrest, but Lebanon does not extradite its citizens, and judicial authorities have slapped a travel ban on Ghosn, who holds Lebanese, French, and Brazilian nationality. DoT’s Philippine Experience Program to help LGUs develop, enhance tourist spots
Albay — The Department of Tourism on Monday maintained that the Philippine Experience Program, which brings hundreds of delegates to various tourist attractions in the country, is its way to make local government units, especially those with underdeveloped tourist spots, to be at par with other known local destinations. During her speech in Albay for the third leg of the DoT’s Philippine Experience Program on Sunday night, Tourism Secretary Christina Garcia Frasco said the program is in line with Ferdinand Marcos Jr.'s order to bring countryside development through tourism. “Recognizing how strong as a social economic tool tourism can be given the right tool to succeed in making the countryside grow, PEP gives opportunities to local government units, provinces, cities and municipalities all over the Philippines to be equally developed and promoted,” she said. The program seeks to reintroduce the Philippines to the world, “not only our natural resources, our stunning landscapes, our beautiful coastlines, our majestic mountainscapes, but also, our heart and soul as Filipinos.” Albay Governor Edcel Greco Lagman expressed support for the Philippine Experience Program and its swing through Bicol. “Parading the call to experience Bicol, a tapestry of history, tradition, and arts, this program embodies the essence of what makes a region unique and exceptional. Domestic aviation rebounds this year
The local aviation industry, which was badly hit by the global health crisis, is seen to achieve full recovery this year. This was according to the International Air Transport Association in a recent forum organized by the European Chamber of Commerce of the Philippines. During the Aviation Forum last week, Yuli Thompson, area manager for the IATA in Southeast Asia, said the Philippines and the rest of the Asia Pacific region’s aviation market is swiftly recovering and seeing a consistent rise in terms of growth in international and domestic travel. Thompson said passenger traffic trends for international flights in the Philippines were logged at 75 percent of 2019 levels as of June 2023. As for the Asia Pacific passenger forecast, Yuli maintained that domestic travel will fully recover in 2023, while international travel will occur sometime in 2026. Further, Asia Pacific will be seen to lead in traffic growth in the next 20 years. “However, overcoming current challenges riding on the current momentum, and meeting full recovery will require strong interventions from all players in the aviation sector,” he said. Infra investments For his part, Cebu Pacific Air chief executive officer Michael Szucs emphasized the need to invest in infrastructure, citing that “Philippine carriers will need to quadruple in size to cater to growing demand.” In her keynote speech, Secretary Grace Poe urged stakeholders to support necessary infrastructure investments, especially following the air system glitch incident earlier this year. The senator called for the acquisition of a new Communication, Navigation, and Surveillance/Air Traffic Management. Poe also recommended the hiring of a third-party maintenance provider for the CNS/ATM system. “It is my hope that the government, the private sector, and other stakeholders can work together and collaborate on air transport projects which will not only generate economic growth but also provide our people with excellent and affordable public services that can improve the quality of life for all,” she said. Also filed by Poe is Senate Bill 1121 which proposes the creation of a Philippine Transportation Safety Board. Under the directive of the current Marcos administration, Department of Transportation Undersecretary for Aviation and Airports Roberto Lim highlighted the government’s key priorities, including aviation safety and strengthening of learning institutions. Lim further noted the agency’s priority of strengthening the Civil Aviation Training Center and engaging with the private sector as close partners for Air Transport Skills Training and Development. “If we are able to train our air traffic controllers, we would not only meet our own requirements, but the requirements of other countries. We can develop this on an institutional basis,” said Lim. Open up the industry Kurt Edwards, director general of the International Business Aviation Council, also raised the fact that much could be gained “by opening the industry and making it more known to people.” In terms of managing safety risks, Captain Manuel Antonio Tamayo, director general of the Civil Aviation Authority of the Philippines, shared initiatives to advance safety capabilities in the aviation sector through the State Safety Program. The program employs a risk-based approach to regulations, capacity building and integration of a new organizational structure for monitoring and evaluation. ‘Geopolitical tension’ a major threat to climate action: IEA chief
