Over 1,000 ‘nanay-tatay teachers’ of DSWD’s ‘Tara, Basa!’ program receive cash-for-work
Some 1,065 parents and guardians of struggling and non-reader elementary beneficiaries of the "Tara, Basa! Tutoring Program" of the Department of Social Welfare and Development (DSWD) received their cash-for-work (CFW) during the payout at the Valenzuela City People’s Park on Wednesday, 25 October. Another 2,800 parents and guardians received their CFW as the payout continues yesterday and Friday, 26 to 27 October, in Valenzuela City. In exchange for attending "nanay-tatay" sessions, the parents and guardians are given a P235 fee per session. They received an amount ranging from P705 equivalent to three sessions for the month of September up to P2,585 for the combined 11 sessions for the months of August and September. Apart from attending 20 learning sessions, they are also required to assist their children in preparing their needs for learning and reading sessions and assist them in their after-reading session assignments. “The nanay-tatay session is one of the components of the tutoring program to strengthen the family and community support systems of the struggling and non-reader elementary students,” Assistant Secretary for Strategic Communications Romel Lopez said. Avenger Charles, 39, from Caloocan City, said he is thankful that he became part of the "Tara, Basa!" Tutoring Program. “Maraming salamat po sa DSWD dahil bukod sa natulungan kaming mga magulang, natuto pang magbasa ang aking anak. Natutunan ko rin yung mga mabubuting pangangaral sa mga anak bilang isang magulang,(Thank you very much to DSWD because apart from helping us parents, my son also learned how to read. I also learned how to raise my children well as a parent.)” Avenger said. “Gagamitin ko po ang natanggap kong cash-for-work sa pang araw-araw na pangangailangan ng aking anak tulad ng baon niya at tsaka para sa lapis, ballpen, notebook, tsaka bag (I will use the cash-for-work I received for my son's daily needs such as his allowance and also for pencils, ballpens, notebooks, and bag),” Avenger added. Bong Go to DSWD: Help uplift lives in the grassroots
During a public hearing on the Department of Social Welfare and Development (DSWD) budget, Senator Christopher "Bong Go" expressed his strong support for the department's financial allocation and took the opportunity to seek crucial updates on two major welfare programs: the Balik Probinsya, Bagong Pag-asa (BP2) program and the Pantawid Pamilyang Pilipino Program (4Ps). Go acknowledged the difficult situation many provincial migrants face in Metro Manila, especially during the pandemic. “Alam n'yo naman po nitong panahon po ng pandemya ay marami pong mga kababayan natin na mga probinsyano na natutulog na lang po diyan sa sidewalk dahil wala silang kamag-anak, wala silang tirahan, gusto nilang bumalik ng probinsya,” said Go. Go underscored the significance of the BP2 Program, and said that it was established through an executive order by former president Rodrigo Duterte. The Senate adopted a resolution in 2020, principally sponsored by Sen. Go, urging the executive department to formulate and implement a “Balik Probinsya” program. DSWD Secretary Rex Gatchalian affirmed the program's effectiveness and the government's commitment to continue the program. “This is a very good program that we inherited, that we planned to keep and, in fact, use all the time. For the record, ang na-serve natin ho for 2023 is 2,426 out of the target na 4,572 families. Ang financial allocation n'ya is P3.5 billion thereabouts, at ang nagamit ho is P1 billion or 29 percent,” Gatchalian said. In 2020, Duterte signed Executive Order No. 114 which institutionalized the said program. As one of the main proponents of the BP2 Program, Go has earlier said that promoting employment and livelihood opportunities in the countryside will boost regional development consistent with the long-term goals of the program that is set to be fully implemented after the COVID-19 crisis. Meanwhile, DSWD plans to expand the program to include other types of interventions for families living in the streets. Gatchalian said, "'Yung BP2 is something that we want to expand, to include other types of intervention na magagamit sa mga pamilya na nakatira sa lansangan." Gatchalian also acknowledged that while local government units have responsibilities, DSWD has launched a mainstay program to assist families and individuals living on the streets. He said when these families return to their provinces, they receive community livelihood grants, which are monitored by the local government units. Go then inquired