Chinese sci-fi steps into the spotlight
Once effectively banned, Chinese science fiction has exploded into the mainstream, embraced by the government and public alike –- inviting scrutiny of a genre that has become known for its expanding diversity and relative freedom. Its new status was epitomized by this week's Worldcon, the world's oldest and most influential sci-fi gathering, which closed Sunday after taking place in China for the first time. Held in the gleaming new Chengdu Science Fiction Museum, the event's star was Liu Cixin, author of the international phenomenon "Three-Body" series and inspiration for the domestic blockbuster "Wandering Earth". But the wider science fiction fandom has become a rare space where diverse voices have flourished and a vast array of issues -- social, environmental, even sometimes political -- can be explored. "In its nature, part of sci-fi is talking about the present," award-winning author Chen Qiufan told AFP. "It takes advantage of talking about outer space, or being set in different times, but reflects the human condition right now." Chen's own novel "The Waste Tide" is set in a dystopian future in China, where migrant e-waste workers toil in hazardous conditions, exploited by corrupt conglomerates. He grew up near Guiyu, once one of the largest e-waste dumps in the world. Ecological destruction, urbanization, social inequality, gender, and corruption, to name just a few –- "these issues are intersectional and intertwined with each other", said Xi'an Jiaotong-Liverpool University's Liu Xi. Together, they "allow everyone to understand Chinese writers' exploration of Chinese society", she said. That can be rare to find in today's China, where the space for political and artistic expression has shrunk drastically over the last decade under President Xi Jinping. Spiritual pollution Historically, science fiction has had a turbulent relationship with Chinese authorities -– it effectively disappeared during the Cultural Revolution and then was banned as "spiritual pollution" in the 1980s. Though it returned, it remained relatively obscure. Writer Regina Kanyu Wang said it was only at university that she met other fans -- together they formed one of the smaller clubs on campus. Sci-fi was not taken seriously, and seen as something for children and young adults, Chen said. That had its advantages. "There was a lot of freedom... because nobody was reading science fiction, (authors) could just do whatever they wanted," the University of Zurich's Jessica Imbach told AFP. The global success of the "Three-Body" series changed everything, catapulting its epic themes of technological prowess and the fate of humanity into the public consciousness. "Whether you like science fiction or not, the social reality we are facing is becoming more and more like science fiction," said Yu Xuying from Hong Kong Metropolitan University. "We live in a high-tech era. And then your daily life is completely technological," she said. The pace of digital change in China, already fast, was accelerated by the Covid-19 pandemic. Cash has all but disappeared, and stringent health regulations further enhanced the state's significant surveillance capacity. The international interest spike in Chinese sci-fi is also related to real-world concerns, Chen believes. "I think there are different layers of reasons for the phenomenon," he said. "But a major one is the rising economic and technological power of China on the world stage." A good vehicle China's government has been happy to capitalize on all this. "At a national level, science fiction is a good vehicle for conveying the country's discourse on its science and technology strength," said Yu. The nebula-shaped Chengdu Science Fiction Museum, designed by the renowned Zaha Hadid Architects, was built at lightspeed in just a year to coincide with Worldcon. The event, historically fan-led and funded, this year was a "capitalistic initiative, coming top-down from the Chinese government", said Chen. "They want sci-fi to be the name card of the city, showing China's openness and inclusiveness to the world," he said. Government attention comes with potential risk. "The Three-Body Problem" has a different structure in English, with the narrative beginning with a violent Cultural Revolution scene. In the original Chinese, it was buried halfway through the book to make it less conspicuous, the translator Ken Liu was told. Liu told the New York Times in 2019 that increasingly, "it's gotten much harder for me to talk about the work of Chinese authors without... causing them trouble". Some works he has translated into English, deemed too sensitive, have never been published in Chinese at all. "If you're very marginal if you have low print numbers in China, then it's OK, you have more leeway. If you're doing a mega big-budget movie... it's much more complicated," said Imbach. "That's what's now also happening with science fiction," she said. "As it's becoming more mainstream, there is increased scrutiny." Beer-peeing scandalizes China brewer Tsingtao
