Russia thwarts drones, offers free grain
Russia thwarted a drone attack in the Moscow region as its president promised to give six African countries free grain at a summit in Saint Petersburg, 703 kilometers northwest of the capital. The unmanned aerial vehicle was destroyed by air defense and there were no casualties or damage, according to Russia’s defense ministry. On Monday, a drone crashed near the ministry in the center of Moscow while another hit an office building in a southern district. Ukraine claimed responsibility for the attack. Moscow and its environs, lying about 500 kms from the Ukrainian border, had been rarely targeted until several drone attacks this year. The drone attack follows announcement by President Vladimir Putin that 25,000 to 50,000 tons of Russian grain will be shipped to Burkina Faso, Zimbabwe, Mali, Somalia, Central African Republic and Eritrea. He promised the free grain during the two-day summit with African countries in Saint Petersburg as substitute for Ukrainian grain. Seventeen African leaders including South African President Cyril Ramaphosa were expected at the Russia-Africa summit taking place until Friday at the Expoforum. Russia previously allowed Ukrainian grain ships to deliver wheat overseas via the Black Sea but did not renew the deal and started bombing Ukraine’s grain facilities in Odesa port. Moscow also warned that ships going to and sailing from Ukraine ports will be attacked. Ukrainian army spokesperson Nataliya Gumenyuk told Agence France-Presse that Russia imposed a blockade of “virtually all” its ports “to close Ukraine as a country that can feed the world.” Meanwhile, the Ukrainian army has recaptured the village of Staromaiorske from Russian forces on the southern front, as it ramps up its counter-offensive, Deputy Defense Minister Ganna Maliar said on Thursday. “Staromaiorske in the Donetsk region has been liberated. From the Russian invasion of Ukraine on 24 February last year to the armed rebellion Saturday of the pro-Kremlin Wagner paramilitary group, here is a timeline of the main events. The biggest attack on a European country since World War II has killed or wounded over 150,000 people, according to Western estimates. February 2022: invasion Russian President Vladimir Putin announces a "special military operation" in Ukraine on 24 February, saying he wants to demilitarise and "de-Nazify" the country as well as protect the predominantly Russian-speaking east from "genocide". A full-scale invasion starts, with missile strikes on several Ukrainian cities that sparks a refugee crisis. Ukrainian President Volodymyr Zelensky stays in the capital Kyiv to lead the resistance. The West imposes unprecedented sanctions on Russia and the European Union and United States send Ukraine weapons and aid. March: Russian advances Russian forces make gains in the south, seizing the city of Kherson, close to the Moscow-annexed Crimea peninsula. Russian forces also attempt to surround Kyiv and take Ukraine's second city of Kharkiv in the northeast but meet fierce resistance. A month into the fighting, Russia withdraws from the north to focus on the eastern industrial Donbas region, partly held by Moscow-backed separatists, along with the south. April: war crimes revealed In early April, AFP discovers the bodies of at least 20 civilians lying on a single street in the Kyiv suburb of Bucha -- the first of several grisly discoveries in towns that Russian forces had occupied which spark an international outcry and war crimes investigations. May: Mariupol falls On 21 May, Russia announces the fall of the southeastern port city of Mariupol, which had been relentlessly bombed, after the last Ukrainian troops holding out at a steelworks surrender. Sweden and Finland request membership of NATO, fearing they could be future targets of Russian aggression. June: Donbas battle rages In June, Russia takes the Donbas city of Severodonetsk after one of the bloodiest battles of the war, followed soon after by the neighbouring city of Lysychansk. July: gas supplies cut On 22 July, Kyiv and Moscow sign a deal to resume grain exports from Ukraine, in a bid to relieve a food crisis aggravated by Russia's blockade of the country's ports. Russian gas giant Gazprom slashes its supply to Europe through the Nord Stream pipeline, fuelling fears of gas shortages in Europe. August: battle for Bakhmut Kyiv launches a major offensive to retake Kherson as a bitter battle begins for the eastern town of Bakhmut, spearheaded on the Russian side by the Wagner mercenary group. Wagner claims to have wrested total control of Bakhmut in May. September: annexation Ukraine retakes hundreds of towns and villages in a lightning counter-offensive around Kharkiv. Putin launches a partial draft of 300,000 reservists, sparking an exodus of young Russian men of military age. On 30 September, he formally annexes the Ukrainian regions of Lugansk, Donetsk, Kherson and Zaporizhzhia. October: power supply hit On 8 October, an explosion causes major damage to a bridge linking Crimea to the Russian mainland -- a symbol of Moscow's annexation of the peninsula. Putin blames Ukrainian secret services for the attack. Russian forces retaliate with a barrage of strikes on energy infrastructure in Kyiv and other cities, leaving millions without power in what becomes its new modus operandi throughout the winter. November: retreat from Kherson On 9 November, Moscow orders its troops to retreat from Kherson in the face of advancing Ukrainian forces, marking a stunning defeat in one of the regions it annexed. Jubilant residents hail Ukrainian forces as liberators. December: Zelensky goes to Washington On 22 December, Zelensky visits Washington on his first overseas trip since the war began. He meets President Joe Biden and addresses Congress. January 2023: tanks on the way Russia suffers its biggest single loss of life since the invasion in a Ukrainian attack on a temporary base in the eastern town of Makiivka on 1 January. Moscow says 89 soldiers were killed in the hit. On 25 January, Germany finally agrees to send Ukraine some of its powerful Leopard tanks. The United States follows, announcing that it will provide 31 Abrams tanks. On 19 May, Biden authorises the delivery of F-16 fighter jets to Kyiv. In April, Ukraine also receives anti-missile Patriot defence systems from Washington. 