if street dwellers and beggars are also included in the program. Gatchalian confirmed their inclusion, saying, "Kasama po because we found out that a lot of them are actually stuck in Metro Manila na gustong umuwi rin, kasama na po sila." When asked where these individuals are temporarily housed, Gatchalian explained that the goal is not to keep them in housing facilities but to help them return to their provinces. Shifting attention to the 4Ps, Go highlighted that former president Duterte enhanced the standard benefits for beneficiaries. While the former president initially considered distributing rice, the decision was ultimately made to offer cash assistance instead. Gatchalian confirmed that an extra P600 has been added to the benefits under Duterte's term. He also elaborated that the amount given to beneficiaries depends on the family's circumstances. The maximum amount ranges from P3500 to P3800, depending on the number of school-aged children in the family. When Go asked about the number of 4Ps members, Gatchalian pointed out that the number is capped at 4.4 million families due to budget constraints. “Just to point out, nakasaad po sa GAA (General Appropriations Act) na lagi pong 4.4 million ang numero nila. So, hindi po sila dumadami; hanggang doon lang ang budget allocation. Sana mas lumaki pa dahil maraming waitlisted, pero ang allowed lang sa amin is 4.4 million families,” the Secretary said. Gatchalian also discussed the conditions under which families "graduate" from the program. Families may leave the program if they reach the seven-year limit, no longer meet the conditions, or fail to attend development sessions. At the height of the pandemic, Go appealed to the government to provide cash incentives to vaccinated 4Ps members to encourage more of them to get their COVID-19 vaccines instead of making vaccination mandatory. P5M street-lighting project in Pangasinan inaugurated
Department of the Interior and Local Government Secretary Benhur Abalos led on Sunday morning the inauguration of a P5 million street-lighting project in Mangaldan, Pangasinan. The project involves the installation of 115 solar panels to provide lighting along the Alangacan Road traversing barangays Tebag, Salaan, Palua, and a portion of Pogo, and directly benefiting the Angalacan Eco-Tourism Park which is one of the main tourist destinations in the town. It was funded through the Seal of Good Local Governance incentive the municipality won last year. Abalos commended the Municipal Government of Mangaldan for winning the prestigious SGLG Award multiple times and for putting the incentive into good use. “Sa SGLG, pinipili namin ang pinakamagagaling na LGUs. Napakahirap manalo dito, para kang pumapasok sa butas ng karayom. At ako ay natutuwa dahil laging lumulusot ang Mangaldan,” Abalos said in his message during the inauguration ceremony. “Natutuwa ako na ginamit ang SGLG Incentive fund sa tamang paraan. Napakaimportante ng pailaw na ito, ng installation ng 115 solar lights. Lagi kong sinasabi, what if ang naglalakad sa gabi ay anak nating babae, o asawa nating babae, yan ang laging barometer ko kung safe ang lugar,” he added. The project is already the 5th SGLG-funded initiative in Mangaldan town having won the award in 2015, 2017, 2018, 2019, and 2022. He also urged local officials to be proactive in their leadership by engaging in regular dialogue with their constituents and collectively finding and implementing solutions to their locality’s problems. “Leadership is knowing about your community. Ang pagiging magaling na lider ay ang pag-alam sa iyong lugar, sa kalakasan nito at kahinaan nito. Makukuha mo ang solusyon sa pakikipagdayalogo sa mga tao. Kailangang makasalamuha mo ang tao,” he said. “Matapos mo makonsulta ang tao makasama ang tao sa pag-implementa and once you implement it, i tell you, you cannot go wrong because that is leadership coming from the heart, coming from the community. It’s a proactive kind of leadership,” he added. IACAT urged to simplify travel requirements, boost info drive
Senator Francis Tolentino on Saturday urged the Inter-Agency Council Against Trafficking to simplify the requirements for Filipino travelers and their processing going through the immigration counters in the airports. “Kailangan dito ay ma-simplify na ‘ito lang ang kailangan ninyo,’ kasi bago ka pa makapasok ng airport, katakot-takot na checkup,” he said in radio interview. Let Filipinos be the judge of the impact of drug war, says Go