One of China’s biggest beermakers says it has opened an investigation after a video appearing to show a factory employee urinating on raw ingredients went viral this week. The clip, published online on Thursday, purportedly shows a male worker at a Tsingtao Brewery Co. warehouse clambering into a high-walled container and relieving himself onto its contents. The footage circulated widely on Chinese social media, racking up tens of millions of views on the popular platform Weibo. Tsingtao said on Friday that it had contacted the police over the incident and an investigation was ongoing. “Our company attaches high importance to the relevant video that emerged from Tsingtao Brewery No. 3 on 19 October” the beermaker said in a statement. “We reported the incident to the police at the earliest opportunity, and public security organs are involved in the investigation,” it added. “At present, the batch of malt in question has been completely sealed. The company continues to strengthen its management procedures and ensure product quality.” Tsingtao, China’s second-largest brewer, is one of the country’s best-known beverage brands, and its tall bottles of crisp lager are a fixture of bars and restaurants across East Asia. Bong Go to DTI: More livelihood opportunities for poor
Senator Christopher “Bong” Go expressed his support for the proposed budget for the Department of Trade and Industry (DTI) and its attached agencies during the Senate Finance sub-committee hearing on Tuesday, 3 October. He however appealed to the concerned agencies of government, particularly DTI, to address rising prices of commodities, mitigate the impact of inflation, and provide more livelihood opportunities for the poor to help them recover from the pandemic and other recent crises. “Bigyan po ninyo ng mas maraming oportunidad na makabangon ang mga mahihirap. Ang maayos na kabuhayan ang isa sa mga magiging susi sa pagginhawa ng pamumuhay ng bawat pamilyang Pilipino,” he explained. “Trabaho po ng DTI na bantayan rin ang mga presyo ng bilihin lalo na ngayon na lumalala ang inflation. Bagamat hindi natin kontrolado ang global factors na nagdudulot nito, sikapin dapat ng gobyerno na pagaanin ang hirap na dinadala ng ating mga kababayang pinakanangangailangan,” he appealed. Go’s stance comes in the wake of the recent Pulse Asia survey, conducted from 10 to 14 September, which showed that poverty and inflation were identified as two of the most pressing concerns. The proposed measure seeks to amend RA 6977 or the Magna Carta for Small Enterprises as amended by RA 9501, also known as the Magna Carta for MSMEs. If enacted, the SSF program would offer more cost-effective solutions to MSMEs by providing access to shared facilities and services that will help them improve the quality and productivity of their products, including equipment, tools, and machinery that they can use to upgrade their production processes that are typically expensive for individual MSMEs. During the previous administration, Go advocated for the Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which seeks to aid micro, small, and medium enterprises in crises and provide livelihood opportunities to more Filipinos. “Sa programang ito, tuturuan ang mga benepisyaryo na magnegosyo at bibigyan ng suporta para palaguin ito. Masarap sa pakiramdam kapag pinaghirapan at pinagpawisan ang iyong negosyo, napalago ito, at naiuwi sa pamilya ang kinita mula dito,” he said. He continues to support the implementation of the program to help more Filipinos in need of government support amid trying times. Indonesia plans Bali light rail to ease congestion
Indonesia plans to start building a light rail transit system on the popular resort island of Bali next year to ease roadway congestion from the airport, a senior minister has said. Tourist-dependent Bali attracts millions of foreign visitors annually and the beach-dotted island's narrow roads have been clogged with traffic jams since its reopening after the Covid-19 pandemic. Coordinating Minister for Maritime Affairs and Investment Luhut Pandjaitan said Thursday the light rail transit (LRT) system would be built underground and connect the island's international airport to popular tourist areas Canggu and Seminyak. "LRT (in Bali) will be underground so traffic at Bali's airport... in 2025-2026 can be managed," he said in the capital Jakarta, according to local media reports. He said the airport is expected to receive 24 million visitors annually by that time. "If it's not being done, then in 2026 we can be stuck three hours at the airport," he told reporters. The project, ordered by President Joko Widodo, had courted investment interest in Seoul, Tokyo and Beijing, he said. "There are South Korea, Japan and China. We will take those who allow transfer of technology, fast and affordable," he said when asked who could help fund the project. Bar some exceptions, buildings in Bali cannot be constructed over 15 meters (50 feet) in height, according to local laws. A LRT was recently opened in Jakarta that Widodo said would help ease congestion in the megalopolis and lessen pollution. ChatGPT AI getting chatty with voice prompts