The International Energy Agency (IEA) said Monday that nations need to set aside "geopolitical tensions" and fight for greater international cooperation in order to advance the struggle against climate change. "The 1.5C target" agreed in Paris in 2015 is "still within reach" but it faces "many challenges" the energy watchdog's boss Fatih Birol told an international climate and energy gathering in Madrid ahead of COP28. Among the challenges, "the geopolitical fragmentation of the world" was "creating a key impediment for some of the steps we are hoping to take", he told the gathering of some 40 ministers and top global energy and environment leaders. Although levels of investment in "the technology area and in clean energy technologies" were "very strong", it is not enough, he said. "The lack of international cooperation is a major, major problem. We have to find a way to isolate these geopolitical tensions ... to focus on this issue of countries coming together," he said. The world's energy future will be at the heart of debates at the UN's COP28 climate summit in Dubai, a major oil producer, between November 30 and December 12. Spain's Ecology Minister Teresa Ribera admitted that talks at COP28 were likely to be "challenging" but said "multilateralism is the way to respond to the current challenges". "A global problem deserves a global response," she told delegates. 'Race against time' Global tensions have mounted in recent years notably due to Russia's invasion of Ukraine and the growing rivalry between the United States and China, hiking fears the climate crisis will be pushed down the geopolitical agenda. The crunch Dubai talks should enable the international community to make progress on the reduction of greenhouse gases and the clean energy transition. It will also be a chance to take stock of national commitments to meet the objectives of the Paris Agreement to keep global warming below 2C and if possible to 1.5C compared with pre-industrial levels -- a difficult task in light of current conditions. "The green transition process must pick up speed, we're in a race against time to tackle climate change," Ribera told a press conference, while adding there is "room for optimism" about COP28. The IEA says several conditions must be met for the Dubai conference to be considered a success. Key issues will be a tripling of investment in renewables and a funding mechanism for clean energy in developing countries. In November 2022, the COP27 summit hosted by Egypt wrapped up with a landmark deal on funding to help vulnerable countries but it made no progress on phasing out fossil fuels, which the IEA sees as urgent. "July and August" have been "perhaps the hottest in history, and it looks like 2023 will be the hottest year ever," Birol said with heatwaves, floods and wildfires soaring on all continents. BSKE 2023 still a go, says PNP
The Philippine National Police on Monday stressed that it is not seeing any postponement of the 2023 Barangay and Sangguniang Kabataan Elections scheduled on 30 October amid the reported 2,594 areas of concern. PNP chief Police General Benjamin Acorda Jr. said that the PNP has recorded 246 “areas of grave concern” or under the red category while 1,248 villages are under the orange category and 1,100 are under the yellow category. “So far, we are not seeing any areas that may postpone the polls. All areas will be simultaneously doing or conducting the BSKE as scheduled. There are some areas that we think that needs additional troops like the Bangsamoro Autonomous Region in Muslim Mindanao,” Acorda said. “We have to send additional forces there and our deputy chief for operations are also preparing in coordination with the other agencies. If some areas will be challenging, we will render the appropriate measures,” he added. Areas listed under the red category would be under the Commission on Elections’ control and the poll body has the authority to augment security forces in the said areas. “With regards to the preparations for the barangay elections to our assessment and after the presentation of all the regional directors and after their meeting with the different Regional Joint Security Control Center, provincial JSCCs and of course on the national level, it’s a go for all of us,” said Acorda. The PNP chief revealed that the 246 “areas of grave concern” for the BSKE are mostly from Bicol, Eastern visayas and BARMM. “In BARMM alone we have 151, in Region 8 we have 60 and in Region 5 we have 21 this list is fluid, it may change anytime depending on the political climate in the area and these are being constantly monitored through our coordination with the Comelec, Philippine Coast Guard and the Armed Forces of the Philippines,” said Acorda. He also said that the PNP keeping a close watch on 38 potential PAGs and four active PAGs ahead of the BSKE this year. The election period for the BSKE started on 28 August and will end on 29 November 2023. Chavez vows greater role for NDCPAAI