Sen. Bong Go reiterated his strong stance against the International Criminal Court's (ICC) investigation into the alleged crimes committed during former president Rodrigo Duterte's drug war. He stressed that the ICC has no jurisdiction to interfere in internal matters of the country which has a strong and independent judicial system. "Probes into the war on drugs are presently being conducted by competent authorities. Ibig sabihin, may tiwala naman po ako sa ating local judicial system at ang mga Pilipino should be judged by fellow Filipinos before Philippine courts operating under Philippine laws," Go said in an interview on July 24. He likewise expressed the view that Filipinos are the ones best placed to assess whether they feel safer now than before the campaign against illegal drugs started. "Alam n'yo, ang Pilipino po ang dapat humusga kung mas nagiging ligtas ba sila kumpara noong hindi nasimulan ang kampanya laban sa iligal na droga,” Go pointed out. “Sila po ang nakakaalam kung nakakalakad ba sila, 'yung mga anak nila nang ligtas at hindi nababastos at nasasaktan,” he added. Go further emphasized that the era when the country had to be dictated by foreigners on how to govern itself has long been over. "At tapos na po 'yung panahon na kailangan pa tayong diktahan ng mga banyaga kung paano natin pamamahalaan ang ating mga sarili,” stressed Go. Earlier, President Ferdinand Marcos, Jr. said that his administration would terminate further interaction with the ICC. We have no more actions being taken. So, I suppose that puts an end to our dealings with the ICC,” Marcos said. “We’re done talking with the ICC. Like what we have been saying from the beginning, we will not cooperate with them in any way, shape, or form,” he added. Justice Secretary Jesus Crispin Remulla backed Marcos’ decision, and said that no Philippine representative would attend the international tribunal's proceedings. Remulla criticized the ICC for disrespecting Philippine sovereignty. Go expressed gratitude to Marcos for his decision, saying, "Nagpapasalamat rin po ako sa ating mahal na Pangulong Bongbong Marcos… sa sinabi niya po na his administration would end further engagement with the International Criminal Court after it rejected the Philippine government's appeal.” He also pointed out that the country had already withdrawn from the Rome Statute during the term of Duterte. "So, kumbaga nag-withdraw naman tayo sa ICC noon pang panahon ni Pangulong Duterte. So, para po sa akin, ang Pilipino po ang dapat humusga sa ating kapwa Pilipino,” he said. Aling Osang inherited the meat stall from her parents who were one of the 'original magbababoy' in that market in the '60s, Now that she has a family of her own, Aling Osang said nothing has changed except the prices of what she sells. "Walang nagbago, kundi yung presyo. Yung paghihirap ko, na gumising ng maaga, magtinda, umuwi at magluto para sa pamilya, then, magtinda uli sa hapon. Yun pa rin ang aking ginagawa ko. (Nothing has changed except the prices of meat. I do the same routine, woke early to vend, go home to cook for the family then vend again)," Medina said. She added, she can no longer live the life they are living before, when their mother and father were able to save money for a house to be their shelter with her six other siblings. But informal settler families (ISFs) live under vulnerable conditions of unemployment and underemployment as most of them work in the informal economy with irregular income, the groups said. The P4,000 estimated monthly amortization, the groups said, was based on the one percent interest rate which is the only cost that will be assumed by the government. Pag-IBIG Fund, meanwhile, imposes three percent interest rate for socialized housing loans; but under the 4PH, only one percent shall be paid by the applicant. The rest of the costs in building the units will be assumed by private developers which shall also be charged to household beneficiaries through Pag-IBIG. But since the proposed housing design is high-rise, urban poor leaders said additional costs for the maintenance and operations of said buildings, like elevators and other amenities, shall be borne collectively and may incur additional monthly dues of P2,000 per household. This would mean a family’s total monthly expenditure for housing is at P6,000. “Records would show, however, that even for existing NHA projects, only 22 percent of informal settlers are able to meet the monthly amortization of P300. The P6,000 monthly amortization is 20 times higher than the current NHA cost, making a 4PH's house an impossible dream house for the poorest of the poor. Alternatives Citing a dire need to address the burgeoning housing crisis, urban poor leaders said they are willing to work with the