The company behind ChatGPT on Monday said it is adding voice and image capabilities to the generative artificial intelligence (AI) platform long limited to written prompts. Capabilities being added to paid versions of the service allow users to have conversations with the AI and even "show" it what they are talking about, according to OpenAI. "Voice and image give you more ways to use ChatGPT in your life," OpenAI said in a post. "Snap a picture of a landmark while travelling and have a live conversation about what's interesting about it." Examples of how the new features could be used included taking a photo of the inside of a refrigerator to get meal recipe suggestions or a picture of a child's math homework to get help solving problems. Voice and image capabilities are being rolled out to ChatGPT Plus and Enterprise users over the course of the coming weeks, and are eventually heading for Apple and Google's smartphone operating systems, according to Open AI. "You can now use voice to engage in a back-and-forth conversation with your assistant," the ChatGPT creator said. "Speak with it on the go, request a bedtime story for your family, or settle a dinner table debate." OpenAI collaborated with voice actors to make spoken interactions more realistic, according to the startup. Generative AI programs burst into the spotlight late last year, with ChatGPT demonstrating an ability to generate essays, poems and conversations from the briefest prompts. The dive industry in the country has been a catalyst in luring more tourists and Tourism Secretary Maria Christina Frasco said the Marcos Jr. administration remains upbeat in making it sustainable in the years to come. During the inaugural Philippine Tourism Dive Dialogue last Thursday, 14 September 2023, Frasco said the contribution of the dive industry to Philippine tourism was evident in 2022, with the country gaining an estimated P37 billion in tourist receipts from international dive visitors, which constituted over 17.5 percent of the country’s entire tourism receipts last year. The two-day convergence of relevant national and local government agencies as well as the Department’s partners from the private sector was held with an eye to sustaining the success of the country’s dive tourism industry and in fulfillment of the directive of President Ferdinand Marcos, Jr. for the Philippines to attain a tourism industry that is “inclusive, where the benefits of tourism are felt far and wide across the countryside.” Very first DoT Dive Committee Said Frasco, “The effort, therefore, requires the ability to listen, to understand the prevailing challenges that are present and require solutions that can only be reached with collaboration, convergence, and unity. AI and business: Insights from UPMG Philippines confab
The United Print Multimedia Group Philippines held its general membership meeting on 30 August 2023, at Escolta Lucky Chinatown Hotel. The event aimed to delve into the dynamic interplay between artificial intelligence and the media landscape. UPMG President Barbie L. Atienza set the tone for the day's discussions: learning from UPMG members who had recently participated at the 74th World News Media Congress on 28-30 in Taipei, Taiwan. Sherly O. Baula, UPMG Treasurer and Credit and Collection Manager of Chinese Commercial News, shed light on the pros and cons of AI integration in newsrooms, citing concerns on job displacement and authenticity on one hand, while also highlighting AI's potential to streamline newsroom processes and innovate content creation, such as AI-generated listicles engaging animated videos. A notable example she cited was the debut of the AI-generated news anchor named "Fedha" on a Kuwaiti news channel. Baula's also unpacked policies and rules that now govern AI in newsrooms worldwide, touching on issues such as transparency, ethics, data quality, verification methods, staff expertise and collaborations between data scientists and journalists. DoT chief seeks Rotarians’ support for tourism projects
A partnership with the Rotary Club of Manila, along with other Rotary Clubs in the country can realize the government’s objective of transforming the Philippines into a tourism powerhouse in Asia. [caption id="attachment_179067" align="aligncenter" width="2430"] Department of Tourism Secretary Christina Garcia Frasco, in her speech as guest speaker of the Rotary Club of Manila during the Club's weekly meeting at the Manila Polo Club last 31 August, said it was her ‘sincere hope that with the partnership of the Rotary Club, as well as its members and the captains of industry who contribute in one way or another to the project of nation-building, we can ensure that our country — through tourism — will have a more primary role in Asia as a tourism powerhouse.’[/caption] This was the call made by Tourism Secretary Maria Christina Frasco after presenting the stance of the tourism industry in the country before members and officers of the Rotary Club of Manila during the Club’s membership meeting at the Manila Polo Club last Thursday, 31 August 2023. Frasco reported that the efforts of the DoT, along with the whole-of-government approach ordered by President Ferdinand Marcos Jr. in implementing the department’s projects with an eye to restoring the glory of the tourism industry has resulted as of 30 August 2023 into 3.6 million international arrivals, surpassing the total number of international arrivals last 2022. The figure is already 75.92 percent of the country’s target of 4.8 million tourist arrivals this year. “Philippine tourism contributed 6.2 percent to our gross domestic product in 2022; it is being hailed by our economic managers as the second growth driver in the first six months of this year,” she said. By the end of 2022, Frasco said the tourism industry has contributed over P1.87 trillion to the Philippine economy as a composite of international