6 June: dam destroyed A blast at the Kakhovka dam in Russian-annexed Crimea inundates vast areas of the Kherson region, forcing thousands to flee and sparking fears of an environmental disaster. Kyiv accuses Moscow of blowing up the dam on the Dnipro River, while Russia blames Ukraine. June: Ukraine counter-offensive A long-awaited Ukrainian counter-offensive begins, aided by the supply of Western arms, according to analysts. Russia brands it a failure but Kyiv says it has retaken several areas. 24 June: Wagner rebellion Wagner chief Yevgeny Prigozhin, leading a mutiny to bring down Moscow's top brass, says his fighters have captured the army HQ in Russia's Rostov-on-Don "without firing a single shot" and claims to have the support of locals. Philippine para athletes brace for battle
With almost everyone accounted for, the Philippines braces for battle in the 12th ASEAN Para Games unfurling Saturday at the Morodok Techno National Stadium here. The 246-strong contingent arrived in two batches Monday and Tuesday nights with the team from e-sports, which will debut as a demo event, flying in tomorrow in time for the biennial, 12-sport spectacle in this Cambodian capital. Walter Torres, Philippine Sports Commission board member and the country’s chief of mission, and deputy chief of mission Irene Soriano flew in a few days early with Philippine Paralympic Committee president Mike Barredo and PSC chair Richard Bachmann joining them today and Saturday night, respectively. “It’s the biggest in the history of the ASEAN Para Games,” said Torres referring to the country’s delegation count. “It’s really to get them going in the international scene since this is the starting point of everything.” Torres said he was able to get a commitment from the squad in improving on their 28-30-46 (gold-silver-bronze) haul and fifth-place performance in Surakarta, Indonesia last year. “If we make it to fourth, that would already be an achievement,” Torres said. Garbage swamping canals — MMDA
The Metropolitan Manila Development Authority yesterday strongly urged residents in the National Capital Region to exercise discipline in disposing of their garbage. This was the call made by MMDA officer-in-charge Atty. Romando Artes as Metro Manila braces for super typhoon another typhoon approaching the Philippine Area of Responsibility. The MMDA chief lamented that residents indiscriminately throw their waste into waterways, clogging creeks and canals, thereby causing flooding. “In our daily cleaning, we collect truckloads of garbage from the canal, so again I appeal that we do not throw trash indiscriminately because that ends up in the canal and causes flooding,” Artes said. The MMDA has already embarked on the cleanup of sewers and tributaries on a year-round basis to prevent flooding during storms. However, due to the indiscriminate throwing of garbage by residents, waterways are clogged resulting to flooding, Artes said. The call for proper waste disposal is being spearheaded by barangay leaders under Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act of 2000. “I’m calling on our fellow countrymen to have a little discipline in the disposal of garbage because Metro Manila is so vast, we can’t always clean those sewers because our personnel are limited,” Artes said. DepEd assures printing of modules is on schedule
As it braces for the crucial weeks before the opening on Oct. 5, the Department of Education (DepEd) assured the reproduction of printed modules to be used by students in public schools for distance/blended learning is right on track. DepEd Undersecretary for Curriculum and Instruction Diosdado San Antonio said that the reproduction as well as the distribution of printed Self Learning Modules (SLMs) are ongoing in various regions and divisions nationwide. During the Sept. 14 virtual presser, San Antonio said that when it comes to printing of modules, “73.36 % of the division offices are on track.” He noted that this figure represents 157 out of 214 Schools Division Offices (SDOs) nationwide. San Antonio noted that there are also some regions that completed the printing of SLMs including Regions II, IV-A, IV-B, IX, and XII. “All these SDOs have reported that they completed almost 100 % of the reproduction,” he said.In Metro Manila, San Antonio said the SDOs are currently distributing modules for the students. With the help of the local government unit, students in public schools located in the National Capital Region (NCR) will receive printed modules. San Antonio, during the House of Representatives’ ( Committee on Appropriations deliberation on the budget allocation for the DepEd on Tuesday, also noted that in some areas, the distribution of modules “will most likely be on a weekly basis.” When it comes to approaches in delivering distance modalities this school year, San Antonio said that DepEd “offered several options.” For those learners with gadgets and with access to the Internet at home, they will do online distance learning. For those who do not have access to the internet but with access to gadgets, they will be doing modular digital wherein the “learning resources will be sent to the learners through flash drives or in any other means and they will be open these at home.” Of all the options, San Antonio said that modular printed is the “most popular choice of families even in areas – which we believe – they have access to gadgets or Internet.” These students will use printed SLMs. DepEd will also make use of TV and radio – “essentially to supplement the other modalities.” “The approach really is blended, distance learning,” San Antonio explained. Aside from printed and offline SLMs, textbooks aligned with the Most Essential Learning Competencies (MELCs), activity sheets and learning plans prepared by teachers will also be used. “Essentially, the learning will happen at home,” San Antonio said.