Led by Transportation Undersecretary Cesar B. Chavez, the newly elected officers of the National Defense College of the Philippines Alumni Association Inc. took their oath before Executive Secretary Lucas P. Bersamin on Monday. Chavez, a consistent appointee to various government agencies by seven successive presidents, was elected president of the NDCPAAI for 2023-2025. He is currently Undersecretary for Railways under the Department of Transportation. “Grateful to Executive Secretary Lucas Bersamin for administering our oath in Malacañang this morning as the newly elected officers of the National Defense College of the Philippines Alumni Association Inc.,” Chavez said. “Our association will strive to be more meaningful and relevant for its members and the country. We will actively foster a platform that encourages greater collaboration between the NDCP, its alumni, and stakeholders, contributing to the national discourse and policy development on all aspects of national security,” he added. Chavez pursued a military and national security education, completing courses such as basic and advance intelligence, psychological warfare, and command and general staff management. He earned a Master’s degree in National Security Administration at NDCP, a Ph.D. in Peace and Security Administration from Bicol University, and a Senior Executive certificate on national and international security from Harvard Kennedy School. Pause or hike? ECB rate decision on a knife edge
The European Central Bank is walking a tightrope between still-high inflation and a darkening eurozone outlook as it decides whether to lift interest rates again or finally pause its historic hiking cycle. Whether to raise borrowing costs for a 10th straight time when they meet Thursday is shaping up to be rate-setters trickiest decision since the tightening campaign began. The central bank for the 20 countries that use the euro has already lifted rates by 4.25 percentage points since July last year to combat runaway consumer prices. But the Frankfurt institution now finds itself in a "difficult spot," HSBC said in a note, as officials struggle to digest competing data. On one hand prospects for the single currency area are looking bleaker, particularly due to a poor performance in its biggest economy, Germany, which sank into a recession over the winter and is struggling to climb out of it. Latest data showed eurozone second-quarter growth reached just 0.1 percent, lower than previously estimated, while a recent survey pointed to the economy contracting at its fastest rate in three years as a manufacturing slowdown spread to services. The weak data has fuelled calls for the ECB to pause the aggressive hiking cycle for fear it could deepen a downturn, and President Christine Lagarde finally opened the door to doing so at the bank's last meeting in July. Eye-watering inflation But consumer prices, which began surging after Russia's invasion of Ukraine due to galloping energy costs, continue to rise strongly. This would support arguments for another hike to borrowing costs, with the aim of further depressing demand and slowing inflation. Consumer price rises came in unchanged at 5.3 percent in August, way above the ECB's two percent target, although closely-watched core inflation -- excluding volatile energy and food prices -- eased a little. While inflation has slowed since last year as energy costs fall, officials are now worried that other factors, particularly wage increases in a tight labor market, are keeping it elevated. The data makes for a "very complicated mixed bag," said ING economist Carsten Brzeski. "We expect a very heated debate with a close outcome." Brzeski said he expected the 26-member governing council to opt for one final increase, which would take the closely-watched deposit rate to a record high. Other analysts, however, are betting on a pause on Thursday, although they also think the ECB might then impose one final hike at a later meeting. This would be similar to what the US Federal Reserve has done -- taking a break in June before resuming lifting rates again in July. The Fed and the Bank of England are due to hold their next meetings the week after the ECB. Hawks versus doves ECB officials have insisted their decision will depend on incoming data, which has put the focus on updated forecasts the central bank is also due to release on Thursday. In the run-up to the meeting, they have mostly been cagey about what will happen, a contrast to other recent meetings where the decision was usually well-telegraphed in advance. And mixed signals have emerged in recent days. Governing council member Peter Kazimir called for another 25-basis-point hike, with the Slovak central bank chief writing in an op-ed it is "better to be safe than sorry". But another member, Italian central bank boss Ignazio Visco, disagreed with those who think it is better to overdo it, rather than undershoot, while ECB chief economist Philip Lane welcomed signs inflation was easing in some areas. Analysts stressed it was far from clear whether the "hawks", backers of further tightening, or "doves" -- proponents of a pause -- would prevail on Thursday. But if they do choose to lift rates, it will likely be "the final hike in this cycle, with the ECB on hold until at least mid-2024," said Frederik Ducrozet, chief economist at Pictet Wealth Management. Ryanair boss Michael O'Leary got a rude welcome in Brussels on Thursday when he received two cream pies to the face while standing next to a cardboard cutout of EU chief Ursula von der Leyen. The tarts were landed by two women environmental activists as O'Leary was holding a one-man protest outside the European Commission against repeated air traffic controllers' strikes in the EU impacting his low-cost Irish airline, Europe's biggest by passenger numbers. Musk threatens to sue anti-defamation group for falling revenue