and domestic spending, representing a 67 percent recovery since 2019. “Tourism also contributed over 5.5 million in tourism employment, an 11 percent share of the national employment, and also represents over 93 percent in recovery from 2019 data,” she added. Frasco also said that the rallying of Philippine tourism after the battering it got from the pandemic stands at 66.3 percent, higher than the 54 percent average recovery of ASEAN nations in 2022. As per tourism receipts, Frasco said the industry has already breached P285.9 billion as of 31 July 2023. Pillars of Tourism The Tourism secretary stressed that to give the Philippines a fighting chance at standing shoulder-to-shoulder with its neighbors in the ASEAN region, her department had crafted the National Tourism Development Plan 2023-2028, which does not only focus on the promotion of tourism alone but also in analyzing and understanding the essential pillars of tourism. Approved by President Marcos Jr. last May 2023, the NTDP provides a framework to guide the development and implementation of programs, projects, and activities towards a sustainable, innovative, inclusive, and globally competitive tourism industry. NTDP’s seven strategic goals include improvement of tourism infrastructure and accessibility; cohesive and comprehensive digitalization and connectivity; enhancement of overall tourist experience; equalization of tourism product development and promotion; diversification of the tourism portfolio through multidimensional tourism; maximization of domestic and international tourism; and strengthening tourism governance through close collaborations with national and local stakeholders. Putting the Plan into concrete action, the DoT hopes to have an accumulated total of 51.9 million tourist arrivals and 34.7 million tourism-related jobs in the country by 2028. Frasco said in terms of infrastructure, the DoT has partnered with the Department of Public Works and Highways to improve accessibility in the regions with tourism sites. “This is by constructing, rehabilitating and adding tourism roads leading to tourist destinations. This year, over 158 kilometers of tourism roads have already been constructed,” she said. Aside from this, Frasco said the DoT has also coordinated with the Department of Transportation in improving connectivity, primarily in the country’s gateways for the improvement of flights and tourist journeys. With this, Frasco said the country is starting to see robust recovery of connectivity in the country, including a 100 percent increase in flights in Clark International Airport; a 614 percent increase in flights in Kalibo International Airport; and over a 300 percent increase in flights in Mactan-Cebu International Airport, among other airports in the country. Moreover, she said they also partnered with the Department of Information and Communications Technology for the purpose of improving internet connectivity across 94 tourist destinations in the country. Connectivity in 47 of these destinations have already improved, according to Frasco. e-VISA Furthermore, Frasco said the DoT has engaged with other government agencies, namely the Department of Foreign Affairs, the Department of Justice, the DICT, and the Bureau of Immigration for the streamlining of the visa application process, aiming to enhance convenience and accessibility for all international travelers, starting with Chinese visitors. Last 24 August, the DFA implemented the Philippine e-Visa system in Philippine Foreign Service Posts in China. The Philippine e-Visa will allow foreign nationals entering the country for tourism or business to apply for temporary visitor visas remotely through their personal computers, laptops and mobile devices. Other initiatives conceptualized by the DoT to improve the tourism experience include the “Hop in Hop Off” project; being part of the “Love the Philippines” tourism slogan; the “Philippine Experience”; facilitating a cultural tourism circuit development focused on heritage, culture, and arts to enhance current tour and domestic circuit offerings, which include Food and Gastronomy, Pilgrimage and Wellness, Living Cultures and Heritage, and an Arts caravan. In order to equip Filipino tourism workers, the DoT is set on training 100,000 of these workers and capitalize on the world-renowned Filipino hospitality. “We have already managed to train over 71,000 Filipino workers,” Frasco said. Optimistic “Frasco said the Marcos administration remains optimistic about tourism recovery and the resurgence of the nation. “Our numbers will indicate that tourism will continue to be a top economic driver that will provide massive employment and livelihood opportunities to Filipinos and our MSMEs,” she said. Instant noodle hailed most chosen FMCG — Kantar