government with an alternative mechanism that they would like to propose. These include a major proposal for the government to make land acquisition and site development for socialized housing a grant to drive down the cost further and make the program more affordable for the poorest of the poor. The groups also want the framework of “People’s Plan” adopted by the government through the enactment of the People’s Plan bill filed in Congress to ensure that ISFs are not merely treated as a “market” in the socialized housing industry but as a major partner and participants for realizing the social objective of eliminating homelessness in the country. It is in the People’s Plan, they said, that a flexible housing program can be formulated democratically which may include, among others, lower cost and mixed-use development of housing estates. Lastly, the groups also opposed to extending the NHA Charter because of the agency’s failure to solve the housing problem for decades and the creation lately of DHSUD. Bong Go throws support to grassroots sports development programs
Championing grassroots sports development initiatives in various local communities, Senator Christopher “Bong” Go personally witnessed the opening of the inter-barangay basketball league in Cortes, Bohol on Monday, July 17. The basketball league is in partnership with the Philippine Sports Commission and the local government led by Mayor Lynn Iven Lim. Addressing the crowd gathered at the ampitheater, the chair of the Senate Committee on Sports underscored the significance of sports in promoting physical fitness and diverting the youth's attention away from illegal vices, including drug abuse. As an ardent supporter of grassroots sports development, Go recognized the pivotal role that athletics play in nurturing a healthier and more productive citizenry. “Sporting events, such as the basketball league in Cortes, not only provide an avenue for physical exercise but also encourage teamwork, discipline, and camaraderie among participants,” he said. Go emphasized the importance of promoting sports activities as a means to promote a drug-free community. He highlighted the prevalence of illegal drugs in various communities and expressed his commitment to combat this menace by promoting productive activities that inspire individuals, especially the youth, to stay away from harmful substances and become productive members of society. The creation of the PSTC aims to promote sports in the country and achieve excellence in international sports competitions. Meanwhile, Go authored and co-sponsored the measure that became Republic Act No. 11470, establishing the National Academy of Sports (NAS) in 2020. NAS is a government-run educational institution that offers quality secondary education with a special curriculum on sports for gifted young Filipinos who want to enhance their physical and mental capabilities in sports. Go also filed Senate Bill No. 423 or the proposed Philippine National Games (PNG) Act of 2022. The measure aims to institutionalize “a truly comprehensive national grassroots sports program, which will harness the vast potential of the citizenry in discovering and developing champion athletes who could excel in international sports competition, thus giving the country pride and international goodwill and addressing the long-standing problems of Philippine sports in general.” “As chair of the Senate Committee on Sports, I am one with President (Ferdinand) Marcos Jr. in highlighting the importance of sports in nation-building. I reiterate my firm commitment to always look after the welfare of our athletes and to push for long-term and grassroots sports development,” Go previously said. It can also be recalled that Go played a crucial role in pushing for additional funding for sports development in the country. He effectively advocated for a boost in the 2023 budget of the PSC, specifically designating an extra one billion pesos to aid athletes, both at the international level and in grassroots initiatives. On the same day, Go visited several infrastructure projects he supported the funding of as vice chair of the Senate Committee on Finance, including the ongoing construction of Governor Celestino Gallares Multi-specialty Medical Complex in Cortes, and the Cortes Municipal Park and Disaster Risk Reduction and Management building, both in Cortes town. He also led a distribution activity for athletes, coaches, and barangay workers in Cortes town. After Cortes, Go went to Tagbilaran City to inspect the city’s Super Health Center and the Malasakit Center at Gov. Celestino Gallares Memorial Hospital.