Elon Musk, the owner of social media platform X, formerly Twitter, said he is considering suing a leading anti-defamation group, arguing that its accusations of anti-Semitism have led the company to lose revenue. Musk late Monday accused the US-based Jewish organization of making unfounded complaints against him and X that have scared away advertisers. "To clear our platform's name on the matter of anti-Semitism, it looks like we have no choice but to file a defamation lawsuit against the Anti-Defamation League... oh the irony!" Musk wrote on X on Monday. "Based on what we've heard from advertisers, ADL seems to be responsible for most of our revenue loss," he wrote, adding that the group "would potentially be on the hook for destroying half the value of the company, so roughly $22 billion." "Advertisers avoid controversy, so all that is needed for ADL to crush our US & European ad revenue is to make unfounded accusations," he wrote in a long thread that started with a clarification that he favors free speech but is "against anti-Semitism of any kind." The ADL declined to comment on Musk's legal threats but responded to the "BanTheADL" hashtag that has been trending on the website. LTO to boost partnership with PNP to catch online scammers
Land Transportation Office chief, Assistant Secretary Atty. Vigor Mendoza II, on Sunday, said they would strengthen their partnership with the Philippine National Police in running after online scammers who are deceiving the public. Mendoza said the LTO would meet with the PNP, especially its Anti-Cybercrime Group (ACG) office, to further enhance the measures that will eradicate the illegal activities of these online scammers. “We will enhance our partnership with the PNP-ACG to catch these scammers who are proliferating online. Task force formed on Albay village chief slay
LEGAZPI CITY — The Philippine National Police in Bicol Region disclosed that it has created a special investigation task group to probe the killing of a barangay official in Libon town last Monday. The PNP — through its Albay Provincial Police Office — said that the task force is set to dig deeper on the death of San Jose Barangay Captain Alex Enriquez Repato after filing his certificate of candidacy. APPO spokesperson Capt. Kharren Formales said that the “SITG Repato” has already conducted two meetings and that the investigation is already ongoing, adding that closed-circuit television footage of the incident is now being included in the investigation. “Based on the CCTV footage, two persons were seen riding a motorcycle which matches the testimony of the witness who was with barangay captain Repato before the incident,” Formales said. She added that a continuous probe is being conducted to establish the identity of the suspects. “We are still looking for possible witnesses who can point out who those people are. We are not ruling out that those two people may not be the only ones behind the shooting of barangay Captain Repato,” Formales said. She also stressed that the creation of SITG Repato was in line with the directive of Police Regional Office-Bicol director Brig. Gen. Westrimundo Obinque to conduct a thorough probe into the incident and to relentlessly pursue the perpetrators. “The SITG Repato is under the supervision of the deputy regional director for operation Col. LTO warns public vs license plate scammers

Vigor Mendoza II, on Sunday warned motorists who are yet to claim their license plates against unscrupulous individuals and groups that want to make money out of the distribution process. This early, Mendoza said he is already receiving reports that some people are already negotiating with LTO clients for a P200 fee as they have been claiming that the distribution process would mean long queues in all district offices and distribution sites. “Sinasabi ay para hindi na daw pumila ay magbayad na lang daw ng P200 para mabilis. I am telling our kababayan now na hindi po totoo yan, meron na po tayong mga inihandang sistema para maging maayos, at mabilis ang distribution process,” said Mendoza. “And take note, libre po ito kaya I am asking our kababayan to immediately report to us kung sino ang nanghihingi ng pera para makuha ang kanilang plaka dahil sisiguraduhin ko mismo na mapaparusahan ang mga taong ito,” he added. Mendoza said the distribution process has already started in some areas of the country, particularly in Bicol Region. Elon Musk said Friday that his much-hyped cage fight with Mark Zuckerberg would take place in Italy, as authorities there confirmed talks about hosting a "great charity event." While any showdown between the two tech titans has yet to be officially confirmed, Musk said on his X social media platform -- formerly known as Twitter -- that arrangements were advancing. "I spoke to the PM of Italy and Minister of Culture," Musk