After being hit by a destructive fuss a year ago, alleging that the product contains pesticide, Lucky Me Pancit Canton of Monde Nissin Corporation emerged as the top-chosen fast-moving consumer goods or FMCG and used by the majority of Filipino households, along with nine other staple brands that belong to the food and beverage segment, the latest survey from Kantar said. According to the 2023 Brand Footprint report of Kantar, covering 5,000 households from 12 months ending October 2022 versus the same period the year before, it revealed that instant noodle brand Lucky Me is the No. 1 most chosen FMCG brand of Filipinos in 2022. Data showed that Lucky Me was purchased by 98.9 percent of local households, which translates to around 27.4 million shoppers. These households chose the brand, on average, 33 times per year, resulting in 911 million Consumer Reach Points. According to Bea Coronel, client manager at the Worldpanel Division of Kantar Philippines, the Brand Footprint ranks the FMCG brands based on their CRP. This measure combines population or the number of households in the country; penetration or the percentage of households purchasing the brand; and consumers’ choice or the number of times the brand is being chosen by Filipinos over the course of 12 months. Following in second and third places are coffee brands Nescafé (688 CRP) and Kopiko (627 CRP). Ranked fourth is Silver Swan, an essential condiment in Filipino kitchens, with 585 CRP. Soda brand Coca-Cola garnered 488 CRP to make it to the Top 5. Coronel further stated that the Brand Footprint aims to capture a key moment when Filipinos purchase their FMCG needs. “Filipinos have been spending more for their FMCG needs, especially in 2022 when we came out of the pandemic and our lifestyles began to shift and return to normalcy. There is now a higher demand for FMCG, and companies must be able to capitalize on that split second when shoppers decide and choose one brand over another. At Kantar, we capture that powerful moment using the CRP measure in order to reveal which brands are consistently winning their way into the shopping baskets of Filipinos,” she adds. Other F&B products that made it to the Top 10 are Bear Brand (6th with 482 CRP), Maggi (8th with 431 CRP), Great Taste (9th with 424 CRP) and Datu Puti (10th with 406 CRP). How coastal land reclamation can benefit cities and communities
Coastal land reclamation is increasing and will continue to grow and be a popular urban strategy in places that experience urban growth. Key findings indicate that 78 percent of these cities have turned to reclamation to create additional land, resulting in 253,000 hectares of new land, an area equivalent to Luxembourg. Land reclamation is the process of creating new land from the sea. It’s often used in places with scarcity of land and high population density for many purposes. From Western Europe and West Africa to the Middle East, East Asia and Southeast Asia, these countries’ cities reclaim lands for port extension, residential/commercial and industrial purposes aimed at creating tourist and green spaces. “Coastal land reclamation is a forward-looking approach to urban development,” said Architect Ian Fulgar, the principal architect of Fulgar Architects. It allows cities to preserve valuable ecosystems and resources from urban sprawl by expanding spaces without encroaching on existing natural land. More importantly for architects, urban planners and modern city dwellers, it presents an opportunity to have purpose-built urban environments specifically designed to meet their needs. “Architects and urban planners can design sustainable and efficient infrastructure with a blank canvas, incorporating the latest technologies and best practices in urban planning. This approach can lead to more resilient and adaptive cities capable of mitigating the effects of climate change and other environmental challenges,” Fulgar added. Innovation, sustainability Singapore, Dubai and Hong Kong are some of the world’s most notable cities with impressive urban reclamation projects. Singapore’s Marina Bay Sands and Gardens by the Bay are testaments to the city-state’s commitment to innovation and sustainability. The former is a luxury integrated resort famed for transforming Singapore’s coastline and city skyline, while the latter is a spectacularly unique horticultural destination that combines art, science and nature. These reclaimed land developments further boost the country’s international reputation and real estate value around the area. Coastal land reclamation has significantly changed the geography of the United Arab Emirates. Dubai features ambitious projects now known as some of the most recognizable developments in the world, like Palm Jumeirah, an artificial archipelago shaped like a palm tree when viewed from above that houses some of Dubai’s luxury hotels, residences and entertainment venues, and The World, a groundbreaking project composed of small artificial islands in the shape of a world map. Lastly, Hong Kong’s commitment to preserving art, culture and ongoing sustainable urban development is exemplified by its West Kowloon Cultural District, a 40-hectare reclaimed site along Victoria Harbour’s waterfront designated as the city’s vibrant cultural quarter where the local arts scene can interact, develop and collaborate throughout its sustainability principles. “These projects have created iconic and visually striking landscapes by pushing the boundaries of engineering and urban design. Sustainability is often at the forefront, integrating practices and technologies that minimize environmental impact and enhance the quality of life for residents and visitors,” Fulgar pointed out. “Trends and insights on global reclamation illustrate the potential of reclamation projects in addressing various urban development, environmental conservation and community well-being needs, leading to more sustainable and resilient urban planning worldwide.