wrote, referring to Italian Prime Minister Giorgia Meloni. "They have agreed on an epic location." The United Nations General Assembly, or UNGA, is the “chief deliberative, policymaking and representative organ of the United Nations,” according to the UN’s official website. And says the website of the Department of Foreign Affairs, our country’s representative to the UNGA is a diplomat of ambassadorial rank appointed by the President. This is as it should be, for it is a doctrine beyond cavil that the President is the main architect of our country’s foreign policy, hence, the country’s delegate to the UNGA must act under the direction of our Chief Executive. Anyone who has gone through high school civics class and/or can use an internet browser would know that. In other words, while the Legislature has not been locked out of certain foreign policy considerations (such as the approval of treaties and the confirmation of ambassadors), its main function is to make laws. If memory serves, it’s called the separation of powers. But then, some members of our Senate — which Ferdinand Marcos Sr. wisely did away with in 1972 — specifically Senate President Zubiri and Senator Hontiveros, thought it would be politically expedient to pander to the growing throng of Filipinos constantly angered by the Chinese harassment of our fishermen. Thus, in aid of election (he to the vice presidency, she to the presidency, if the grapevine is to be believed), the two strange bedfellows shepherded through the chamber Senate Resolution 718, which practically dictated to the Department of Foreign Affairs, through a so-called five-pronged approach, how it should deal with the West Philippine Sea problem. Now, it, of course, shouldn’t be a problem for individual legislators to express their opinions as to how the WPS question should be handled by our government. After all, the members of Congress, even as citizens — and more so as elected representatives — have as much right as anyone to do so. But for the Senate, as an institution, to practically boss around the DFA on what to do, especially with regard to our actions in the UNGA, leaves a bad taste in the mouth, to be charitable about it. Chief Legal Counsel Juan Ponce Enrile was more blunt. He called it “stupid.” A Senate Resolution, although not law, expresses the sense of that body on a particular issue. It can be made to cut for good when the Senate throws its institutional weight behind a subject of national interest. But the mandate at large of the senators does not justify trenching upon the prerogatives of the President when it comes to conducting international policy. When that happens, the Senate’s sense, in that sense, becomes nonsense. There is a reason why the President is the one mandated by the fundamental law to lay down our foreign policy. By virtue of his being commander-in-chief of all the armed forces of the Philippines, as well as the head of government, he is privy to top secret information that all others — senators included — have no access to. And as head of state, he receives information from other heads of state — formally and through backchanneling, that aid him in determining the best strategy to adopt in our relations with other nations. Resolution No. 718 thus not only preempts the Chief Executive, it tries to embarrass him by publicly suggesting steps that he is “strongly urged” to take. Worse, it presumptuously gives the subtext that the Senate knows better than the President in matters of foreign policy. Not good. It was right for the DFA to diplomatically call out the Senate on its resolution by saying that the option of bringing the WPS brouhaha to a vote in the UNGA should be seriously studied. Knowing China’s diplomatic clout in view of its trade partnership with so many nations, if the WPS topic dies on the floor of the UNGA, then the Senate will look like a bunch of “mga ungas” (stupid or ignorant people). DOH expects increase in leptospirosis cases in coming weeks
Cases of leptospirosis in the country are expected to increase in the coming weeks as some areas in the country are still submerged in flood waters brought by Typhoon "Egay", the Department of Health said Sunday. At the Kapihan sa QC, Health Secretary Ted Herbosa said the agency is prepared for the expected influx of leptospirosis cases, particularly in the Central Region, where most provinces are still submerged in floods. “I am expecting that the cases of leptospirosis will increase. Surely, many people will contract leptospirosis in the coming weeks,” Herbosa said. He noted that prior to the onslaught of Typhoon last month, the DoH had sent thousands of doses of antibiotics to the Ilocos region due to the expected influx of leptospirosis cases in the area. “Region 3 has many stockpiles. In fact, it is already prepared,” he stressed, after pointing out the floods in Bulacan and Pampanga. The Health chief reminded the public to avoid contacting flood waters, especially those who have open wounds. “Maybe we should tell the public that flood waters are dirty. If you stayed in flood waters even if you don’t have to, you are at risk,” he said. “If you have wounds on your feet, you should not submerge yourself in the flood,” he added. Herbosa urged those who have open wounds on their feet yet submerged themselves in flood waters to consult their doctors to get a prescription against leptospirosis. From 18 June to 1 July alone, the Health department recorded a total of 182 new cases of leptospirosis, a 42 percent increase from 128 cases reported two weeks prior. Central Luzon exhibited a continuous increase in cases in the recent six weeks reporting nine cases from 2 to 15 July. Meanwhile, nine regions, namely National Capital Region, Cordillera Administrative Region, Cagayan, CALABARZON, MIMAROPA, Zamboanga Peninsula, Northern Mindanao, Davao Region, and Caraga, showed an increase in cases in the last three to four weeks with seven to 53 new cases. Ilocos Norte and Bicol, however, had an increase in cases in the recent two weeks with nine and three cases reported, respectively. “Cases may still increase with late reports,” the agency said. In terms of fatality, a total of 225 died from 2,079 leptospirosis cases from 1 January to 15 July. Hold import permits
The government’s mettle and political will stand to be tested following Mr. Marcos Jr.’s “no import policy” amid the widespread devastation of Luzon’s vegetable farms. Not only vegetables. Other agricultural produce, including even fisheries, will likely be in short supply in the wake of typhoon “Egay” and the ongoing monsoon-induced rains. Supply shortfalls will most likely trigger inflation in the coming months. Mr. Marcos Jr., who is also the agriculture boss, vows immediate remedial measures to stabilize food supplies and head off possible higher prices of staples. Remedial measures — of which “the no import policy” is the immediate visible response — which include definite actions aimed at unscrupulous food importers who use natural disasters as cover for unbridled smuggling. Even as the Chief Executive stands firm, he qualifies this by saying, “We will not import any agricultural products unless we see the supply is so low that prices will become out of reach of ordinary consumers.” Nothing is inherently wrong with importation if low supplies are the case. But the Chief Executive must accurately determine, before import permits are issued, which food supplies are actually depleted and not just artificially created. Which only means that Mr. Marcos Jr. and his officials have to hold in abeyance all issuances of food import permits by government agencies until further notice. Often found spurious and used to smuggle billions in agricultural products, such import permits are now the subject of an intense fact-finding probe by the Department of Justice. “We will trace where each import permit ended up,” said Justice Secretary Jesus Crispin Remulla, referring to permits issued by the Department of Agriculture, Bureau of Plant Industry, and the Bureau of Customs as the targets of intense scrutiny. Mr. Remulla hopes the fact-finding on agricultural smuggling will be over in the “next two weeks,” though the difficult filing of economic sabotage charges against smugglers and hoarders might take at least two months. We certainly hope Mr. Remulla more than fast-tracks the probes. Not only because his boss wants an end to spurious permits but also because many people are largely incredulous that government is seemingly toothless against hoarders and smugglers, failing to actually put these criminals behind bars. It’s no ordinary issue. Farmers’ groups and even senators pointedly lament the fact that none of the publicly named smugglers and hoarders have been found guilty. It’s a sad state of affairs where even strong evidence that surfaced during congressional hearings was often deemed insufficient. “None have proceeded beyond the preliminary investigations. All [of the cases] have been dismissed,” as one farmers’ group leader laments. This, despite the passage seven years ago of Republic Act 10845, or the Anti-Agricultural Smuggling Act. Will Mr. Remulla and his boss pull off a miracle? Will they be able to muster the mettle and political will against well-entrenched smuggling syndicates? At any rate, appalling indeed it is that unscrupulous individuals and syndicates, likely with the connivance of government bureaucrats, are making a killing with spurious importations at the expense of Filipino consumers. Syndicates that by the way allegedly include a powerful Chinese mafia as exposed by Albay Rep. Joey Salceda late last year. Referring to “class A information” from well-placed sources, Mr. Salceda declared with absolute certainty that a syndicate led by Chinese nationals was behind the smuggling into the country of prime agricultural products. “This mafia is in control of agricultural smuggling in the country at every stage of the smuggling process, from transport to arrival to import permits and sanitary inspection,” Salceda said. “They have people on the ships, at the ports, the inspections, the quarantines, the warehouses, and the economic zones. It’s very pervasive,” Salceda had said. Moreover, not only is this alleged mafia engaged in the unbridled large-scale smuggling of billions of pesos worth of vegetables from China, but the mafia is also “strangling the supply” of major agricultural products.
